As the discipline of the hunting band decayed, the political institutions of the earliest village settlements perhaps approximated the anarchism which has remained ever since the ideal of peaceful peasantries all round the earth. Probably religious functionaries, mediators between helpless mankind and the uncertain fertility of the earth, provided an important form of social leadership. The strong hunter and man of prowess, his occupation gone or relegated to the margins of social life, lost the umambiguous primacy which had once been his; while the comparatively tight personal subordination to a leader necessary to the success of a hunting party could be relaxed in proportion as grain fields became the center around which life revolved. Among predominantly pastoral peoples, however, religious-political institutions took a quite different turn. To protect the flocks from animal predators required the same courage and social discipline which hunters had always needed. Among pastoralists, likewise, the principal economic activity- focused, as among the earliest hunters, on a parasitic relation to animals- continued to be the special preserve of menfolk. Hence a system of patrilineal families, united into kinship groups under the authority of a chieftain responsible for daily decisions as to where to seek pasture, best fitted the conditions of pastoral life. In addition, pastoralists were likely to accord importance to the practices and discipline of war. After all, violent seizure of someone else’s animals or pasture grounds was the easiest and speediest way to wealth and might be the only means of survival in a year of scant vegetation. Such warlikeness was entirely alien to communities tilling the soil. Archeological remains from early Neolithic villages suggest remarkably peaceful societies. As long as cultivable land was plentiful, and as long as the labor of a single household could not produce a significant surplus, there can have been little incentive to war. Traditions of violence and hunting-party organization presumably withered in such societies, to be revived only when pastoral conquest superimposed upon peaceable villagers the elements of warlike organization from which civilized political institutions without exception descend.

Further, it cannot be ignored that the Catholic Church has failed to meet its financial obligation to survivors and its failure was officially sanctioned by the federal government and the courts. The Catholic Church is one of the richest, if not the richest, corporations in the world. It is worth billions and billions of dollars. I remember visiting the Vatican Museum in Rome. The art and artifacts alone are worth billions of dollars without even considering the vast worldwide holdings of the Catholic Church. I will never forget seeing Nero's bathtub, a huge, circular stone edifice made of material that no longer exists on earth. The bathtub is described as "invaluable beyond calculation." So why not just sell off the tub and meet their obligations to survivors? It is beyond comprehension how the Catholic Church can express remorse while refusing to abide by the terms of the settlement they originally agreed to and still expect their words to be taken seriously.

