Nobody can claim the name of Pedro, nobody is Rosa or María, all of us are dust or sand, all of us are rain under rain. They have spoken to me of Venezuelas, of Chiles and Paraguays; I have no idea what they are saying. I know only the skin of the earth and I know it has no name.

They ought to do away with divorce settlements. Instead, both parties should flip a coin. The winner gets to stay where he or she is and keep everything. The loser goes to Paraguay. That´s it.

America's health care system is second only to Japan, Canada, Sweden, Great Britain, well ... all of Europe. But you can thank your lucky starts we don't live in Paraguay!

Today`s culture is unfortunately inseparable from economic and military power. A ruling nation can impose its culture and give a worldwide fame to a second-rate writer like (Ernest Hemingway). (John Steinbeck) is important due to American guns. Had (John Dos Passos) and (William Faulkner) been born in Paraguay or in Turkey, who`d read them?
Luis Buñuel
The name of the author is the first to go followed obediently by the title, the plot, the heartbreaking conclusion, the entire novel which suddenly becomes one you have never read, never even heard of, as if, one by one, the memories you used to harbor decided to retire to the southern hemisphere of the brain, to a little fishing village where there are no phones. Long ago you kissed the names of the nine Muses goodbye and watched the quadratic equation pack its bag, and even now as you memorize the order of the planets, something else is slipping away, a state flower perhaps, the address of an uncle, the capital of Paraguay. Whatever it is you are struggling to remember, it is not poised on the tip of your tongue, not even lurking in some obscure corner of your spleen. It has floated away down a dark mythological river whose name begins with an L as far as you can recall, well on your own way to oblivion where you will join those who have even forgotten how to swim and how to ride a bicycle. No wonder you rise in the middle of the night to look up the date of a famous battle in a book on war. No wonder the moon in the window seems to have drifted out of a love poem that you used to know by heart.
Billy Collins

Driving down deserted early morning roads. Round and round. Round downtown. Through naked streets. Lips pursed on two litre bottles of beer, but pursuing the lips of freedom's night. Swapping cars. Winding up at karaoke bars or Bolsi- the best place in town. For the food. For the folk. For the service. For the crema de papaya. And for that late night dawn's whiskey coffee.

...Bhutan all but bases its identity upon its loneliness, and its refusal to b assimilated into India, or Tibet, or Nepal. Vietnam, at present, is a pretty girl with her face pressed up against the window of the dance hall, waiting to be invited in; Iceland is the mystic poet in the corner, with her mind on other things. Argentina longs to be part of the world it left and, in its absence, re-creates the place it feels should be its home; Paraguay simply slams the door and puts up a Do Not Disturb sign. Loneliness and solitude, remoteness and seclusion, are many worlds apart.
Pico Iyer

It was beginning to dawn on me that most of the history of Paraguay revolved around white men chasing after other white men in the jungle, or else trying to turn the brown ones white.
Ben Macintyre (Forgotten Fatherland: The True Story of Nietzsche's Sister and Her Lost Aryan Colony)
Every type of political power presupposes some particular form of human slavery, for the maintenance of which it is called into being. Just as outwardly, that is, in relation to other states the state has to create certain artificial antagonisms in order to justify its existence, so also internally the cleavage of society into castes, ranks and classes is an essential condition of its continuance. The development of the Bolshevist bureaucracy in Russia under the alleged dictatorship of the proletariat (which has never been anything but the dictatorship of a small clique over the proletariat and the whole Russian people) is merely a new instance of an old historical experience which has repeated itself countless times. This new ruling class, which to-day is rapidly growing into a new aristocracy, is set apart from the great masses of the Russian peasants and workers just as clearly as are the privileged castes and classes in other countries from the mass of the people. And this situation becomes still more unbearable when a despotic state denies to the lower classes the right to complain of existing conditions, so that any protest is made at the risk of their lives. But even a far greater degree of economic equality than that which exists in Russia would be no guarantee against political and social oppression. Economic equality alone is not social liberation. It is precisely this which all the schools of authoritarian Socialism have never understood. In the prison, in the cloister, or in the barracks one finds a fairly high degree of economic equality, as all the inmates are provided with the same dwelling, the same food, the same uniform, and the same tasks. The ancient Inca state in Peru and the Jesuit state in Paraguay had brought equal economic provision for every inhabitant to a fixed system, but in spite of this the vilest despotism prevailed there, and the human being was merely the automaton of a higher will on whose decisions he had not the slightest influence. It was not without reason that Proudhon saw in a "Socialism" without freedom the worst form of slavery. The urge for social justice can only develop properly and be effective when it grows out of man's sense of freedom and responsibility, and is based upon it. In other words, Socialism will be free or it will not be at all. In its recognition of this fact lies the genuine and profound justification of Anarchism.

