On the one hand noir is a narrow film genre, born in Hollywood in the late 1930s when European visual style, the twisted perspectives and stark chiaroscuros of German Expressionism, met an American literary idiom. This fruitful comingling gave birth to movies like Double Indemnity, directed by Vienna-born Billy Wilder and scripted by Raymond Chandler from a James M. Cain novella. The themes — murderous sex and the cool, intricate amorality of money — rose directly from the psychic mulch of Southern California. But L.A. is a city of big dreams and cruelly inevitable disappointments where noir is more than just a slice of cinema history; it’s a counter-tradition, the dark lens through which the booster myths came to be viewed, a disillusion that shadows even the best of times, an alienation that assails the sense like the harsh glitter of mica in the sidewalk on a pitiless Santa Ana day. Noir — in this sense a perspective on history and often a substitute for it — was born when the Roaring Twenties blew themselves out and hard times rushed in; it crystallized real-life events and the writhing collapse of the national economy before finding its interpreters in writers like Raymond Chandler.

For many years there have been rumours of mind control experiments. in the United States. In the early 1970s, the first of the declassified information was obtained by author John Marks for his pioneering work, The Search For the Manchurian Candidate. Over time retired or disillusioned CIA agents and contract employees have broken the oath of secrecy to reveal small portions of their clandestine work. In addition, some research work subcontracted to university researchers has been found to have been underwritten and directed by the CIA. There were 'terminal experiments' in Canada's McGill University and less dramatic but equally wayward programmes at the University of California at Los Angeles, the University of Rochester, the University of Michigan and numerous other institutions. Many times the money went through foundations that were fronts or the CIA. In most instances, only the lead researcher was aware who his or her real benefactor was, though the individual was not always told the ultimate use for the information being gleaned. In 1991, when the United States finally signed the 1964 Helsinki Accords that forbids such practices, any of the programmes overseen by the intelligence community involving children were to come to an end. However, a source recently conveyed to us that such programmes continue today under the auspices of the CIA's Office of Research and Development. The children in the original experiments are now adults. Some have been able to go to college or technical schools, get jobs. get married, start families and become part of mainstream America. Some have never healed. The original men and women who devised the early experimental programmes are, at this point, usually retired or deceased. The laboratory assistants, often graduate and postdoctoral students, have gone on to other programmes, other research. Undoubtedly many of them never knew the breadth of the work of which they had been part. They also probably did not know of the controlled violence utilised in some tests and preparations. Many of the 'handlers' assigned to reinforce the separation of ego states have gone into other pursuits. But some have remained or have keen replaced. Some of the 'lab rats' whom they kept in in a climate of readiness, responding to the psychological triggers that would assure their continued involvement in whatever project the leaders desired, no longer have this constant reinforcement. Some of the minds have gradually stopped suppression of their past experiences. So it is with Cheryl, and now her sister Lynn.

Then the BBC led their newscast with it: “It takes a lot to impress Arnold Schwarznegger but today when he was in Mexico …” I got frantic phone calls from the governor’s office in Los Angeles. Was his quote perhaps being used out of context? Well, I replied, I asked him straight and he told me straight.

La Opinión, a Los Angeles newspaper, published full-page advertisements explaining how to apply for citizenship, and the Spanish-language network Univision’s KMEX television station in Los Angeles promoted citizenship workshops on the air. A popular radio personality named Eddie Sotelo ran a call-in contest called “Who Wants to be a Citizen?” in which listeners could win prizes by answering questions from the citizenship exam. In 2008, Janet Murguia, president of La Raza, was frank about why she was part of a widespread effort to register Hispanics to vote: She wanted them to “help shape the political landscape.” In California, where 300,000 people—overwhelmingly Hispanic—were naturalized in 2008, whites were expected to be a minority of the electorate in 2026. Joanuen Llamas, who immigrated legally in 1998, naturalized in 2008 after attending the massive 2006 demonstrations in support of illegal aliens. She said she was inspired by one of the pro-amnesty slogans she had heard: “Today we march, tomorrow we vote.” Hispanics like her are not naturalizing because they love America but because they want to change it.

