Or he’s just going to get scarier as he gets older.” She paused. “Did you tell him about Miss Butterfield’s being an heiress?” That certainly arrested Hetty’s attention. She hadn’t dreamed that the girl had money. “Yes, but I fear that might have been a mistake-when I suggested that he marry her for her fortune, he got angry.” Of course he got angry, you fool, Hetty thought with a roll of her eyes. Honestly, did her grandson know nothing about his brother? “For goodness sake, Jarret, you weren’t supposed to suggest that. You were supposed to get him concerned that she might fall prey to fortune hunters.” At least Minerva had a brain. “Damn,” Jarret said. “Then I probably shouldn’t have exaggerated the amount.” “Oh, Lord.” Minerva sighed. “By how much?” “I kind of…tripled it.” Minerva released an unladylike oath. “Why did you do that? Now he won’t go near her. Haven’t you noticed how much he hates talk of marrying for money?” “Men say things like that, but in the end they’re practical.” “Not Oliver! You’ve just ruined everything!” “Don’t be so dramatic,” Jarret said. “Besides, I have a plan-I laid the seeds for it before I even left Oliver’s study. Come, let’s go talk to the others. It will take all of us working together.” His voice receded as the two of them apparently left the room. “If we merely…” Hetty strained to hear, but she lost the thread of the conversation. Not that it mattered. A smile tugged at her mouth. It appeared she would not have to carry off this match alone. All she need do was sit back and watch Jarret work on Oliver. In the meantime, she would let Minerva go on thinking that finding Oliver a wife would solve their dilemma. That would spur the girl to try harder. In the end, it didn’t matter why or how they managed it, as long as they did. Thank God her grandchildren had inherited her capacity for scheming. It made her proud. So Oliver thought he was going to get around her this time, did he? Well, he was in for a shock. This time he had more than just her to worry about. But this morning, in that lemon-colored gown, with her hair finely arranged and a jeweled bracelet on her delicate wrist, she was summer on a dreary winter day, sunshine in the bleak of night, music in the still silence of a deserted concert hall. And he was a fool. "I can see how you might find her maddening," Masters said in a low voice. Jackson stiffened. "Your wife?" he said, deliberately being obtuse. "Lady Celia." Hell and blazes. He'd obviously let his feelings show. He'd spent his childhood learning to keep them hidden so the other children wouldn't see how their epithets wounded him, and he'd refined that talent as an investigator who knew the value of an unemotional demeanor. He drew on that talent as he faced the barrister. "Anyone would find her maddening. She's reckless and spoiled and liable to give her husband grief at every turn." When she wasn't tempting him to madness. Masters raised an eyebrow. "Yet you often watch her. Have you any interest there?" Jackson forced a shrug. "Certainly not. You'll have to find another way to inherit your new bride's fortune." He'd hoped to prick Masters's pride and thus change the subject, but Masters laughed. "You, marry my sister-in-law? That, I'd like to see. Aside from the fact that her grandmother would never approve, Lady Celia hates you." She did indeed. The chit had taken an instant dislike to him when he'd interfered in an impromptu shooting match she'd been participating in with her brother and his friends at a public park. That should have set him on his guard right then. A pity it hadn't. Because even if she didn't despise him and weren't miles above him in rank, she'd never make him a good wife. She was young and indulged, not the sort of female to make do on a Bow Street Runner's salary. But she'll be an heiress once she marries. He gritted his teeth. That only made matters worse. She would assume he was marrying her for her inheritance. So would everyone else. And his pride chafed at that. Dirty bastard. Son of shame. Whoreson. Love-brat. He'd been called them all as a boy. Later, as he'd moved up at Bow Street, those who resented his rapid advancement had called him a baseborn upstart. He wasn't about to add money-grubbing fortune hunter to the list. "Besides," Masters went on, "you may not realize this, since you haven't been around much these past few weeks, but Minerva claims that Celia has her eye on three very eligible potential suitors." Jackson's startled gaze shot to him. Suitors? The word who was on his lips when the door opened and Stoneville entered. The rest of the family followed, leaving Jackson to force a smile and exchange pleasantries as they settled into seats about the table, but his mind kept running over Masters's words. Lady Celia had suitors. Eligible ones. Good-that was good. He needn't worry about himself around her anymore. She was now out of his reach, thank God. Families comfort a dying uncle not because of a likely inheritance, but because he is loved at that moment. Employees are hired not because of their résumés, but because of their good sense in interviews. Clerks trampled by their bosses fight back at each insult, with no fear for their future. It is a world of impulse. It is a world of sincerity. It is a world in which every word spoken speaks just to that moment, every glance given has only one meaning, each touch has no past or no future, each kiss is a kiss of immediacy.