The best offer to the Palestinians—by Clinton, not Barak—had been to withdraw 20 percent of the settlers, leaving more than 180,000 in 209 settlements, covering about 10 percent of the occupied land, including land to be “leased” and portions of the Jordan River valley and East Jerusalem. These range in width from five hundred to four thousand meters, and Palestinians cannot use or cross many of these connecting links. This honeycomb of settlements and their interconnecting conduits effectively divide the West Bank into at least two noncontiguous areas and multiple fragments, often uninhabitable or even unreachable, and control of the Jordan River valley denies Palestinians any direct access eastward into Jordan. About one hundred military checkpoints completely surround Palestine and block routes going into or between Palestinian communities, combined with an uncountable number of other roads that are permanently closed with large concrete cubes or mounds of earth and rocks. There was no possibility that any Palestinian leader could accept such terms and survive, but official statements from Washington and Jerusalem were successful in placing the entire onus for the failure on Yasir Arafat. The banks were protected both because the Federal Reserve loaned them cash and the creditors’ committees and international financial restructuring organizations such as the International Monetary Fund (IMF) and the Bank for International Settlements arranged things so that the debtor nations could pay their debt service from new loans. That way everyone could pretend everything was fine and write down those loans over many years. My experience over this period was like a series of blows to the head with a baseball bat. Being so wrong—and especially so publicly wrong—was incredibly humbling and cost me just about everything I had built at Bridgewater. I saw that I had been an arrogant jerk who was totally confident in a totally incorrect view. So there I was after eight years in business, with nothing to show for it. I have already stressed that no one can treat the phenomenal growth of monasticism in this period without taking into account not only those who entered the communities to be professed, but also the lay men and women who were prepared to endow new religious houses with lands and rents. The same is true of the crusading movement. Behind many crusaders stood a large body of men and women who were prepared to sacrifice interest to help them go. It is hard to avoid concluding that they were fired by the opportunity presented to a relative not only of making a penitential pilgrimage to Jerusalem but also of fighting in a holy cause. For almost a century great lords, castellans and knights had been subjected to abuse by the Church. Wilting under the torrent of invective and responding to the attempts of churchmen to reform their way of life in terms they could understand, they had become perceptibly more pious. Now they were presented by a pope who knew them intimately with the chance of performing a meritorious act which exactly fitted their upbringing and devotional needs and they seized it eagerly. But they responded, of course, in their own way. They were not theologians and were bound to react in ways consonant with their own ideas of right and wrong, ideas that did not always respond to those of senior churchmen. As I noted in Chapter 14, “The Earthquake,” there was a supermarket in Jerusalem where I shopped for fruits and vegetables almost every day. It was owned by an Iraqi Jewish family who had immigrated to Israel from Baghdad in the early 1940s. The patriarch of the family, Sasson, was an elderly curmudgeon in his sixties. Sasson’s whole life had left him with the conviction that the Arabs would never willingly accept a Jewish state in their midst and that any concessions to the Palestinians would eventually be used to liquidate the Jewish state. Whenever Sasson heard Israeli doves saying that the Palestinians really wanted to live in peace with the Jews, but that they just couldn’t always come out and declare it, it sounded ludicrous to him. It simply ran counter to everything life in Iraq and Jerusalem had taught him, and neither the Camp David treaty with Egypt nor declarations by Yasir Arafat—nor the Palestinian uprising itself—had convinced him otherwise. As I said, as far as Sasson was concerned, the problem between himself and the Palestinians was not that they didn’t understand each other, but that they did—all too well. Sasson, I should add, did not appear to be ideologically committed to Israel’s holding the West Bank and Gaza Strip. He was a grocer, and ideology did not trip easily off his tongue. I am sure he rarely, if ever, went to the occupied territories. Like a majority of Israelis, he viewed the Israeli presence in the West Bank and Gaza Strip primarily in terms of security. I believe that Sasson is the key to a Palestinian–Israeli peace settlement—not him personally, but his world view. He is the Israeli silent majority. He is the Israeli two-thirds. You don’t hear much from the Sassons of Israel. They don’t talk much. They are not as interesting to interview as wild-eyed messianic West Bank settlers, or as articulate as Peace Now professors who speak with an American accent. But they are the foundation of Israel, the gravity that holds the country in place. And, more important, years of reporting from Israel have taught me that there is a little bit of Sasson’s almost primitive earthiness in every Israeli—not only all those in the Likud Party on the right side of the political spectrum, but a majority of those in the Labor Party as well; not only those Israelis born in Arab countries, but those born in Israel as well. Indeed, the Israeli public is not divided fifty-fifty on the question of peace with the Palestinians. The truth is, the Israeli public is divided in three. One segment, on the far left—maybe 5 percent of the population—is ready to allow a Palestinian state in the West Bank and Gaza tomorrow, and sincerely believes the Palestinians are ready to live in peace with the Jews. Another segment, on the far right—maybe 20 percent of the population—will never be prepared, for ideological reasons, to allow a Palestinian state in the West Bank and Gaza. They are committed to holding forever all the Land of Israel, out of either nationalist or messianic sentiments. In between these two extremes you have the Sassons, who make up probably 75 percent of the population. The more liberal Sassons side with the Labor Party, the more hard-line Sassons side with the Likud, but they all share a gut feeling that they are locked in an all-or-nothing communal struggle with the Palestinians. They soon demanded an end to the complaisant regime that characterized slavery in the long half century following the Natchez rebellion, and Spanish officials were pleased to comply. The Cabildo - the governing body of New Orleans - issued its own regulations combining French and Spanish black codes, along with additional proscriptions on black life. In succeeding years, the state - Spanish (until 1800), French (between 1800 and 1803), and finally American (beginning in 1803) - enacted other regulations, controlling the slaves' mobility and denying their right to inherit property, contract independently, and testify in court. Explicit prohibitions against slave assemblage, gun ownership, and travel by horse were added, along with restrictions on manumission and self-purchase. The French, who again took control of Louisiana in 1800, proved even more compliant, reimposing the Code Noir during their brief ascendancy. The hasty resurrection of the old code pleased slaveholders, and, although it lost its effect with the American accession in 1803, planters - in control of the territorial legislature - incorporate many of its provisions in the territorial slave code. Perhaps even more significant than the plethora of new restrictions was a will to enforce the law. Slave miscreants faced an increasingly vigilant constabulary, whose members took it upon themselves to punish offenders. Officials turned with particular force on the maroon settlements that had proliferated amid the warfare of the Age of Revolution. They dismantled some fugitive colonies, scattering their members and driving many of them more deeply into the swamps. Maroons unfortunate enough to be captured were re-enslaved, deported, or executed.

Foster children are much more likely than other children with similar problems to be prescribed multiple medications that will have no impact on their symptoms. These medications, particularly the so-called atypical antipsychotics (medications like Risperdal, Abilify, and Seroquel) can shorten life and have severe side effects, like weight gain great enough to increase risk for diabetes. The over prescribing and inappropriate prescribing of such medications to children in foster care has been so dramatic that the Government Accountability Office has issued a special report condemning it. Both the federal government and several states have sued Big Pharma for targeting foster care children, resulting in multi-million-dollar settlements.
