Much of what it takes to succeed in school, at work, and in one’s community consists of cultural habits acquired by adaptation to the social environment. Such cultural adaptations are known as “cultural capital.” Segregation leads social groups to form different codes of conduct and communication. Some habits that help individuals in intensely segregated, disadvantaged environments undermine their ability to succeed in integrated, more advantaged environments. At Strive, a job training organization, Gyasi Headen teaches young black and Latino men how to drop their “game face” at work. The “game face” is the angry, menacing demeanor these men adopt to ward off attacks in their crime-ridden, segregated neighborhoods. As one trainee described it, it is the face you wear “at 12 o’clock at night, you’re in the ‘hood and they’re going to try to get you.”102 But the habit may freeze it into place, frightening people from outside the ghetto, who mistake the defensive posture for an aggressive one. It may be so entrenched that black men may be unaware that they are glowering at others. This reduces their chance of getting hired. The “game face” is a form of cultural capital that circulates in segregated underclass communities, helping its members survive. Outside these communities, it burdens its possessors with severe disadvantages. Urban ethnographer Elijah Anderson highlights the cruel dilemma this poses for ghetto residents who aspire to mainstream values and seek responsible positions in mainstream society.103 If they manifest their “decent” values in their neighborhoods, they become targets for merciless harassment by those committed to “street” values, who win esteem from their peers by demonstrating their ability and willingness to insult and physically intimidate others with impunity. To protect themselves against their tormentors, and to gain esteem among their peers, they adopt the game face, wear “gangster” clothing, and engage in the posturing style that signals that they are “bad.” This survival strategy makes them pariahs in the wider community. Police target them for questioning, searches, and arrests.104 Store owners refuse to serve them, or serve them brusquely, while shadowing them to make sure they are not shoplifting. Employers refuse to employ them.105 Or they employ them in inferior, segregated jobs. A restaurant owner may hire blacks as dishwashers, but not as wait staff, where they could earn tips.

They would reveal their actual preferences later, in confidential e-mails to the people they wanted to date.
Roughly half of the white women on the site and 80 percent of the white men declared that race didn’t matter to them. But the response data tell a different story. The white men who said that race didn’t matter sent 90 percent of their e-mail queries to white women. The white women who said race didn’t matter sent about 97 percent of their e-mail queries to white men. This means that an Asian man who is good-looking, rich, and well educated will receive fewer than 25 percent as many e-mails from white women as a white man with the same qualifications would receive; similarly, black and Latino men receive about half as many e-mails from white women as they would if they were white.
Is it possible that race really didn’t matter for these white women and men and that they simply never happened to browse a nonwhite date that interested them? Or, more likely, did they say that race didn’t matter because they wanted to come across — especially to potential mates of their own race — as open-minded?

Human Rights Watch reported in 2000 that, in seven states, African Americans constitute 80 to 90 percent of all drug offenders sent to prison. In at least fifteen states, blacks are admitted to prison on drug charges at a rate from twenty to fifty-seven times greater than that of white men. In fact, nationwide, the rate of incarceration for African American drug offenders dwarfs the rate of whites. When the War on Drugs gained full steam in the mid-1980s, prison admissions for African Americans skyrocketed, nearly quadrupling in three years, and then increasing steadily until it reached in 2000 a level more than twenty-six times the level in 1983. The number of 2000 drug admissions for Latinos was twenty-two times the number of 1983 admissions. Whites have been admitted to prison for drug offenses at increased rates as well - the number of whites admitted for drug offenses in 2000 was eight times the number admitted in 1983 - but their relative numbers are small compared to blacks' and Latinos'. Although the majority of illegal drug users and dealers nationwide are white, three-fourths of all people imprisoned for drug offenses have been black or Latino. In recent years, rates of black imprisonment for drug offenses have dipped somewhat - declining approximately 25 percent from their zenith in the mid-1990s - but it remains the case that African Americans are incarcerated at grossly disproportionate rates throughout the United States.

