In the original packaging of the yellow and green cards, are mixed in a set of “I’m Sorry Cards.” If you are lucky enough to get to pick up an “I’m Sorry Card,” it’s like a Get Out of Jail Free Card, and you don’t have to make the call. The only catch is that the cards come hermetically sealed. After opening up the package, and the cards are exposed to air, all of the “I’m Sorry Cards,” magically turn into “Deal With it Cards!” And so, you really never get a free ride. In reality, every time you pick up a yellow or green card, you have to- Deal with It! For several years Samuel Richards tried, without success, to sell his ideas to the other shareholders of the Camden-Atlantic Railroad. Finally in 1875, Richards lost patience with his fellow directors. Together with three allies, Richards resigned from the board of directors of the Camden-Atlantic Railroad and formed a second railway company of his own. Richards’ railroad was to be an efficient and cheaper narrow gauge line. The roadbed for the narrow gauge was easier to build than that of the first railroad. It had a 3½-foot gauge instead of the standard 4 feet 8½ inches, so labor and material would cost less. The prospect of a second railroad into Atlantic City divided the town. Jonathan Pitney had died six years earlier, but his dream of an exclusive watering hole persisted. Many didn’t want to see the type of development that Samuel Richards was encouraging, nor did they want to rub elbows with the working class of Philadelphia. A heated debate raged for months. Most of the residents were content with their island remaining a sleepy little beach village and wanted nothing to do with Philadelphia’s blue-collar tourists. But their opinions were irrelevant to Samuel Richards. As he had done 24 years earlier, Richards went to the state legislature and obtained another railroad charter. The Philadelphia-Atlantic City Railway Company was chartered in March 1876. The directors of the Camden-Atlantic were bitter at the loss of their monopoly and put every possible obstacle in Richards’ path. When he began construction in April 1877—simultaneously from both ends—the Camden-Atlantic directors refused to allow the construction machinery to be transported over its tracks or its cars to be used for shipment of supplies. The Baldwin Locomotive Works was forced to send its construction engine by water, around Cape May and up the seacoast; railroad ties were brought in by ships from Baltimore. Richards permitted nothing to stand in his way. He was determined to have his train running that summer. Actuated as much by strategic calculations as by the profit motive, the Dutch States-General, the parliament of the United Provinces, therefore proposed to merge the existing companies into a single entity. The result was the United East India Company – the Vereenigde Nederlandsche Geoctroyeerde Oostindische Compagnie (United Dutch Chartered East India Company, or VOC for short), formally chartered in 1602 to enjoy a monopoly on all Dutch trade east of the Cape of Good Hope and west of the Straits of Magellan.11 The structure of the VOC was novel in a number of respects. True, like its predecessors, it was supposed to last for a fixed period, in this case twenty-one years; indeed, Article 7 of its charter stated that investors would be entitled to withdraw their money at the end of just ten years, when the first general balance was drawn up. But the scale of the enterprise was unprecedented. Subscription to the Company’s capital was open to all residents of the United Provinces and the charter set no upper limit on how much might be raised. Merchants, artisans and even servants rushed to acquire shares; in Amsterdam alone there were 1,143 subscribers, only eighty of whom invested more than 10,000 guilders, and 445 of whom invested less than 1,000. The amount raised, 6.45 million guilders, made the VOC much the biggest corporation of the era. The capital of its English rival, the East India Company, founded two years earlier, was just £68,373 – around 820,000 guilders – shared between a mere 219 subscribers.12 Because the VOC was a government-sponsored enterprise, every effort was made to overcome the rivalry between the different provinces (and particularly between Holland, the richest province, and Zeeland). The capital of the Company was divided (albeit unequally) between six regional chambers (Amsterdam, Zeeland, Enkhuizen, Delft, Hoorn and Rotterdam). The seventy directors (bewindhebbers), who were each substantial investors, were also distributed between these chambers. If you leave Analytics to IT, you will end up with a first-class race car without a driver: All the technology would be there, but hardly anybody could apply it to real-world questions. Where Analytics is left to Business, however, you’d probably see various functional silos develop, especially in larger organizations. I have never seen a self-organized, cross-functional Analytics approach take shape successfully in such an organization. Instead, you can expect each Analytics silo to develop independently. They will have experts familiar with their business area, which allows for the right questions to be asked. On the other hand, the technical solutions will probably be second class as the functional Analytics department will mostly lack the critical mass to mimic an organization’s entire IT intelligence. Furthermore, a lot of business topics will be addressed several times in parallel, as those Analytics silos may not talk to each other. You see this frequently in organizations that are too