Peacekeeping is a soldier-intensive business in which the quality of troops matters as much as the quantity. It is not just soldiering under a different color helmet; it differs in kind from anything else soldiers do. The are medals and rewards (mainly, the satisfaction of saving lives), but there are also casualties. And no victories. It is not a risk -free enterprise. In Bosnia, mines, snipers, mountainous terrain, extreme weather conditions, and possible civil disturbances were major threats that had to be dealt with from the outset of the operation. Dag Hammarskjold once remarked, "Peacekeeping is a job not suited to soldiers, but a job only soldiers can do."
Humanitarianism conflicts with peacekeeping and still more with peace enforcement. The threat of force, if it is to be effective, will sooner or later involve the use of force. For example, the same UN soldiers in Bosnia under a different command and mandate essentially turned belligerence into compliance over night, demonstrating that a credible threat of force can yield results. Unlike, UNPROFOR, the NATO-led Implementation Force was a military success and helped bring stability to the region and to provide an "environment of hope" in which a nation can be reborn. It is now up to a complex array of international civil agencies to assist in putting in place lasting structures for democratic government and the will of the international community to ensure a lasting peace.

More specifically, this book will try to establish the following points. First, there are not two great liberal social and political systems but three. One is democracy—political liberalism—by which we decide who is entitled to use force; another is capitalism—economic liberalism—by which we decide how to allocate resources. The third is liberal science, by which we decide who is right. Second, the third system has been astoundingly successful, not merely as a producer of technology but also, far more important, as a peacemaker and builder of social bridges. Its great advantages as a social system for raising and settling differences of opinion are inherent, not incidental. However, its disadvantages—it causes pain and suffering, it creates legions of losers and outsiders, it is disorienting and unsettling, it allows and even thrives on prejudice and bias—are also inherent. And today it is once again under attack. Third, the attackers seek to undermine the two social rules which make liberal science possible. (I’ll outline them in the next chapter and elaborate them in the rest of the book.) For the system to function, people must try to follow those rules even if they would prefer not to. Unfortunately, many people are forgetting them, ignoring them, or carving out exemptions. That trend must be fought, because, fourth, the alternatives to liberal science lead straight to authoritarianism. And intellectual authoritarianism, although once the province of the religious and the political right in America, is now flourishing among the secular and the political left. Fifth, behind the new authoritarian push are three idealistic impulses: Fundamentalists want to protect the truth. Egalitarians want to help the oppressed and let in the excluded. Humanitarians want to stop verbal violence and the pain it causes. The three impulses are now working in concert. Sixth, fundamentalism, properly understood, is not about religion. It is about the inability to seriously entertain the possibility that one might be wrong. In individuals such fundamentalism is natural and, within reason, desirable. But when it becomes the foundation for an intellectual system, it is inherently a threat to freedom of thought. Seventh, there is no way to advance knowledge peacefully and productively by adhering to the principles advocated by egalitarians and humanitarians. Their principles are poisonous to liberal science and ultimately to peace and freedom. Eighth, no social principle in the world is more foolish and dangerous than the rapidly rising notion that hurtful words and ideas are a form of violence or torture (e.g., “harassment”) and that their perpetrators should be treated accordingly. That notion leads to the criminalization of criticism and the empowerment of authorities to regulate it. The new sensitivity is the old authoritarianism in disguise, and it is just as noxious.

In the turbulent Middle Ages of Europe it gave rise to the Truce of God and the Peace of God. In a later era it was the main impulse in the formulation of international law. But for it, the League of Nations and the United Nations would not have been. By its name and symbol, the most extensive organization ever created for the relief of the suffering caused by war, the Red Cross, bears witness to its Christian origin. When fame and abundance kiss somebody’s feet before that person is wise enough, he or she is very likely to lose track of what’s necessity and what’s luxury. And modern society is filled with examples of such intelligent stupidity – stupidity that is carried out by apparently smart humans. Because being smart is not the same as being wise. The world has enough smartness, but not enough wisdom to bring that smartness into proper productive practice – and I mean productive practice not sophisticated practice – there is a difference. A person smart enough to visualize a Falcon rocket engine can easily pinpoint the locations of various organizations that spread terrorism, yet the person chooses to explore the space further instead of prioritizing the technological advantages to first fix real issues of the human society that inflict harm to the humans every walk of the way.
The world is a miserable place not because we have lack of resources, but because those who have an abundance of resources do not have the slightest idea of true human need. The resources needed for colonizing Mars if put to proper practice can fix the world’s global warming issues – it can fix the world’s climate change issues – it can fix the world’s terrorism issues, yet people are more interested in the pompous idea of living in Mars for whatever reason, instead of paying attention to improving human condition on earth. I am not against technological advancement, for I am a scientist, but my soul aches when I see smart people are dumb enough to chase after illusory glory of doing something different and innovative instead of focusing the powers of their soul on cleaning up the misery business on earth. You can, yet you don’t. Why?
Smartness without wisdom is stupidity. You are smart – yes indeed – but I am sorry – you are stupid at the same time. How can you dream of having a cheese burger on Mars when your own kind on Earth is suffering! How can you think of taking rich kids into the orbit just so they can admire the beauty of earth from the heavens, when that very earth is infested with the primordial evils of human character! Awaken the human within you my friend, and pay attention. Awaken the human within and let it consume all the miseries from the world that you live in. Say a member of your family falls ill, would you ignore his or her misery completely just because you want to make life more comfortable for others than it already is, or would you first try everything in your capacity in order to heal your loved one!
Be wise my friend, for it is not enough to be smart. You are smart – there is no doubt about that – so utilize that smartness for humanity and heal your own kind. Heal your kind with your capacity my friend. It is wailing for healers – not some delusional faith healers, but real tangible healers. Would you not do anything! Would you not give your soul to fix the broken soul of this world! Arise my friend, Awake my friend and work for humanity, not to make it sophisticated, but to make it peaceful first. Remember, humanity first, then everything else. Peace first, sophistication later. Harmony first, luxury later.

