Each of these groups, observing the authoritarian element in the other, accuses it of Fascist tendencies; the charge is true on both sides. Each group, like its Weimar counterpart, is contributing to the same result: the atmosphere of chronic crisis, and the kinds of controls, inherent in an advanced mixed economy. The result of this result, as in Germany, is the growth of national bewilderment or despair, and of the governmental apparatus necessary for dictatorship. In America, the idea of public ownership of the means of production is a dead issue. Our intellectual and political leaders are content to retain the forms of private property, with public control over its use and disposal. This means: in regard to economic issues, the country’s leadership is working to achieve not the communist version of dictatorship, but the Nazi version. Throughout its history, in every important cultural and political area, the United States, thanks to its distinctive base, always lagged behind the destructive trends of Germany and of the rest of the modern world. We are catching up now. We are still the freest country on earth. North Carolina’s Robert Rice Reynolds, who had just that week granted an interview to Hitler’s mouthpiece newspaper, Völkischer Beobachter, headlined “Advice to Roosevelt: Stick to Your Knitting.” A sample of Reynolds’s reasoning: “I can see no reason why the youth of this country should be uniformed to save the so-called democracies of Europe—imperialistic Britain and communistic France…. I am glad to be able to state that I am absolutely against the United States waging war for the purpose of protecting the Jews anywhere in the world.” Among the most outspoken isolationists was the powerful New York congressman Hamilton Fish, who was already heading up the National Committee to Keep America Out of Foreign Wars.

Samuel Barber's Adagio for Strings, vaguely similar in tone to the music that Strauss had just composed, played on American radio. That afternoon in the ruins of Berlin, the Berlin Philharmonic presented an impeccably Hitlerish program that included Beethoven's Violin Concerto, Bruckner's Romantic Symphony, and the Immolation Scene from Götterdämmerung. After the concert, members of the Hitler Youth distributed cyanide capsules to the audience, or so the rumor went. Hitler marked his fifty-sixth birthday on April 20. Ten days later, he shot himself in the mouth. In accordance with his final instructions, the body was incinerated alongside that of Eva Braun. Hitler possibly envisaged his immolation as a reprise of that final scene of the Ring, in which Brünnhilde builds a pyre for Siegfried and rides into the flames. Or he may have hoped to reenact the love-death of Tristan—whose music, he once told his secretary, he wished to hear as he died. Walther Funk thought that Hitler had modeled the scorched-earth policy of the regime's last phase on Wagner's grand finale: "Everything had to go down in ruins with Hitler him-self, as a sort of false Götterdämmerung" Such an extravagant gesture would have fulfilled the prophecy of Walter Benjamin, who wrote that fascist humanity would "experience its own annihilation as a supreme aesthetic pleasure." But there is no evidence that the drug-addled Führer was thinking about Wagner or listening to music in the last days and hours of his life. Eyewitness reports suggest that the grim ceremony in the bombed-out Chancellery garden—two gasoline-soaked corpses burning fitfully, the one intact, the other with its skull caved in—was something other than a work of art.

Fascist regimes were particularly successful with young people. Fascist arrival in power sent a shock wave down through society to each neighborhood and village. Young Italians and Germans had to face the destruction of their social organizations (if they came from socialist or the anatomy of fascism communist families) as well as the attraction of new forms of sociability. The temptation to conform, to belong, and to achieve rank in the new fascist youth and leisure organizations (which I will discuss more fully below) was very powerful. Especially when fascism was still new, joining in its marching and uniformed squads was a way to declare one’s independence from smothering bourgeois homes and boring parents.94 Some young Germans and Italians of otherwise modest attainments found satisfaction in pushing other people around.95 Fascism was more fully than any other political movement a declaration of youthful rebellion, though it was far more than that. Women and men could hardly be expected to react in the same way to regimes that put a high priority on restoring women to the traditional spheres of homemaking and motherhood. Some conservative women approved. The female vote for Hitler was substantial (though impossible to measure precisely), and scholars have argued sharply about whether women should be considered accomplices or victims of his regime. In the end, women escaped from the roles Fascism and Nazism projected for them, less by direct resistance than simply by being themselves, aided by modern consumer society. Jazz Age lifestyles proved more powerful than party propaganda. In Fascist Italy, Edda Mussolini and other modern young women smoked and asserted an independent lifestyle like young women everywhere after World War I, while also participating in the regime’s institutions. The Italian birth rate did not rise on the Duce’s command. Hitler could not keep his promise to remove women from the workforce when the time came to mobilize fully for war.

Fascist regimes set out to make the new man and the new woman (each in his or her proper sphere). It was the challenging task of fascist educational systems to manufacture “new” men and women who were simultaneously fighters and obedient subjects. Educational systems in liberal states, alongside their mission to help individuals realize their intellectual potential, were already committed to shaping citizens. Fascist states were able to use existing educational personnel and structures with only a shift of emphasis toward sports and physical and military training. Some of the schools’ traditional functions were absorbed, to be sure, by party parallel organizations like the obligatory youth movements. All children in fascist states were supposed to be enrolled automatically in party organizations that structured their lives from childhood through university. Close to 70 percent of Italians aged six to twenty-one in the northern cities of Turin, Genoa, and Milan belonged to Fascist youth organizations, though the proportion was much lower in the undeveloped south. Hitler was even more determined to take young Germans away from their traditional socializers—parents, schoolteachers, churche —and their traditional spontaneous amusements. “These boys,” he told the Reichstag on December 4, 1938, “join our organization at the age of ten and get a breath of fresh air for the first time; then, four years later, they move from the Jungvolk to the Hitler Youth and there we keep them for another four years. And then we are even less prepared to give them back into the hands of those who create our class and status barriers, rather we take them immediately into the Party, into the Labor Front, into the SA or the SS . . . and so on.”117 Between the end of 1932 and the beginning of 1939, the Hitlerjugend expanded its share of the ten-to-eighteen age group from 1 percent to 87 percent.118 Once out in the world, the citizens of a fascist state found the regime watching over their leisure-time activities as well: the Dopolavoro in Italy and the Kraft durch Freude in Germany.

