The best defense here is to forget the preceding event. In so doing, man denies his own continuity; to the same extent that he lives on the surface of events and makes today's events his life by obliterating yesterday's news, he refuses to see the contradictions in his own life and condemns himself to a life of successive moments, discontinuous and fragmented. This situation makes the "current-events man" a ready target for propaganda. Indeed, such a man is highly sensitive to the influence of present-day currents; lacking landmarks, he follows all currents. He is unstable because he runs after what happened today; he relates to the event, and therefore cannot resist any impulse coming from that event. Because he is immersed in current affairs, this man has a psychological weakness that puts him at the mercy of the propagandist. No confrontation ever occurs between the event and the truth; no relationship ever exists between the event and the person. Real information never concerns such a person. What could be more striking, more distressing, more decisive than the splitting of the atom, apart from the bomb itself? And yet this great development is kept in the background, behind the fleeting and spectacular result of some catastrophe or sports event because that is the superficial news the average man wants. Propaganda addresses itself to that man; like him, it can relate only to the most superficial aspect of a spectacular event, which alone can interest man and lead him to make a certain decision or adopt a certain attitude. But here we must make an important qualification. The news event may be a real fact, existing objectively, or it may be only an item of information, the dissemination of a supposed fact. What makes it news is its dissemination, not its objective reality.

A child (or adult) with high EQ will act rather than react and problem-solve rather than blame. It doesn’t mean you never get angry or anxious, only that you don’t fly off the handle. As a result, our lives and relationships work better. Empathy. Empathy is the ability to see and feel something from the other’s point of view. When you’re adept at understanding the mental and emotional states of other people, you resolve differences constructively and connect deeply with others. I see it all around me in so many different ways, and that poor, tired mama on the flight to Chicago reminded me of what I want to say. What I want to say is that we all judge each other, but even though we all do it, that’s not an excuse. Judging is still one of the most hurtful, spiteful impulses we own, and our judgments keep us from building a stronger tribe . . . or from having a tribe in the first place. Our judgment prohibits us from beautiful, life-affirming friendships. Our judgment keeps us from connecting in deeper, richer ways because we’re too stuck on the surface-level assumptions we’ve made. Pleasure and sensation are essential features of the second chakra. If desire is the seed of movement, then pleasure is the root of desire, and sensation is the medium of pleasure. Pleasure is essential for the health of the body, the rejuvenation of spirit, and the healing of our personal and cultural relationships. Unfortunately, we are taught to beware of pleasure, that it’s a dangerous temptress waiting to lure us away from our true path. We are taught to repress our need for pleasure, and in so doing, repress our natural bodily impulses, and once again, segregate mind and body. We don’t easily allow ourselves enjoyment of even the simple pleasures—time for a little extra sleep, a leisurely walk, or comfortable clothing. These stringent measures arise from the mind, but seldom from the body. We then may experience a backlash in our emotions.

Indeed, the sensitivity of these children’s nervous systems seems to be linked not only to noticing scary things, but to noticing in general. High-reactive children pay what one psychologist calls “alert attention” to people and things. They literally use more eye movements than others to compare choices before making a decision. It’s as if they process more deeply—sometimes consciously, sometimes not—the information they take in about the world. In one early series of studies, Kagan asked a group of first-graders to play a visual matching game. Each child was shown a picture of a teddy bear sitting on a chair, alongside six other similar pictures, only one of which was an exact match. The high-reactive children spent more time than others considering all the alternatives, and were more likely to make the right choice. When Kagan asked these same kids to play word games, he found that they also read more accurately than impulsive children did.

System 1 operates automatically and quickly, with little or no effort and no sense of voluntary control. System 2 allocates attention to the effortful mental activities that demand it, including complex computations. The operations of System 2 are often associated with the subjective experience of agency, choice, and concentration. The labels of System 1 and System 2 are widely used in psychology, but I go further than most in this book, which you can read as a psychodrama with two characters. When we think of ourselves, we identify with System 2, the conscious, reasoning self that has beliefs, makes choices, and decides what to think about and what to do. Although System 2 believes itself to be where the action is, the automatic System 1 is the hero of the book. I describe System 1 as effortlessly originating impressions and feelings that are the main sources of the explicit beliefs and deliberate choices of System 2. The automatic operations of System 1 generate surprisingly complex patterns of ideas, but only the slower System 2 can construct thoughts in an orderly series of steps. I also describe circumstances in which System 2 takes over, overruling the freewheeling impulses and associations of System 1.

