One of the most infamous had involved a company called the Eastern Service Corporation, which in the sixties ran a huge predatory lending operation all over the city, but particularly in Brooklyn. Scam artists like ESC would first clear white residents out of certain neighborhoods with scare campaigns. They’d slip leaflets through mail slots warning of an incoming black plague, with messages like, “Don’t wait until it’s too late!” Investors would then come in and buy their houses at depressed rates. Once this “blockbusting” technique cleared the properties, a company like ESC would bring in a new set of homeowners, often minorities, and often with bad credit and shaky job profiles. They bribed officials in the FHA to approve mortgages for anyone and everyone. Appraisals would be inflated. Loans would be approved for repairs, but repairs would never be done. The typical target homeowner in the con was a black family moving to New York to escape racism in the South. The family would be shown a house in a place like East New York that in reality was only worth about $15,000. But the appraisal would be faked and a loan would be approved for $17,000. The family would move in and instantly find themselves in a house worth $2,000 less than its purchase price, and maybe with faulty toilets, lighting, heat, and (ironically) broken windows besides. Meanwhile, the government-backed loan created by a lender like Eastern Service by then had been sold off to some sucker on the secondary market: a savings bank, a pension fund, or perhaps to Fannie Mae, the government-sponsored mortgage corporation. Before long, the family would default and be foreclosed upon. Investors would swoop in and buy the property at a distressed price one more time. Next, the one-family home would be converted into a three- or four-family rental property, which would of course quickly fall into even greater disrepair. This process created ghettos almost instantly. Racial blockbusting is how East New York went from 90 percent white in 1960 to 80 percent black and Hispanic in 1966.

Sometimes reparations is used to justify a feeding frenzy in which minority claimants simply raid the U.S. Treasury en masse while government bureaucrats facilitate a large transfer of wealth from the taxpayer to these so-called historical victims. A scandalous example of this is the Pigford case. Some ninety-one black farmers had sued the U.S. government alleging a legacy of bias against African Americans. Rather than settle the suit and pay the farmers a reasonable compensation, the Obama administration used the lawsuit to make an absurdly expensive settlement. It agreed to pay out $1.33 billion to compensate not only the ninety-one plaintiffs but also thousands of Hispanic and female farmers who had never claimed bias in court. Encouraged by this largesse, law firms began to conjure up new claimants. Later reviews showed that some of these claimants were nursery-school-age children and even urban dwellers who had no connection to farming. In some towns, the number of people being paid was many times greater than the total number of farms. According to the New York Times, one family in Little Rock, Arkansas, had ten members each submit a claim for $50,000, netting $500,000 for the family without any proof of discrimination. Then the Native Americans got in on the racket, and the Obama administration settled with them, agreeing to fork over an additional $760 million. The government also reimbursed hundreds of millions of dollars in legal fees, a cornucopia for trial lawyers who also happen to be large contributors to Obama and the Democratic Party. Altogether the Pigford payout is estimated to have cost taxpayers a staggering $4.4 billion.3

The Environmental Movement’s Retreat from Advocating U.S. Population Stabilization (1970–1998): A First Draft of History by Roy Beck and Leon Kolankiewicz The overwhelmingly non-Hispanic, white leadership of the environmental movement may have felt it was defensible to address population growth as long as the great bulk of this growth came from non-Hispanic whites, which it did during the Baby Boom. But the situation changed dramatically after1972. From that year forward, the fertility of non-Hispanic whites was below the replacement rate, while that of black Americans and Latinos remained well above the replacement rate. To talk of fertility reductions after 1972 was to draw disproportionate attention to nonwhites. Certain minorities and their spokespersons—with long memories of disgraceful treatment by the white majority and acutely aware of their comparative powerlessness in American society—were deeply suspicious of possible hidden agendas in the population stabilization movement. As the Reverend Jesse Jackson told the Rockefeller Commission, “our community is suspect of any programs that would have the effect of either reducing or levelling off our population growth. Virtually all the security we have is in the number of children we produce.” And Manuel Aragon, speaking in Spanish, declared to the Commission: “what we must do is to encourage large Mexican American families so that we will eventually be so numerous that the system will either respond or it will be overwhelmed.” During the twenty-six years after 1972, the non-Hispanic white share of population growth declined significantly from the 1970 era. Thus, by the 1990s, a majority of the nation’s growth stemmed from sources other than non-Hispanic whites (especially Latin American and Asian immigrants and their offspring). Environmentalist leaders—proud and protective of their claim to the moral high ground—may have been reluctant to jeopardize this by venturing into the political minefield of the nation’s volatile racial/ethnic relations through appearing to point fingers at “outsiders,” “others,” or “people of color” as responsible for America’s ongoing problem with population growth.