Antidemocratic and xenophobic movements have flourished in America since the Native American party of 1845 and the Know-Nothing Party of the 1850s. In the crisis-ridden 1930s, as in other democracies, derivative fascist movements were conspicuous in the United States: the Protestant evangelist Gerald B. Winrod’s openly pro-Hitler Defenders of the Christian Faith with their Black Legion; William Dudley Pelley’s Silver Shirts (the initials “SS” were intentional); the veteran-based Khaki Shirts (whose leader, one Art J. Smith, vanished after a heckler was killed at one of his rallies); and a host of others. Movements with an exotic foreign look won few followers, however. George Lincoln Rockwell, flamboyant head of the American Nazi Party from 1959 until his assassination by a disgruntled follower in 1967, seemed even more “un-American” after the great anti-Nazi war. Much more dangerous are movements that employ authentically American themes in ways that resemble fascism functionally. The Klan revived in the 1920s, took on virulent anti-Semitism, and spread to cities and the Middle West. In the 1930s, Father Charles E. Coughlin gathered a radio audience estimated at forty million around an anticommunist, anti–Wall Street, pro–soft money, and—after 1938—anti-Semitic message broadcast from his church in the outskirts of Detroit. For a moment in early 1936 it looked as if his Union Party and its presidential candidate, North Dakota congressman William Lemke, might overwhelm Roosevelt. Today a “politics of resentment” rooted in authentic American piety and nativism sometimes leads to violence against some of the very same “internal enemies” once targeted by the Nazis, such as homosexuals and defenders of abortion rights. Of course the United States would have to suffer catastrophic setbacks and polarization for these fringe groups to find powerful allies and enter the mainstream. I half expected to see emerge after 1968 a movement of national reunification, regeneration, and purification directed against hirsute antiwar protesters, black radicals, and “degenerate” artists. I thought that some of the Vietnam veterans might form analogs to the Freikorps of 1919 Germany or the Italian Arditi, and attack the youths whose demonstrations on the steps of the Pentagon had “stabbed them in the back.” Fortunately I was wrong (so far). Since September 11, 2001, however, civil liberties have been curtailed to popular acclaim in a patriotic war upon terrorists. The language and symbols of an authentic American fascism would, of course, have little to do with the original European models. They would have to be as familiar and reassuring to loyal Americans as the language and symbols of the original fascisms were familiar and reassuring to many Italians and Germans, as Orwell suggested. Hitler and Mussolini, after all, had not tried to seem exotic to their fellow citizens. No swastikas in an American fascism, but Stars and Stripes (or Stars and Bars) and Christian crosses. No fascist salute, but mass recitations of the pledge of allegiance. These symbols contain no whiff of fascism in themselves, of course, but an American fascism would transform them into obligatory litmus tests for detecting the internal enemy. Around such reassuring language and symbols and in the event of some redoubtable setback to national prestige, Americans might support an enterprise of forcible national regeneration, unification, and purification. Its targets would be the First Amendment, separation of Church and State (creches on the lawns, prayers in schools), efforts to place controls on gun ownership, desecrations of the flag, unassimilated minorities, artistic license, dissident and unusual behavior of all sorts that could be labeled antinational or decadent.

In 1934, my parents and the aunts and uncles that accompanied them on their return to Germany, stayed with my grandmother and other family members during this difficult time. To get away from the overwhelming stress everyone felt, they took a day’s outing to the grassy countryside known as die Luneburger Heide, which lay about 50 km southeast of Hamburg. North Germany is not known for its good weather, but I heard that on that particular day it was sunny and perfect for a picnic. From their slightly elevated vantage point, they watched a parade of young men in the Hitler Youth march by. As the band played and the Nazi flag fluttered, most of the people got up out of respect… or could it have been from fear? That is, everyone but my family stood up! They were new Americans and proud of their adopted country, so they alone didn’t salute the repressive flag that was paraded by and they certainly didn’t feel that they had to show any loyalty to it. It did not take long before my family was aggressively surrounded by “Nazi Brown Shirts” and confronted for this unpardonable violation. Pretending not to understand German or the importance of the circumstances, they were allowed to depart from the scene, being thought of as uneducated schweinehunde, another derogatory slang word meaning pig-dogs. It seems that this conflict could have been avoided, had they just stood up and paid due deference to the flag. Considering the times, it was lucky that they got away with their little scam. To the Nazis it was not just a game, the swastika represented their new order, in defiance of the Treaty of Versailles. I don’t know if my family realized how lucky they were, that this incident didn’t escalate. It is interesting to note that civil servants and members of the German military were expected to take oaths pledged to Hitler himself, and not to the Constitution or the German state. Oaths were taken very seriously by members of the German armed forces. They considered them to be part of a personal code of honor. This put the military in a position of personal servitude, making them the personal instrument of Hitler. In September of that year, at the annual Nuremberg Nazi Party rallies, Hitler euphemistically proclaimed that the German form of life would continue for the next thousand years.
