I want to know everything that’s happening there. Go on,” he ordered the man. He was flattered at the leader’s sudden interest. Raising his head proudly, he stretched his neck even more and continued, “For your entertainment, Herr Führer, our two settlers, living in this area from 1960, on June the twenty first, met two suspect men dressed in leather like savages. The event, of course, was reported to the local department of the Gestapo. It’s funny because during the questioning of one of Brezovsky’s men we learnt an interesting story related to these men.” He relaxed a little. The atmosphere in the room was less strained, too. He smiled slightly, feeling self-importance. “In 1942, a certain woman from the Bohemian Forest made a whacky prophecy. Wait a minute.” He reached into the jacket and pulled out a little notebook. “I wrote it down, it’ll certainly amuse you. Those Slavic dogs don’t know what to do, and so they take refuge in similar nonsense.” He opened the notebook and began to read, “Government of darkness will come. After half a century of the Devil’s reign, on midsummer’s day, on the spot where he came from, two men will appear in flashes. These two warriors will end the dominance of the despot and will return natural order to the world.” During the reading, men began to smile and now some of them were even laughing aloud. “Stop it, idiots!” screamed Beck furiously. In anger, he sprang from behind his desk and severely hit the closest man’s laughing face. A deathly hush filled the room. Nobody understood what had happened. What could make the Führer so angry? This was the first time he had hit somebody in public. Beck wasn’t as angry as it might look. He was scared to death. This he had been afraid of since he had passed through the Time Gate. Since that moment, he knew this time would come one day. That someone would use the Time Gate and destroy everything he’d built. That couldn’t happen! Never! “Do you have these men?” he asked threateningly. Reich Gestapo Commander regretted he’d spoken about it. He wished he’d bitten his tongue. This innocent episode had caused the Führer’s unexpected reaction. His mouth went dry. Beck looked terrifying. “Herr Führer,” he spoke quietly, “unfortunately…” “Aloud!” yelled Beck. “Unfortunately we don’t, Herr Führer. But they probably died during the action of the Gestapo against Brezovsky. His body, as well as the newcomers, wasn’t found. The explosion probably blew them up,” he said quickly. “The explosion probably blew them up,” Beck parodied him viciously, “and that was enough for you, right?

She sighed and sniffed the air. The smell of dirty water hung thickly in it. They were supposed to be running a clean-up initiative. Whether they had and failed, or they’d succeeded and it had grown filthy again she wasn’t sure. Either way, she wasn’t fancying a swim.  ‘Johansson,’ Roper called from the tent, beckoning her over, the report from the uniformed officer already in his hand. ‘Come on.’ She approached and he held the edge of the door-flap open for her so she could pass inside. It was eight feet by eight feet, and the translucent material made everything bright with daylight.  The kid in front of them could have been no more than eighteen or nineteen. He was skinny and had thick curly brown hair. His skin was blued from the cold and had the distinctly greyish look of someone who did more drugs than ate food. He was lying on his back on the bank, eyes closed, hands bound together on his stomach. His clothes were enough to tell them that he was homeless. It was charity shop mix and match. A pair of jeans that were two sizes too big, tied tight around pronounced hip bones with a shoelace. He was wearing a t-shirt with the cookie monster on it that looked as old as he was. But that was it. He had no jacket despite the time of year and no socks or shoes.  Jamie crouched down, pulling a pair of latex gloves from her jacket pocket. She had a box of them in the car. ‘We got an ID?’ she asked, not looking up. She knew Roper wouldn’t get down next to her. He didn’t have the stamina for it for one, and with his hangover the smell would make him puke.  He’d leave the close inspection to her.  ‘Uh, yeah. He matches the description of a missing person’s — Oliver Hammond. Eighteen years old. No positive ID yet though. No picture on file.’ ‘Eighteen,’ Jamie mumbled, looking over him more closely. ‘Jesus.’ ‘Yup.’ Roper sighed. ‘Probably scored, got high, took a little stroll, fell in the river… And here we are.’ ‘Did he zip-tie his hands together before or after shooting up?’ She side-eyed him as he scrolled through something on his phone. She hoped it was the missing person’s report, but thought it was more likely to be one of the daily news items his phone prepared for him. ‘I’m just testing you,’ he said absently. ‘What else d’you see?’ Jamie pursed her lips. No one seemed to care when homeless people turned up dead. There’d been eight this month alone in the city — two of which had been floaters like this. She’d checked it out waiting at some traffic lights. There were more than a hundred and forty homeless missing persons reported in the last six months in London. Most cases were never closed. She grimaced at the thought and went back to her inspection. Oliver’s wrists were rubbed raw from the zip-tie, but that looked self-inflicted. She craned her neck to see his arms. His elbows were grazed and rubbed raw, and the insides were tracked out, like Roper had said. He wasn’t new to the needle. She didn’t need to check his ankles and toes to know that they’d be the same.  She lingered on his fingers, honing in on the ones with missing nails.  ‘Ripped out,’ Roper said, watching as she lifted and straightened his fingers, careful not to disturb anything before the SOCOs showed up to take their photographs. In a perfect world the body would have stayed in situ in the water, but these things couldn’t be helped.  She inspected the middle and the index fingers on the right hand — the nails were completely gone. ‘Torture,’ Roper added to the silence. ‘Probably over the heroin. You know, where’s my money?

