For years, the political scientist Martin Gilens has been trying to test empirically the claim that the United States is, as we learn it to be in schools, a “majoritarian electoral democracy.” Gilens and his coauthor Benjamin Page conclude that the empirical evidence between 1981 and 2002 entails that the hypothesis that the United States is a pure majoritarian electoral democracy “can be decisively rejected.”40 Wealthy individuals and powerful interest groups (such as the gun lobby) have significant impact on policy. In contrast, “[n]ot only do ordinary citizens not have uniquely substantial power over policy decisions; they have little or no independent influence on policy at all.” Gilens’s work is the subject of continuing debate.41 But it seems nevertheless widely agreed that the available empirical evidence makes it at the very least worthy of serious consideration that the language of liberal democracy does not accurately explain the cause of most US policy. One must worry about even apparently robustly liberal democratic states that the language of democracy is simply used to mask an undemocratic reality.

Anarchism does not mean the negation of democracy--or at least, any of the aspects of democracy that most American have historically liked. Rather, anarchism is a matter of taking those core democratic principles to their logical conclusions. The reason it’s difficult to see this is because the word "democracy" has had such an endlessly contested history: so much so that most American pundits and politicians, for instance, now use the term to refer to a form of government established with the explicit purpose of ensuring what John Adams once called "the horrors of democracy" would never come about. Stricker is the big cheese who runs this place, and she’s all human, but just as scary as Tor. I don’t want to rumble with either one of those two. So I program the shoes to self-destruct and drop them in the trash. FWOOM! The coast is clear now, and I sneak back into action. I work my way up the corridor in my spy socks, quiet as a ghost walking on cotton balls. Very, very puffy cotton balls—I’m that quiet. What I need is the perfect place to leave the package I came here to deliver. That’s the mission, but I can’t just do it anywhere. I have to choose wisely. Bathroom? Nah. Too echoey. Library? Nah. Only one exit, and I can’t take that risk. Main lobby? Hmm… maybe so. In fact, I wish I’d thought of that on my way in. I could have saved myself one very expensive pair of tungsten gripper shoes. Once my radar-enabled Rolex watch tells me the main lobby is clear, I slide in there and get right to work. I enter the access code on my briefcase, confirm with my thumbprint, and then pop the case open. The Westminster system understandably produces governments with more formal powers than in the United States. This greater degree of decisiveness can be seen clearly with respect to the budget process. In Britain, national budgets are not drawn up in Parliament, but in Whitehall, the seat of the bureaucracy, where professional civil servants act under instructions from the cabinet and prime minister. The budget is then presented by the chancellor of the exchequer (equivalent of the U.S. treasury secretary) to the House of Commons, which votes to approve it in a single up-or-down vote. This usually takes place within a week or two of its promulgation by the government. The process in the United States is totally different. The Constitution grants Congress primary authority over the budget. While presidents formulate budgets through the executive branch Office of Management and Budget, this office often becomes more like another lobbying organization supporting the president’s preferences. The budget, put before Congress in February, works its way through a complex set of committees over a period of months, and what finally emerges for ratification (we hope) by the two houses toward the end of the summer is the product of innumerable deals struck with individual members to secure their support. The nonpartisan Congressional Budget Office was established in 1974 to provide Congress with greater technocratic support in drawing up budgets, but in the end the making of an American budget is a highly decentralized and nonstrategic process in comparison to what happens in Britain.