The Women Who Walk Us Home The ones who arrive with a bag of clothes, four tired lemons, half a story from her sister's trip to Paraguay. The ones who keep our secrets and whose secrets we keep in potted plants, in every ocean we've ever known. The ones who know our husbands, their little pleasures. Our lovers and our scars. The ones who stay, hope like a moth. Who stare into the gaping tomb and are not afraid of its unveiling. The ones who will be there, even then (even then), to walk us home.

One thing that I had loved in Paraguay was the ironic grass that showed the tip of its nose between the pavements of the capital, that slipped in on behalf of the invisible but ever-present virgin forest to see if man still held the town, if the hour had not come to send all those stones tumbling. - from Wind, Sand and Stars by Antoine St. Exupery (1939)

For generations the official U.S. policy had been to support these regimes against any threat from their own citizens, who were branded automatically as Communists. When necessary, U.S. troops had been deployed in Latin America for decades to defend our military allies, many of whom were graduates of the U.S. Military Academy, spoke English, and sent their children to be educated in our country. They were often involved in lucrative trade agreements involving pineapples, bananas, bauxite, copper and iron ore, and other valuable commodities. When I became president, military juntas ruled in Argentina, Bolivia, Brazil, Chile, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Nicaragua, Panama, Paraguay, Peru, and Uruguay. I decided to support peaceful moves toward freedom and democracy throughout the hemisphere. In addition, our government used its influence through public statements and our votes in financial institutions to put special pressure on the regimes that were most abusive to their own people, including Chile, Argentina, Paraguay, Nicaragua, and El Salvador. On visits to the region Rosalynn and I met with religious and other leaders who were seeking political change through peaceful means, and we refused requests from dictators to defend their regimes from armed revolutionaries, most of whom were poor, indigenous Indians or descendants of former African slaves. Within ten years all the Latin American countries I named here had become democracies, and The Carter Center had observed early elections in Panama, Nicaragua, Peru, Haiti, and Paraguay.

New artists have been obtained. These do not object to, and indeed argue enthusiastically for, the rationalization process. Production is up. Quality-control devices have been installed at those points where the interests of artists and audiences intersect. Shipping and distribution have been improved out of all recognition. (It is in this area, they say in Paraguay, that traditional practices were most blameworthy.) The rationalized art is dispatched from central art dumps to regional art dumps, and from there into the lifestreams of cities. Each citizen is given as much art as his system can tolerate.

The Aché people, hunter-gatherers who lived in the jungles of Paraguay until the 1960s, offer a glimpse into the darker side of foraging. When a valued band member died, the Aché customarily killed a little girl and buried the two together. Anthropologists who interviewed the Aché recorded a case in which a band abandoned a middle-aged man who fell sick and was unable to keep up with the others. He was left under a tree. Vultures perched above him, expecting a hearty meal. But the man recuperated, and, walking briskly, he managed to rejoin the band. His body was covered with the birds’ faeces, so he was henceforth nicknamed ‘Vulture Droppings’. When an old Aché