Across these diverse occupations, grittier adults reported experiencing more flow, not less. In other words, flow and grit go hand in hand. Putting together what I learned from this survey, the findings on National Spelling Bee finalists, and a decadelong inspection of the relevant research literature, I’ve come to the following conclusion: Gritty people do more deliberate practice and experience more flow. There’s no contradiction here, for two reasons. First, deliberate practice is a behavior, and flow is an experience. Anders Ericsson is talking about what experts do; Mihaly Csikszentmihalyi is talking about how experts feel. Second, you don’t have to be doing deliberate practice and experiencing flow at the same time. And, in fact, I think that for most experts, they rarely go together.

The fact that the Titanic slowly resumed her course after hitting the iceberg is not included in many accounts of the disaster but it was noted by several others on board besides Lawrence Beesley. Quartermaster Alfred Olliver later testified that Captain Smith gave the “Half Speed Ahead” order for the engines not long after the collision. The captain had by then sent Fourth Officer Boxhall below on a tour of inspection, so it seems likely that he thought the ship would have to limp in to New York or Halifax under its own steam and that they could proceed slowly in the meantime. By best estimates, the ship moved forward for about ten minutes and may have stopped when Chief Officer Wilde reported to Smith that the forepeak tank, a water ballast tank deep in the forward bow, was taking in seawater.

When the fourth officer entered the post office on G deck, the mail clerks were hastily pulling armfuls of envelopes out of the sorting racks. On looking down into the lower storage room, he saw mailbags floating in water. When Boxhall reported this to the bridge, the captain gave the order for the lifeboats to be uncovered and went below to see the damage for himself. The ship’s designer, Thomas Andrews, was already making his own inspection tour of the lower decks. He went into the post office and soon dispatched a mail clerk to find the captain. The clerk hurried along the corridor and returned with Captain Smith and Purser McElroy. After they had viewed the damage, Andrews was overheard saying to Smith, “Well, three have gone already, Captain.” Andrews was undoubtedly referring to three of the ship’s bulkheads that divided the ship into the watertight compartments that gave the Titanic its reputation for unsinkability. With only three compartments flooded, however, there was a chance that the pumps could stay ahead of it. The captain then returned to the bridge and gave the order for women and children to go up on deck with lifebelts. Thomas Andrews, meanwhile, continued his inspection. At around twelve-twenty-five William Sloper saw Andrews racing up the staircase with a deeply worried look on his face. As the ship’s designer passed by Dorothy Gibson, she put her hand on his arm and asked him what had happened. Andrews simply brushed past the prettiest girl and continued upward three stairs at a time. He had just discovered that two more watertight compartments had been breached. Andrews knew how serious this was. The bulkhead between the fifth and sixth compartments extended only as high as E deck. As the ship was pulled down at the bow, the water would spill over it into the next compartment, and then the next, until the ship inevitably sank. In all his planning at Harland and Wolff, he had never imagined a scenario such as this. Andrews informed the captain that the ship had only an hour left to live—an hour and a half at best. Smith immediately told Fourth Officer Boxhall to calculate the liner’s position and take it to the Marconi Room so the call for assistance could be sent out. He also gave orders to muster the passengers and crew.

