Among pastoralists, likewise, the principal economic activity- focused, as among the earliest hunters, on a parasitic relation to animals- continued to be the special preserve of menfolk. Hence a system of patrilineal families, united into kinship groups under the authority of a chieftain responsible for daily decisions as to where to seek pasture, best fitted the conditions of pastoral life. In addition, pastoralists were likely to accord importance to the practices and discipline of war. After all, violent seizure of someone else’s animals or pasture grounds was the easiest and speediest way to wealth and might be the only means of survival in a year of scant vegetation.
Such warlikeness was entirely alien to communities tilling the soil. Archeological remains from early Neolithic villages suggest remarkably peaceful societies. As long as cultivable land was plentiful, and as long as the labor of a single household could not produce a significant surplus, there can have been little incentive to war. Traditions of violence and hunting-party organization presumably withered in such societies, to be revived only when pastoral conquest superimposed upon peaceable villagers the elements of warlike organization from which civilized political institutions without exception descend.

The church dropped its insistence that Roman Catholicism be the state religion. Moving forward, the state had to confirm church-annulled marriages. Parents were given the right to opt their children out of formerly mandatory religious education classes. During its early years, nearly 90 percent of the tax went to the Catholic Church (by 2010, the church received less than 50 percent as the tax was more equitably distributed). Not only did the tax relieve Italy of its responsibility for the $135 million annual subsidy it paid for the country’s 35,000 priests, it meant the church had a steady and reliable source of much needed income.55

This honeycomb of settlements and their interconnecting conduits effectively divide the West Bank into at least two noncontiguous areas and multiple fragments, often uninhabitable or even unreachable, and control of the Jordan River valley denies Palestinians any direct access eastward into Jordan. About one hundred military checkpoints completely surround Palestine and block routes going into or between Palestinian communities, combined with an uncountable number of other roads that are permanently closed with large concrete cubes or mounds of earth and rocks. There was no possibility that any Palestinian leader could accept such terms and survive, but official statements from Washington and Jerusalem were successful in placing the entire onus for the failure on Yasir Arafat. Violence in the Holy Land continued.

Neither did the early farmers understand that feeding children with more porridge and less breast milk would weaken their immune system, and that permanent settlements would be hotbeds for infectious diseases. They did not foresee that by increasing their dependence on a single source of food, they were actually exposing themselves even more to the depredations of drought. Nor did the farmers foresee that in good years their bulging granaries would tempt thieves and enemies, compelling them to start building walls and doing guard duty.

