We could double all federal research and development—everything: medical, scientific, engineering, climate science, behavioral health, chemistry, brain mapping, drug addiction, even defense research. Or we could more than double federal spending on transportation and water infrastructure—roads, bridges, airports, mass transit, dams and levees, water treatment plants, safe new water pipes. Take one famous example: arguments about property destruction after Seattle. Most of these, I think, were really arguments about capitalism. Those who decried window-breaking did so mainly because they wished to appeal to middle-class consumers to move towards global exchange-style green consumerism, and to ally with labor bureaucracies and social democrats abroad. This was not a path designed to provoke a direct confrontation with capitalism, and most of those who urged us to take this route were at least skeptical about the possibility that capitalism could ever really be defeated. Many were in fact in favor of capitalism, if in a significantly humanized form. Those who did break windows, on the other hand, didn't care if they offended suburban homeowners, because they did not figure that suburban homeowners were likely to ever become a significant element in any future revolutionary anticapitalist coalition. They were trying, in effect, to hijack the media to send a message that the system was vulnerable -- hoping to inspire similar insurrectionary acts on the part of those who might be considering entering a genuinely revolutionary alliance; alienated teenagers, oppressed people of color, undocumented workers, rank-and-file laborers impatient with union bureaucrats, the homeless, the unemployed, the criminalized, the radically discontent. If a militant anticapitalist movement was to begin, in America, it would have to start with people like these: people who don't need to be convinced that the system is rotten, only, that there's something they can do about it. And at any rate, even if it were possible to have an anticapitalist revolution without gun-battles in the streets -- which most of us are hoping it is, since let's face it, if we come up against the US army, we will lose -- there's no possible way we could have an anticapitalist revolution while at the same time scrupulously respecting property rights. Yes, that will probably mean the suburban middle class will be the last to come on board. But they would probably be the last to come on board anyway.

What happens to a place where the most vital workers cannot afford to live in it? Displacement has contributed to deaths, particularly of the elderly - and many in their eighties and nineties have been targeted with eviction from their homes of many decades. In the two years since Nieto's death, there have been multiple stories of seniors who died during or immediately after their eviction. A survey reported that 71 percent of the homeless in San Francisco used to be housed there. Losing their homes makes them vulnerable to a host of conditions, some of them deadly. Gentrification can be fatal.

Evangelicals, he wrote, speak of “taking America back to God,” but the Constitution said nothing about a Christian nation, and America never remotely looked like the domain of God, certainly not in the days of slavery or of Jim Crow, and not today. A nation may have noble ideals and be committed to just principles, but of necessity it wields the “power over” of the sword, as opposed to the “power under” of the cross—which is that of Jesus’ self-sacrificial love. To identify the Kingdom of God with that of any version of the kingdom of the world is, he wrote, to engage in idolatry. The myth of a Christian nation, he continued, has led to the misconception that the American civil religion is real Christianity. Evangelicals, he wrote, spend our time striving to keep prayer in the public schools, “In God we trust” on our coins, and the Ten Commandments in public places. Might it not be, he asked, that the effort to defend prayer before civic functions reinforces the notion that prayer is a perfunctory social activity? And what if we spent all that energy serving each other with Christ-like love? We could, he wrote, feed the hungry, house the homeless, bridge the “ungodly racial gap,” and side with others whose rights are routinely trampled.

Economic analysis has found that “only the top 10 percent of the income distribution had real compensation growth equal to or above . . . productivity growth.”14 In fact, most gains went to the top 1 percent, while people in the bottom 90 percent either had declining household incomes or were able to increase their family incomes only by working longer hours. The productivity of workers continued to grow, particularly with the Internet revolution that began in the mid-1990s. But the benefits of productivity growth went almost entirely into the incomes of the top 1 percent and into corporate profits, both of which have grown to record highs as a fraction of GNP. In 2010 and 2011 corporate profits accounted for over 14 percent of total GNP, a historical record. In contrast, the share of US GNP paid as wages and salaries is at a historical low and has not kept pace with inflation since 2006.15 As I was working on this manuscript in late 2011, the US Census Bureau published the income statistics for 2010, when the US recovery officially began. The national poverty rate rose to 15.1 percent, its highest level in nearly twenty years; median household income declined by 2.3 percent. This decline, however, was very unequally distributed. The top tenth experienced a 1 percent decline; the bottom tenth, already desperately poor, saw its income decline 12 percent. America’s median household income peaked in 1999; by 2010 it had declined 7 percent. Average hourly income, which corrects for the number of hours worked, has barely changed in the last thirty years. Ranked by income equality, the US is now ninety-fifth in the world, just behind Nigeria, Iran, Cameroon, and the Ivory Coast. The UK has mimicked the US; even countries with low levels of inequality—including Denmark and Sweden—have seen an increasing gap since the crisis. This is not a distinguished record. And it’s not a statistical fluke. There is now a true, increasingly permanent underclass living in near-subsistence conditions in many wealthy states. There are now tens of millions of people in the US alone whose condition is little better than many people in much poorer nations. If you add up lifetime urban ghetto residents, illegal immigrants, migrant farm-workers, those whose criminal convictions sharply limit their ability to find work, those actually in prison, those with chronic drug-abuse problems, crippled veterans of America’s recently botched wars, children in foster care, the homeless, the long-term unemployed, and other severely disadvantaged groups, you get to tens of millions of people trapped in very harsh, very unfair conditions, in what is supposedly the wealthiest, fairest society on earth. At any given time, there are over two million people in US prisons; over ten million Americans have felony records and have served prison time for non-traffic offences. Many millions more now must work very long hours, and very hard, at minimum-wage jobs in agriculture, retailing, cleaning, and other low-wage service industries. Several million have been unemployed for years, exhausting their savings and morale. Twenty or thirty years ago, many of these people would have had—and some did have—high-wage jobs in manufacturing or construction. No more. But in addition to growing inequalities in income and wealth, America exhibits

