Following the 1996 election, the Democratic National Committee was forced to return $2.8 million in illegal and improper donations, most of it from foreign sources. Most of that money was raised by a shady Clinton fundraiser named John Huang. Huang, who used to work for the Lippo Group, an Indonesian conglomerate, set up a fundraising scheme for foreign businessmen seeking special favors from the U.S. government to meet with Clinton, in exchange for large sums of money. A South Korean businessman had dinner with President Clinton in return for a $250,000 donation. Yogesh Gandhi, an Indian businessman who claimed to be related to Mahatma Gandhi, arranged to meet Clinton in the White House and be photographed receiving an award in exchange for a $325,000 contribution. Both donations were returned, but again, no official investigation, no prosecutions.7