So why not just sell off the tub and meet their obligations to survivors? In the light of the evidence it is hard to believe that most crusaders were motivated by crude materialism. Given their knowledge and expectations and the economic climate in which they lived, the disposal of assets to invest in the fairly remote possibility of settlement in the East would have been a stupid gamble. It makes much more sense to suppose, in so far as one can generalize about them, that they were moved by an idealism which must have inspired not only them but their families. Parents, brothers and sisters, wives and children had to face a long absence and must have worried about them: in 1098 Countess Ida of Boulogne made an endowment to the abbey of St Bertin 'for the safety of her sons, Godfrey and Baldwin, who have gone to Jerusalem'.83 And they and more distant relatives — cousins, uncles and nephews - were prepared to endow them out of the patrimonial lands. I have already stressed that no one can treat the phenomenal growth of monasticism in this period without taking into account not only those who entered the communities to be professed, but also the lay men and women who were prepared to endow new religious houses with lands and rents. The same is true of the crusading movement. Behind many crusaders stood a large body of men and women who were prepared to sacrifice interest to help them go. It is hard to avoid concluding that they were fired by the opportunity presented to a relative not only of making a penitential pilgrimage to Jerusalem but also of fighting in a holy cause. For almost a century great lords, castellans and knights had been subjected to abuse by the Church. Wilting under the torrent of invective and responding to the attempts of churchmen to reform their way of life in terms they could understand, they had become perceptibly more pious. Now they were presented by a pope who knew them intimately with the chance of performing a meritorious act which exactly fitted their upbringing and devotional needs and they seized it eagerly.
But they responded, of course, in their own way. They were not theologians and were bound to react in ways consonant with their own ideas of right and wrong, ideas that did not always respond to those of senior churchmen. The emphasis that Urban had put on charity - love of Christian brothers under the heel of Islam, love of Christ whose land was subject to the Muslim yoke - could not but arouse in their minds analogies with their own kin and their own lords' patrimonies, and remind them of their obligations to avenge injuries to their relatives and lords. And that put the crusade on the level of a vendetta. It drove the dollar up, which produced deflationary pressures in the U.S., which allowed the Fed to ease interest rates without raising inflation. This fueled a boom. The banks were protected both because the Federal Reserve loaned them cash and the creditors’ committees and international financial restructuring organizations such as the International Monetary Fund (IMF) and the Bank for International Settlements arranged things so that the debtor nations could pay their debt service from new loans. That way everyone could pretend everything was fine and write down those loans over many years. My experience over this period was like a series of blows to the head with a baseball bat. Being so wrong—and especially so publicly wrong—was incredibly humbling and cost me just about everything I had built at Bridgewater. I saw that I had been an arrogant jerk who was totally confident in a totally incorrect view. So there I was after eight years in business, with nothing to show for it. As I noted in Chapter 14, “The Earthquake,” there was a supermarket in Jerusalem where I shopped for fruits and vegetables almost every day. It was owned by an Iraqi Jewish family who had immigrated to Israel from Baghdad in the early 1940s. The patriarch of the family, Sasson, was an elderly curmudgeon in his sixties. Sasson’s whole life had left him with the conviction that the Arabs would never willingly accept a Jewish state in their midst and that any concessions to the Palestinians would eventually be used to liquidate the Jewish state. Whenever Sasson heard Israeli doves saying that the Palestinians really wanted to live in peace with the Jews, but that they just couldn’t always come out and declare it, it sounded ludicrous to him. It simply ran counter to everything life in Iraq and Jerusalem had taught him, and neither the Camp David treaty with Egypt nor declarations by Yasir Arafat—nor the Palestinian uprising itself—had convinced him otherwise. As I said, as far as Sasson was concerned, the problem between himself and the Palestinians was not that they didn’t understand each other, but that they did—all too well. Sasson, I should add, did not appear to be ideologically committed to Israel’s holding the West Bank and Gaza Strip. He was a grocer, and ideology did not trip easily off his tongue. I am sure he rarely, if ever, went to the occupied territories. Like a majority of Israelis, he viewed the Israeli presence in the West Bank and Gaza Strip primarily in terms of security. I believe that Sasson is the key to a Palestinian–Israeli peace settlement—not him personally, but his world view. He is the Israeli silent majority. He is the Israeli two-thirds. You don’t hear much from the Sassons of Israel. They don’t talk much. They are not as interesting to interview as wild-eyed messianic West Bank settlers, or as articulate as Peace Now professors who speak with an American accent. But they are the foundation of Israel, the gravity that holds the country in place. And, more important, years of reporting from Israel have taught me that there is a little bit of Sasson’s almost primitive earthiness in every Israeli—not only all those in the Likud Party on the right side of the political spectrum, but a majority of those in the Labor Party as well; not only those Israelis born in Arab countries, but those born in Israel as well. Indeed, the Israeli public is not divided fifty-fifty on the question of peace with the Palestinians. The truth is, the Israeli public is divided in three. One segment, on the far left—maybe 5 percent of the population—is ready to allow a Palestinian state in the West Bank and Gaza tomorrow, and sincerely believes the Palestinians are ready to live in peace with the Jews. Another segment, on the far right—maybe 20 percent of the population—will never be prepared, for ideological reasons, to allow a Palestinian state in the West Bank and Gaza. They are committed to holding forever all the Land of Israel, out of either nationalist or messianic sentiments. In between these two extremes you have the Sassons, who make up probably 75 percent of the population. The more liberal Sassons side with the Labor Party, the more hard-line Sassons side with the Likud, but they all share a gut feeling that they are locked in an all-or-nothing communal struggle with the Palestinians. Generally the officers of the army were indifferent whether the annexation was consummated or not; but not so all of them. For myself, I was bitterly opposed to the measure, and to this day regard the war, which resulted, as one of the most unjust ever waged by a stronger against a weaker nation. It was an instance of a republic following the bad example of European monarchies, in not considering justice in their desire to acquire additional territory. Texas was originally a state belonging to the republic of Mexico. It extended from the Sabine River on the east to the Rio Grande on the west, and from the Gulf of Mexico on the south and east to the territory of the United States and New Mexico – another Mexican state at that time – on the north and west. An empire in territory, it had but a very sparse population, until settled by Americans who had received authority from Mexico to colonize. These colonists paid very little attention to the supreme government, and introduced slavery into the state almost from the start, though the constitution of Mexico did not, nor does it now, sanction that institution. Soon they set up an independent government of their own, and war existed, between Texas and Mexico, in name from that time until 1836, when active hostilities very nearly ceased upon the capture of Santa Anna, the Mexican President. Before long, however, the same people – who with permission of Mexico had colonized Texas, and afterwards set up slavery there, and then seceded as soon as they felt strong enough to do so – offered themselves and the State to the United States, and in 1845 their offer was accepted. The occupation, separation and annexation were, from the inception of the movement to its final consummation, a conspiracy to acquire territory out of which slave states might be formed for the American Union. Even if the annexation itself could be justified, the manner in which the subsequent war was forced upon Mexico cannot. The fact is, annexationists wanted more territory than they could possibly lay any claim to, as part of the new acquisition. Texas, as an independent State, never had exercised jurisdiction over the territory between the Nueces River and the Rio Grande. Mexico had never recognized the independence of Texas, and maintained that, even if independent, the State had no claim south of the Nueces. I am aware that a treaty, made by the Texans with Santa Anna while he was under duress, ceded all the territory between the Nueces and the Rio Grande – , but he was a prisoner of war when the treaty was made, and his life was in jeopardy. He knew, too, that he deserved execution at the hands of the Texans, if they should ever capture him. The Texans, if they had taken his life, would have only followed the example set by Santa Anna himself a few years before, when he executed the entire garrison of the Alamo and the villagers of Goliad. In taking military possession of Texas after annexation, the army of occupation, under General Taylor, was directed to occupy the disputed territory. The army did not stop at the Nueces and offer to negotiate for a settlement of the boundary question, but went beyond, apparently in order to force Mexico to initiate war. It is to the credit of the American nation, however, that after conquering Mexico, and while practically holding the country in our possession, so that we could have retained the whole of it, or made any terms we chose, we paid a round sum for the additional territory taken; more than it was worth, or was likely to be, to Mexico. To us it was an empire and of incalculable value; but it might have been obtained by other means. The Southern rebellion was largely the outgrowth of the Mexican war. Tho was Buffalo Bill Cody? Most people know, at the very least, that he was a hero of the Old West, like Daniel Boone, Davy Crockett, and Kit Carson-one of those larger-than-life figures from which legends are made. Cody himself provided such a linkage to his heroic predecessors in 1888 when he published a book with biographies of Boone, Crockett, Carson-and one of his own autobiographies: Story of the Wild West and Campfire Chats, by Buffalo Bill (Hon. W.F. Cody), a Full and Complete History of the Renowned Pioneer Quartette, Boone, Crockett, Carson and Buffalo Bill. In this context, Cody was often called "the last of the great scouts."
Some are also aware that he was an enormously popular showman, creator and star of Buffalo Bill's Wild West, a spectacular entertainment of the late nineteenth and early twentieth centuries.
It has been estimated that more than a billion words were written by or about William Frederick Cody during his own lifetime, and biographies of him have appeared at irregular intervals ever since. A search of "Buffalo Bill Cody" on amazon.com reveals twenty-seven items. Most of these, however, are children's books, and it is likely that many of them play up the more melodramatic and questionable aspects of his life story; a notable exception is Ingri and Edgar Parin d'Aulaire's Buffalo Bill, which is solidly based on fact. Cody has also shown up in movies and television shows, though not in recent years, for whatever else he was, he was never cool or cynical. As his latest biographer, I believe his life has a valuable contribution to make in this new millennium-it provides a sense of who we once were and who we might be again. He was a commanding presence in our American history, a man who helped shape the way we look at that history. It was he, in fact, who created the Wild West, in all its adventure, violence, and romance.