In his book, Nothing Ever Dies: Vietnam and the Memory of War, Viet Thanh Nguyen writes that immigrant communities like San Jose or Little Saigon in Orange County are examples of purposeful forgetting through the promise of capitalism: “The more wealth minorities amass, the more property they buy, the more clout they accumulate, and the more visible they become, the more other Americans will positively recognize and remember them. Belonging would substitute for longing; membership would make up for disremembering.” One literal example of this lies in the very existence of San Francisco’s Chinatown. Chinese immigrants in California had battled severe anti-Chinese sentiment in the late 1800s. In 1871, eighteen Chinese immigrants were murdered and lynched in Los Angeles. In 1877, an “anti-Coolie” mob burned and ransacked San Francisco’s Chinatown, and murdered four Chinese men. SF’s Chinatown was dealt its final blow during the 1906 earthquake, when San Francisco fire departments dedicated their resources to wealthier areas and dynamited Chinatown in order to stop the fire’s spread. When it came time to rebuild, a local businessman named Look Tin Eli hired T. Paterson Ross, a Scottish architect who had never been to China, to rebuild the neighborhood. Ross drew inspiration from centuries-old photographs of China and ancient religious motifs. Fancy restaurants were built with elaborate teak furniture and ivory carvings, complete with burlesque shows with beautiful Asian women that were later depicted in the musical Flower Drum Song. The idea was to create an exoticized “Oriental Disneyland” which would draw in tourists, elevating the image of Chinese people in America. It worked. Celebrities like Humphrey Bogart, Lauren Bacall, Ronald Reagan and Bing Crosby started frequenting Chinatown’s restaurants and nightclubs. People went from seeing Chinese people as coolies who stole jobs to fetishizing them as alluring, mysterious foreigners. We paid a price for this safety, though—somewhere along the way, Chinese Americans’ self-identity was colored by this fetishized view. San Francisco’s Chinatown was the only image of China I had growing up. I was surprised to learn, in my early twenties, that roofs in China were not, in fact, covered with thick green tiles and dragons. I felt betrayed—as if I was tricked into forgetting myself. Which is why Do asks his students to collect family histories from their parents, in an effort to remember. His methodology is a clever one. “I encourage them and say, look, if you tell your parents that this is an academic project, you have to do it or you’re going to fail my class—then they’re more likely to cooperate. But simultaneously, also know that there are certain things they won’t talk about. But nevertheless, you can fill in the gaps.” He’ll even teach his students to ask distanced questions such as “How many people were on your boat when you left Vietnam? How many made it?” If there were one hundred and fifty at the beginning of the journey and fifty at the end, students may never fully know the specifics of their parents’ trauma but they can infer shadows of the grief they must hold.

People in society self-segregate.” Another white man, using the pen name John Doe, wrote that jail time in Texas had turned him against blacks: '[B]ecause of my prison experiences, I cannot stand being in the presence of blacks. I can’t even listen to my old, favorite Motown music anymore. The barbarous and/or retarded blacks in prison have ruined it for me. The black prison guards who comprise half the staff and who flaunt the dominance of African-American culture in prison and give favored treatment to their “brothers” have ruined it for me.' He went on: '[I]n the aftermath of the Byrd murder [the 1998 dragging death in Jasper, Texas] I read one commentator’s opinion in which he expressed disappointment that ex-cons could come out of prison with unresolved racial problems “despite the racial integration of the prisons.” Despite? Buddy, do I have news for you! How about because of racial integration?' (emphasis in the original) A man who served four years in a California prison wrote an article for the Los Angeles Times called “Why Prisons Can’t Integrate.” “California prisons separate blacks, whites, Latinos and ‘others’ because the truth is that mixing races and ethnic groups in cells would be extremely dangerous for inmates,” he wrote. He added that segregation “is looked on by no one—of any race—as oppressive or as a way of promoting racism.” He offered “Rule No. 1” for survival: “The various races and ethnic groups stick together.” There were no other rules. He added that racial taboos are so complex that only a person of the same race can be an effective guide.