Denise suspected that Becky Hemerling had chosen the cooking life to make a political point: to be one tough chick, to hold her own with the guys. Denise loathed this motivation all the more for harboring a speck of it herself. Hemerling had a way of looking at her that suggested that she (Hemerling) knew her better than she knew herself—an insinuation at once infuriating and impossible to refute. About 41 percent of mothers are primary breadwinners and earn the majority of their family’s income. Another 23 percent of mothers are co-breadwinners, contributing at least a quarter of the family’s earnings.30 The number of women supporting families on their own is increasing quickly; between 1973 and 2006, the proportion of families headed by a single mother grew from one in ten to one in five.31 These numbers are dramatically higher in Hispanic and African-American families. Twenty-seven percent of Latino children and 51 percent of African-American children are being raised by a single mother.32 Our country lags considerably behind others in efforts to help parents take care of their children and stay in the workforce. Of all the industrialized nations in the world, the United States is the only one without a paid maternity leave policy.33 As Ellen Bravo, director of the Family Values @ Work consortium, observed, most “women are not thinking about ‘having it all,’ they’re worried about losing it all—their jobs, their children’s health, their families’ financial stability—because of the regular conflicts that arise between being a good employee and a responsible parent.”34 For many men, the fundamental assumption is that they can have both a successful professional life and a fulfilling personal life. For many women, the assumption is that trying to do both is difficult at best and impossible at worst. Women are surrounded by headlines and stories warning them that they cannot be committed to both their families and careers. They are told over and over again that they have to choose, because if they try to do too much, they’ll be harried and unhappy. Framing the issue as “work-life balance”—as if the two were diametrically opposed—practically ensures work will lose out. Who would ever choose work over life? The good news is that not only can women have both families and careers, they can thrive while doing so. In 2009, Sharon Meers and Joanna Strober published Getting to 50/50, a comprehensive review of governmental, social science, and original research that led them to conclude that children, parents, and marriages can all flourish when both parents have full careers. The data plainly reveal that sharing financial and child-care responsibilities leads to less guilty moms, more involved dads, and thriving children.35 Professor Rosalind Chait Barnett of Brandeis University did a comprehensive review of studies on work-life balance and found that women who participate in multiple roles actually have lower levels of anxiety and higher levels of mental well-being.36 Employed women reap rewards including greater financial security, more stable marriages, better health, and, in general, increased life satisfaction.37 It may not be as dramatic or funny to make a movie about a woman who loves both her job and her family, but that would be a better reflection of reality. We need more portrayals of women as competent professionals and happy mothers—or even happy professionals and competent mothers. The current negative images may make us laugh, but they also make women unnecessarily fearful by presenting life’s challenges as insurmountable. Our culture remains baffled: I don’t know how she does it. Fear is at the root of so many of the barriers that women face. Fear of not being liked. Fear of making the wrong choice. Fear of drawing negative attention. Fear of overreaching. Fear of being judged. Fear of failure. And the holy trinity of fear: the fear of being a bad mother/wife/daughter.

Chetty, along with Alex Bell, Xavier Jaravel, Neviana Petkova, and John Van Reenen, studied the childhoods of more than a million patent holders, linking family income with elementary test scores and other key factors. Children at the top of their third-grade math class were the most likely to become inventors—but only if they also came from a high-income family. High-scoring children who were from low-income or minority families were no more likely to become inventors than affluent children with mediocre scores. Successful inventors were also less likely to be women, Black, Latino, or from the Southeast. Chetty called these failed inventors the “lost Einsteins.” “If women, minorities, and children from low-income families were to invent at the same rate as white men from high-income (top 20%) families, the rate of innovation in America would quadruple,” the authors said. The most ominous finding by Chetty and his colleagues was the effect of Covid-19 on educational progress. Using a popular math program called Zearn, the economists plotted the achievement of children from upper-income families versus those from lower incomes. When schools shut down and instruction switched to remote learning, children in the upper-income tier suffered a small drop in the lessons completed, but low-income children fell in a hole—a 60 percent drop in the rate of progress in learning math. The long-term economic prospects for those children are dire. “We’re likely to see further erosion of social mobility the longer this lasts,” Chetty said. The American dream was drifting farther out of reach for another generation.

Anglos dominated the prisoner population in 1977 and did not lose their plurality until 1988. Meanwhile, absolute numbers grew across the board—with the total number of those incarcerated approximately doubling during each interval. African American prisoners surpassed all other groups in 1988, but by 1995, they had been overtaken by Latinos; however, Black people have the highest rate of incarceration of any racial/ethnic grouping in California, or, for that matter, in the United States (see also Bonczar and Beck 1997). TABLE 4 CDC PRISONER POPULATION BY RACE/ETHNICITY The structure of new laws, intersecting with the structure of the burgeoning relative surplus population, and the state’s concentrated use of criminal laws in the Southland, produced a remarkable racial and ethnic shift in the prison population. Los Angeles is the primary county of commitment. Most prisoners are modestly educated men in the prime of life: 88 percent are between 19 and 44 years old. Less than 45 percent graduated from high school or read at the ninth-grade level; one in four is functionally illiterate. And, finally, the percentage of prisoners who worked six months or longer for the same employer immediately before being taken into custody has declined, from 54.5 percent in 1982 to 44 percent in 2000 (CDC, Characteristics of Population, various years). TABLE 5 CDC COMMITMENTS BY CONTROLLING OFFENSE (%) At the bottom of the first and subsequent waves of new criminal legislation lurked a key contradiction. On the one hand, the political rhetoric, produced and reproduced in the media, concentrated on the need for laws and prisons to control violence. “Crime” and “violence” seemed to be identical. However, as table 5 shows, there was a significant shift in the controlling (or most serious) offenses for those committed to the CDC, from a preponderance of violent offenses in 1980 to nonviolent crimes in 1995. More to the point, the controlling offenses for more than half of 1995’s commitments were nonviolent crimes of illness or of illegal income producing activity: drug use, drug sales, burglary, motor vehicle theft. The outcome of the first two years of California’s broadly written “three strikes” law presents a similar picture: in the period March 1994–January 1996, 15 percent of controlling offenses were violent crimes, 31 percent were drug offenses, and 41 percent were crimes against property (N = 15,839) (Christoper Davis et al. 1996). The relative surplus population comes into focus in these numbers. In 1996, 43 percent of third-strike prisoners were Black, 32.4 percent Latino, and 24.6 percent Anglo. The deliberate intensification of surveillance and arrest in certain areas, combined with novel crimes of status, drops the weight of these numbers into particular places. The chair of the State Task Force on Youth Gang Violence expressed the overlap between presumptions of violence and the exigencies of everyday reproduction when he wrote: “We are talking about well-organized, drug-dealing, dangerously armed and profit-motivated young hoodlums who are engaged in the vicious crimes of murder, rape, robbery, extortion and kidnapping as a means of making a living” (Philibosian 1986: ix; emphasis added).