When the time comes, & I hope it comes soon, to bury this era of moral rot & the defiling of our communal, social, & democratic norms, the perfect epitaph for the gravestone of this age of unreason should be Iowa Senator Chuck Grassley's already infamous quote: "I think not having the estate tax recognizes the people that are investing... as opposed to those that are just spending every darn penny they have, whether it’s on booze or women or movies.” Grassley's vision of America, quite frankly, is one I do not recognize. I thought the heart of this great nation was not limited to the ranks of the plutocrats who are whisked through life in chauffeured cars & private jets, whose often inherited riches are passed along to children, many of whom no sacrifice or service is asked. I do not begrudge wealth, but it must come with a humility that money never is completely free of luck. And more importantly, wealth can never be a measure of worth. I have seen the waitress working the overnight shift at a diner to give her children a better life, & yes maybe even take them to a movie once in awhile - and in her, I see America. I have seen the public school teachers spending extra time with students who need help & who get no extra pay for their efforts, & in them I see America. I have seen parents sitting around kitchen tables with stacks of pressing bills & wondering if they can afford a Christmas gift for their children, & in them I see America. I have seen the young diplomat in a distant foreign capital & the young soldier in a battlefield foxhole, & in them I see America. I have seen the brilliant graduates of the best law schools who forgo the riches of a corporate firm for the often thankless slog of a district attorney or public defender's office, & in them I see America. I have seen the librarian reshelving books, the firefighter, police officer, & paramedic in service in trying times, the social worker helping the elderly & infirm, the youth sports coaches, the PTA presidents, & in them I see America. I have seen the immigrants working a cash register at a gas station or trimming hedges in the frost of an early fall morning, or driving a cab through rush hour traffic to make better lives for their families, & in them I see America. I have seen the science students unlocking the mysteries of life late at night in university laboratories for little or no pay, & in them I see America. I have seen the families struggling with a cancer diagnosis, or dementia in a parent or spouse. Amid the struggles of mortality & dignity, in them I see America. These, & so many other Americans, have every bit as much claim to a government working for them as the lobbyists & moneyed classes. And yet, the power brokers in Washington today seem deaf to these voices. It is a national disgrace of historic proportions. And finally, what is so wrong about those who must worry about the cost of a drink with friends, or a date, or a little entertainment, to rephrase Senator Grassley's demeaning phrasings? Those who can't afford not to worry about food, shelter, healthcare, education for their children, & all the other costs of modern life, surely they too deserve to be able to spend some of their “darn pennies” on the simple joys of life. Never mind that almost every reputable economist has called this tax bill a sham of handouts for the rich at the expense of the vast majority of Americans & the future economic health of this nation. Never mind that it is filled with loopholes written by lobbyists. Never mind that the wealthiest already speak with the loudest voices in Washington, & always have. Grassley’s comments open a window to the soul of the current national Republican Party & it it is not pretty. This is not a view of America that I think President Ronald Reagan let alone President Dwight Eisenhower or Teddy Roosevelt would have recognized. You don’t get anywhere in this world by being a cupcake, cupcake. Disregards the feelings of others? Look: half the people in the world were below average, and “average” isn’t anything to brag about. We should pay attention to the dumbasses in life? How about, “Preoccupied with fantasies of success, power, beauty, and intelligence”? Hey, had he taken a good look at her and her CV? She was in the running for class valedictorian; she looked like Marilyn Monroe, without the black spot on her cheek; and she had, at age twenty-two, thirty million dollars of her own, with twenty or thirty times more than that, yet to come. Reform is needed not just in economic matters but in every area of governance. Does the Prime Minister know how hard it is to get a passport? Tavleen Singh | 807 words At the end of six months of the Modi sarkar are we seeing signs that it is confusing efficiency with reform? I ask the question because so far there is no sign of real reform in any area of governance. And, because some of Narendra Modi’s most ardent supporters are now beginning to get worried. Last week I met a man who dedicated a whole year to helping Modi become Prime Minister and he seemed despondent. When I asked how he thought the government was doing, he said he would answer in the words of the management guru Peter Drucker, “There is nothing quite so useless as doing with great efficiency something that should not be done at all.” We can certainly not fault this government on efficiency. Ministers, high officials, clerks and peons now report for duty on time and are no longer to be seen taking long lunch breaks to soak in winter sunshine in Delhi’s parks. The Prime Minister’s Office hums with more noise and activity than we have seen in a decade but, despite this, there are no signs of the policy changes that are vital if we are to see real reform. The Planning Commission has been abolished but there are many, many other leftovers from socialist times that must go. Do we need a Ministry of Information & Broadcasting in an age when the Internet has made propaganda futile? Do we need a meddlesome