In squeaky-clean restaurants, round smoggy poolsides, in jungly jacuzzis I made my deals. Business went well and it all looked possible. It was in the pleasure area, as usual, that I found I had a problem. In L.A., you can't do anything unless you drive. Now I can't do anything unless I drink. And the drink-drive combination, it really isn't possible out there. If you so much as loosen your seatbelt or drop your ash or pick your nose, then it's an Alcatraz autopsy with the questions asked later. Any indiscipline, you feel, any variation, and there's a bullhorn, a set of scope sights, and a coptered pig drawing a bead on your rug. So what can a poor boy do? You come out of the hotel, the Vraimont. Over boiling Watts the downtown skyline carries a smear of God's green snot. You walk left, you walk right, you are a bank rat on a busy river. This restaurant serves no drink, this one serves no meat, this one serves no heterosexuals. You can get your chimp shampooed, you can get your dick tattooed, twenty-four hour, but can you get lunch? And should you see a sign on the far side of the street flashing BEEF-BOOZE-NO STRINGS, then you can forget it. The only way to get across the road is to be born there. All the ped-xing signs say DON'T WALK, all of them, all the time. That is the message, the content of Los Angeles: don't walk. Stay inside. Don't walk. Drive. Don't walk. Run! I tried the cabs. No use. The cabbies are all Saturnians who aren't even sure whether this is a right planet or a left planet. The first thing you have to do, every trip, is teach them how to drive.

For fifteen years, John and Barbara Varian were furniture builders, living on a ranch in Parkfield, California, a tiny town where the welcome sign reads “Population 18.” The idea for a side business came about by accident after a group of horseback riding enthusiasts asked if they could pay a fee to ride on the ranch. They would need to eat, too—could John and Barbara do something about that? Yes, they could. In the fall of 2006, a devastating fire burned down most of their inventory, causing them to reevaluate the whole operation. I always ask business owners what they sell and why their customers buy from them, and the answers are often insightful in more ways than one. Many people answer the question directly—“We sell widgets, and people buy them because they need a widget”—but once in a while, I hear a more astute response. “We’re not selling horse rides,” Barbara said emphatically. “We’re offering freedom. Our work helps our guests escape, even if just for a moment in time, and be someone they may have never even considered before.” The difference is crucial. Most people who visit the V6 Ranch have day jobs and a limited number of vacation days. Why do they choose to visit a working ranch in a tiny town instead of jetting off to lie on a beach in Hawaii? The answer lies in the story and messaging behind John and Barbara’s offer. Helping their clients “escape and be someone else” is far more valuable than offering horse rides. Above all else, the V6 Ranch is selling happiness.

Weston, having been born in Chicago, was raised with typical, well-grounded, mid-western values. On his 16th birthday, his father gave him a Kodak camera with which he started what would become his lifetime vocation. During the summer of 1908, Weston met Flora May Chandler, a schoolteacher who was seven years older than he was. The following year the couple married and in time they had four sons. Weston and his family moved to Southern California and opened a portrait studio on Brand Boulevard, in the artsy section of Glendale, California, called Tropico. His artistic skills soon became apparent and he became well known for his portraits of famous people, such as Carl Sandburg and Max Eastman. In the autumn of 1913, hearing of his work, Margrethe Mather, a photographer from Los Angeles, came to his studio, where Weston asked her to be his studio assistant. It didn’t take long before the two developed a passionate, intimate relationship. Both Weston and Mather became active in the growing bohemian cultural scene in Los Angeles. She was extremely outgoing and artistic in a most flamboyant way. Her bohemian sexual values were new to Weston’s conventional thinking, but Mather excited him and presented him with a new outlook that he found enticing. Mather was beautiful, and being bisexual and having been a high-class prostitute, was delightfully worldly. Mather's uninhibited lifestyle became irresistible to Weston and her photography took him into a new and exciting art form. As Mather worked and overtly played with him, she presented a lifestyle that was in stark contrast to Weston’s conventional home life, and he soon came to see his wife Flora as a person with whom he had little in common. Weston expanded his horizons but tried to keep his affairs with other women a secret. As he immersed himself further into nude photography, it became more difficult to hide his new lifestyle from his wife. Flora became suspicious about this secret life, but apparently suffered in silence. One of the first of many women who agreed to model nude for Weston was Tina Modotti. Although Mather remained with Weston, Tina soon became his primary model and remained so for the next several years. There was an instant attraction between Tina Modotti, Mather and Edward Weston, and although he remained married, Tina became his student, model and lover. Richey soon became aware of the affair, but it didn’t seem to bother him, as they all continued to remain good friends. The relationship Tina had with Weston could definitely be considered “cheating,” since knowledge of the affair was withheld as much as possible from his wife Flora May. Perhaps his wife knew and condoned this new promiscuous relationship, since she had also endured the intense liaison with Margrethe Mather. Tina, Mather and Weston continued working together until Tina and Weston suddenly left for Mexico in 1923. As a group, they were all a part of the cozy, artsy, bohemian society of Los Angeles, which was where they were introduced to the then-fashionable, communistic philosophy.