The phrase “conflict of interest” barely begins to describe Tom Lanphier’s rabidly partisan approach to advising one of the most powerful congressional allies of the American military-industrial complex. Yet he was in good company. Air force intelligence was crammed with highly competitive analysts who believed they were in a zero-sum game not only with the Russians but also with the army and the navy. If they could make the missile-gap theory stick, America would have to respond with a crash ICBM program of its own. The dominance of the Strategic Air Command in the U.S. military hierarchy would be complete—and Convair would profit mightily. It is hardly surprising that the information Lanphier fed to Symington and Symington to every politician and columnist who would listen was authoritative, alarming, and completely, disastrously wrong. Symington’s “on the record” projection of Soviet nuclear strength, given to Senate hearings on the missile gap in late 1959, was that by 1962 they would have three thousand ICBMs. The actual number was four. Symington’s was a wild guess, an extrapolation based on extrapolations by air force generals who believed it was only responsible to take Khrushchev at his word when, for example, he told journalists in Moscow that a single Soviet factory was producing 250 rockets a year, complete with warheads. Symington knew what he was doing. He wanted to be president and believed rightly that missile-gap scaremongering had helped the Democrats pick up nearly fifty seats in Congress in the 1958 midterm elections. But everyone was at it. The 1958 National Intelligence Estimate had forecast one hundred Soviet ICBMs by 1960 and five hundred by 1962. In January 1960 Allen Dulles, who should have known better because he did know better, told Eisenhower that even though the U-2 had shown no evidence of mass missile production, the Russians could still somehow conjure up two hundred of them in eighteen months. On the political left a former congressional aide called Frank Gibney wrote a baseless five-thousand-word cover story for Harper’s magazine accusing the administration of giving the Soviets a six-to-one lead in ICBMs. (Gibney also recommended putting “a system of really massive retaliation” on the moon.) On the right, Vice President Nixon quietly let friends and pundits know that he felt his own boss didn’t quite get the threat. And in the middle, Joe Alsop wrote a devastating series of columns syndicated to hundreds of newspapers in which he calculated that the Soviets would have 150 ICBMs in ten months flat and suggested that by not matching them warhead for warhead the president was playing Russian roulette with the national future. Alsop, who lived well but expensively in a substantial house in Georgetown, was the Larry King of his day—dapper, superbly well connected, and indefatigable in the pursuit of a good story. His series ran in the last week of January 1960. Khrushchev read it in translation and resolved to steal the thunder of the missile-gap lobby, which was threatening to land him with an arms race that would bankrupt Communism. Before the four-power summit, which was now scheduled for Paris in mid-May, he would offer to dismantle his entire ICBM stockpile. No one needed to know how big or small it was; they just needed to know that he was serious about disarmament. He revealed his plan to the Presidium of the Central Committee of the Communist Party of the Soviet Union at a secret meeting in the Kremlin on

After a long multi-decade fight with the city, the 200 households of Charrúa were in 1991 granted something that would offer them the most important foundation for development they could get: certificates of property ownership. The Charrúa families didn’t earn higher incomes than those in other parts of the neighborhood, and they weren’t more educated or better connected. The difference was that they had the capacity to prove home ownership with the indisputable seal of a government. And that status opened the door to a whole host of other benefits. As taxpaying property owners, they now had standing in the community, which meant they could lobby the government for services. That led to the school and the clinic. And they could use the deeds as collateral to borrow money to invest in businesses, which is why Charrúa became a commercial center, lined with stores and small restaurants. A visitor from the tony neighborhoods of the city’s northern corridor would still see a stark lack of amenities, but to the Bolivian locals, this two-block strip is proof that at least some of their kind have made it. What does this have to do with the blockchain? Well, to answer that, let’s not focus on the comparatively lucky 200 households of Charrúa but on the hundreds of thousands of Bolivians and other slum-dwellers of Buenos Aires and shantytowns all around the developing world who don’t have a title to their home. Their communities will acknowledge them as the owners but there’s nothing official saying so, nothing that’s accepted by the government or a bank, that is. Public registry systems in low-income countries are prone to corruption and incompetence—so a poor resident of a slum in a village in Uttar Pradesh or Manila might try to get a loan with their home as collateral, but no bank would accept it.