In The Better Angels of Our Nature, Pinker calculates the average homicide rate among eight primitive societies, arriving at an alarming 14 per cent. This figure appeared in respected journals like Science and was endlessly regurgitated by newspapers and on TV. When other scientists took a look at his source material, however, they discovered that Pinker mixed up some things. This may get a little technical, but we need to understand where he went wrong. The question we want to answer is: which peoples still hunting and gathering today are representative of how humans lived 50,000 years ago? After all, we were nomads for 95 per cent of human history, roving the world in small, relatively egalitarian groups. Pinker chose to focus almost exclusively on hybrid cultures. These are people who hunt and gather, but who also ride horses or live together in settlements or engage in farming on the side. Now these activities are all relatively recent. Humans didn’t start farming until 10,000 years ago and horses weren’t domesticated until 5,000 years ago. If you want to figure out how our distant ancestors lived 50,000 years ago, it doesn’t make sense to extrapolate from people who keep horses and tend vegetable plots. But even if we get on board with Pinker’s methods, the data is problematic. According to the psychologist, 30 per cent of deaths among the Aché in Paraguay (tribe 1 on his list) and 21 per cent of deaths among the Hiwi in Venezuela and Colombia (tribe 3) are attributable to warfare. These people are out for blood, it would seem. The anthropologist Douglas Fry was sceptical, however. Reviewing the original sources, he discovered that all forty-six cases of what Pinker categorised as Aché ‘war mortality’ actually concerned a tribe member listed as ‘shot by Paraguayan’. The Aché were in fact not killing each other, but being ‘relentlessly pursued by slave traders and attacked by Paraguayan frontiersmen’, reads the original source, whereas they themselves ‘desire a peaceful relationship with their more powerful neighbors’. It was the same with the Hiwi. All the men, women and children enumerated by Pinker as war deaths were murdered in 1968 by local cattle ranchers.40 There go the iron-clad homicide rates. Far from habitually slaughtering one another, these nomadic foragers were the victims of ‘civilised’ farmers wielding advanced weaponry. ‘Bar charts and numeric tables depicting percentages […] convey an air of scientific objectivity,’ Fry writes. ‘But in this case it is all an illusion.

Everyone in Paraguay has the same fingerprints. There are crimes but people chosen at random are punished for them. Everyone is liable for everything. An extension of the principle, there but for the grace of God go I. Sexual life is very free. There are rules but these are like the rules of chess, intended to complicate and enrich the game. I made love to Jean Mueller while her husband watched. There have been certain technical refinements. The procedures we use (called here “impalement”) are used in Paraguay but also new techniques I had never before encountered, “dimidiation” and “quartering.” These I found very refreshing.

He watched them blink to the tune of some Brazilian carol, and despite his efforts not to, Nate thought of his children. It was the day before Christmas Eve. Not all memories were painful. He boarded the plane with teeth clenched and spine stiffened, then slept for most of the hour it took to reach Corumba. The small airport there was humid and packed with Bolivians waiting for a flight to Santa Cruz. They were laden with boxes and bags of Christmas gifts. He found a cabdriver who spoke not a word of English, but it didn't matter. Nate showed him the words “Palace Hotel” on his travel itinerary, and they sped away in an old, dirty Mazda. Corumba had ninety thousand people, according to yet another memo prepared by Josh's staff. Situated on the Paraguay River, on the Bolivian border, it had long since declared itself to be the capital of the Pantanal. River traffic and trade had built the city, and kept it going.

Bergoglio’s talks show him developing two major vaccinations against the lure of ideology. The first was the God’s-holy-faithful-people idea: following Congar, God’s power was to be discerned not in elite schemes but in the ordinary believing poor. The second was a series of governing “Christian principles,” a kind of sapiential wisdom captured in a series of criteria for discernment. In 1974, when he addressed the provincial congregation, there were three: unity comes before conflict, the whole comes before the part, time comes before space. By 1980, he had added a fourth, anti-ideological principle: reality comes before the idea. They were principles deduced from various of his heroes—the early companions of Saint Ignatius, the Paraguay missionaries, even the nineteenth-century caudillo Rosas—and one major source: what he called “the special wisdom of the people whom we call faithful, the people which is the people of God.”13 Those four principles, said Bergoglio, “are the axis around which reconciliation can revolve.” They would constantly appear from now on in his writing and speeches—and were shared with the world in Evangelii Gaudium (The Joy of the Gospel), Pope Francis’s first authored document, released in November 2013.