The 118 islands and atolls are scattered over an expanse of water 18 times the size of California, though in dry land terms the territory is only slightly bigger than Rhode Island. The distance from one end of the island groups to another is four times further than from San Francisco to Los Angeles. Every oceanic island type is represented in these sprawling archipelagoes positioned midway between California and New Zealand. The coral atolls of the Tuamotus are so low they’re threatened by rising sea levels, while volcanic Tahiti soars to 2,241 meters. Bora Bora and Maupiti, also high volcanic islands, rise from the lagoons of what would otherwise be atolls.

With federal and state money drying up, research universities are increasingly trying to monetize their own intellectual property for revenue. In 2012, universities collectively generated $2.6 billion from their patents, a 6.8 percent jump from the previous year, according to the Association of University Technology Managers. Napolitano, of course, knows all of this. The University of California, especially its Berkeley and Los Angeles campuses, includes some of the biggest players in converting research into licensing fees and startups that might go public or be acquired. Witness the uptick in university-run incubators in the Bay Area. But someone must do the research that leads to those technologies that eventually hit the market, she said. When Napolitano first joined the University of California, one of her top priorities was to increase efficiency - to do more with less. But over time she came to realize that research is anything but efficient. But that's a good thing. "The grace note of basic research is failure," Napolitano said. "It's what doesn't work that leads to unexpected breakthroughs." There is nothing inherently wrong with seeking profit from innovation. But we must first understand that innovation starts when scientists ask how and why. Basic research "is where the action is," she said.

Opal tore the notice into small pieces, and watched them fly from her hand, blown by the African breeze out across the ocean water. Her laugh followed the pieces as they floated away, drifting out wherever the wind would take them, toward Indonesia, the Banda Sea, Papua New Guinea, the great expanse of the Pacific — all her world, the world of the statistical outlier merging time past, and time not yet come, with this moment. All as unpredictable as shadows, as ghosts. Sometime later, that laugh, floating on an eastbound wind, would reach the California coast and come to rest where it did once before — on Wilshire Boulevard in Los Angeles where Heron White’s body landed after he crashed through a twelfth-floor window at the end of a hallway outside a dentist’s office one rainy day at noon.

He was both an optimist and an activist: If he did not exactly bring an ideology to the Court, then he brought the faith of someone who had seen personally what government could and should do to ameliorate the lives of ordinary people. That the great figures on the bench had so much more judicial experience—Black with sixteen years of service on the Court, Frankfurter and Douglas with fourteen each, and Jackson with twelve—did not daunt him. California during the 1940s had Hollywood and the bright lights of Los Angeles, but on the other coast was Florida, land of sunshine and glamour, Miami and Miami Beach. If you weren't already near California's Pacific Coast you headed for Florida during the winter. One of the things which made Miami such a mix of glitter and sunshine was the plethora of movie stars who flocked there to play, rubbing shoulders with tycoons and gangsters. Sometimes it was hard to tell the difference between the latter two. Miami and everything that surrounded it hadn't happened by accident. Carl Fisher had set out to make Miami Beach a playground destination during the 1930s and had succeeded far beyond his dreams. The promenade behind the Roney Plaza Hotel was a block-long lovers' lane of palm trees and promise that began rather than ended in the blue waters of the Atlantic. Florida was more than simply Miami and Miami Beach, however. When George Merrick opened the Biltmore Hotel in Coral Gables papers across the country couldn't wait to gush about the growing aura of Florida. They tore down Collins Bridge in the Gables and replaced it with the beautiful Venetian Causeway. You could plop down a fiver if you had one and take your best girl — or the girl you wanted to score with — for a gondola ride there before the depression, or so I'd been told.

