The war against ISIS in Iraq was a long, hard slog, and for a time the administration was as guilty of hyping progress as the most imaginative briefers at the old “Five O’Clock Follies” in Saigon had been. In May 2015, an ISIS assault on Ramadi and a sandstorm that grounded U.S. planes sent Iraqi forces and U.S. Special Forces embedded with them fleeing the city. Thanks to growing hostility between the Iraqi government and Iranian-supported militias in the battle, the city wouldn’t be taken until the end of the year. Before it was over we had sent well over five thousand military personnel back to Iraq, including Special Forces operators embedded as advisors with Iraqi and Kurdish units. A Navy SEAL, a native Arizonan whom I had known when he was a boy, was killed in northern Iraq. His name was Charles Keating IV, the grandson of my old benefactor, with whom I had been implicated all those years ago in the scandal his name had branded. He was by all accounts a brave and fine man, and I mourned his loss. Special Forces operators were on the front lines when the liberation of Mosul began in October 2016. Would Iraqis have collaborated to prevent a full-scale civil war from erupting? No one can answer for certain. But I believe that our presence there would have had positive effects. All we can say for certain is that Iraq still has a difficult road to walk, but another opportunity to progress toward that hopeful vision of a democratic, independent nation that’s learned to accommodate its sectarian differences, which generations of Iraqis have suffered without and hundreds of thousands of Americans risked everything for.

To examine, review, evolve and recommend changes that are desirable and feasible regarding the principles that should govern the emoluments structure, concessions and facilities/benefits, in cash or kind, as well as the retirement benefits of the personnel belonging to the Defence Forces, having regard to the historical and traditional parties, with due emphasis on the aspects unique to these personnel.   3. To work out the framework for an emoluments structure linked with the need to attract the most suitable talent to government service, promote efficiency, accountability and responsibility in the work culture, and foster excellence in the public governance system to respond to the complex challenges of modern administration and the rapid political, social, economic and technological changes, with due regard to expectations of stakeholders, and to recommend appropriate training and capacity building through a competency based framework.   4. To examine the existing schemes of payment of bonus, keeping in view, inter-alia, its bearing upon performance and productivity and make recommendations on the general principles, financial parameters and conditions for an appropriate incentive scheme to reward excellence in productivity, performance and integrity.   5. To review the variety of existing allowances presently available to employees in addition to pay and suggest their rationalisation and simplification with a view to ensuring that the pay structure is so designed as to take these into account.   6. To examine the principles which should govern the structure of pension and other retirement benefits, including revision of pension in the case of employees who have retired prior to the date of effect of these recommendations, keeping in view that retirement benefits of all Central Government employees appointed on and after 01.01.2004 are covered by the New Pension Scheme (NPS).   7. The second category of developments that helped prepare a “willingness to murder” consisted of blockages, emergencies, and crises that made the Jews become a seemingly unbearable burden to the administrators of conquered territories. A major blockage was the failure to capture Moscow that choked off the anticipated expulsion of all the Jews of conquered eastern Europe far into the Soviet interior. A major emergency was shortages of food supplies for the German invasion force. Time passed fast and I was coming out from the reputed engineering college at last after the same Professor had intervened with the college authority for holding the examination in spite of political troubles, prevailing during seventies in Calcutta. The sprawling complex of the university would suddenly vanish from my view. I would be missing the chirping of the birds in early morning, view of green grass of the football field right in front of our building, badly mauled by the students and pedestrians who used to cut short their journey moving across the field, whistling of steam trains passing parallel to the backside of boundary wall of our building, stentorian voice of our Professors, ever smiling and refreshing faces of the learned Professors every day. I would definitely miss the opportunity of gossiping on a bench by the lake side with other students, not to speak of your girlfriend with whom you would try to be cozy with to keep yourself warm when the chilling breeze, which put roses in girls’ cheeks but made sinuses ache, cut across you in its journey towards the open field during winter. The charm of walking along the lonely streets proscribed for outsiders and bowing occasionally when you meet the Professors of repute, music and band for the generation of ear deafening sound - both symphony and cacophony, on Saturdays and Sundays in the auditorium, rhythmic sound of machines in the workshop, hurly-burly of laughter of my friends, talks, cries at the top of  their lunges in the canteen and sudden departures of all from the canteen on hearing the ding-dong sound of the big bell hung in the administration building indicating the end of the period would no longer be there. The street fighting of two groups of students on flimsy grounds and passionate speeches of the students during debate competition would no longer be audible. Shaking of long thin pine trees violently by the storm flowing across these especially during summer, shouting and gesticulation of students’ union members while moving around the campus for better amenities or administration, getting caught with friends all around with revolvers in hand during the violent Naxalite movement, hiding in the toilet in canteen to avoid beating by police personnel, dropping of mangoes from a mango tree which spread its wings in all directions during the five years we were in the college near our building and running together by us to pick the green/ripe mangoes as fast as possible defying inclement weather and rain etc. were simply irresistible. The list was endless. I was going to miss very much the competition among us regarding number of mangoes we could collect for our few girlfriends whom we wanted to impress! I