Looming over the fights about which administration is to blame for housing becoming so unstable and what percentage increase this or that program is entitled to sits the inconsistency of America spending about $70 billion a year subsidizing homeownership through tax breaks like deferred taxes on capital gains and the mortgage interest deduction (MID), which allows homeowners to deduct the interest on their home loan from their federal income taxes. Together these tax breaks amount to a vast upper-middle-class welfare program that encourages people to buy bigger and more expensive houses, but because their biggest beneficiaries are residents of high-cost cities in deep blue redoubts like New York and California, even otherwise liberal politicians fight any attempt to reduce them. These programs are also entitlements that live on budgetary autopilot, meaning people get the tax breaks no matter how much they cost the government. Contrast that with programs like Section 8 rental vouchers, which cost about $20 billion a year, have been shown to be highly effective at reducing homelessness, and cost far less than the morally repugnant alternative of letting people live in tents and rot on sidewalks, consuming police resources and using the emergency room as a public hospital. That program has to be continually re-upped by Congress, and unlike middle-class homeowner programs, when the money runs out, it’s gone. This is why many big cities either have decades-long lines for rental vouchers or have closed those lines indefinitely on account of excess demand. The message of this dichotomy, which has persisted for decades regardless of which party is in charge and despite the mountains of evidence showing just how well these vouchers work, is that America is willing to subsidize as much debt as homeowners can gorge themselves on but that poor renters, the majority of whom live in market-rate apartments, are a penny-ante side issue unworthy of being prioritized.

For several months, about all I did was talk to addicts, counselors, and cops around the country—over the phone because the pandemic restricted travel. Meth was overshadowed by the opioid epidemic. But the people I spoke to told me stories nearly identical to Eric’s. This new meth itself was quickly, intensely damaging people’s brains. The symptoms were always the same—violent paranoia, hallucinations, figures always lurking in the shadows, isolation, rotted and abscessed dental work, uncontrollable limbs, massive memory loss, jumbled speech, and, almost always, homelessness. Now people in their thirties and forties were going mad. The new meth was also deadly in a way ephedrine meth was not. It was killing young people with congestive heart failure, a disease common to people over sixty-five.

Another obsession is with flashlights and headlamps. Paranoia plus endless nighttime hours awake prod users to light up areas where someone might be lurking. America employs more private security guards than high school teachers. States and countries with high inequality tend to hire proportionally more guard labor. If you’ve ever spent time in a radically unequal city in South Africa, you’ll see that both the rich and the poor live surrounded by private security contractors, barbed wire, and electrified fencing. Some people have nice prison cages, and others have not-so-nice ones. But when there’s inequality, there’s got to be someone making sure, with force, that it stays that way.” Matt here, metaphorically, broaches the notion that the rich too are impeded by inequality, imprisoned in their own way. Much like with my earlier plea for you to bypass the charge of hypocrisy, I now find myself in the unenviable position of urging you, like some weird, bizarro Jesus, to take pity on the rich. It’s not an easy concept to grasp, and I’m not suggesting it’s a priority. Faced with a choice between empathizing with “the rich” and “the homeless,” by all means go with the homeless. It is reductive, though, not to acknowledge that all are encompassed by this system and none of us are free while it endures. I’m not saying it’s worse to be one of Bernie Ecclestone’s kids than Jason, the homeless bloke who lives under the bridge at the end of my street; I’m saying that the two are connected and everyone will benefit from change. I should also point out that empathy, sympathy, and love are limitless resources, energies that never deplete, and at this time of dwindling fuels we should cherish and explore these inexhaustible inner resources more than ever.