A series of surprising experiments by the psychologist Roy Baumeister and his colleagues has shown conclusively that all variants of voluntary effort—cognitive, emotional, or physical—draw at least partly on a shared pool of mental energy. Their experiments involve successive rather than simultaneous tasks. Baumeister’s group has repeatedly found that an effort of will or self-control is tiring; if you have had to force yourself to do something, you are less willing or less able to exert self-control when the next challenge comes around. The phenomenon has been named ego depletion. In a typical demonstration, participants who are instructed to stifle their emotional reaction to an emotionally charged film will later perform poorly on a test of physical stamina—how long they can maintain a strong grip on a dynamometer in spite of increasing discomfort. The emotional effort in the first phase of the experiment reduces the ability to withstand the pain of sustained muscle contraction, and ego-depleted people therefore succumb more quickly to the urge to quit. In another experiment, people are first depleted by a task in which they eat virtuous foods such as radishes and celery while resisting the temptation to indulge in chocolate and rich cookies. Later, these people will give up earlier than normal when faced with a difficult cognitive task. The list of situations and tasks that are now known to deplete self-control is long and varied. All involve conflict and the need to suppress a natural tendency. They include: avoiding the thought of white bears inhibiting the emotional response to a stirring film making a series of choices that involve conflict trying to impress others responding kindly to a partner’s bad behavior interacting with a person of a different race (for prejudiced individuals) The list of indications of depletion is also highly diverse: deviating from one’s diet overspending on impulsive purchases reacting aggressively to provocation persisting less time in a handgrip task performing poorly in cognitive tasks and logical decision making The evidence is persuasive: activities that impose high demands on System 2 require self-control, and the exertion of self-control is depleting and unpleasant. Unlike cognitive load, ego depletion is at least in part a loss of motivation. After exerting self-control in one task, you do not feel like making an effort in another, although you could do it if you really had to.

To help them understand that they are not to blame for their deceptive brain messages, we taught Steve and Sarah about Free Won’t, a term popularized by the well-known neuroscientist Benjamin Libet. In a series of carefully executed scientific experiments completed in the 1980s, Libet studied how people decide whether and when to move their own bodies and what generated the initial desire to move. While the meaning of what he discovered is still the subject of passionate disagreement in academic circles, the bottom line for you is this: Your brain—not your mind—generates the initial desires, impulses, thoughts, and sensations, but you can veto almost any action before it starts. This means that while you are not responsible for the emergence of thoughts, desires, impulses, urges, or sensations, you are responsible for what you do with them once they arise. Libet himself interpreted his results in this way and emphasized that you have a choice in whether or not to respond when your brain puts out the call—this is the essence of Free Won’t. As he described it in one of his landmark papers:7 The role of conscious free will [aka Free Won’t] would be, then, not to initiate a voluntary act but rather to control whether the act takes place. We may view the unconscious initiatives for voluntary actions as “bubbling up” in the brain. The conscious will then selects which of these initiatives may go forward to an action and which ones to veto and abort, with no act appearing. In other words, what Libet was saying is that you really can’t decide or determine what will initially grab your attention—your brain does. However, his research also indicated that once your initial attention is grabbed, you can determine whether you keep your attention focused on that object (and act on it) or veto it based on the principle of Free Won’t. Free Won’t turns out to be of the utmost importance because it tells us that we have, in essence, the power to veto almost any action, even though the desire to perform that action is generated by brain mechanisms entirely outside of our conscious attention and awareness. How might that Free Won’t express itself? Through Veto Power.

Not unlike Mussolini in his early laissez-faire period with Alberto De Stefani, Hitler named as his first minister of finance the conservative Lutz Graf Schwerin von Krosigk. For a time, the Führer left foreign policy in the hands of professional diplomats (with the aristocratic Constantin von Neurath as foreign minister) and the army in the hands of professional soldiers. But Hitler’s drive to shrink the normative state and expand the prerogative state was much more sustained than Mussolini’s. Total master of his party, Hitler exploited its radical impulses for his own aggrandizement against the old elites and rarely (after the exemplary bloodbath of June 1934) needed to rein it in. Another suggested key to radicalization is the chaotic nature of fascist rule. Contrary to wartime propaganda and to an enduring popular image, Nazi Germany was not a purring, well-oiled machine. Hitler allowed party agencies to compete with more traditional state offices, and he named loyal lieutenants to overlapping jobs that pitted them against each other. The ensuing “feudal” struggles for supremacy within and between party and state shocked those Germans proud of their country’s traditional superbly trained and independent civil service. Fritz-Dietlof Count von der Schulenburg, a young Prussian official initially attracted to Nazism, lamented in 1937 that “the formerly unified State power has been split into a number of separate authorities; Party and professional organizations work in the same areas and overlap with no clear divisions of responsibility.” He feared “the end of a true Civil Service and the emergence of a subservient bureaucracy.” We saw in the previous chapter how the self-indulgently bohemian Hitler spent as little time as possible on the labors of government, at least until the war. He proclaimed his visions and hatreds in speeches and ceremonies, and allowed his ambitious underlings to search for the most radical way to fulfill them in a Darwinian competition for attention and reward. His lieutenants, fully aware of his fanatical views, “worked toward the Führer,” who needed mainly to arbitrate among them. Mussolini, quite unlike Hitler in his commitment to the drudgery of government, refused to delegate and remained suspicious of competent associates—a governing style that produced more inertia than radicalization. War provided fascism’s clearest radicalizing impulse. It would be more accurate to say that war played a circular role in fascist regimes. Early fascist movements were rooted in an exaltation of violence sharpened by World War I, and war making proved essential to the cohesion, discipline, and explosive energy of fascist regimes. Once undertaken, war generated both the need for more extreme measures, and popular acceptance of them. It seems a general rule that war is indispensable for the maintenance of fascist muscle tone (and, in the cases we know, the occasion for its demise). It seems clear that both Hitler and Mussolini deliberately chose war as a necessary step in realizing the full potential of their regimes. They wanted to use war to harden internal society as well as to conquer vital space. Hitler told Goebbels, “the war . . . made possible for us the solution of a whole series of problems that could never have been solved in normal times.