When Britain began replacing the civil service personnel in South Africa with locally born whites, most of their recruits came from this class of whites, who knew the Native and spoke his language. Recruits for missionary work too came from this class. Those of them who went on to universities became experts in the areas pertaining to Africans- Anthropology, African languages, Native Administration and Native Law. But though living among Africans, like all white SouthAfricans they never forgot that they were white.

The CIA would use secrecy and need-to-know control to arrange with a Cabinet-level officer for the cover assignment of an Agency employee to that organization, for example to the Federal Aviation Administration. The Cabinet officer would agree without too much concern and quietly tip off his manpower officer to arrange a “slot” (personnel space) for someone who would be coming into a certain office. He would simply say that the “slot would be reimbursed,” and this would permit the FAA to carry a one-man overage in its manning tables. Soon the man would arrive to work in that position. As far as his associates would know, he would be on some special project, and in a short time he would have worked so well into the staff that they would not know that he was not really one of them. Turnover being what it is in bureaucratic Washington, it would not be too long before everyone around that position would have forgotten that it was still there as a special slot. It would be a normal FAA-assigned job with a CIA man in it.

After January 1, 1959, the Castro Revolution changed the way business was done in Cuba. Abruptly, supplies for Cubana were no longer available, most routes were altered or suspended, and many of the pilots deserted their jobs or were exiled. In May of 1960, the new Castro administration merged all of the existing Cuban airlines and nationalized them under a drastically restructured Cubana management. At the time, many of Cubana’s experienced personnel took advantage of their foreign connections, and left for employment with other airlines. During the Bay of Pigs Invasion in April of 1961, two of the remaining Cubana DC-3’s were destroyed in the selective bombing of Cuba’s airports. Actually the only civil aviation airport that was proven to be bombed was the Antonio Maceo Airport in Santiago de Cuba. During the following years, the number of hijackings increased and some aircraft were abandoned at American airports, as the flight crews sought asylum in the United States. This corporate instability, as well as political unrest, resulted in a drastic reduction of passengers willing to fly with Cubana. Of course, this resulted in a severe reduction in revenue, making the airline less competitive. The Castro régime reacted by blaming the CIA for many of Cubana’s problems. However, slowly, except to the United States, most of the scheduled flights were restored. Not being able to replace their aging fleet with American manufactured aircraft, they turned to the Soviet Union. Currently Cubana’s fleet includes Ukrainian designed and built Antonov An-148’s and An-158’s. The Cubana fleet also has Soviet designed and built Illyushin II-96’s and Tupolev TU-204’s built in Kazan, Russia. Despite daunting difficulties, primarily due to the United States’ imposed embargo and the lack of sufficient assistance from Canada, efforts to expand and improve operations during the 1990’s proved successful. “AeroCaribbean” originally named “Empresa Aero” was established in 1982 to serve as Cuba’s domestic airline. It also supported Cubana’s operations and undertook its maintenance. Today Cubana’s scheduled service includes many Caribbean, European, South and Central American destinations. In North America, the airline flies to Mexico and Canada. With Cuban tourism increasing, Cubana has positioned itself to be relatively competitive. However much depends on Cuba’s future relations with the United States. The embargo imposed in February of 1962 continues and is the longest on record. However, Cubana has continued to expand, helping to make Cuba one of the most important tourist destinations in Latin America. A little known fact is that although Cubana, as expected, is wholly owned by the Cuban government, the other Cuban airlines are technically not. Instead, they are held, operated and maintained by the Cuban military, having been created by Raúl Castro during his tenure as the Minister of the Revolutionary Armed Forces.
