The 'British False Memory Syndrome Society' lent a scientific aura to the allegations - the alchemy of 'falsehood' and 'memory' stirred with disease and science. The new name pathologised the accusers and drew attention away from the accused. But the so-called syndrome attacked not only the source of the stories but also the alliances between the survivors' movement and practitioners in the health, welfare, and the criminal justice system. The allies were represented no longer as credulous dupes but as malevolent agents who imported a miasma of the 'false memories' into the imaginations of distressed victims.
Roger Scotford was a former naval officer turned successful property developer living in a Georgian house overlooking an uninterrupted valley in luscious middle England. He was a rich man and was able to give up everything to devote himself to the crusade.
He says his family life was normal and that he had been a 'Dr Spock father'. But his first wife disagrees and his second wife, although believing him innocent, describes his children's childhood as very difficult. His daughters say they had a significantly unhappy childhood.
In the autumn of 1991, his middle daughter invited him to her home to confront him with the story of her childhood. She was supported by a friend and he was invited to listen and then leave. She told him that he had abused her throughout her youth. Scotford, however, said that the daughter went to a homeopath for treatment for thrush/candida and then blamed the condition on him. He also said his daughter, who was in her twenties, had been upset during a recent trip to France to buy a property. He said he booked them into a hotel where they would share a room. This was not odd, he insisted, 'to me it was quite natural'. He told journalists and scholars the same story, in the same way, reciting the details of her allegations, drawing attention to her body and the details of what she said he had done to her. Some seemed to find the detail persuasive. Several found it spooky.

The politician has the power to accept or reject it.
No matter what the lobbyist promises, it is the legislators’ responsibility to determine how he votes.
Don’t you see the con game that is played on the people by the politicians? Those 545 human beings spend much of their energy convincing you that what they did is not their fault. They cooperate in this common con regardless of party.
What separates a politician from a normal human being is an excessive amount of gall. No normal human being would have the gall of Tip O’Neill, who stood up and criticized Ronald Reagan for creating deficits.
The president can only propose a budget. He cannot force the Congress to accept it. The Constitution, which is the supreme law of the land, gives sole responsibility to the House of Representatives for originating appropriations and taxes.
Those 545 people and they alone are responsible. They and they alone should be held accountable by the people who are their bosses — provided they have the gumption to manage their own employees.

Attempts to Close the Detention Center
The United States Detention Center on the grounds of the Naval Base at Guantánamo Bay, Cuba was established in January of 2002 by the U.S. Secretary of Defense Donald H. Rumsfeld. It was designated as the site for a prison camp, euphemistically called a detention center, to detain prisoners taken in Afghanistan and to a lesser degree from the battlefields of Iraq, Somalia and Asia. The prison was built to hold extremely dangerous individuals and has the facilities to be able to interrogate these detainees in what was said to be “an optimal setting.” Since these prisoners were technically not part of a regular military organization representing a country, the Geneva Conventions did not bind the United States to its rules. The legality of their incarceration is questionable under International Law. This would lead one to the conclusion that this facility was definitely not a country club.
Although, in most cases these prisoners were treated humanely, there were obvious exceptions, when the individuals were thought to have pertinent information. It was also the intent of the U.S. Government not to bring them into the United States, where they would be afforded prescribed legal advantages and a more humane setting. Consequently, to house these prisoners, this Spartan prison was constructed at the Guantánamo Bay Naval Base instead of on American soil. Here they were out of sight and far removed from any possible legal entanglements that would undoubtedly regulate their treatment. Many of the detainees reported abuses and torture at the facility, which were categorically denied. In 2005 Amnesty International called the facility the “Gulag of our times.”
In 2007 and 2008, during his campaign for the Presidency, Obama pledged to close the Detention Center at Guantánamo Bay. After winning the presidential election, he encouraged Congress to close the detention center, without success. Again, he attempted to close the facility on May 3, 2013. At that time, the Senate stopped him by voting to block the necessary funds for the closure. The Republican House remained adamant in their policy towards the President, showing no signs of relenting. It was not until thaw of November of 2014 that any glimmer of hope became apparent.
Despite Obama’s desire to close the detention center, he also knew that the Congress, headed by his opposing party, would not revisit this issue any time soon, and if anything were to happen, it would have to be by an executive order. The number has constantly decreased and is now said to be fewer than 60 detainees. There are still problems regarding some of these more aggressive prisoners from countries that do not want them back. It is speculated that eventually some of them may come to the United States to face a federal court. Much is dependent on President-Elect Trump as to what the future holds regarding these incarcerated people.