The American Association of Retired Persons ("AARP") lobbies this group to write their Congressmen in favor of free immigration on the theory that new immigrants will pay Social Security taxes needed to fund Social Security payments to retirees in our "pay- as-you- go" unfunded Social Security System. An unspoken premise of free immigration is that the new arrivals will be willing to pay this tax. Twenty years from now [2012-2030] 60 million post-WW II "baby-boomers" now in the work force will begin retiring and drawing Social Security benefits. Employment taxes amount to 15% of payroll now, including both employer and employee pieces. In twenty years, these taxes must rise to 25% to fund the retiring baby boomers. Over 70% of these "baby-boom" retirees will be European- Americans. But in 20 years, 55% of the people entering the workforce between the ages of 20 and 30 will be people of color. It is inconceivable that members of this group, accustomed as they are to racial preference and to block racial voting, will sit by and watch 25% of their earnings go to fund retirement benefits for European-Americans. It won't happen! Because "minority" racial interests will be at stake, Social Security benefits will be cut for all except the indigent, among whom such "minorities" will be over-represented.

FROM THE beginning, the real estate industry bitterly fought public housing of any kind and had support from Republicans in Congress. Industry lobbyists insisted that socialism in housing was a threat to private enterprise, a difficult argument to make when, from the 1930s to the end of World War II, private enterprise had been unwilling or unable to build dwellings affordable for working- and middle-class families. But once the housing shortage eased, the real estate lobby was successful in restricting public housing to subsidized projects for the poorest families only. New federal and local regulations set forth strict upper-income limits for families in public housing. Beginning in about 1950, many middle-class families, white and black, were forced out under these new rules, although many would have preferred to stay in the low-rise, scatter-site, and well-maintained projects that mostly characterized pre-1949 public dwellings. This policy change, mostly complete by the late 1960s, ensured that integrated public housing would cease to be possible. It transformed public housing into a warehousing system for the poor.

Likewise, the notion of public spending is often used by those who oppose it to evoke a never-ending outlay. Public investment, on the other hand, focuses on the public goods—such as high-quality schools and effective public transport—that underpin collective well-being.57 Second, end the extraordinary injustice of tax loopholes, offshore havens, profit shifting and special exemptions that allow many of the world’s richest people and largest corporations—from Amazon to Zara—to pay negligible tax in the countries in which they live and do business. At least $18.5 trillion is hidden by wealthy individuals in tax havens worldwide, representing an annual loss of more than $156 billion in tax revenue, a sum that could end extreme income poverty twice over.58 At the same time, transnational corporations shift around $660 billion of their profits each year to near-zero tax jurisdictions such as the Netherlands, Ireland, Bermuda and Luxembourg.59 The Global Alliance for Tax Justice is among those focused on tackling this, campaigning worldwide for greater corporate transparency and accountability, fair international tax rules, and progressive national tax systems.60 Third, shifting both personal and corporate taxation away from taxing income streams and towards taxing accumulated wealth—such as real estate and financial assets—will diminish the role played by a growing GDP in ensuring sufficient tax revenue. Of course progressive tax reforms such as these can quickly encounter pushback from the corporate lobby, along with claims of state incompetence and corruption. This only reinforces the importance of strong civic engagement in promoting and defending political democracies that can hold the state to account.

Democracy was surrendered without a fight. This was most notably the case in the collapse of the grand coalition in 1930. It was again the case – however vain the opposition might have proved – in the lack of resistance to the Papen coup against Prussia in July 1932. Both events revealed the flimsiness of democracy’s base. This was not least because powerful groups had never reconciled themselves to democracy, and were by this time actively seeking to bring it down. During the Depression, democracy was less surrendered than deliberately undermined by élite groups serving their own ends. These were no pre-industrial leftovers, but – however reactionary their political aims – modern lobbies working to further their vested interests in an authoritarian system.255 In the final drama, the agrarians and the army were more influential than big business in engineering Hitler’s takeover.256 But big business, also, politically myopic and self-serving, had significantly contributed to the undermining of democracy which was the necessary prelude to Hitler’s success. The masses, too, had played their part in democracy’s downfall. Never had circumstances been less propitious for the establishment of successful democracy than they were in Germany after the First World War. Already by 1920, the parties most supportive of democracy held only a minority of the vote. Democracy narrowly survived its early travails, though great swathes of the electorate opposed it root and branch. Who is to say that, had not the great Depression blown it completely off course, democracy might not have settled down and consolidated itself? But democracy was in a far from healthy state when the Depression struck Germany. And in the course of the Depression, the masses deserted democracy in their droves. By 1932, the only supporters of democracy were the weakened Social Democrats (and even many of these were by this time lukewarm), some sections of the Zentrum (which had itself moved sharply to the Right), and a handful of liberals. The Republic was dead. Still open was what sort of authoritarian system would replace it.