The breakthrough came in the early 1980s, when Judea Pearl, a professor of computer science at the University of California, Los Angeles, invented a new representation: Bayesian networks. Pearl is one of the most distinguished computer scientists in the world, his methods having swept through machine learning, AI, and many other fields. He won the Turing Award, the Nobel Prize of computer science, in 2012. Pearl realized that it’s OK to have a complex network of dependencies among random variables, provided each variable depends directly on only a few others. We can represent these dependencies with a graph like the ones we saw for Markov chains and HMMs, except now the graph can have any structure (as long as the arrows don’t form closed loops). One of Pearl’s favorite examples is burglar alarms. The alarm at your house should go off if a burglar attempts to break in, but it could also be triggered by an earthquake. (In Los Angeles, where Pearl lives, earthquakes are almost as frequent as burglaries.) If you’re working late one night and your neighbor Bob calls to say he just heard your alarm go off, but your neighbor Claire doesn’t, should you call the police? Here’s the graph of dependencies: If there’s an arrow from one node to another in the graph, we say that the first node is a parent of the second. So Alarm’s parents are Burglary and Earthquake, and Alarm is the sole parent of Bob calls and Claire calls. A Bayesian network is a graph of dependencies like this, together with a table for each variable, giving its probability for each combination of values of its parents. For Burglary and Earthquake we only need one probability each, since they have no parents. For Alarm we need four: the probability that it goes off even if there’s no burglary or earthquake, the probability that it goes off if there’s a burglary and no earthquake, and so on. For Bob calls we need two probabilities (given alarm and given no alarm), and similarly for Claire. Here’s the crucial point: Bob calling depends on Burglary and Earthquake, but only through Alarm. Bob’s call is conditionally independent of Burglary and Earthquake given Alarm, and so is Claire’s. If the alarm doesn’t go off, your neighbors sleep soundly, and the burglar proceeds undisturbed. Also, Bob and Claire are independent given Alarm. Without this independence structure, you’d need to learn 25 = 32 probabilities, one for each possible state of the five variables. (Or 31, if you’re a stickler for details, since the last one can be left implicit.) With the conditional independencies, all you need is 1 + 1 + 4 + 2 + 2 = 10, a savings of 68 percent. And that’s just in this tiny example; with hundreds or thousands of variables, the savings would be very close to 100 percent.

Being accused of microaggression can be a harrowing experience. Manhattan Institute Fellow Heather Mac Donald relates in City Journal how an incident got out of hand at the University of California, Los Angeles, in 2013. Professor Emeritus Val Rust taught a dissertation preparation seminar in which arguments often erupted among students, such as over which victim ideologies deserved precedence. In one such discussion, white feminists were criticized for making "testimonial-style" claims of oppression to which Chicana feminists felt they were not entitled. In another, arguments over the political implications of word capitalization got out of hand. In a paper he returned to a student, Rust had changed the capitalization of "indigenous" to lowercase as called for in the Chicago Manual Style. The student felt this showed disrespect for her point of view. During the heated discussion that followed, Professor Rust leaned over and touched an agitated student's arm in a manner, Rust claims, that was meant to reassure and calm him down. It ignited a firestorm instead. The student, Kenjus Watston, jerked his arm away from Rust as if highly offended. Later, he and other "students of color", accompanied by reporters and photographers from UCLA's campus newspaper, made a surprise visit to Rust's classroom and confronted him with a "collective statement of Resistance by Graduate Students of Color". Then the college administration got involved. Dean Marcelo Suarez-Orozco sent out an e-mail citing "a series of troubling racial climate incidents" on campus, "most recently associated with [Rust's class]". Administrative justice was swift. Professor Rust was forced to teach the remainder of his class with three other professors, signaling that he was no longer trusted to teach "students of color". When Rust tried to smooth things over with another student who had criticized him for not apologizing to Watson, he reached out and touched him in a gesture of reconciliation. Again it backfired. That student filed criminal charges against Rust, who was suspended for the remainder of the academic year. As if to punctuate the students' victory and seal the professor's humiliation, UCLA appointed Watson as a "student researcher" to the committee investigating the incident. Watson turned the publicity from these events into a career, going on to codirect the Intergroup Dialogue Program at Occidental College in Los Angeles. As for the committee report, it recommended that UCLA create a new associate dean for equity and enhance the faculty's diversity training program. It was a total victory for the few students who had acted like bullies and the humiliating end of a career for a highly respected professor. It happened because the university could not appear to be unsympathetic to students who were, in the administration's worldview, merely following the university's official policies of diversity and multiculturalism.