and as the perspiration made its way from every pore of our bodies, we quaffed the poisonous stuff as if it had been nectar, instead of a mixture of rats, rum, and putrid water.
John Parish Robertson (Letters on Paraguay: comprising an account of a four years' residence in that republic, under the government of the dictator Francia Volume 2)
as scientists no less than historians should note, that training in the writing of good English is indispensable to any learned man who expects to make his learning count for what it ought to count in the effect on his fellow men. The outdoor naturalist, the faunal naturalist, who devotes himself primarily to a study of the habits and of the life-histories of birds, beasts, fish, and reptiles, and who can portray truthfully and vividly what he has seen, could do work of more usefulness than any mere collector, in this upper Paraguay country. The work of the collector is indispensable; but it is only a small part of the work that ought to be done; and after collecting has reached a certain point the work of the field observer with the gift for recording what he has seen becomes of far more importance. The long days spent riding through the swamp, the "pantanal," were pleasant and interesting. Several times we saw the tamandua bandeira, the giant ant-bear. Kermit shot one, because the naturalists eagerly wished for a second specimen; afterward we were relieved of all necessity to molest the strange, out-of-date creatures. It was a surprise to us to find them habitually frequenting the open marsh. They were always on muddy ground, and in the papyrus-swamp we found them in several inches of water. The stomach is thick-walled, like a gizzard; the stomachs of those we shot contained adult and larval ants, chiefly termites, together with plenty of black mould and fragments of leaves, both green and dry. Doubtless the earth and the vegetable matter had merely been taken incidentally, adhering to the viscid tongue when it was thrust into the ant masses. Out in the open marsh the tamandua could neither avoid observation, nor fight effectively, nor make good its escape by flight.

Hispanic" and "Latino" are terms whose descriptive legitimacy is premised on a startling lack of specificity. The categories encompass any and all individuals living in the United States who trace their ancestry to the Spanish-speaking regions of Latin America and the Caribbean; Latinos hail from Colombia, Mexico, Paraguay, Puerto Rico, and beyond-more than twenty countries in all. Such inclusivity is part of the problem: "Hispanic" and "Latino" tell us nothing about country of origin, gender, citizenship status, economic class, or length of residence in the United States. An undocumented immigrant from Guatemala is Hispanic; so is a third-generation Mexican American lawyer. Moreover, both categories are racially indeterminate: Latinos can be white, black, indigenous, and every combination thereof. In other words, characterizing a subject as either "Hispanic" or "Latino" is an exercise in opacity-the terms are so comprehensive that their explanatory power is limited. When referring to "Latinos in the United States," it is far from immediately clear whether the subjects under discussion are farmworkers living below the poverty line or middle-class homeowners, urban hipsters or rural evangelicals, white or black, gay or straight, Catholic or Jewish, undocumented Spanish monolinguals or fourth-generation speakers of English-only.
Cristina Beltrán (The Trouble with Unity: Latino Politics and the Creation of Identity)

Augusto Roa Bastos (Contravida)

A REMARKABLE INSTANCE ON THE PUBLIC SCALE OF THE REAL-LIFE IMPLEMENTATION OF XAVIER CONROY’S DICTUM ABOUT THE PERFECTLY DEFENDED MAN Following Paraguay’s declaration of independence from Spain Dr. Francia, the dictator known as “El Supremo,” adopted a simple foreign policy: no one was permitted to enter or leave the country and trade was absolutely forbidden.

Moreover, in light of OLPC’s mission to bring these ideas to children across the Global South, constructionism and OLPC could also be seen as imperialist, and Paraguay Educa’s faithful adherence to OLPC’s vision as problematic.34 After all, Paraguay Educa uncritically adopted a set of ideals largely developed at MIT, an elite institution in a country with a history of both military and cultural imperialism in the region: the United States. It moreover chose to invest in an untested technological intervention instead of food, vaccinations, working bathrooms, or any number of other kinds of much-needed aid. OLPC’s claim that a country could merely replace its textbook budget with a laptop budget and access online textbooks, for instance, assumed that the target country had a textbook budget to begin with and that schools in that country regularly used textbooks. In Paraguay, for one, this was not true.