University Grants Commission? Do we need the government to continue wasting our money on a hopeless airline and badly run hotels? We do not. What we do need is for the government to make policies that will convince investors that India is a safe bet once more. We do not need a new government that simply implements more efficiently bad policies that it inherited from the last government. It was because of those policies that investors fled and the economy stopped growing. Unless this changes through better policies, the jobs that the Prime Minister promises young people at election rallies will not come. So far signals are so mixed that investors continue to shy away. The Finance Minister promises to end tax terrorism but in the next breath orders tax inspectors to go forth in search of black money. Vodafone has been given temporary relief by the courts but the retroactive tax remains valid. And, although we hear that the government has grandiose plans to improve the decrepit transport systems, power stations and ports it inherited, it continues to refuse to pay those who have to build them. The infrastructure industry is owed more than Rs 1.5 lakh continued... crore in government dues and this has crippled major companies. No amount of efficiency in announcing new projects will make a difference unless old dues are cleared. Reform is needed not just in economic matters but in every area of governance. Does the Prime Minister know how hard it is to get a passport? Does he know that a police check is required even if you just want to get a few pages added to your passport? Does he know how hard it is to do routine things like registering property? Does he know that no amount of efficiency will improve healthcare services that are broken? No amount of efficiency will improve educational services that have long been in terminal decline because of bad policies and interfering officials. At the same time, the licence raj that strangles private investment in schools and colleges remains in place. But Muslims now find themselves in a world shaped by western theories and western values. If we are to consider how Islamic communities conducted their affairs throughout the greater part of their history, it may be convenient to compare and contrast this way of life with the contemporary western model. Today the Muslims are urged to embrace democracy and are condemned for political corruption, while western scholars debate whether Islam can ever accommodate the democratic ideal. On the whole, they think not. Democracy, they believe, is a sign of political maturity and therefore of superiority. Western societies, since they are seen as democratic, exemplify this superiority. So there is one question that has to be pressed home: what, precisely, is meant by democracy? Let me put forward an imaginary Arab who knows nothing of western ways but would like to learn about them. He is aware that the literal meaning of the word democracy is "mob rule", but understands that this is not what westerners mean by it. He wonders how this meaning has, in practice, been modified and, since his questions are directed to an Englishman, he is not altogether surprised to be told that Britain is the exemplary democracy. He learns that the people—all except children, lunatics and peers of the realm—send their representatives to Parliament to speak for them. He is assured that these representatives never accept bribes to vote against their consciences or against the wishes of their constituents. He enquires further and is astonished to learn that the political parties employ what are known as Whips, who compel members to vote in accordance with the party line, even if this conflicts both with their consciences and with the views of the people who elected them. In this case it is not money but ambition for office that determines the way they vote. "But is this not corruption?" he asks naively. The Englishman is shocked. "But at least the party in power represents the vast majority of the electorate?" This time the Englishman is a little embarrassed. It is not quite like that. The governing party, which enjoys absolute power through its dominance in the House of Commons, represents only a minority of the electorate. "Are there no restraints on this power?" There used to be, he is told. In the past there was a balance between the Crown, the House of Lords and the Commons, but that was seen as an undemocratic system so it was gradually eroded. The "sovereignty" of the Lower House is now untrammelled (except, quite recently, by unelected officials in Brussels). "So this is what democracy means?" Our imaginary Arab is baffled. He investigates further and is told that, in the 1997 General Election, the British people spoke with one voice, loud and clear. A landslide victory gave the Leader of the Labour Party virtually dictatorial powers. Then he learns that the turn-out of electors was the lowest since the war. Even so, the Party received only forty-three per cent of the votes cast. He wonders if this can be the system which others wish to impose on his own country. He is aware that various freedoms, including freedom of the press, are essential components of a democratic society, but no one can tell him how these are to be guaranteed if the Ruler, supported by a supine—"disciplined"—House of Commons enjoys untrammelled authority. He knows a bit about rulers and the way in which they deal with dissent, and he suspects that human nature is much the same everywhere. Barriers to oppression soon fall when a political system eliminates all "checks and balances" and, however amiable the current Ruler may be, there is no certainty that his successors, inheriting all the tools of power, will be equally benign. He turns now to an American and learns, with some relief since he himself has experienced the oppression of absolutism, that the American system restrains the power of the President by that of the Congress and the Supreme Court; moreover, the electe
