To complicate this, drugs are often bought and sold many times on their journey. People actually handling these narcotics will often have no knowledge which so-called kingpin or cartel ever owned them, only knowing the direct contacts they are dealing with. Ask a New York cocaine dealer who smuggled his product into America. He would rarely have a clue. All this helps explain why the Mexican drug trade is such a confusing web, which confounds both journalists and drug agents. Tracing exactly who touched a shipment on its entire journey is a hard task. But this dynamic, moving industry has a solid center of gravity—turfs, or plazas. Drugs have to pass through a certain territory on the border to get into the United States, and whoever is running those plazas makes sure to tax everything that moves. The border plazas have thus become a choke point that is not seen in other drug-producing nations such as Colombia, Afghanistan, or Morocco. This is one of the key reasons why Mexican turf wars have become so bloody. The vast profits attract all kinds to the Mexican drug trade: peasant farmers, slum teenagers, students, teachers, businessmen, idle rich kids, and countless others. It is often pointed out that in poor countries people turn to the drug trade in desperation. That is true. But plenty of middle-class or wealthy people also dabble. But given the coetaneous flight and expulsion of Palestinian Arabs from Israel, they were also part of an extended process of population exchange between Israel and the Arab world, which, after centuries of European and Ottoman dominance, emerged from decolonization reorganized into independent nation-states.

The Idrisids were descendants of 'Ali, who had fled west in 786 after a failed rebellion against the Abbasids.27 They did not rule a state in the conventional sense but, somewhat like the traditional Zaydi Imams of Yemen, enjoyed a certain prestige among the tribal leaders because of their religious status and were acknowledged as mediators if not rulers. They seem to have had no organized administration or government apparatus. By the beginning of the tenth century, the Idrisid family had split into many different branches which vied ineffectually for such authority as the family name could still command. Smaller but more coherent were the political units based on Sijilmassa and Nakur. Sijilmassa on the fringes of the Sahara was ruled by the Midrarids, a Berber dynasty of Kharijite persuasions. Nakur on the Mediterranean coast was a small city-state ruled by a popular Sunni dynasty, the Banu Witt, who had had contacts with the Umayyads in the previous century. There had certainly been commercial and personal contacts between al-Andalus and North Africa in the ninth century, especially with the Rustamid dynasty of Tahert in central Algeria.

In Libya in 2011, fourteen NATO members and four partner countries prevented Muammar Qaddafi from carrying out a promise to slaughter tens of thousands of his own people—and then they removed him from power. France, Britain, Italy, Canada, Denmark, Norway, Belgium, and others struck 90 percent of all NATO targets. Spain, the Netherlands, Turkey, Greece, and Romania enforced an arms embargo at sea. Sweden, not a NATO member, contributed naval and air force personnel and equipment. The United Arab Emirates, Qatar, Jordan, and Morocco also contributed.18 There was not a single U.S. casualty.19 The point is not that Washington should persuade others to do all the heavy lifting. NATO jets were able to hit their targets only because U.S. cruise missiles had already wiped out Libya’s air defenses. When Europeans ran short on precision-guided missiles, Washington sent them more.20 Without the United States, there would have been no mission. Critics carp that while NATO rid the world of a dangerous monster, it hasn’t created a stable Libya. That charge misses the point. From a Moneyball perspective, the goal was not to bomb Libya into democracy, start a war, or launch another improvisational bout of nation-building. It was to give Libyans a chance to escape the fate Qaddafi intended for them, and to enable them to begin the long-term process of building their own future.

Illegal sand mining runs a wide gamut. At one end, it includes legitimate businesses overstepping the boundaries of their permits. In 2003, for instance, California filed a lawsuit41 against Hanson Aggregates, a global mining outfit, for unauthorized dredging of sand from the San Francisco Bay. “These sand pirates have enriched themselves by stealing from the state and ripping off taxpayers,” the state’s attorney general declared at the time. Hanson eventually settled, paying the state $42 million. At the other extreme are outright criminals, from petty thieves to well-organized gangs willing to kill to protect their sand business. In 2015, New York state authorities slapped a $700,000 fine on a Long Island contractor who had illegally gouged thousands of tons of sand from a 4.5-acre patch of land near the town of Holtsville and then refilled the pit with toxic waste. These “scoop and fill” operations have become common as the area’s legitimate sources of sand have been increasingly depleted, according to the New York State Department of Environmental Conservation.42 In other countries, the black market takes more dramatic forms. One of Israel’s most notorious gangsters, a man allegedly involved in a spate of recent car bombings, got his start stealing sand from public beaches. In Morocco, fully half the sand used for construction is estimated to be mined illegally; whole stretches of beach in that country are disappearing.

There are those who boast they have discovered places totally unknown, and then we envy them for experiencing the truest reality even very fleetingly before that place, like all the rest, is absorbed by our minds. ‘Which is why we must ask, once more, insistently, the same question: where are they going, to what countries, to what places? Other countries have become an external complex, a knot of significations that a good topographical psychologist can unravel just like that, interpret on the spot.