Hispanic households are more likely than blacks to use “means-tested” programs, or what we consider welfare. In 2005, fully half of all Hispanic families used welfare programs as opposed to 47 percent for black, and 18 percent for whites. Welfare use rises from the second to the third generation of Mexican immigrants. The Center for Immigration Studies found that every household of illegal immigrants consumed an estimated $2,700 more in federal government services in 2002 than it paid in federal taxes, adding about $10.4 billion to the deficit. The largest federal costs were Medicaid ($2.5 billion), medical treatment for the uninsured ($2.2 billion), food assistance ($1.9 billion), prisons ($1.6 billion), and school aid ($1.4 billion). These figures do not include state and local spending. Non-citizens are ineligible for many forms of welfare. The study therefore concluded that if illegal immigrants were legalized, their increased welfare use would nearly triple the net federal outflow per family from $2,700 a year to $7,700 a year. Some defenders of immigration claim it will save social security. It will not. Immigrants grow old, just like everyone else, and many bring their aged parents from their home country. They would contribute to the health of social security only if their earnings were well above the native average, which they are not. A study by the Center for Immigration Studies concludes that there is likely to be a Social Security payments crunch, but immigration will not be the solution: “Americans will simply have to look elsewhere to deal with this problem.

In all racial groups, students from wealthy households tend to score better than those who are poor, but income does not explain group differences. A study by McKinsey and Company found that white fourth graders living in poverty scored higher—by the equivalent of about half-a-year’s instruction—than black fourth graders who were not poor. These differences increase in high school. On the 2009 math and verbal SAT tests, whites from families with incomes of less than $20,000 not only had an average combined score that was 117 points (out of 1600) higher than the average for all blacks, they even outscored by 12 points blacks who came from families with incomes of $160,000 to $200,000. Educators and legislators have not ignored the problem. The race gap in achievement is such a preoccupation that in 2007, 4,000 educators and experts attended an “Achievement Gap Summit” in Sacramento. Overwhelming majorities in Congress passed the No Child Left Behind Act in 2002 to improve student performance and bridge achievement gaps. The government budgeted $24.4 billion for the program for fiscal year 2007, and its requirements for “Adequate Yearly Progress” have forced change on many schools. This is only the latest effort in more than 25 years of federal involvement. The result? In 2009, Chester E. Growing up with migrant workers, I knew that they usually worked harder than we did. Sometimes my dad and my uncles would hire a few of my buddies from school to help with the harvest or the branding; they would last maybe a day or two and were often unreliable. But our Mexican migrant laborers worked hard, and we could count on them. Because of this experience, I have always said that I could never look at these migrants and consider them criminals. They were working to feed their families, and we simply could not have gotten along without them. So when during the 2016 campaign Jeb Bush committed a sin of candor by saying that people crossing the border did it as an act of love, well, that’s exactly how I felt, too. And I said so at the time. Having grown up with migrant labor and with the Hispanic community that was here long before we were, I knew that what Jeb Bush was saying was true. Among those who were raised in rural Arizona, it is much more difficult to summon the vitriol for immigrants that fuels so much of the politics in the age of Trump. Of course, Jeb Bush was savaged for saying what he said, just mocked mercilessly. But then, unlike his critics, he knew what he was talking about and dared to speak truthfully, which is both a rarity and liability these days. We have to return to the politics of comity and inclusion and reject the politics of xenophobia and demonization.

About 41 percent of mothers are primary breadwinners and earn the majority of their family’s income. Another 23 percent of mothers are co-breadwinners, contributing at least a quarter of the family’s earnings.30 The number of women supporting families on their own is increasing quickly; between 1973 and 2006, the proportion of families headed by a single mother grew from one in ten to one in five.31 These numbers are dramatically higher in Hispanic and African-American families. Twenty-seven percent of Latino children and 51 percent of African-American children are being raised by a single mother.32 Our country lags considerably behind others in efforts to help parents take care of their children and stay in the workforce. Of all the industrialized nations in the world, the United States is the only one without a paid maternity leave policy.33 As Ellen Bravo, director of the Family Values @ Work consortium, observed, most “women are not thinking about ‘having it all,’ they’re worried about losing it all—their jobs, their children’s health, their families’ financial stability—because of the regular conflicts that arise between being a good employee and a responsible parent.”34 For many men, the fundamental assumption is that they can have both a successful professional life and a fulfilling personal life. For many women, the assumption is that trying to do both is difficult at best and impossible at worst. Women are surrounded by headlines and stories warning them that they cannot be committed to both their families and careers. They are told over and over again that they have to choose, because if they try to do too much, they’ll be harried and unhappy. Framing the issue as “work-life balance”—as if the two were diametrically opposed—practically ensures work will lose out. Who would ever choose work over life? The good news is that not only can women have both families and careers, they can thrive while doing so. In 2009, Sharon Meers and Joanna Strober published Getting to 50/50, a comprehensive review of governmental, social science, and original research that led them to conclude that children, parents, and marriages can all flourish when both parents have full careers. The data plainly reveal that sharing financial and child-care responsibilities leads to less guilty moms, more involved dads, and thriving children.35 Professor Rosalind Chait Barnett of Brandeis University did a comprehensive review of studies on work-life balance and found that women who participate in multiple roles actually have lower levels of anxiety and higher levels of mental well-being.36 Employed women reap rewards including greater financial security, more stable marriages, better health, and, in general, increased life satisfaction.37 It may not be as dramatic or funny to make a movie about a woman who loves both her job and her family, but that would be a better reflection of reality. We need more portrayals of women as competent professionals and happy mothers—or even happy professionals and competent mothers. The current negative images may make us laugh, but they also make women unnecessarily fearful by presenting life’s challenges as insurmountable. Our culture remains baffled: I don’t know how she does it. Fear is at the root of so many of the barriers that women face. Fear of not being liked. Fear of making the wrong choice. Fear of drawing negative attention. Fear of overreaching. Fear of being judged. Fear of failure. And the holy trinity of fear: the fear of being a bad mother/wife/daughter.

