Richard Joseph’s seminal work on Nigerian governance—to which this book owes an intellectual debt—appeared in 1987 and a lively academic discussion of “prebendalism,” its core idea, continues right up to the present, though mostly in academic rather than policy circles.[5] Prebendalism and neopatrimonialism can exist anywhere; their essence is the privatization and exploitation of public resources by those who control the government and its bureaucracy.[6] By origin, “prebendal” refers to Anglican and Roman Catholic clergy assigned to cathedrals that were entitled to a share of the foundation’s income by virtue of their position—not as a return for the services they might or might not perform. The income itself is called a “prebend” and the recipient is called a “prebendary.” In the Nigerian context, prebendal describes the behavior of elites that access and share the government’s oil revenue, not because of their services to the state, but because they are entitled to do so. There is the expectation that prebendal beneficiaries will share their prebend with their patrons and their clients. This relationship, in which patrons distribute wealth to their clients, is often described as neopatrimonial.[7] Hence, prebendalism is intimately related to the neopatrimonial patronage-clientage organization of Nigerian society. Prebendal behavior is most salient among elites, but its spirit and that of neopatrimonialism extend throughout society. A policeman at a checkpoint is salaried. But because he controls the checkpoint, he is entitled to ask for a bribe, and does so: “What do you have for me today?” He is expected to share a portion of the bribe he receives with his boss or patron and with subordinates and family. Between his mail-in card and a Web site, he gained about fifteen thousand signatures, although since there was no verification process there was no way to determine if these signatures were real, or if real, whether they were actually from scientists.17 In a highly unusual move, the National Academy held a press conference to disclaim the mailing and distance itself from its former president.18 Still, many media outlets reported on the petition as if it were evidence of genuine disagreement in the scientific community, reinforced, perhaps, by Fred Singer’s celebration of it in the Washington Times the very same day the Academy rejected it.19 The “Petition Project” continues today. Fred Seitz is dead, but his letter is alive and well on the Internet, and the project’s Web site claims that its signatories have reached thirty thousand.20

Solving society’s most intractable problems begins with understanding what actually moves the needle. This allows resources and creativity to be focused where they have the most impact. Requests to support a social purpose are now regularly expected to include a solid demonstration of effectiveness. It may be a donor inspecting a nonprofit on a website like Charity Navigator, an impact investor evaluating a potential loan recipient, a citizen inspecting where his or her tax dollars go, or an investor evaluating socially responsible stocks. How impact is articulated may vary, but providing compelling evidence of results is now a make-or-break proposition for organizations seeking financial support.

Years ago, I worked in an organization that had a neat way of instilling the act of recognition in their culture. They created these cards that any employee could use to recognize another for just doing good work. They were black and white and very basic, but were accessible to everyone to use. I was impressed by how much people used them. The most impacting part was how much pride the recipients had when they received the cards. They would post them on their cubicle walls. It was a symbol of accomplishment and pride in the work that they did together every day.

There are two important lessons here. First, foreign aid is not a very effective means of dealing with the failure of nations around the world today. Far from it. Countries need inclusive economic and political institutions to break out of the cycle of poverty. Foreign aid can typically do little in this respect, and certainly not with the way that it is currently organized. Recognizing the roots of world inequality and poverty is important precisely so that we do not pin our hopes on false promises. As those roots lie in institutions, foreign aid, within the framework of given institutions in recipient nations, will do little to spur sustained growth. Second, since the development of inclusive economic and political institutions is key, using the existing flows of foreign aid at least in part to facilitate such development would be useful. As we saw, conditionality is not the answer here, as it requires existing rulers to make concessions. Instead, perhaps structuring foreign aid so that its use and administration bring groups and leaders otherwise excluded from power into the decision-making process and empowering a broad segment of population might be a better prospect.