One young woman, speaking for her peers, said she really wanted to be excited about the first woman president, but she had to support Bernie because she believed he would be more effective at finally brokering a peace treaty in the Middle East. Everyone around her nodded. I asked the group why they doubted Hillary Clinton's ability to do the same.
"Well, she has done nothing to help the Palestinians."
Taking a deep breath, I asked them if they knew that she was the first U.S. official to ever call the territories "Palestine" in the nineties, that she advocated for Palestinian sovereignty back when no other official would. They did not. I then asked them if they were aware that she brought together the last round of direct talks between the Israelis and Palestinians? That she personally negotiated a cease-fire to stop the latest war in Gaza when she was secretary of state? They shook their heads. Had they known that she announced $600 million in assistance to the Palestinian Authority and $300 million in humanitarian aid to Gaza in her first year at State? They began to steal glances at one another. Did they know that she pushed Israel to invest in the West Bank and announced an education program to make college more affordable for Palestinian students? More head shaking. They simply had no idea.

A few years back, I had a long session with a psychiatrist who was conducting a study on post-traumatic stress disorder and its effects on reporters working in war zones. At one point, he asked me: “How many bodies have you seen in your lifetime?” Without thinking for too long, I replied: “I’m not sure exactly. I've seen quite a few mass graves in Africa and Bosnia, and I saw a well crammed full of corpses in East Timor, oh and then there was Rwanda and Goma...” After a short pause, he said to me calmly: “Do you think that's a normal response to that question?”
He was right. It wasn't a normal response. Over the course of their lifetime, most people see the bodies of their parents, maybe their grandparents at a push. Nobody else would have responded to that question like I did. Apart from my fellow war reporters, of course.
When I met Marco Lupis nearly twenty years ago, in September 1999, we were stood watching (fighting the natural urge to divert our gaze) as pale, maggot-ridden corpses, decomposed beyond recognition, were being dragged out of the well in East Timor. Naked bodies shorn of all dignity.
When Marco wrote to ask me to write the foreword to this book and relive the experiences we shared together in Dili, I agreed without giving it a second thought because I understood that he too was struggling for normal responses. That he was hoping he would find some by writing this book. While reading it, I could see that Marco shares my obsession with understanding the world, my compulsion to recount the horrors I have seen and witnessed, and my need to overcome them and leave them behind. He wants to bring sense to the apparently senseless.
Books like this are important. Books written by people who have done jobs like ours. It's not just about conveying - be it in the papers, on TV or on the radio - the atrocities committed by the very worst of humankind as they are happening; it’s about ensuring these atrocities are never forgotten. Because all too often, unforgivably, the people responsible go unpunished. And the thing they rely on most for their impunity is that, with the passing of time, people simply forget. There is a steady flow of information as we are bombarded every day with news of the latest massacre, terrorist attack or humanitarian crisis. The things that moved or outraged us yesterday are soon forgotten, washed away by today's tidal wave of fresh events. Instead they become a part of history, and as such should not be forgotten so quickly.
When I read Marco's book, I discovered that the people who murdered our colleague Sander Thoenes in Dili, while he was simply doing his job like the rest of us, are still at large to this day. I read the thoughts and hopes of Ingrid Betancourt just twenty-four hours before she was abducted and taken to the depths of the Colombian jungle, where she would remain captive for six long years. I read that we know little or nothing about those responsible for the Cambodian genocide, whose millions of victims remain to this day without peace or justice.
I learned these things because the written word cannot be destroyed. A written account of abuse, terror, violence or murder can be used to identify the perpetrators and bring them to justice, even though this can be an extremely drawn-out process during and after times of war. It still torments me, for example, that so many Bosnian women who were raped have never got justice and every day face the prospect of their assailants passing them on the street.
But if I follow in Marco's footsteps and write down the things I have witnessed in a book, people will no longer be able to plead ignorance.
That is why we need books like this one.