Japanese paranoia stemmed partly from xenophobia rooted in racism. This combination wasn’t peculiar to Japan, as the Nazis were demonstrating in Germany. In the United States, the 1924 Exclusion Act remained in force, prohibiting all immigration from Asia. Some Western states didn’t think the Exclusion Act went far enough, because it hadn’t gotten rid of the Japanese who had immigrated before the United States slammed the door. Xenophobes argued that these immigrants were now breeding more Japanese, who were recognized, outrageously, as American citizens under the Fourteenth Amendment. Farmers in California and Arizona were especially hostile. Even before the Exclusion Act, these states had passed Alien Land Laws severely restricting the property rights of Japanese. Then in 1934 a group of farmers in Arizona’s Salt River Valley began agitating to kick Japanese farmers out, alleging that they had flooded into the region and were depriving farmland from deserving whites who were already hurting from the Depression. They also demanded that white landowners stop leasing acreage to Japanese farmers. The white farmers and their supporters held rallies and parades, blaring their message of exclusion. In the fall of that year, night riders began a campaign of terrorism. They dynamited irrigation canals used by Japanese farmers and threw dynamite bombs at their homes and barns. The leaders of the Japanese community tried to point out that only 700 Japanese lived in the valley and most had been there for more than twenty years. Three hundred fifty of them were American citizens, and only 125 worked in agriculture, mostly for American farmers. Facts made no impression on the white farmers’ racist resentments. Some local officials exploited the bigotry for political gain. The Japanese government protested all this. Hull didn’t want a few farmers to cause an international incident and pushed the governor of Arizona to fix the problem. The governor blamed the terrorism on communist agitators. Dynamite bombs continued to explode on Japanese farms through the fall of 1934. The local and state police maintained a perfect record—not a single arrest. In early February 1935 the Arizona legislature began considering a bill that would forbid Japanese immigrants from owning or leasing land. If they managed to grow anything, it could be confiscated. Any white farmer who leased to a Japanese would be abetting a crime. (Japan had similar laws against foreigners owning farmland.) American leaders and newspapers quickly condemned the proposed law as shameful, but farmers in Arizona remained enthusiastic. Japanese papers covered the controversy as well. One fascist group, wearing uniforms featuring skulls and waving a big skull flag, protested several times at the US embassy in Tokyo. Patriotic societies began pressuring Hirota to stand up for Japan’s honor. He and Japan’s representatives in Washington asked the American government to do something. Arizona politicians got word that if the bill passed, millions of dollars in New Deal money might go elsewhere. Nevertheless, on March 19 the Arizona senate passed the bill. On March 21 the state house of representatives, inspired more by fears of evaporating federal aid than by racial tolerance, let the bill die. The incident left a bad taste all around.

At the top, elected officials engage in “logrolling” and the exchange of favors that makes politics the place of strange bedfellows, indeed. The out-of-character vote of one of our elected representatives on a bill or measure can often be understood as a favor returned to the bill’s sponsor. Political analysts were amazed at Lyndon Johnson’s ability to get so many of his programs through Congress during his early administration. Even members of congress who were thought to be strongly opposed to the proposals were voting for them. Close examination by political scientists has found the cause to be not so much Johnson’s political savvy as the large score of favors he had been able to provide to other legislators during his many years of power in the House and Senate. Carter came to the presidency from outside the Capitol Hill establishment. He campaigned on his outside-Washington identity, saying that he was indebted to no one there. Much of his legislative difficulty upon arriving may be traced to the fact that no one there was indebted to him.

