Long before it was known to me as a place where my ancestry was even remotely involved, the idea of a state for Jews (or a Jewish state; not quite the same thing, as I failed at first to see) had been 'sold' to me as an essentially secular and democratic one. The idea was a haven for the persecuted and the survivors, a democracy in a region where the idea was poorly understood, and a place where—as Philip Roth had put it in a one-handed novel that I read when I was about nineteen—even the traffic cops and soldiers were Jews. This, like the other emphases of that novel, I could grasp. Indeed, my first visit was sponsored by a group in London called the Friends of Israel. They offered to pay my expenses, that is, if on my return I would come and speak to one of their meetings. I still haven't submitted that expenses claim. The misgivings I had were of two types, both of them ineradicable. The first and the simplest was the encounter with everyday injustice: by all means the traffic cops were Jews but so, it turned out, were the colonists and ethnic cleansers and even the torturers. It was Jewish leftist friends who insisted that I go and see towns and villages under occupation, and sit down with Palestinian Arabs who were living under house arrest—if they were lucky—or who were squatting in the ruins of their demolished homes if they were less fortunate. In Ramallah I spent the day with the beguiling Raimonda Tawil, confined to her home for committing no known crime save that of expressing her opinions. (For some reason, what I most remember is a sudden exclamation from her very restrained and respectable husband, a manager of the local bank: 'I would prefer living under a Bedouin muktar to another day of Israeli rule!' He had obviously spent some time thinking about the most revolting possible Arab alternative.) In Jerusalem I visited the Tutungi family, who could produce title deeds going back generations but who were being evicted from their apartment in the old city to make way for an expansion of the Jewish quarter. Jerusalem: that place of blood since remote antiquity. Jerusalem, over which the British and French and Russians had fought a foul war in the Crimea, and in the mid-nineteenth century, on the matter of which Christian Church could command the keys to some 'holy sepulcher.' Jerusalem, where the anti-Semite Balfour had tried to bribe the Jews with the territory of another people in order to seduce them from Bolshevism and continue the diplomacy of the Great War. Jerusalem: that pest-house in whose environs all zealots hope that an even greater and final war can be provoked. It certainly made a warped appeal to my sense of history.

The Arab world has done nothing to help the Palestinian refugees they created when they attacked Israel in 1948. It’s called the ‘Palestinian refugee problem.’ This is one of the best tricks that the Arabs have played on the world, and they have used it to their great advantage when fighting Israel in the forum of public opinion. This lie was pulled off masterfully, and everyone has been falling for it ever since. First you tell people to leave their homes and villages because you are going to come in and kick out the Jews the day after the UN grants Israel its nationhood. You fail in your military objective, the Jews are still alive and have more land now than before, and you have thousands of upset, displaced refugees living in your country because they believed in you. So you and the UN build refugee camps that are designed to last only five years and crowd the people in, instead of integrating them into your society and giving them citizenship. After a few years of overcrowding and deteriorating living conditions, you get the media to visit and publish a lot of pictures of these poor people living in the hopeless, wretched squalor you have left them in. In 1967 you get all your cronies together with their guns and tanks and planes and start beating the war drums. Again the same old story: you really are going to kill all the Jews this time or drive them into the sea, and everyone will be able to go back home, take over what the Jews have developed, and live in a Jew-free Middle East. Again you fail and now there are even more refugees living in your countries, and Israel is even larger, with Jerusalem as its capital. Time for more pictures of more camps and suffering children. What is to be done about these poor refugees (that not even the Arabs want)? Then start Middle Eastern student organizations on U.S. college campuses and find some young, idealistic American college kids who have no idea of what has been described here so far, and have them take up the cause. Now enter some power-hungry type like Yasser Arafat who begins to blackmail you and your Arab friends, who created the mess, for guns and bombs and money to fight the Israelis. Then Arafat creates hell for the world starting in the 1970s with his terrorism, and the “Palestinian refugee problem” becomes a worldwide issue and galvanizes all your citizens and the world against Israel. Along come the suicide bombers, so to keep the pot boiling you finance the show by paying every bomber’s family twenty-five thousand dollars. This encourages more crazies to go blow themselves up, killing civilians and children riding buses to school. Saudi Arabia held telethons to raise thousands of dollars to the families of suicide bombers. What a perfect way to turn years of military failure into a public-opinion-campaign success. The perpetuation of lies and uncritical thinking, combined with repetitious anti-Jewish and anti-American diatribes, has produced a generation of Arab youth incapable of thinking in a civilized manner. This government-nurtured rage toward the West and the infidels continues today, perpetuating their economic failure and deflecting frustration away from the dictators and regimes that oppress them. This refusal by the Arab regimes to take an honest look at themselves has created a culture of scapegoating that blames western civilization for misery and failure in every aspect of Arab life. So far it seems that Arab leaders don’t mind their people lagging behind, save for King Abdullah’s recent evidence of concern. (The depth of his sincerity remains to be seen.)

