In past ages, a war, almost by definition, was something that sooner or later came to an end, usually in unmistakable victory or defeat. In the past, also, war was one of the main instruments by which human societies were kept in touch with physical reality. All rulers in all ages have tried to impose a false view of the world upon their followers, but they could not afford to encourage any illusion that tended to impair military efficiency. So long as defeat meant the loss of independence, or some other result generally held to be undesirable, the precautions against defeat had to be serious. Physical facts could not be ignored. In philosophy, or religion, or ethics, or politics, two and two might make five, but when one was designing a gun or an aeroplane they had to make four. Inefficient nations were always conquered sooner or later, and the struggle for efficiency was inimical to illusions. Moreover, to be efficient it was necessary to be able to learn from the past, which meant having a fairly accurate idea of what had happened in the past. Newspapers and history books were, of course, always coloured and biased, but falsification of the kind that is practiced today would have been impossible. War was a sure safeguard of sanity, and so far as the ruling classes were concerned it was probably the most important of all safeguards. While wars could be won or lost, no ruling class could be completely irresponsible.

The professed enemies of society have this feeling as strongly as anyone else. One sees it in prison-books like Wilfred Macartney's Walls Have Mouths or Jim Phelan's Jail Journey, in the solemn idiocies that take places at the trials of conscientious objectors, in letters to the papers from eminent Marxist professors, pointing out that this or that is a 'miscarriage of British justice'. Everyone believes in his heart that the law can be, ought to be, and, on the whole, will be impartially administered. The totalitarian idea that there is no such thing as law, there is only power, has never taken root. Even the intelligentsia have only accepted it in theory. An illusion can become a half-truth, a mask can alter the expression of a face. The familiar arguments to the effect that democracy is 'just the same as' or 'just as bad as' totalitarianism never take account of this fact. All such arguments boil down to saying that half a loaf is the same as no bread. In England such concepts as justice, liberty and objective truth are still believed in. They may be illusions, but they are powerful illusions. The belief in them influences conduct,national life is different because of them. In proof of which, look about you. Where are the rubber truncheons, where is the caster oil? The sword is still in the scabbard, and while it stays corruption cannot go beyond a certain point. The English electoral system, for instance, is an all but open fraud. In a dozen obvious ways it is gerrymandered in the interest of the moneyed class. But until some deep change has occurred in the public mind, it cannot become completely corrupt. You do not arrive at the polling booth to find men with revolvers telling you which way to vote, nor are the votes miscounted, nor is there any direct bribery. Even hypocrisy is powerful safeguard. The hanging judge, that evil old man in scarlet robe and horse-hair wig,whom nothing short of dynamite will ever teach what century he is living in, but who will at any rate interpret the law according to the books and will in no circumstances take a money bribe,is one of the symbolic figures of England. He is a symbol of the strange mixture of reality and illusion, democracy and privilege, humbug and decency, the subtle network of compromises, by which the nation keeps itself in its familiar shape.

Wherever Nazi power could be extended—to the Rhineland, to Austria and to Sudeten Czechoslovakia—this pattern of cruelty and bigotry was repeated. (And, noticed by few, the state killing of the mentally and physically 'unfit,' whether Jewish or 'Aryan,' was tentatively inaugurated.) After the war broke out, Hitler was able to install puppet governments or occupation regimes in numerous countries, each of which was compelled to pass its own version of the anti-Semitic 'Nuremberg Laws.' Most ominous of all—and this in plain sight and on camera, and in full view of the neighbours—Jewish populations as distant as Salonika were rounded up and put on trains, to be deported to the eastern provinces of conquered Poland. None of this is, even in the remotest sense of the word, 'deniable.

The capitalist-imperialist governments, even though they themselves are about to be plundered, will not fight with any conviction against Fascism as such. Only the Nazis were positioned to be all things to all men and women. They made an appeal that reached beyond narrow economic interests and narrow religious interests. The base of their support may have been among Germany’s small-town middle-class Protestants, but they also won important backing in the cities with Catholics and blue-collar workers. As more research is done on Nazi support, the wider and more diverse that support appears to have been. Indeed, anyone who had lost patience with traditional politics and was looking for a new direction was a potential Nazi. They were the “catchall party of protest,” calling for people to put aside social divisions and class differences for the sake of a larger ideal, the nation, the Volk. The message had enormous appeal to any unaffiliated (and non-Jewish) voter, and to students and the young, who provided the party with its bustling energy, it was a political elixir. There were no more enthusiastic Nazis than the idealistic young. Across the English Channel, George Orwell may have disliked what he saw, but he understood its power. Hitler, he said, “grasped the falsity of the hedonistic attitude to life.” The Nazis knew that “human beings don’t only want comfort, safety, short-working hours, hygiene, birth-control and, in general, common sense; they also, at least intermittently, want struggle and self-sacrifice, not to mention drums, flags and loyalty parades.” Or as one anti-Nazi German journalist wrote, “Hitler was able to enslave his own people because he seemed to give them something that even the traditional religions could no longer provide: the belief in a meaning to existence beyond the narrowest self-interest.

