Power has always been a temptation, and I want to argue that majority rule in America carries with it an empire temptation for many Christian citizens. I call this quest for power through the political process the “eschatology of politics”—that is, the belief that if we usher in the right political candidates and the right laws, then kingdom conditions will arrive. Populism is an authoritarian form of democracy. Defined historically, it thrives in contexts of real or imagined political crises, wherein populism offers itself as antipolitics. It claims to do the work of politics while keeping itself free from the political process. Democracy in this sense simultaneously increases the political participation of real or imagined majorities while it excludes, and limits the rights of, political, sexual, ethnic, and religious minorities. As noted above, populism conceives the people as One—namely, as a single entity consisting of leader, followers, and nation. This trinity of popular sovereignty is rooted in fascism but is confirmed by votes. Populism stands against liberalism, but for electoral politics. Therefore, we can better understand populism if we think of it as an original historical reformulation of fascism that first came to power after 1945. Populism’s homogenizing view of the people conceives of political opponents as the antipeople. Opponents become enemies: nemeses who, consciously or unconsciously, stand for the oligarchical elites and for a variety of illegitimate outsiders. Populism defends an illuminated nationalist leader who speaks and decides for the people. It downplays the separation of powers, the independence and legitimacy of a free press, and the rule of law. In populism, democracy is challenged but not destroyed.

It also had the impudence to call this process ‘‘democracy.’’ Marx himself began his career as a radical democrat and ended up as a revolutionary one, as he came to realize just how much transformation genuine democracy would entail; and it is as a democrat that he challenges the state’s sublime authority. He is too wholehearted a believer in popular sovereignty to rest content with the pale shadow of it known as parliamentary democracy. He is not in principle opposed to parliaments, any more than was Lenin. But he saw democracy as too precious to be entrusted to parliaments alone. It had to mean actual self-government, not government entrusted to a political elite. The state Marx approved of was the rule of citizens over themselves, not of a minority over a majority. The state, Marx considered, had come adrift from civil society. There was a blatant contradiction between the two. We were, for example, abstractly equal as citizens within the state, but dramatically unequal in everyday social existence. That social existence was riven with conflicts, but the state projected an image of it as seamlessly whole. The state saw itself as shaping society from above, but was in fact a product of it. Society did not stem from the state; instead, the state was a parasite on society. The whole setup was topsy-turvy. As one commentator puts it, ‘‘Democracy and capitalism have been turned upside down’’—meaning that instead of political institutions regulating capitalism, capitalism regulated them. The speaker is Robert Reich, a former U.S. labour secretary, who is not generally suspected of being a Marxist. Marx’s aim was to close this gap between state and society, politics and everyday life, by dissolving the former into the latter. And this is what he called democracy. Men and women had to reclaim in their daily lives the powers that the state had appropriated from them. Socialism is the completion of democracy, not the negation of it. It is hard to see why so many defenders of democracy should find this vision objectionable.

The effective recognition that not two but several equally valuable, dignified, and important modes of production must coexist within any viable society would bring industrial expansion under control. Growth would stop if women obtained equally creative work for all, instead of demanding equal rights over the gigantic and expanding tools now appropriated by men.