There are villains everywhere you look, but only some of these moral ruffians are so placed as to be able to steal pension funds or pump the media full of lying political propaganda. Most gangsters are not in a position to do so. Instead, they have to content themselves with hanging people from meat hooks. In a socialist society, nobody would be in a position to do so. This is not because they would be too saintly, but because there would be no private pension funds or privately owned media. It is also outrageous that the state of Israel uses the carceral technologies developed in relation to US prisons not only to control the more than eight thousand Palestinian political prisoners in Israel but also to control the broader Palestinian population. These carceral technologies, for example, the separation wall, which reminds us of the US-Mexico border wall, and other carceral technologies are the material constructs of Israeli apartheid. G4S, the organization, the corporation G4S, which profits from the incarceration and the torturing of Palestinian prisoners, has a subsidiary called G4S Secure Solutions, which was formerly known as Wackenhut. And just recently a subsidiary of that just have one more page of notes corporation, GEO Group, which is a private prison company, attempted to claim naming rights at Florida Atlantic University by donating something like $6 million, right? And, the students rose up. They said that our football stadium will not bear the name of a private prison corporation! And the students won. The students won; the name came down from the marquee.

The following chapters will explore some of the more formalized “content cartels” in further detail, but in seeking to illustrate how backdoor agreements further increase the existing repression, one example stands out: the close relationship between Facebook and the Israeli government. For Palestinians, many of whom are physically cut off from the world by occupation and border controls, the internet is—in the words of author Miriyam Aouragh—“a mediating space through which the Palestinian nation is globally ‘imagined’ and shaped,” bringing together a dispersed diaspora along with a geographically fragmented nation.24 Social media has not only enabled long-lost relatives and friends to come together virtually, but has also provided space for organizing and the development of an alternate narrative to that provided by the mainstream media, which has long privileged the Israeli political position over that of the Palestinian one. But just as Palestinian activist voices have been historically devalued and silenced by mainstream media, so too have they been censored by social media platforms—while Israeli hate speech on the same platforms often goes ignored. In the summer of 2014, a few months after US-brokered peace talks faltered, three Israeli youth were kidnapped and murdered in the occupied West Bank. In retaliation, three Israeli men abducted and murdered a Palestinian teenager, leading to increased tensions, violent clashes, and an increase in rockets fired by Hamas into Israeli territory. Israel responded with airstrikes, raining rockets into Gaza and killing more than two thousand Palestinians and injuring more than ten thousand more—a majority of whom were civilians. As the violence played out on the ground, social media became a secondary battlefield for both sides, as well as their supporters and detractors.

As I arrived to work one day early that summer, I received a frantic call from a Palestinian friend in the United States. At that point, the kidnapped Israeli boys had not yet been killed, and my friend had discovered a Facebook page threatening the murder, every hour, of a “terrorist” until the boys were found. The page, in Hebrew, was quite clearly using “terrorist” as a stand-in for “Palestinian” and included comments such as “Kill them while they are still in their mother’s [womb],” but when my friend reported it, she received a message that the page was not in violation of the community standards—despite existing prohibitions on both hate speech and credible threats.25 I emailed a contact on Facebook’s policy team, who responded: “Seems like a violation of our terms. I’ll run it by people here.” As I awaited my contact’s reply, the page began calling for the deaths of specific individuals. I wrote back to share that new information, and my contact replied to say that although they were still chasing down an answer, “if it’s threatening people’s lives, it seems to qualify, right?” But later that day, my contact informed me over the phone that the page was not, in fact, in violation of the rules. The threat wasn’t deemed to be credible, and on top of that, “terrorist” wasn’t a protected category under the prohibition on hate speech. In a statement, Face-book’s head of global policy management, Monika Bickert, explained: “We clearly list the characteristics that we consider to be hate speech, and if it doesn’t come under one of those categories, we don’t consider it hate speech under our policies.”26 The page remained up.