The issue of fascism since 1945 is further clouded by polemical name calling. The far Right in Europe after 1945 is loudly and regularly accused of reviving fascism; its leaders deny the charges no less adamantly. The postwar movements and parties themselves have been no less broad than interwar fascisms, capable of bringing authentic admirers of Mussolini and Hitler into the same tent with one-issue voters and floating protesters. Their leaders have become adept at presenting a moderate face to the general public while privately welcoming outright fascist sympathizers with coded words about accepting one’s history, restoring national pride, or recognizing the valor of combatants on all sides. The inoculation of most Europeans against the original fascism by its public shaming in 1945 is inherently temporary. The taboos of 1945 have inevitably faded with the disappearance of the eyewitness generation. In any event, a fascism of the future—an emergency response to some still unimagined crisis—need not resemble classical fascism perfectly in its outward signs and symbols. Some future movement that would “give up free institutions” in order to perform the same functions of mass mobilization for the reunification, purification, and regeneration of some troubled group would undoubtedly call itself something else and draw on fresh symbols. That would not make it any less dangerous. For example, while a new fascism would necessarily diabolize some enemy, both internal and external, the enemy would not necessarily be Jews. An authentically popular American fascism would be pious, antiblack, and, since September 11, 2001, anti-Islamic as well; in western Europe, secular and, these days, more likely anti-Islamic than anti-Semitic; in Russia and eastern Europe, religious, anti-Semitic, Slavophile, and anti-Western. New fascisms would probably prefer the mainstream patriotic dress of their own place and time to alien swastikas or fasces. The British moralist George Orwell noted in the 1930s that an authentic British fascism would come reassuringly clad in sober English dress. There is no sartorial litmus test for fascism.

Antidemocratic and xenophobic movements have flourished in America since the Native American party of 1845 and the Know-Nothing Party of the 1850s. In the crisis-ridden 1930s, as in other democracies, derivative fascist movements were conspicuous in the United States: the Protestant evangelist Gerald B. Winrod’s openly pro-Hitler Defenders of the Christian Faith with their Black Legion; William Dudley Pelley’s Silver Shirts (the initials “SS” were intentional); the veteran-based Khaki Shirts (whose leader, one Art J. Smith, vanished after a heckler was killed at one of his rallies); and a host of others. Movements with an exotic foreign look won few followers, however. George Lincoln Rockwell, flamboyant head of the American Nazi Party from 1959 until his assassination by a disgruntled follower in 1967, seemed even more “un-American” after the great anti-Nazi war. Much more dangerous are movements that employ authentically American themes in ways that resemble fascism functionally. The Klan revived in the 1920s, took on virulent anti-Semitism, and spread to cities and the Middle West. In the 1930s, Father Charles E. Coughlin gathered a radio audience estimated at forty million around an anticommunist, anti–Wall Street, pro–soft money, and—after 1938—anti-Semitic message broadcast from his church in the outskirts of Detroit. For a moment in early 1936 it looked as if his Union Party and its presidential candidate, North Dakota congressman William Lemke, might overwhelm Roosevelt. Today a “politics of resentment” rooted in authentic American piety and nativism sometimes leads to violence against some of the very same “internal enemies” once targeted by the Nazis, such as homosexuals and defenders of abortion rights. Of course the United States would have to suffer catastrophic setbacks and polarization for these fringe groups to find powerful allies and enter the mainstream. I half expected to see emerge after 1968 a movement of national reunification, regeneration, and purification directed against hirsute antiwar protesters, black radicals, and “degenerate” artists. I thought that some of the Vietnam veterans might form analogs to the Freikorps of 1919 Germany or the Italian Arditi, and attack the youths whose demonstrations on the steps of the Pentagon had “stabbed them in the back.” Fortunately I was wrong (so far). Since September 11, 2001, however, civil liberties have been curtailed to popular acclaim in a patriotic war upon terrorists. The language and symbols of an authentic American fascism would, of course, have little to do with the original European models. They would have to be as familiar and reassuring to loyal Americans as the language and symbols of the original fascisms were familiar and reassuring to many Italians and Germans, as Orwell suggested. Hitler and Mussolini, after all, had not tried to seem exotic to their fellow citizens. No swastikas in an American fascism, but Stars and Stripes (or Stars and Bars) and Christian crosses. No fascist salute, but mass recitations of the pledge of allegiance. These symbols contain no whiff of fascism in themselves, of course, but an American fascism would transform them into obligatory litmus tests for detecting the internal enemy. Around such reassuring language and symbols and in the event of some redoubtable setback to national prestige, Americans might support an enterprise of forcible national regeneration, unification, and purification. Its targets would be the First Amendment, separation of Church and State (creches on the lawns, prayers in schools), efforts to place controls on gun ownership, desecrations of the flag, unassimilated minorities, artistic license, dissident and unusual behavior of all sorts that could be labeled antinational or decadent.