Moderate Republicans like Rockefeller supported the national consensus toward advancing civil rights by promoting national legislation to protect the vote, employment, housing and other elements of the American promise denied to blacks. They sought to contain Communism, not eradicate it, and they had faith that the government could be a force for good if it were circumscribed and run efficiently. They believed in experts and belittled the Goldwater approach, which held that complex problems could be solved merely by the application of common sense. It was not a plus to the Rockefeller camp that Goldwater had publicly admitted, “You know, I haven’t got a really first-class brain.”174 Politically, moderates believed that these positions would also preserve the Republican Party in a changing America. Conservatives wanted to restrict government from meddling in private enterprise and the free exercise of liberty. They thought bipartisanship and compromise were leading to collectivism and fiscal irresponsibility. On national security, Goldwater and his allies felt Eisenhower had been barely fighting the communists, and that the Soviets were gobbling up territory across the globe. At one point, Goldwater appeared to muse about dropping a low-yield nuclear bomb on the Chinese supply lines in Vietnam, though it may have been more a press misunderstanding than his actual view.175 Conservatives believed that by promoting these ideas, they were not just saving a party, they were rescuing the American experiment. Politically, they saw in Goldwater a chance to break the stranglehold of the Eastern moneyed interests. If a candidate could raise money and build an organization without being beholden to the Eastern power brokers, then such a candidate could finally represent the interests of authentic Americans, the silent majority that made the country an exceptional one. Goldwater looked like the leader of a party that was moving west. His head seemed fashioned from sandstone. An Air Force pilot, his skin was taut, as though he’d always left the window open on his plane. He would not be mistaken for an East Coast banker. The likely nominee disagreed most violently with moderates over the issue of federal protections for the rights of black Americans. In June, a month before the convention, the Senate had voted on the Civil Rights Act. Twenty-seven of thirty-three Republicans voted for the legislation. Goldwater was one of the six who did not, arguing that the law was unconstitutional. “The structure of the federal system, with its fifty separate state units, has long permitted this nation to nourish local differences, even local cultures,” said Goldwater. Though Goldwater had voted for previous civil rights legislation and had founded the Arizona Air National Guard as a racially integrated unit, moderates rejected his reasoning. They said it was a disguise to cover his political appeal to anxious white voters whom he needed to win the primaries. He was courting not just Southern whites but whites in the North and the Midwest who were worried about the speed of change in America and competition from newly empowered blacks.

The very first provision of the new rules he hammered through on January 5 reads: “In the One Hundred Fourth Congress, the total number of staff of House committees shall be at least one-third less than the corresponding total in the One Hundred Third Congress.” Congressional staffers are the citizens’ subject matter experts. Over years, these scientists and auditors and lawyers and military veterans build up historical knowledge on the complex issues that jostle for House and Senate attention. They help members, who have to be generalists, drill down into specifics. Cut staffs, and members lose the bandwidth to craft wise legislation, the expertise to ask telling questions in hearings—the ability to hold oversight hearings at all. The Congressional Research Service, the Government Accountability Office, the Congressional Budget Office all suffered the cuts. The Office of Technology Assessment was abolished—because, in 1995, what new technology could possibly be poised on the horizon? Democrats, when they regained control of the House, did not repair the damage. Today, the number of staff fielding thousands of corporate lobbyists or fact-checking their jive remains lower than it was a quarter century ago.

Each of these tools, from the poster to the political book tour, from the consumer boycott to investigative reporting designed to stir people to action, is part of what we take for granted in a democracy. Two and a half centuries ago, few people assumed this. When we wield any of these tools today, we are using techniques devised or perfected by the campaign that held its first meeting at 2 George Yard in 1787. From their successful crusade we still have much to learn. If, early that year, you had stood on a London street corner and insisted that slavery was morally wrong and should be stopped, nine out of ten listeners would have laughed you off as a crackpot. The tenth might have agreed with you in principle, but assured you that ending slavery was wildly impractical: the British Empire’s economy would collapse. The parliamentarian Edmund Burke, for example, opposed slavery but thought that the prospect of ending even just the Atlantic slave trade was “chimerical.” Within a few short years, however, the issue of slavery had moved to center stage in British political life. There was an abolition committee in every major city or town in touch with a central committee in London. More than 300,000 Britons were refusing to eat slave-grown sugar. Parliament was flooded with far more signatures on abolition petitions than it had ever received on any other subject. And in 1792, the House of Commons passed the first law banning the slave trade. For reasons we will see, a ban did not take effect for some years to come, and British slaves were not finally freed until long after that. But there was no mistaking something crucial: in an astonishingly short period of time, public opinion in Europe’s most powerful nation had undergone a sea change. From this unexpected transformation there would be no going back.