Once superintelligent AI has settled another solar system or galaxy, bringing humans there is easy — if humans have succeeded in programming the AI with this goal. All the necessary information about humans can be transmitted at the speed of light, after which the AI can assemble quarks and electrons into the desired humans. This could be done either in a low-tech way by simply transmitting the 2 gigabytes of information needed to specify a person’s DNA and then incubating a baby to be raised by the AI, or the AI could assemble quarks and electrons into full-grown people who would have all the memories scanned from their originals back on Earth.
This means that if there’s an intelligence explosion, the key question isn’t if intergalactic settlement is possible, but simply how fast it can proceed. Since all the ideas we've explored above come from humans, they should be viewed as merely lower limits on how fast life can expand; ambitious superintelligent life can probably do a lot better, and it will have a strong incentive to push the limits, since in the race against time and dark energy, every 1% increase in average settlement speed translates into 3% more galaxies colonized.
For example, if it takes 20 years to travel 10 light-years to the next star system with a laser-sail system, and then another 10 years to settle it and build new lasers and seed probes there, the settled region will be a sphere growing in all directions at a third of the speed of light on average. In a beautiful and thorough analysis of cosmically expanding civilizations in 2014, the American physicist Jay Olson considered a high-tech alternative to the island-hopping approach, involving two separate types of probes: seed probes and expanders. The seed probes would slow down, land and seed their destination with life. The expanders, on the other hand, would never stop: they'd scoop up matter in flight, perhaps using some improved variant of the ramjet technology, and use this matter both as fuel and as raw material out of which they'd build expanders and copies of themselves. This self-reproducing fleet of expanders would keep gently accelerating to always maintain a constant speed (say half the speed of light) relative to nearby galaxies, and reproduce often enough that the fleet formed an expanding spherical shell with a constant number of expanders per shell area.
Last but not least, there’s the sneaky Hail Mary approach to expanding even faster than any of the above methods will permit: using Hans Moravec’s “cosmic spam” scam from chapter 4. By broadcasting a message that tricks naive freshly evolved civilizations into building a superintelligent machine that hijacks them, a civilization can expand essentially at the speed of light, the speed at which their seductive siren song spreads through the cosmos. Since this may be the only way for advanced civilizations to reach most of the galaxies within their future light cone and they have little incentive not to try it, we should be highly suspicious of any transmissions from extraterrestrials! In Carl Sagan’s book Contact, we earthlings used blueprints from aliens to build a machine we didn’t understand — I don’t recommend doing this ...
In summary, most scientists and sci-fi authors considering cosmic settlement have in my opinion been overly pessimistic in ignoring the possibility of superintelligence: by limiting attention to human travelers, they've overestimated the difficulty of intergalactic travel, and by limiting attention to technology invented by humans, they've overestimated the time needed to approach the physical limits of what's possible.