Television, magazines, social media, internet, videos and some music present Hispanic, Latino, White and Armenian women as trophy wives, idols and models while presenting African American women as mistresses, one night stands, casual sex, gold diggers and “baby mamas.” Latino and Dominican women are viewed as physically beautiful while Caucasian women are viewed as ideal and classy within media, music, music videos and movies. Media presents black women as bitter, scorned, ghetto, ratchet and promiscuous as if women of other races do not exhibit those characteristics. Women of other races are on television and the internet using profanity, fighting, engaging in sexual acts and cheating, however, there is an emphasis on African American women who exhibit those behaviors” (McEachern 85).

What explains the rise of racialized mass incarceration? It’s not racial differences in crime rates. To measure crime rates we must take into account poverty and age. Poverty correlates with criminal activity, both because those without resources are more likely to commit crimes, and also because the poor spend more of their hours in public spaces intensively policed by the state. Another factor associated with crime is youth, with young men in particular likely to engage in high-risk and anti-social behavior. Paying attention to these factors, when one compares crime rates across poor males in the high-crime ages of 15 to 18, it turns out that poor youth of color almost across the board are less likely to commit crimes than their white counterparts.37 Poor white youths typically report committing more crimes of all sorts than do minorities. Still, this means that, because blacks and Latinos are disproportionately poor and young relative to the population as a whole, they are disproportionately involved in crime, and perhaps this modest disproportion—not in the propensity to commit crime, but in the likelihood of being poor and young—explains arrest and conviction patterns. It does not. Young men of color are far, far more likely than young white men to be swept into the maw of the American crime control system, even when taking into account youth and poverty.

Michigan is still home to one of the most extreme human containment systems in the United States. Its prison population has increased by 450 percent since 1973, and the state maintains a higher rate of imprisonment than most countries. African Americans are the largest incarcerated group by far in Michigan, with a total population of 14 percent and a penal population of 49 percent. Latinos and Native Americans are incarcerated in Michigan at rates equal to their population percentage. However, white Michiganders, who make up 77 percent of the general population, are underrepresented in the prison population at 46 percent. Racialized sentencing policies have much to do with these statistics. Historians Heather Ann Thompson and Matthew Lassiter, the founding codirectors of the Carceral State Project at the University of Michigan, point to "draconian" state legislation that by the 1990s included the infamous "lifer laws," which exacted life terms for narcotics possessions of over 650 grams and extinguished the opportunity for parole. As men and women were thrown behind bars for nonviolent offenses in the 1980s through the early 2000s, Detroit neighborhoods were gutted, children were orphaned, and voter rolls were depleted.

History is a delicate matter in a diverse country. Shortly after the fall of the Alamo—likewise in 1836—Mexican troops defeated the Texans at the Battle of Coleto Creek near Goliad, Texas. The Texans surrendered, believing they would be treated as prisoners of war. Instead, the Mexicans marched the 300 or so survivors to Goliad and shot them in what became known as the Goliad Massacre. Mexicans resent the term “massacre.” With the city of Goliad now half Hispanic, they insist on “execution.” Many Anglos, said Benny Martinez of the Goliad chapter of the League of United Latin American Citizens (LULAC), “still hate Mexicans and using ‘massacre’ is a subtle way for them to express it.”
Watertown, Massachusetts, had a different disagreement about history. In 2007, the town’s more than 8,000 Armenian-Americans were so angry at the Anti-Defamation League’s refusal to recognize the World War I Turkish massacres of Armenians as genocide that they persuaded the city council to cut ties with the ADL’s “No Place For Hate” program designed to fight discrimination. Other towns with a strong Armenian presence—Newton, Belmont, Somerville, and Arlington—were considering breaking with the ADL.
Filmmaker Ken Burns has learned that diversity complicates history. When he made a documentary on the Second World War, Latino groups complained it did not include enough Hispanics—even though none had seen it. Mr. Burns bristled at the idea of changing his film, but Hispanics put enough pressure on the Public Broadcasting Service to force him to.
Even prehistory is divisive. In 1996, two men walking along the Columbia River in Washington State discovered a skeleton that was found to be 9,200 years old. “Kennewick Man,” as the bones came to be called, was one of the oldest nearly complete human skeletons ever uncovered in North America and was of great interest to scientists because his features were more Caucasian than American Indian. Local Indians claimed he was an ancestor and insisted on reburying him. It took more than eight years of legal battles before scientists got full access to the remains.
