Today military planners in Moscow and Beijing openly discuss a whole range of unconventional means to reduce America’s military advantage and influence in peacetime and, if need be, in war. For them hybrid warfare is not just asymmetric, it is never-ending. As General Gerasimov wrote, ominously, Russia’s strategy involves creating “a permanent front through the entire territory of the enemy state.

In the future, we should anticipate seeing more hybrid wars where conventional warfare, irregular warfare, asymmetric warfare, and information warfare all blend together, creating a very complex and challenging situation to the combatants; therefore it will require military forces to posses hybrid capabilities, which might help deal with hybrid threats.

The future threat won’t be neatly divisible into the categories we use today (state versus nonstate, domestic versus foreign, or war versus crime). As the Mumbai, Mogadishu, and Kingston examples illustrate, future threats will be hybrid: that is, they’ll include irregular actors and methods, but also state actors that use irregulars as their weapon of choice or adopt asymmetric methods to minimize detection and avoid retaliation. Neither the concept nor the reality of hybrid conflict is new—writers such as Frank Hoffman, T. X. Hammes, and Erin Simpson have all examined hybrid warfare in detail. At the same time, Pakistan’s use of the Taliban, LeT, and the Haqqani network, Iran’s use of Hezbollah and the Quds Force, or the sponsorship of insurgencies and terrorist groups by regimes such as Muammar Gadhafi’s Libya, Saddam Hussein’s Iraq, and the Soviet Union, go back over many decades.

Governments such as that of the United States that draw sharp distinctions between warfare and law enforcement and between domestic and overseas legal authorities will experience great difficulty, and may find it impossible to act with the same agility as irregular actors who can move among these artificial categories at will. Capabilities that combine policing, administration, and emergency services, backed up with military-style capabilities so that police can deal with well-armed adversaries—capabilities traditionally associated with constabulary, gendarmerie, carabinieri, or coast guard forces—may be more effective against these hybrid threats than civil police forces alone, and less destructive than unleashing the military.

Hybrid warfare particularly appeals to China and Russia, since they are much more able to control the information their populaces receive than are their Western adversaries. A 1999 book, Unrestricted Warfare, written by two People’s Liberation Army colonels suggests that militarily, technologically and economically weaker states can use unorthodox forms of warfare to defeat a materially superior enemy – and clearly they had the United States and NATO in mind. Rather than focusing on direct military confrontation, the weaker state might succeed against the dominant opponent by shifting the arena of conflict into economic, terrorist and even legal avenues as leverage to be used to undercut more traditional means of warfare. The subtitle of their book, Two Air Force Senior Colonels on Scenarios for War and the Operational Art in an Era of Globalization, notes a core truth of the early twenty-first century: an increasingly globalized world deepens reliance upon, and the interdependence of, nations, which in turn can be used as leverage to exploit, undermine and sabotage a dominant power. The two colonels might not be happy with the lesson their book teaches Westerners, which is that no superpower can afford to be isolationist. One way to keep America great, therefore, is to stay firmly plugged into – and leading – the international system, as it has generally done impressively in leading the Western world’s response to the invasion of Ukraine. These people are out for blood, it would seem. The anthropologist Douglas Fry was sceptical, however. Reviewing the original sources, he discovered that all forty-six cases of what Pinker categorised as Aché ‘war mortality’ actually concerned a tribe member listed as ‘shot by Paraguayan’. The Aché were in fact not killing each other, but being ‘relentlessly pursued by slave traders and attacked by Paraguayan frontiersmen’, reads the original source, whereas they themselves ‘desire a peaceful relationship with their more powerful neighbors’. It was the same with the Hiwi. All the men, women and children enumerated by Pinker as war deaths were murdered in 1968 by local cattle ranchers.40 There go the iron-clad homicide rates.