Handling Resignations   In the course of an organization’s work, boards and officers may be confronted with the resignation of a fellow officer, board member, or committee chairman. There are two reasons people resign from office. The first reason is that something arises in the personal life of the officer that demands his or her time and attention. The officer feels at this time that he or she can’t fulfill the duties of the office and do justice to the organization, so the officer submits a resignation. The second reason is that there is a rift or severe disagreement within the organization. An officer may become angry, disheartened, or vengeful, so he or she submits a resignation. The first thing that the organization should do after it receives a resignation is to figure out why the person is resigning. If the organization really needs this person’s active input, it should find a way to keep him or her. If the person is resigning because of lack of time, then perhaps the organization can appoint an assistant to help with the work. If the person is resigning because he or she can’t attend the meetings, the organization should consider changing the meeting date and time. If the person submits his or her resignation because of organizational problems, the organization needs to look at how its members communicate with each other. Perhaps the members need to be more willing to allow disagreements and hear what others are saying. If an organization strictly obeys the principle of majority rule while protecting the rights of the minority, it can resolve problems in an intelligent, kind, and civil way. A resignation should be a formal letter that includes the date, the name of the person to whom it is addressed, the reason for the resignation, and the person’s signature. The person resigning can mail his or her letter to the secretary or hand it to the secretary in person. Under no circumstance should the secretary or president accept an oral resignation. If a resignation is given to the officer this way, he or she should talk with the person and find out the reasons for the resignation. Perhaps just talking to the person can solve the problem. However, an officer who insists on resigning should put it in writing and submit it to the secretary. This gives the accepting body something to read and consider. Every resignation should be put to a vote. When it is accepted, the office is vacant and should be immediately filled according to the rules for filling vacancies stated in the bylaws. If an officer submits a resignation and then decides to withdraw it, he or she can do this until a vote is taken. It is unjust for a secretary or governing body not to allow a withdrawal of the resignation before a vote is taken. The only way a resignation can’t be withdrawn is if some rule of the organization or a state statute prohibits it. When submitting the resignation, the member resigning should give it to the secretary only and not mail it to everyone in the organization. (An e-mail resignation is not acceptable because it is not signed.) Sending the resignation to every member only confuses matters and promotes gossip and conjecture in the organization. If the member later decides to withdraw his or her resignation, there is much more explaining to do. The other members may see this person as unstable and not worthy of the position.

The two factions were Alexander Hamilton and the Federalists and Thomas Jefferson and the Democratic-Republican Party. The Federalists argued for a strong national government with a national bank and a strong economic and industry system. The Democratic-Republicans argued for a limited government, with a greater emphasis on farmers and states' rights. After the 1800 presidential election, the Democratic-Republicans gained major dominance for the next twenty years, and the Federalists slowly died off. Second Party System: This system developed as a result of the one party rule of the Democratic-Republicans not being able to contain some of the most pressing issues of the time, namely slavery. Out of this system came the Whig Party and Henry Clay's American System. Wealthier people tended to support the Whigs, and the poorer tended to support the Democrats. During the Jacksonian era, his Democratic Party evolved from Democratic-Republicans. The Whig party began to break apart into factions, mainly over the issue of slavery. This period lasted until 1860. Third Party System: Beginning around the time of the start of the Civil War, this system was defined by bitter conflict and striking party differences and coalitions. These coalitions were most evidently defined by geography. The South was dominated by the Democrats who opposed the ending of slavery, and the North, with the exception of some major political machines, was dominated by the Republicans, who supported ending slavery. This era was a time of extreme industrial and economic expansion. The Third Party System lasted until 1896. Fourth Party System: This era was defined by Progressivism and immigration, as well as the political aftermath of the American Civil War. Northeastern business supported the Republicans while the South and West supported the Democrats. Immigrant groups were courted by both parties. The Fourth Party System came to an end around 1932. Fifth Party System: This system was defined by the creation of the New Deal Coalition by President Franklin D. Roosevelt in response to the Great Depression. This coalition supporting new social welfare programs brought together many under-privileged, working class, and minority groups including unions, Catholics, and Jews. It also attracted African-Americans, who had previously largely supported the Republican Party due to Lincoln's freeing of the slaves. This era lasted approximately until early-mid 1970s. Sixth Party System: The transition to this system appears to have begun with the Civil Rights Act of 1964 with the Democrats subsequently losing their long dominance of the South in the late 1960s, with the GOP adopting the southern strategy leading to Republican dominance as evidenced by election results.

When it came to federalism, however, there were different types. Regional (territorial) federalism has been the characteristic form in the West: the United States, Canada and so on. Ethnic federalism, in contrast, has been an African development following the Nigerian post-civil war constitution of the mid-1970s. It followed the logic of colonial indirect rule. As an expression of self-determination, ethnic federalism acknowledges the ethnic group—and not the population of a region—as the political self with the right to self-determination. The general principle is: for each ethnic group, a homeland. And inside each homeland, customary rights for members of the ethnic group indigenous to that homeland. In Ethiopia too, as had been in colonized Africa, those residing in the homeland but ancestrally not of it, were disenfranchised. This legal innovation turned ethnic difference into a source of advantage for those acknowledged in law as indigenous and discrimination against those who were not. The politicization of ethnicity created an enfranchised majority alongside disenfranchised minorities in each homeland. This is what C&S termed tribalism, the inevitable consequence of indirect rule.