This is precisely what happened, as we have already noted, in Paraguay in 2012 with the two-day “quickie” impeachment of Fernando Lugo, and in Ecuador in 1997 with the removal of Abdalá Bucaram on bogus grounds of “mental incapacity.” In these cases, impeachment was weaponized—the leaders of congress used it to remove a president they didn’t like.
Steven Levitsky (How Democracies Die)
Six weeks before the Letelier murder, the U.S. Ambassador in Paraguay, George W. Landau (no relation to Saul Landau), received a call from a top aide of Paraguayan President Alfredo Stroessner who said he was relaying a request directly from Chilean General Augusto Pinochet. The aide said that he needed visas immediately for two Chilean army officers using Paraguayan passports to travel to Washington on an intelligence mission.
Gaeton Fonzi (The Last Investigation: What Insiders Know about the Assassination of JFK)
The CIA was also aware that the Chilean secret police had formed an alliance with five other Latin American intelligence agencies, Paraguay among them, called Operation Condor. The purpose of the alliance was to assist each other in dirty missions, including assassinations

Pacho O'Donnell (Breve historia argentina. De la Conquista a los Kirchner (Spanish Edition))
Enter, therefore, a new and ingenious variant of Ultimatum, this one called Dictator. Once again, a small pool of money is divided between two people. But in this case, only one person gets to make a decision. (Thus the name: the “dictator” is the only player who matters.) The original Dictator experiment went like this. Annika was given $20 and told she could split the money with some anonymous Zelda in one of two ways: (1) right down the middle, with each person getting $10; or (2) with Annika keeping $18 and giving Zelda just $2. Dictator was brilliant in its simplicity. As a one-shot game between two anonymous parties, it seemed to strip out all the complicating factors of real-world altruism. Generosity could not be rewarded, nor could selfishness be punished, because the second player (the one who wasn’t the dictator) had no recourse to punish the dictator if the dictator acted selfishly. The anonymity, meanwhile, eliminated whatever personal feeling the donor might have for the recipient. The typical American, for instance, is bound to feel different toward the victims of Hurricane Katrina than the victims of a Chinese earthquake or an African drought. She is also likely to feel different about a hurricane victim and an AIDS victim. So the Dictator game seemed to go straight to the core of our altruistic impulse. How would you play it? Imagine that you’re the dictator, faced with the choice of giving away half of your $20 or giving just $2. The odds are you would . . . divide the money evenly. That’s what three of every four participants did in the first Dictator experiments. Amazing! Dictator and Ultimatum yielded such compelling results that the games soon caught fire in the academic community. They were conducted hundreds of times in myriad versions and settings, by economists as well as psychologists, sociologists, and anthropologists. In a landmark study published in book form as Foundations of Human Sociality, a group of preeminent scholars traveled the world to test altruism in fifteen small-scale societies, including Tanzanian hunter-gatherers, the Ache Indians of Paraguay, and Mongols and Kazakhs in western Mongolia. As it turns out, it didn’t matter if the experiment was run in western Mongolia or the South Side of Chicago: people gave. By now the game was usually configured so that the dictator could give any amount (from $0 to $20), rather than being limited to the original two options ($2 or $10). Under this construct, people gave on average about $4, or 20 percent of their money. The message couldn’t have been much clearer: human beings indeed seemed to be hardwired for altruism. Not only was this conclusion uplifting—at the very least, it seemed to indicate that Kitty Genovese’s neighbors were nothing but a nasty anomaly—but it rocked the very foundation of traditional economics. “Over the past decade,” Foundations of Human Sociality claimed, “research in experimental economics has emphatically falsified the textbook representation of Homo economicus.

Rio towards the beginning of December is quite enough even for the most ardent admirer of the picturesque. The heat in the city is intolerable. The mosquito s plague you to death. Above all, in my case, the hateful scenes which I was, on this my first visit to a slave country, forced to witness of cruelty to the unhappy negro, created in me an utter disgust of the place. Such was the profound impression made on my feelings in that early part of my career, by the stroke of the lash and the shriek of the victim, which ever and anon fell on my unwilling ear, that to this day I fancy I can hear the appalling sound as distinctly as I did twenty five years ago.

Make a list of the nations in the Americas from richest to poorest. You will find that at the top are the United States and Canada, followed by Chile, Argentina, Brazil, Mexico, and Uruguay, and maybe also Venezuela, depending on the price of oil. After that you have Colombia, the Dominican Republic, Ecuador, and Peru. At the bottom there is another distinct, much poorer group, comprising Bolivia, Guatemala, and Paraguay. Go back fifty years, and you’ll find an identical ranking. One hundred years: same thing. One hundred and fifty years: again the same. So it is not just that the United States and Canada are richer than Latin America; there is also a definite and persistent divide between the rich and poor nations within Latin America.