What does this paucity of national symbols mean? You could argue that it demonstrates a certain self-confidence. No English person can look at the swearing of allegiance that takes place in American schools every day without feeling bewilderment: that sort of public declaration of patriotism seems so, well, naïve. When an Irishman wears a bunch of shamrock on St Patrick’s Day, the English look on with patronizing indulgence: scarcely anyone sports a rose on St George’s Day. This worldly wisdom soon elides into a general view that any public display of national pride is not merely unsophisticated but somehow morally reprehensible. George Orwell noticed it as long ago as 1948 when he wrote that In left-wing circles it is always felt that there is something slightly disgraceful in being an Englishman, and that it is a duty to snigger at every English institution, from horse-racing to suet puddings. It is a strange fact, but it is unquestionably true, that almost any English intellectual would feel more ashamed of standing to attention during ‘God Save the King’ than of stealing from a poor box.

What remains constant in the nationalist is his state of mind: the object of his feelings is changeable, and may be imaginary.

Literature has sometimes flourished under despotic regimes, but, as has often been pointed out, the despotisms of the past were not totalitarian. Their repressive apparatus was always inefficient, their ruling classes were usually either corrupt or apathetic or half-liberal in outlook, and the prevailing religious doctrines usually worked against perfectionism and the notion of human infallibility. Even so it is broadly true that prose literature has reached its highest levels in periods of democracy and free speculation. What is new in totalitarianism is that its doctrines are not only unchallengeable but also unstable. They have to be accepted on pain of damnation, but on the other hand, they are always liable to be altered on a moment’s notice. Consider, for example, the various attitudes, completely incompatible with one another, which an English Communist or ‘fellow-traveler’ has had to adopt toward the war between Britain and Germany. For years before September, 1939, he was expected to be in a continuous stew about ‘the horrors of Nazism’ and to twist everything he wrote into a denunciation of Hitler: after September, 1939, for twenty months, he had to believe that Germany was more sinned against than sinning, and the word ‘Nazi’, at least as far as print went, had to drop right out of his vocabulary. Immediately after hearing the 8 o’clock news bulletin on the morning of June 22, 1941, he had to start believing once again that Nazism was the most hideous evil the world had ever seen. Now, it is easy for the politician to make such changes: for a writer the case is somewhat different. If he is to switch his allegiance at exactly the right moment, he must either tell lies about his subjective feelings, or else suppress them altogether. In either case he has destroyed his dynamo. Not only will ideas refuse to come to him, but the very words he uses will seem to stiffen under his touch. Political writing in our time consists almost entirely of prefabricated phrases bolted together like the pieces of a child’s Meccano set. It is the unavoidable result of self-censorship. To write in plain, vigorous language one has to think fearlessly, and if one thinks fearlessly one cannot be politically orthodox. Totalitarianism, however, does not so much promise an age of faith as an age of schizophrenia…to be corrupted by totalitarianism one does not have to live in a totalitarian country. The mere prevalence of certain ideas can spread a kind of poison that makes one subject after another impossible for literary purposes. Wherever there is an enforced orthodoxy…good writing stops.

What is an Indian?", asked Commissioner Thomas Morgan two years after the Wounded Knee massacre. And his answer, "blood and land". He was right, but not in a way he understood. If the U.S. army and government had spent more in the ruthless elimination of the tribes, root and branch, as Sherman hoped, then strangled off their resources as Congress wanted, the "Indian problem" would have been solved. But nothing is straightforward in American history, not even ruthlessness and the nation's better angels prevented total genocide. Their hearts were right but their methods were mad. To save the Indian, they reasoned, they must kill the Indian inside. Thus began decades of social engineering rivaling the darkest visions of Aldous Huxley and George Orwell. The reservation was the laboratory where new and often contradictory policies were introduced and tested much like those classic social experiments where lab rats are shocked and rewarded but always randomly. Each era had its own philosophy. Assimilation, reeducation, christianization and termination of the tribes. Yet the purpose of each was similar. Strip the Indian of his "Indian-ness", then reshape him as an idealized american, stamped and milled as if in a machine. It is easy to see why the young rebels of AIM felt such loathing for the BIA and Washington. In the parlance of the counter-culture, they saw it as "the machine". How does one survive in such a world? The machine is overwhelming and unstoppable, larger than any one woman or man. Black Elk saw it early, though he never used such dystopian terms. Perhaps the only true defense is the most intimate, preservation of one's soul. Seen that way, his life is more than just another tale of Indian vs. white, it becomes instead a parable of modern man.