Explicit prohibitions against slave assemblage, gun ownership, and travel by horse were added, along with restrictions on manumission and self-purchase. The French, who again took control of Louisiana in 1800, proved even more compliant, reimposing the Code Noir during their brief ascendancy. The hasty resurrection of the old code pleased slaveholders, and, although it lost its effect with the American accession in 1803, planters - in control of the territorial legislature - incorporate many of its provisions in the territorial slave code.
Perhaps even more significant than the plethora of new restrictions was a will to enforce the law. Slave miscreants faced an increasingly vigilant constabulary, whose members took it upon themselves to punish offenders. Officials turned with particular force on the maroon settlements that had proliferated amid the warfare of the Age of Revolution. They dismantled some fugitive colonies, scattering their members and driving many of them more deeply into the swamps. Maroons unfortunate enough to be captured were re-enslaved, deported, or executed.

Franklin related yet another story that further illustrated his point. Some years earlier one of the colonies had concluded a treaty with the Six Nations (the Iroquois confederacy of the lower Great Lakes region). All that remained was the exchange of civilities. The English commissioners offered to underwrite the education of half a dozen of the brightest Indian lads at the College of William and Mary, the finest educational institution in the region. The Indians responded that they were most grateful for this kind offer but must decline. Some Indian youths had been educated in this way several years before and had returned good for nothing, being unable to hunt, trap, or fight.
