Japan and West Germany investing a great deal in science and technology and next to nothing on defense - and finding that their economies boomed - was an experiment. The Communists, for example, said that it was the misdirected policies of the Social Democrats that made it possible for the fascists to seize power. The questions that formed the basis of the discussion between the Right and the Left in the workers' movements are also to be regarded as sterile. The Right contended that the workers were not predisposed to fight; the Left, on the other hand, refuted this and asserted that the workers were revolutionary and that the Right's statement was a betrayal of revolutionary thinking. Both assertions, because they failed to see the complexities of the issue, were rigidly mechanistic. A realistic appraisal would have had to point out that the average worker bears a contradiction in himself; that he, in other words, is neither a clear-cut revolutionary nor a clear-cut conservative, but stands divided. His psychic structure derives on the one hand from the social situation (which prepares the ground for revolutionary attitudes) and on the other hand from the entire atmosphere of authoritarian society—the two being at odds with one another.

In Belarus, as elsewhere, local German policy was conditioned by general economic concerns. By 1943, the Germans were worried more about labor shortages than about food shortages, and so their policy in Belarus shifted. As the war against the Soviet Union continued and the Wehrmacht took horrible losses month upon month, German men had to be taken from German farms and factories and sent to the front. Such people then had to be replaced if the German economy was to function. Hermann Göring issued an extraordinary directive in October 1942: Belarusian men in suspicious villages were not to be shot but rather kept alive and sent as forced laborers to Germany. People who could work were to be 'selected' for labor rather than killed - even if they had taken up arms against Germany. By now, Göring seemed to reason, their labor power was all that they could offer to the Reich, and it was more significant than their death. Since the Soviet partisans controlled ever more Belarusian territory, ever less food was reaching Germany in any case. If Belarusian peasants could not work for Germany in Belarus, best to force them to work in Germany. This was very grim reaping. Hitler made clear in December 1942 what Göring had implied: the women and children, regarded as less useful as labor, were to be shot. "This was a particularly spectacular example of the German campaign to gather forced labor in the East, which had begun with the Poles of the General Government, and spread to Ukraine before reaching this bloody climax in Belarus. By the end of the war, some eight million foreigners from the East, most of them Slavs, were working in the Reich. It was a rather perverse result, even by the standards of Nazi racism: German men went abroad and killed millions of 'subhumans,' only to import millions of other 'subhumans' to do the work in Germany that the German men would have been doing themselves - had they not been abroad killing 'subhumans.' The net effect, setting aside the mass killing abroad, was that Germany became more of a Slavic land than it had ever been in history. (The perversity would reach its extreme in the first months of 1945, when surviving Jews were sent to labor camps in Germany itself. Having killed 5.4 million Jews as racial enemies, the Germans then brought Jewish survivors home to do the work that the killers might have been doing themselves, had they not been abroad killing.)

Haters would slap these “echoes” around Jewish-sounding names of people online they wanted to target. Once a target was “belled,” the alt-right anti-Semitic mob could download the innocuous-sounding Coincidence Detector plug-in from the Google Chrome store, track down targets like heat-seeking missiles, then swarm. “You’ve all provoked us. You’ve been doing it for decades—and centuries even—and we’ve finally had enough,” declared Andrew Anglin, the creator and mastermind of the neo-Nazi website the Daily Stormer. “Challenge has been accepted.” And swarm they did.

The attempt, then, was to explain Nazism in the light of something, for liberals, readily identifiable, rational and precedented, be it in economic or political terms. But while a necessary pre-condition, they were not the sole or indeed main 'cause' of appeasement. The fusion of economics and politics is a critical part of this model and is something early liberal theorists missed. States consistently seek to protect 'their' capitalists all over the world. Whether in the form of taxation, trade policy, or foreign policy, capitalists always rely on politicians to provide them with opportunities for profit-making abroad. Lenin, who in 1917 wrote that imperialism was the 'highest stage' of capitalism, realized that this fusion of state and corporate power would make it even harder for poor states to catch up with rich ones. Unions, and any other threats to corporate power, were destroyed, and a law was passed to 'force industries to form cartels where none existed.' Unchecked corporate power -fused with that of the state- was a key component of Nazism.