The dolphins spent far more time near the mirror, inspecting their reflection, when they had been visibly marked than when they had been sham marked. They seemed to recognize that the mark they saw in the mirror had been put on their own body. Since they hardly paid any attention to marks on other dolphins, it was not as if they were obsessed with marks in general. They were specifically interested in the ones on themselves. Critics complained that the dolphins in this study failed to touch their own body. or rub off the mark, as humans or apes do, but I’m not sure we should hold the absence of self-touching against an animal that lacks the anatomy for it. Until better tests have been designed, it seems safe to let dolphins join the cognitive elite of animals that recognize themselves in a mirror. Dolphins possess large brains (larger than humans, in fact), and show every sign of high intelligence. Each individual produces its own unique whistle sound by which the others recognize him or her, and there are even indications that they use these sounds to call each other “by name,” so to speak. They enjoy lifelong bonds, and reconcile after fights by means of sexy petting (much like bonobos), while males form power-seeking coalitions. They may encircle a school of herring to drive them together in a compact ball, releasing bubbles to keep them in place, after which they pick their food like fruit from a tree. With regard to the co-emergence hypothesis, it is important to note the level of dolphin altruism. Does self-awareness go hand in hand with perspective-taking, and do dolphins show the sort of targeted helping known of humans and apes? One of the oldest reports in the scientific literature concerns an incident on October 30, 1954, off the coast of Florida. During a capture expedition for a public aquarium, a stick of dynamite was set off underwater near a pod of bottlenose dolphins. As soon as one stunned victim surfaced, heavily listing, two other dolphins came to its aid: “One came up from below on each side, and placing the upper lateral part of their heads approximately beneath the pectoral fins of the injured one, they buoyed it to the surface in an apparent effort to allow it to breathe while it remained partially stunned.” The two helpers were submerged, which meant that they couldn’t breathe during their effort. The entire pod remained nearby (whereas normally they’d take off immediately after an explosion), and waited until their companion had recovered. They then all fled in a hurry, making tremendous leaps. The scientists reporting this incident added: “There is no doubt in our minds that the cooperative assistance displayed for their own species was real and deliberate.

Once his affairs were in order, he reported for duty. “How are you at soldering?” Chief Technician Scully said casually. “Pretty good,” Philo replied. “I’ve done a fair amount of wiring and building things from scratch. None of it has failed so far.” “Good. All the consoles in the station need to be re-capped. The heat from the vacuum tubes dries out the electrolytic capacitors over time, and we have to replace them every five years, before the audio performance starts degrading.” Philo took an equipment cart to the backup studio, pulled all the modules out of the console, and carefully packed them in bubble wrap for transport back to the workshop. He set a module on the bench and set up his vacuum desoldering station, soldering iron, magnifier, and boxes of new capacitors, organized by capacitance and voltage. The channel modules were densely packed with components, providing all the capabilities of a modern console, but using subminiature vacuum tubes instead of transistors. Each channel module had two dozen electrolytic capacitors, and there were more in the output modules and power supplies. Scully came along a while later to inspect his work. “Splendid! Very clean work. You’ll be on full-time recapping duty from now on.” “You’re doomed,” said an older Technician, who was disassembling a condenser microphone on the other bench. “You never should have told him you were good at soldering.” Once Philo was done with all the consoles, he moved on to the multi-track tape machines, which were transistorized but had a tendency to run hot. He recapped electronics ten hours a day, until he was desoldering capacitors in his sleep.

2.2 Recommendation: Law enforcement agencies should have comprehensive policies on the use of force that include training, investigations, prosecutions, data collection, and information sharing. These policies must be clear, concise, and openly available for public inspection. 2.2.1 Action item: Law enforcement agency policies for training on use of force should emphasize de-escalation and alternatives to arrest or summons in situations where appropriate.

In the morning I inspected my traveling companions and found a youth and a handsome old man with a wisp of gray beard sitting opposite me, sipping bitter tea. Presently the youth spoke to me, in formalities at first, and then inevitably of politics. I discovered that his wife’s uncle was a railway official and that he was traveling with a pass. He was on his way back to Szechuan, his native province, which he had left seven years before. But he was not sure that he would be able to visit his home town after all. No, I mean bandits.” “But aren’t the Reds also bandits?” I asked out of curiosity. “The newspapers always call them Red bandits or Communist bandits.” “Ah, but you must know that the editors must call them bandits because they are ordered to do so by Nanking,” he explained. “If they called them Communists or revolutionaries that would prove they were Communists themselves.” “But in Szechuan don’t people fear the Reds as much as the bandits?” “Well, that depends. The rich men fear them, and the landlords, and the officials and tax collectors, yes. But the peasants do not fear them. Sometimes they welcome them.” Then he glanced apprehensively at the old man, who sat listening intently, and yet seeming not to listen. “You see,” he continued, “the peasants are too ignorant to understand that the Reds only want to use them. They think the Reds really mean what they say.” “But they don’t mean it?” “My father wrote to me that they did abolish usury and opium in the Sungpan [Szechuan], and that they redistributed the land there. So you see they are not exactly bandits. They have principles, all right. But they are wicked men. They kill too many people.” Then surprisingly the graybeard lifted his gentle face and with perfect composure made an astonishing remark. “Sha pu kou!” he said. “They don’t kill enough!” We both looked at him flabbergasted. Unfortunately the train was nearing Chengchow, where I had to transfer to the Lunghai line, and I was obliged to break off the discussion. But I have ever since wondered with what deadly evidence this Confucian-looking old gentleman would have supported his startling contention. I wondered about it all the next day of travel, as we climbed slowly through the weird levels of loess hills in Honan and Shensi, and until my train—this one still new and very comfortable—rolled up to the new and handsome railway station at Sianfu.