Finance capital subordinates the Canadian State more and more directly to its interests and control. State-monopoly capitalism — the integration or merging of the interests of finance capital with the state — is a new stage in the extension of corporate control to all sectors of economic and political life. The government, while seemingly independent of specific corporate interests, has become predominantly the political instrument of a small group comprising the top monopoly capitalists for exercising control over the rest of society. Finance capital uses the state to provide orders, capital and subsidies, and to secure foreign markets and investments. Monopoly capital supports the expansion of the state sector — both services and enterprises — when that serves its interests, and at other times it uses the state to cut back and privatize. The state is also used to redistribute income and wealth in favour of monopoly interests through the tax system, and through legislation to drive down wages and weaken the trade union movement. State-monopoly capitalism undermines the basis of traditional bourgeois democracy. It uses its control of mass media to influence the ideas and attitudes of the people, and to blatantly influence election results. It corrupts the democratic process through the buying of politicians and officials. It tramples on the political right of the Canadian people to exercise any meaningful choice, thereby promoting widespread public alienation and cynicism about the electoral process.

The company changed its name to Oosto in late 2021, and raised US$235 million that year to further develop its AI-enabled surveillance tools. The former head of Mossad, Tamir Pardo, is an advisor and it is staffed by Israel’s intelligence Unit 8200 veterans. It promotes itself as building a world “safer through visual intelligence.” AnyVision so impressed Microsoft that the Seattle software giant briefly invested US$74 million in the company in 2019 before facing a massive backlash. It cut its ties with AnyVision in 2020 due to pressure from the “Palestinian lobby on the Democratic Party,” according to the former head of Israel’s Defense Export Control Agency, though it continues to develop its own facial recognition technology.44 The former Biden administration press secretary Jen Psaki worked for AnyVision as a “crisis communications consultant” and earned at least US$5,000 at some point between leaving the Obama administration in 2017 and starting in the Biden White House.

All the corporate food lobbyists had to work together to stop Daschle’s effort, which would rein in the market power of IBP, Tyson, and Smithfield. The e-mail included a sample letter that was to be sent to U.S. senators, helpfully pre-addressed to “Senator xxxxxxx.” This sample letter urged senators not to cosponsor Daschle’s bill. In other words, it was urging lawmakers to back off from the measure before it was even proposed, winnowing away the number of lawmakers who might help bring it to the Senate for debate. The letter acknowledged that the bill wasn’t even finished yet but still declared that it was an assault on the rural economy itself.