I wandered over to the adobe birthplace of Ignacio Seguin Zaragoza, whose father was posted at the garrison in the early 1800s. Zaragoza went on to become a national hero in Mexico, leading a reformist revolt against Santa Anna and defeat- ing an invading French force on May 5, 1862, the date celebrated as Cinco de Mayo. While exploring the birthplace, I met Alberto Perez, a history and so- cial studies teacher in the Dallas area who was visiting with his family. When I confessed my ignorance of Zaragoza, he smiled and said, "You're not alone. A lot of Texans don't know him, either, or even that Mexico had its own fight for independence." The son of Mexican immigrants, Perez had taught at a predominantly Hispanic school in Dallas named for Zaragoza. Even there, he'd found it hard to bring nuance to students' understanding of Mexico and Texas in the nineteenth century. "The word 'revolution' slants it from the start," he said. "It makes kids think of the American Revolution and throwing off oppression." Perez tried to balance this with a broader, Mexican perspective. Anglos had been invited to settle Texas and were granted rights, citizenship, and considerable latitude in their adherence to distant authority. Mexico's aboli- tion of slavery, for instance, had little force on its northeastern frontier, where Southerners needed only to produce a "contract" that technically la- beled their human chattel as indentured servants. "Then the Anglos basically decided, 'We don't like your rules,"" Perez said. "This is our country now.

Throughout my years in the desert, people confused me for other races, but at least they weren't surprised when I corrected them. Most White people saw me as Hispanic, and people of other races often thought I was the same as them. I imagine there was a spark of pride in being able to say it out loud after a lifetime of being ashamed or secretive about it. But people didn't believe her. They told her that it was okay to be Mexican, and that she shouldn't be ashamed. These friends, most of when White, tried to be the best allies they could. They swore they wouldn't hate her for being Mexican, and every time she claimed her true identity they dismissed it. No matter how hard she fought, people refused to believe that she was Native.

Poor white families tend to live in communities with lower poverty levels than poor Black and Hispanic families. There is no metropolitan area in the United States where whites experience extreme concentrations of disadvantage, living in neighborhoods with poverty rates in excess of 40 percent. But across the nation, many poor Black and Hispanic families live under these conditions. That means most poor white children attend better-resourced schools, live in safer communities, experience lower rates of police violence, and sleep in more dignified homes than their poor Black and Hispanic peers. Poverty not only resides in people; it lives in neighborhoods, too, with poor Black and Hispanic families being much more likely to experience the kind of hardship that results when personal poverty collides with community-level poverty. This is a big reason why the life expectancy of poor Black men in America is similar to that of men in Pakistan and Mongolia.

In 2010, Assistant Principal Miguel Rodriguez of Live Oak High School in Morgan Hill, California, sent home five white students who were wearing American-flag clothing on Cinco de Mayo. They said they often wore patriotic clothing, and intended no provocation. When their parents and others protested, about 200 Mexican-American students walked out of class in support of the Hispanic assistant principal, and demanded that the white students be suspended. They said wearing red, white, and blue on Cinco de Mayo was an insult to Hispanics. Some schools have banned the American flag. After Mexican students at Santa Ynez Valley Union High School in Santa Barbara County, California, brought Mexican flags to school, whites replied with American flags. They said they were simply being patriotic, but Principal Norm Clevenger said the American flags suggested “intolerance” and confiscated them. Likewise, at Skyline High School in Denver, Colorado, American flags were banned from campus when Principal Tom Stumpf decided they had been waved “brazenly” at Hispanic students. He banned all other flags, too. The entire Oceanside Unified School District in San Diego County banned flags and flag-motif clothing. The district decided they were too provocative after Hispanics participated in large-scale marches demanding amnesty for illegal immigrants. Officials said flags were being used to taunt other students and stir up trouble. Thirteen-year-old Cody Alicea liked to fly a one-foot American flag from his bicycle to show support for veterans in his family. Officials at Denair Middle School in Denair, California, made him take it off, explaining that the flag could cause “racial tension” with Hispanic students. It is difficult to think of diversity as a strength when Old Glory is treated as gang colors.
