Dr. Persinger's research on the ability of magnetic fields to facilitate the creation of false memories and altered states of consciousness is apparently funded by the Defense Intelligence Agency through the project cryptonym SLEEPING BEAUTY. Freedom of Information Act requests concerning SLEEPING BEAUTY with a number of different intelligence agencies including the CIA and DEA has yielded denial that such a program exists. Certainly, such work would be of direct interest to BLUEBIRD, ARTICHOKE, MKULTRA and other non-lethal weapons programs. Tracking in elementary school was a uniquely American policy. The sorting began at a very young age, and it came in the form of magnet schools, honors classes, Advanced Placement courses, or International Baccalaureate programs. Since our civilization is irreversibly dependent on electronics, abolition of EMR is out of the question. However, as a first step toward averting disaster, we must halt the introduction of new sources of electromagnetic energy while we investigate the biohazards of those we already have with a completeness and honesty that have so far been in short supply. New sources must be allowed only after their risks have been evaluated on the basis of the knowledge acquired in such a moratorium. 
With an adequately funded research program, the moratorium need last no more than five years, and the ensuing changes could almost certainly be performed without major economic trauma. It seems possible that a different power frequency—say 400 hertz instead of 60—might prove much safer. Burying power lines and providing them with grounded shields would reduce the electric fields around them, and magnetic shielding is also feasible. 
A major part of the safety changes would consist of energy-efficiency reforms that would benefit the economy in the long run. These new directions would have been taken years ago but for the opposition of power companies concerned with their short-term profits, and a government unwilling to challenge them. It is possible to redesign many appliances and communications devices so they use far less energy. The entire power supply could be decentralized by feeding electricity from renewable sources (wind, flowing water, sunlight, georhermal and ocean thermal energy conversion, and so forth) into local distribution nets. This would greatly decrease hazards by reducing the voltages and amperages required. Ultimately, most EMR hazards could be eliminated by the development of efficient photoelectric converters to be used as the primary power source at each point of consumption. The changeover would even pay for itself, as the loss factors of long-distance power transmission—not to mention the astronomical costs of building and decommissioning short-lived nuclear power plants—were eliminated. Safety need not imply giving up our beneficial machines. 
Obviously, given the present technomilitary control of society in most parts of the world, such sane efficiency will be immensely difficult to achieve. Nevertheless, we must try. Electromagnetic energy presents us with the same imperative as nuclear energy: Our survival depends on the ability of upright scientists and other people of goodwill to break the military-industrial death grip on our policy-making institutions.

Most personal computers use two types of disk drives as their secondary storage devices-hard drives and optical drives. The disk drive read/write head accesses data by moving across the spinning disk to the correct track and then sensing the spots as they move by.

MIT physicist Seth Lloyd supports the idea of other worldly portals in his book Programming the Universe. Quantum mechanics has proven that an electron is not only allowed to be in two places at once—it is required to be. Certain particles not only spin in two directions at the same time, but have to do so.21 At really high speeds, atoms require more information to describe their movements, and therefore they have more entropy.22 However, an observer affects the outcome of whatever he or she is observing. As explained in the book The Orb Project, the effect of the observer on the quantum field causes reality to reorganize according to the observation. This means that a newly observed reality descends through the frequency levels below the quantum, becoming dense in material reality.23 The nonobserved information becomes “lost” if it doesn’t qualify as “real” or desirable to the observer. It is not eliminated; instead, the not-selected potential slips into a pocket of “elsewhere.” Conceivably, we can get it back. As Lloyd explains, we can access lost data by “flipping a qubit,” a code phrase that means we can apply a magnetic field to force energy to shift from one state to another.24 We have established that the subtle layer is atop the physical and that the etheric layer of subtle energies is magnetic in nature. Could it be that the information we cannot find—perhaps, the data that could make a sick person well—is lingering a plane above us? We’ve one more law to face: the third law of thermodynamics. Experiments with absolute zero provide a new perspective on it, one that coaxes an understanding of subtle energy. Absolute zero is the point at which particles have minimum energy, called zero-point energy. Researchers including Dr. Hal Puthoff have identified this zero-point energy with zero-point field, a mesh of light that encompasses all of reality. (This field is further explained in Part III.) This field of light is a vacuum state, but it is not empty; rather, it is a sea of electromagnetic energy, and possibly, virtual particles—ideas that can become real. Conceivably, energy should stand completely still at absolute zero, which would mean that information would become permanently imprisoned. Research on zero-point energy, however, reveals that nearing zero-point, atomic motion stops, but energy continues. This means that “lost information” is not really lost. Even when frozen, it continues to “vibrate” in the background. The pertinent questions are these: How do we “read” this background information? How do we apply it? These queries are similar to those we might ask about “hidden” information. How do we access suppressed but desirable data? The answers lie in learning about subtle structures, for these dwell at the interfaces between the concrete and the higher planes. Operate within the subtle structures, and you can shift a negative reality to a positive one, without losing energy in the process.

We can’t escape the magnetic field around us. Subsequent learning will tend to get processed through these imprints, and those with strong neophobic reflexes will usually, if they ever reject the initial dogmatic family reality-tunnel, settle at once into an equally dogmatic new reality-tunnel. E.g., if raised Catholic, they seldom become agnostics or zetetics; rather, they will move, like iron filings drawn by a magnet, to dogmatic atheism or even a crusading atheist "religion" like Marxism, Objectivism or CSICOP.

Entrainment or the management of the body through the heart rather than brain leads to higher functioning mental and emotional states, as well as a healthier body.52 It also enables a person to screen the outer environment for “good messages” instead of “negative messages,” enabling a more positive relationship with the external world.53 This “heart healing power” is possible because of the energetic nature of the body. All energy contains information and all cells are energetic. The closer a group of cells, the more likely they are to oscillate or vibrate in a coordinated rhythm, thereby producing a more powerful and intense signal. Heart cells are tightly organized, thus generating an extremely strong, shared signal, which is both electrical and magnetic. The heart’s internal signal is stronger than any produced by other parts of the body because it is more intense. Thus can the heart dynamically move into the lead position in the body, its rhythms able to modulate or “take over” those of the other organs. What about its relationship with the external world? We are constantly receiving information—sometimes called “background noise”—from outside of ourselves. Not only can the heart override the incoming flow of communiqués, but it can also sort and filter information from the world outside of the body—even intuitive information. As explained by researcher Stephen Harrod Buhner in his book The Secret Teachings of Plants, highly synchronized cells, such as those compactly organized in the heart, are able to use background noise to increase the amplitude of an incoming signal—if they are interested in perceiving it.54 The heart will “hear” what it is programmed to “hear.” If love resides in the heart, it will attune to love. If fear, greed, or envy resides within, the heart will access negativity. Most people believe that the brain initiates the first response to incoming events and then orders our reactions. Analysis reveals, however, that incoming information first impacts the heart, and through the heart, the brain and then rest of the body.55 Our hearts are so strong that they can actually formulate the most well known symbol of love: light. Research has shown that under certain conditions, a meditator can actually generate visible light from the heart. The meditation technique must be heart-centered, not transcendent. When this occurred during studies at the University of Kassel in Germany in 1997, the heart emanated a sustained light of one hundred thousand photons per second, whereas the background had a count of only twenty photons per second. The meditations drew upon energetic understandings from several cultures, including the Hindu practice of kundalini.56 It has been said that the heart is the center of the body, but it might also be the core of a subtle universe—or perhaps a “subtle sun” generated by every individual.