Once the ACCF’s study was published, Koch Industries carried out the next phase of its echo chamber system. The study was quickly promoted by a think tank called the Institute for Energy Research, which sent out a press release on August 13 that highlighted the study’s findings. The IER was an outgrowth of the Institute for Humane Studies, the libertarian think tank cofounded by Charles Koch.IV By 2009, the IER was funded by Koch Industries and other companies, and a former Koch Industries lobbyist named Wayne Gable sat on IER’s board of directors. After the study was promoted by the IER, it was then recycled by another Koch Industries–affiliated think tank. This one was called the American Energy Alliance, and it was essentially the political action arm of the IER. The AEA was organized under the tax code in a way that it could be directly involved in politics, while the IER was organized as an “education” foundation that could not lobby or get involved in political campaigns. Where the IER was high minded, the AEA was something more of a street brawler. The AEA was headed by a former Koch Industries lobbyist named Thomas Pyle, who remained in close contact with his former colleagues at Koch’s lobbying shop. The AEA produced a series of political radio advertisements that were based on the new ACCF findings, along with other statistics that highlighted the potential economic threat of a cap-and-trade bill. A narrator in one of the radio ads intoned: “This tax will further cripple our already struggling economy—costing more American jobs. . . . Higher taxes and more job losses—what could Congress be thinking?” A corresponding fact sheet for the ad cited the ACCF for this claim. The AEA political ads were targeted in a way that benefited from keen knowledge of how the Waxman-Markey bill was then working its way through the Senate. Lindsey Graham of South Carolina was a particular target. “Why would Senator Lindsey Graham support a new national energy tax, called cap and trade?” one advertisement began. Citing the ACCF study, the advertisement claimed that “cap and trade . . . could significantly increase electricity bills, gas prices, and cost American jobs.” In all of these statements and advertisements, the same set of numbers were used again and again: More than two million jobs lost. Electricity prices would be 50 percent higher by 2030. These facts were also carried into Congress in the form of direct testimony. When the Senate Finance Committee sought to learn more about the economics of climate change, the committee invited Margo Thorning to testify. The ACCF study was submitted as evidence beforehand.

One only had to go to Kabul airport to see a classic example of the aid community helping itself rather than Afghans. Ghani was indignant. ‘The first thing the UN system provided through the $1.6 billion of donor money channelled to UN agencies in 2002 was an airline devoted to serving UN staff, and occasionally (after much lobbying) some Afghan government officials.

Republican congressman Chris Shays described DeLay’s philosophy in blunt terms: “If it wasn’t illegal, do it.” The result was further norm erosion.

When they are out of power they focus single-mindedly on seizing up the wheels of government to prove to the American people that government just doesn’t work—at least, when the GOP is out of power. Good-government types would laud Mueller for resurrecting a law against “shadowy” lobbying. But justice is never served by arbitrary or surprise shifts in the prosecutorial system. The most unjust law is one that is enforced only when it serves the purpose of catching the unwary. Mueller exploited the unsuspecting for his own ends. And his untoward tactics would end up boomeranging on the very Democrats who’d celebrated him.

Arendt was not one to close on so optimistic a note. The book’s last chapter, bringing the narrative up to the present, takes a sharp turn toward the ominous. It exhibits what one commentator calls a “particularly bleak and embattled tone.” It is a bucket of cold water thrown on the warm glow of the earlier exuberance. Political freedom, Arendt insisted in the book’s final pages, “means the right ‘to be a participator in government,’ or it means nothing.” The colonial townships and assemblies, building pyramidally to the constitutional conventions, were paradigms of citizen participation, but the popular elections that Americans today consider the hallmark of their democratic republic are hardly the same thing. Voting is not what Arendt meant by participation. The individual in the privacy of the voting booth is not engaged with others in the public arena, putting one’s opinions to the test against differing views and life experiences, but instead is choosing among professional politicians offering to promote and protect his or her personal interests through ready-made formulas, mindless banalities, blatant pandering, and outlandish promises cobbled together as party programs. (And heaven help the elected official who, in the manner of Edmund Burke, tries to argue against the personal interest of his or her constituents or to communicate bad news.) Leaders are selected on the basis of private, parochial concerns, not the public welfare, producing a mishmash of self-interested demands, or what Arendt called “the invasion of the public realm by society.” This was almost the opposite of genuine participation. Instead of the kind of intimate interchange of views and the deliberation that might be expected to resolve conflict, which was the practice of the townships and assemblies, isolated voters left to their own devices and with no appreciation of any larger good or of people different from themselves demand an affirmation of their particular prejudices and preconceptions. They have no opportunity, or desire, to come together with the aim of reaching mutual understanding and agreement on shared problems. Centrifugality prevails. American democracy, Arendt writes, had become a zero-sum game of “pressure groups, lobbies and other devices.” It is a system in which only power can prevail, or at best the blight of mutual backscratching to no greater end than mere political survival, lending itself to lies and demagoguery, quarrels and stalemates, cynical deal-making, not public exchange and calm deliberation.