The t-test statistic for equal variances for this test is 2.576, which is significant at p = .011.13 Thus, we conclude that the means are significantly different; the 10th graders report feeling safer one year after the anger management program was implemented. Working Example 2 In the preceding example, the variables were both normally distributed, but this is not always the case. Many variables are highly skewed and not normally distributed. Consider another example. The U.S. Environmental Protection Agency (EPA) collects information about the water quality of watersheds, including information about the sources and nature of pollution. One such measure is the percentage of samples that exceed pollution limits for ammonia, dissolved oxygen, phosphorus, and pH.14 A manager wants to know whether watersheds in the East have higher levels of pollution than those in the Midwest. The index variable is called “pollution,” and the first step is to examine it for test assumptions. Analysis indicates that the range of this variable has a low value of 0.00 percent and a high value of 59.17 percent. These are plausible values (any value above 100.00 percent is implausible). A boxplot (not shown) demonstrates that the variable has two values greater than 50.00 percent that are indicated as outliers for the Midwest region. However, the histograms shown in Figure 12.4 do not suggest that these values are unusually large; rather, the peak in both histograms is located off to the left. The distributions are heavily skewed.15 Because the samples each have fewer than 50 observations, the Shapiro-Wilk test for normality is used. The respective test statistics for East and Midwest are .969 (p = .355) and .931 (p = .007). Visual inspection confirms that the Midwest distribution is indeed nonnormal. The Shapiro-Wilk test statistics are given only for completeness; they have no substantive interpretation. We must now either transform the variable so that it becomes normal for purposes of testing, or use a nonparametric alternative. The second option is discussed later in this chapter. We also show the consequences of ignoring the problem. To transform the variable, we try the recommended transformations, , and then examine the transformed variable for normality. If none of these transformations work, we might modify them, such as using x⅓ instead of x½ (recall that the latter is ).16 Thus, some experimentation is required. In our case, we find that the x½ works. The new Shapiro-Wilk test statistics for East and Midwest are, respectively, .969 (p = .361) and .987 (p = .883). Visual inspection of Figure 12.5 shows these two distributions to be quite normal, indeed. The trouble was, when the time came, they were both schizophrenic and, as far as I know, remain so to this day.

Under the headline, “Bribe Culture Seeps Into South Texas,” the Houston Chronicle described how payoffs have become common, everywhere from school districts to building inspections to municipal courts. The bribe—la mordida—as a way of life is moving north. Anthony Knopp, who teaches border history at the University of Texas at Brownsville, said that as America becomes more Hispanic, “corruption will show up here, naturally.” The same thing is happening in California. Small towns south of Los Angeles, such as South Gate, Lynwood, Bell Gardens, Maywood, Huntington Park, and Vernon were once white suburbs but have become largely Hispanic. They have also become notorious for thieving, bribe-taking politicians. Mayors, city council members, and treasurers have paraded off to jail. “When new groups come to power, and become entrenched … then they tend to rule it as a fiefdom,” explained Jaime Regalado, of California State University, Los Angeles. Maywood, which was 96 percent Hispanic by 2010, was so badly run it lost insurance coverage and had to lay off all its employees. The California Joint Powers Insurance Authority (JPIA), composed of more than 120 cities and other public agencies to share insurance costs, declared the Maywood government too risky to insure. It was the first time in its 32-year history that the JPIA had ever terminated a member. It has been reported that black elected officials are 5.3 times more likely to be arrested for crimes than white elected officials. Comparative arrest figures for Hispanic officials are not available. Hispanics may be especially susceptible to corruption if they work along the US-Mexico border. There are no comprehensive data on this problem, but incidents reported in just one year —2005 are disturbing. Operation Lively Green was an FBI drug smuggling sting that led to 33 guilty pleas. Twenty-four of the guilty were Hispanic and most of the rest were black. All were police officers, port inspectors, prison guards, or soldiers. They waved drug shipments through ports, prevented seizures by the Border Patrol, and sold fake citizenship documents.