Two years later, the Israeli government announced that it had formalized a collaboration with Facebook’s Tel Aviv office, which—according to Palestinian activists who have regular contact with the company—has jurisdiction over both Israel and the Palestinian territories. They were thus replicating, in virtual space, the occupation of Palestinian land. In a statement about the partnership, Facebook said that “online extremism can only be tackled with a strong partnership between policymakers, civil society, academia and companies, and this is true in Israel and around the world.”27 Facebook’s actions, however, speak louder than its words. When it comes to Palestinian speech, it is only Israelis who have a real say—no matter whether the Israelis involved even believe that Palestinians should have rights. Ayelet Shaked, who served as Israeli justice minister at the time the agreement was formed and was directly involved in dealings with Facebook, has herself engaged in hate speech on the platform. Of Palestinian mothers, she once wrote: “They have to die and their houses should be demolished so that they cannot bear any more terrorists.”28 A paper published by the Haifa-based Palestinian digital rights group 7amleh documented the disparities in how hate speech from Israelis and Palestinians is treated, noting that “Facebook is the main source of violence and incitement online” stemming from Israel.29

Meanwhile, Facebook censors Palestinian groups so often that they have created their own hashtag, #FBCensorsPalestine. That the groups have become prominent matters little: in 2016, Facebook blocked accounts belonging to editors at the Quds News Network and Shehab News Agency in the West Bank; it later apologized and restored the accounts.30 The following year, it did the same to the official account of Fatah, the ruling party in the West Bank.31 A year after Facebook’s relationship with the Israelis was formalized, the Guardian released a set of leaked documents exposing the ways the company’s moderation policy discriminates against Palestinians and other groups. Published in a series called “The Facebook Files,” the documents contained slides from manuals used to train content moderators. On the whole, the leaks paint a picture of a disjointed and disorganized company where the community standards are expanded piecemeal, and little attention is given to their consequences. Anna, the former Facebook operations specialist I spoke with, agrees: “There’s no ownership of processes from beginning to end.” One set of documents demonstrate with precision the imbalance on the platform between Palestinians and Israelis (and the supporters of both). In a slide deck entitled “Credible Violence: Abuse Standards,” one slide lists global and local “vulnerable” groups; alongside “foreigners” and “homeless people” is “Zionists.”32 Interestingly, while Zionists are protected as a special category, “migrants,” as ProPublica has reported, are only “quasi-protected” and “Black children” aren’t protected at all.33 In trying to understand how such a decision came about, I reached out to numerous contacts, but only one spoke about it on the record. Maria, who worked in community operations until 2017, told me that she spoke up against the categorization when it was proposed. “We’d say, ‘Being a Zionist isn’t like being a Hindu or Muslim or white or Black—it’s like being a revolutionary socialist, it’s an ideology,’” she told me. “And now, almost everything related to Palestine is getting deleted.

Another former staffer told me under the condition of anonymity that it was a “constant discussion,” and that the company was under pressure from the Israeli government. As Maria tried to point out to her superiors, Zionism is an ideology or a political doctrine, akin to “communism” or “liberalism”—not an immutable characteristic. Treating it as such is not merely a mockery of actual characteristics that make a person or group vulnerable, but elevating it—and not Palestinians—to such a level also fails to take into account the power imbalance that exists between occupied and occupier. But, Maria told me, “Palestine and Israel has always been the toughest topic at Facebook. In the beginning, it was a bit discreet,” with the Arabic-language team mainly in charge of tough calls, but after the 2014 conflict between Israel and Gaza, the company moved closer to the Israeli government. Somewhat notably, one of the first twenty members of Facebook’s new External Oversight Board is Emi Palmor, under whose direction the Israeli Ministry of Justice petitioned Facebook to censor legitimate speech of human rights defenders, according to 7amleh.

What stands out for me in this story is the seeming fact that Mark Zuckerberg and co. only pay attention to internal resistance when it reaches critical mass, which it only seems to do when the cause is American.