big for one central management team. They subdivide management either into functional groups or geographical groups. Federation is generally seen as an organizational necessity. It is well known that it does not make sense to regularly gather dozens of managers around the same table: You’d quickly see a small group discussing topics that are specific to a business function or a country organization, while the rest would get bored. A federated approach in Analytics, however, comes with risks. The list of disadvantages reaches from duplicate work to inconsistent interpretation of data. You can avoid these disadvantages by designing a central Data Analytics entity as part of your Data Office at an early stage, to create a common basis across all of these areas. As you can imagine, such a design requires authority, as it would ask functional silos to give up part of their autonomy. That is why it is worthwhile creating a story around this for your organization’s Management Board. You’d describe the current setup, the behavior it fosters, and the consequences including their financial impact. Henry had invented for the a variation on Monopoly, using twelve, sixteen, or twenty-four boards at once and an unlimited number of players, which opened up the possibility of wars run by industrial giants with investments on several boards at once, the buying off of whole governments, the emergence of international communications and utilities barons, strikes and rebellions by the slumdwellers between "Go" and "Jail," revolutionary subversion and sabotage with sympathetic ties across the boards, the creation of international regulatory bodies by the established power cliques, and yet without losing any of the basic features of their own battle games, but it never caught on. He even introduced health, sex, religious, and character variables, but that made even less of a hit, though he did manage, before leaving the club, to get a couple pieces on his "Intermonop" game published in some of the club literature.

On November 29, 1883, only two days after his ship arrived in New York and he had boarded the overnight train for Washington, Sanford was received by President Arthur at the White House. Leopold’s great work of civilization, he told the president and everyone else he met in Washington, was much like the generous work the United States itself had done in Liberia, where, starting in 1820, freed American slaves had moved to what soon became an independent African country. This was a shrewdly chosen example, since it had not been the United States government that had resettled ex-slaves in Liberia, but a private society like Leopold’s International Association of the Congo. Like all the actors in Leopold’s highly professional cast, Sanford relied on just the right props. He claimed, for example, that Leopold’s treaties with Congo chiefs were similar to those which the Puritan clergyman Roger Williams, famed for his belief in Indian rights, had made in Rhode Island in the 1600s—and Sanford just happened to have copies of those treaties with him. Furthermore, in his letter to President Arthur, Leopold promised that American citizens would be free to buy land in the Congo and that American goods would be free of customs duties there. In support of these promises, Sanford had with him a sample copy of one of Leopold’s treaties with a Congo chief. The copy, however, had been altered in Brussels to omit all mention of the monopoly on trade ceded to Leopold, an alteration that deceived not only Arthur but also Sanford, an ardent free-trader who wanted the Congo open to American businessmen like himself. In Washington, Sanford claimed that Leopold’s civilizing influence would counter the practices of the dreadful “Arab” slave-traders. And weren’t these “independent States” under the association’s generous protection really a sort of United States of the Congo? Not to mention that, as Sanford wrote to Secretary of State Frederick Frelinghuysen (Stanley was still vigorously passing himself off as born and bred in the United States), the Congo “was discovered by an American.” Only a week after Sanford arrived in Washington, the president cheerfully incorporated into his annual message to Congress, only slightly rewritten, text that Sanford had drafted for him about Leopold’s high-minded work in the Congo: The rich and populous valley of the Kongo is being opened by a society called the International African Association, of which the King of the Belgians is the president. . . . Large tracts of territory have been ceded to the Association by native chiefs, roads have been opened, steamboats have been placed on the river and the nuclei of states established . . . under one flag which offers freedom to commerce and prohibits the slave trade. The objects of the society are philanthropic. It does not aim at permanent political control, but seeks the neutrality of the valley.

To experience the board game version of this kind of misery vortex in Monopoly is to appreciate the advantages of the welfare state, which, when it is functioning properly, does not just take money from rich people and give it to poor people. It also softens the iterative feedback dynamics within the system so as to ensure that minor nudges—a lost job, a criminal conviction, a divorce, a medical setback—do not create feedback effects that ultimately produce a full-blown personal catastrophe. Job training, public health care, a humane justice system, community housing and support for single mothers are examples of programs that can achieve that effect.