My picture of the transition to war grows in part out of the sense that, on the Nazi side, the war itself was to a high degree a war of plunder and destruction; a war, that is, in which the means (military conquest) and the ends ("living space") became totally muddled up with each other on account of the Third Reich's need to live from hand to mouth in its social and economic policies after 1939. For a realistic assessment, one had to turn to those who remained inside Germany. They painted a very different, much grimmer picture. One of the most sensitive and valuable witnesses was the journalist Sebastian Haffner, who stayed in Germany until 1938. Though no one expected it when Hitler became chancellor, Haffner notes, his policies were remarkably successful at first. Within three years, Germany went from deep economic depression to full employment. Hitler also rearmed the nation, making it once again the dominant military power on the continent. And then there were the foreign policy triumphs: the reoccupation of the Rhineland, the incorporation of Austria, the acquisition of the Sudetenland from Czechoslovakia. Looking back in April 1939, Hitler could say, “I overcame chaos in Germany, restored order, enormously raised production in all fields of our national economy. . . . I have led millions of deeply unhappy Germans, who had been snatched away from us, back into the Fatherland; I have restored the thousand-year-old historical unity of German living space.” To which a despondent Haffner could only reply: “Damn it, it was all true, or nearly all.” Former opponents, Communists and Social Democrats among them, were won over by Hitler’s undeniable accomplishments. Haffner estimates that at his height, Hitler had the support of 90 percent of the German people, and that a majority of those who had voted against him in 1933 were now Nazi Party members or at least party sympathizers. This, Haffner says, was “perhaps his greatest achievement of all.” What’s more, such wide popularity made it difficult for critics to find fault, even when they weren’t being hounded by the Gestapo to conform. “I don’t like that business with the Jews either,” Haffner would hear from acquaintances, “but look at all the things the man has achieved!” What could one say? Haffner himself was immune to Hitler’s appeal in part because he had many Jewish friends and a Jewish girlfriend. But articulating a response was not easy because rejecting Hitler for his faults seemed to require rejecting his achievements as well, and few wanted to go back to the frustrating political paralysis of Weimar. Opponents of the Nazis who had the inner strength to resist the inevitable self-doubt that had to creep in when everyone around them was applauding Hitler for his all-too-obvious achievements found themselves increasingly living in a world of intellectual isolation and muted skepticism. According to Haffner, “What passive resistance there was to the wave of Hitlerism in Germany was mainly caused by his anti-Semitism,” but how many wanted to stand up and be labeled defenders of the Jews?

Much ink has been spilled over whether fascism represented an emergency form of capitalism, a mechanism devised by capitalists by which the fascist state—their agent—disciplined the workforce in a way no traditional dictatorship could do. Today it is quite clear that businessmen often objected to specific aspects of fascist economic policies, sometimes with success. But fascist economic policy responded to political priorities, and not to economic rationale. Both Mussolini and Hitler tended to think that economics was amenable to a ruler’s will. Mussolini returned to the gold standard and revalued the lira at 90 to the British pound in December 1927 for reasons of national prestige, and over the objections of his own finance minister. Fascism was not the first choice of most businessmen, but most of them preferred it to the alternatives that seemed likely in the special conditions of 1922 and 1933—socialism or a dysfunctional market system. So they mostly acquiesced in the formation of a fascist regime and accommodated to its requirements of removing Jews from management and accepting onerous economic controls. In time, most German and Italian businessmen adapted well to working with fascist regimes, at least those gratified by the fruits of rearmament and labor discipline and the considerable role given to them in economic management. Mussolini’s famous corporatist economic organization, in particular, was run in practice by leading businessmen. Peter Hayes puts it succinctly: the Nazi regime and business had “converging but not identical interests.” Areas of agreement included disciplining workers, lucrative armaments contracts, and job-creation stimuli. Important areas of conflict involved government economic controls, limits on trade, and the high cost of autarky—the economic self-sufficiency by which the Nazis hoped to overcome the shortages that had lost Germany World War I. Autarky required costly substitutes—Ersatz— for such previously imported products as oil and rubber. Economic controls damaged smaller companies and those not involved in rearmament. Limits on trade created problems for companies that had formerly derived important profits from exports. The great chemical combine I. G. Farben is an excellent example: before 1933, Farben had prospered in international trade. After 1933, the company’s directors adapted to the regime’s autarky and learned to prosper mightily as the suppliers of German rearmament. The best example of the expense of import substitution was the Hermann Goering Werke, set up to make steel from the inferior ores and brown coal of Silesia. The steel manufacturers were forced to help finance this operation, to which they raised vigorous objections.
