Sayın İnönü, 27 Mayıs'tan sonra da, 1946'da başladığı denemenin başarısı için elinden geleni yaptı: 27 Mayıs'ı, "İlk Hedefler Beyannamesi" sınırları içinde tuttu. Seçim sonrası huzursuzluklarını ve darbe teşebbüslerini önledi. En güç durumlarda dahi, soğukkanlı ve güler yüzlü bir idarenin örneğini verdi. Ekonomik durgunluğu giderdi. İşçilere geniş haklar tanıdı. Fındık, tütün, buğday fiyatlarını yükselterek, köylü kütlesini kazanmaya çalıştı. Ümit etmekteydi ki, artık yeni hir demirkırat denemesi önlenecek ve 27 Mayıs Anayasası çerçevesinde kalkınmanın zorunlu kıldığı reformlara el atılacaktır. Ümitler gerçekleşmedi ve CHP, Menderes dönemindekinden çok daha büyük bir yenilgiyle karşılaştı. CHP, servet beyannamesi, vergi açıklaması, tarım vergisi, Sovyetler'le yakınlaşma gibi teşebbüslerden ve Toprak Reformu sözlerinden ürken varlıklı üyelerinin ihanetine uğradı. CHP'li eşraf ve ağa takımı, etkileri altındaki seçmenleri de peşlerinden sürükleyerek reformcu gidişe karşı durdular. CHP "ortanın solundayız" yerine, "sağındayız" da dese, hakim sınıf çıkarlarına dokunan tedbirler yüzünden bu ihaneti tanıyacaktı. CHP reformculuğunu son derece yetersiz bulan ilerici unsurların hir kısmı da, açık, seçik ve tutarlı hir programla ortaya çıkan TİP'e kaydılar. Böylece 20 yıllık deneme, halktan yana her türlü reform fikrine karşı çıktığı halde, fakir köylü ve işçinin oylarını toplayan Menderes politikası şampiyonlarını, büyükçe bir çoğunlukla yeniden iktidara getirdi.
20 yıllık denemenin ortaya koyduğu sonuç şudur: "Feodal kalıntılardan hâlâ kurtulamamış ve az sayıdaki işçisi dahi bölgesel bağlılıkların etkisi altında bulunan bir toplumda Parlâmentoculuk, geri unsurların egemenliğini sağlamaktadır. Halbuki azgelişmiş bir ülkede sistemin yaşaması ve
istikrara kavuşması, Parlâmento'nun zorunlu reformları gerçekleştirebilmesine bağlıdır. Aşırı sağcı çoğunluklar getiren sistem ise, reform yollarını tıkamakta ve toplumun azınlıktaki dinamik unsurları arasında hoşnutsuzluğu körüklemektedir.
Bu durum yalnız Türkiye'ye özgü değildir. Güney Amerika'da etraflı bir sosyolojik araştırmaya girişen Fransız siyasî bilimler uzmanı Lambert bizimkine hayli benzer bir sosyal yapıya sahip bulunan ülkelerin çoğunda, parlamenter sistemin aşırı muhafazakarlığın güçlü bir aracı olduğunu ortaya koymuştur. Reformcu güçler, sistemin dışına çıkış yolları aramışlardır. Prof. Duverger de "Politikaya Giriş" adlı eserinde şu acı hükme varmaktadır: "Modern usullerin görünüşü altında eski feodal otokrasi rejimleri işler. Demokratik usuller, eski rejimlerin yıkılmasına yardım etmek şöyle dursun onları gizleyerek devam etmesini sağlar."
Bu ölçüde kötümserliğe elbette yer yoktur. Yalnız, çok önceden başlayan temel hâtâlar yüzünden, azgelişmişliğin bütün zincirlerini kırmak için yeterli olan yirmi yıllık bir süreyi israf ettiğimizi daha uzun yıllar israfa hazırlandığımızı bilmek gerekir. Reformcu güçlerin sosyal yanı değişmediği sürece gelecek seçimlerde de başarısızlıklara uğraması mümkündür. Hoşumuza gitmiyor diye, başını kuma sokunca kem gözlerden korunduğunu sanan devekuşları gibi bu acı gerçeği görmekten kaçamayız.
Türkiye'de Anayasa düzeninin bugün en samimi savunucuları, hiç şüphe yok, reformcu güçlerdir. Bu düzeni yaşatmak için, reformcular, ellerinden gelen çabayı gösterecekler ve Parlâmento-Devrim çelişmesine, demokratik bir çözüm yolu arayacaklardır.
Açık gerçekleri olduğu gibi görmekten kaçınmayan bir tutum bugünkü çıkmazdan kurtulma çabasının sağlam bir hareket noktasını teşkil etmesi bakımından önemlidir. Rejimler hayallere değil gerçeklere dayanarak uzun ömürlü olurlar. Anayasadan ve reformlardan yana güçler, Türkiye'nin daha uzun süre zaman israfına tahammülü kalmadığını göz önünde tutarak, demokratik devrim yolunu açma durumundadırlar.
