Japanese paranoia stemmed partly from xenophobia rooted in racism. This combination wasn’t peculiar to Japan, as the Nazis were demonstrating in Germany. In the United States, the 1924 Exclusion Act remained in force, prohibiting all immigration from Asia. Some Western states didn’t think the Exclusion Act went far enough, because it hadn’t gotten rid of the Japanese who had immigrated before the United States slammed the door. Xenophobes argued that these immigrants were now breeding more Japanese, who were recognized, outrageously, as American citizens under the Fourteenth Amendment. Farmers in California and Arizona were especially hostile. Even before the Exclusion Act, these states had passed Alien Land Laws severely restricting the property rights of Japanese. Then in 1934 a group of farmers in Arizona’s Salt River Valley began agitating to kick Japanese farmers out, alleging that they had flooded into the region and were depriving farmland from deserving whites who were already hurting from the Depression. They also demanded that white landowners stop leasing acreage to Japanese farmers. The white farmers and their supporters held rallies and parades, blaring their message of exclusion. In the fall of that year, night riders began a campaign of terrorism. They dynamited irrigation canals used by Japanese farmers and threw dynamite bombs at their homes and barns. The leaders of the Japanese community tried to point out that only 700 Japanese lived in the valley and most had been there for more than twenty years. Three hundred fifty of them were American citizens, and only 125 worked in agriculture, mostly for American farmers. Facts made no impression on the white farmers’ racist resentments. Some local officials exploited the bigotry for political gain. The Japanese government protested all this. Hull didn’t want a few farmers to cause an international incident and pushed the governor of Arizona to fix the problem. The governor blamed the terrorism on communist agitators. Dynamite bombs continued to explode on Japanese farms through the fall of 1934. The local and state police maintained a perfect record—not a single arrest. In early February 1935 the Arizona legislature began considering a bill that would forbid Japanese immigrants from owning or leasing land. If they managed to grow anything, it could be confiscated. Any white farmer who leased to a Japanese would be abetting a crime. (Japan had similar laws against foreigners owning farmland.) American leaders and newspapers quickly condemned the proposed law as shameful, but farmers in Arizona remained enthusiastic. Japanese papers covered the controversy as well. One fascist group, wearing uniforms featuring skulls and waving a big skull flag, protested several times at the US embassy in Tokyo. Patriotic societies began pressuring Hirota to stand up for Japan’s honor. He and Japan’s representatives in Washington asked the American government to do something. Arizona politicians got word that if the bill passed, millions of dollars in New Deal money might go elsewhere. Nevertheless, on March 19 the Arizona senate passed the bill. On March 21 the state house of representatives, inspired more by fears of evaporating federal aid than by racial tolerance, let the bill die. The incident left a bad taste all around.

We need to analyze and contemplate the experience of modernity in the Arab and Muslim world, in order to grasp what is happening. Some of us, for example, reject modernity, and yet it’s obvious that these same people are using the products of modernity, even to the extent that when proselytizing their interpretation of Islam, which conflicts with modernity, they’re employing the tools of modernity to do so. This strange phenomenon can best be understood by contemplating our basic attitude towards modernity, stemming from two centuries ago. If we analyze books written by various Muslim thinkers at the time, concerning modernity and the importance of modernizing our societies, and so forth, we can see that they distinguished between certain aspects of modernity that should be rejected, and others that may be accepted. You can find this distinction in the very earliest books that Muslim intellectuals wrote on the topic of modernity. To provide a specific example, I’ll cite an important book that is widely regarded as having been the first ever written about modern thought in the Muslim world, namely, a book by the famous Egyptian intellectual, Rifa’ Rafi’ al-Tahtawi (1801–1873), Takhlish al-Ibriz fi Talkhish Baris, whose title may be translated as Mining Gold from Its Surrounding Dross. As you can immediately grasp from its title, the book distinguishes between the “gold” contained within modernity—gold being a highly prized, expensive and rare product of mining—and its so-called “worthless” elements, which Muslims are forbidden to embrace. Now if we ask ourselves, “What elements of modernity did these early thinkers consider acceptable, and what did they demand that we reject?,” we discover that technology is the “acceptable” element of modernity. We are told that we may adopt as much technology as we want, and exploit these products of modernity to our heart’s content. But what about the modes of thought that give rise to these products, and underlie the very phenomenon of modernity itself? That is, the free exercise of reason, and critical thought? These two principles are rejected and proscribed for Muslims, who may adopt the products of modernity, while its substance, values and foundations, including its philosophical modes of thought, are declared forbidden. Shaykh Rifa’ Rafi’ al-Tahtawi explained that we may exploit knowledge that is useful for defense, warfare, irrigation, farming, etc., and yet he simultaneously forbade us to study, or utilize, the philosophical sciences that gave rise to modern thought, and the love for scientific methodologies that enlivens the spirit of modern knowledge, because he believed that they harbored religious deviance and infidelity (to God).

One of the standing examples of Gujarat strides in solar power is the Charanka Solar Power Generation Park in North Gujarat which was raised in just one year. The park, which is today Asia’s biggest single-point solar generation facility, produces 225 MW of solar power by 22 private producers who have invested Rs 3400 crores in the park. A work force of 5,000 worked on it for 1 year during peak hours everyday. Says D.J. Pandian, Gujarat’s Energy Secretary: ‘Charanka is a shining example of Gujarat’s enterprise and efficiency.’ What is more, the governance in the energy sector is not marked by just goal setting and achieving. It is a reflection of farsightedness of a rare kind that isn’t visible elsewhere in India. It is best demonstrated in its steps to control the depleting water table with an eye on future. In an age in which populism and vote-bank politics are the norm in Indian democracy, the Modi Government has purposely kept the supply of agriculture power to 8 hours though it can afford to give more power with an eye on rural votes, power being surplus now. The reason is simple, the more the power to the farm sector, the greater the exploitation of groundwater by farmers wanting to earn more by producing more. Striking this fine balance between the farmers’ needs and balancing the natural resources is seen as a fine example of precise planning and farsighted governance free of populism. Interestingly, Modi has been able to maintain this balance even in the face of electoral pressures. In 2012, an election year, the Modi Government did allow new bore connections to farmers in 40 banned tehsils but with a rider: those taking new connections would have to adopt drip or sprinkler method of irrigation which consumes less water and therefore less power.

Karl Marx, observing this disruption in the middle decades of the nineteenth century, could not accept the English evolutionary explanation for the emergence of capitalism. He believed that coercion had been absolutely necessary in effecting this transformation. Marx traced that force to a new class of men who coalesced around their shared interest in production, particularly their need to organize laboring men and women in new work patterns. Separating poor people from the tools and farm plots that conferred independence, according to Marx, became paramount in the capitalists’ grand plan.6 He also stressed the accumulation of capital as a first step in moving away from traditional economic ways. I don’t agree. As Europe’s cathedrals indicate, there was sufficient money to produce great buildings and many other structures like roads, canals, windmills, irrigation systems, and wharves. The accumulation of cultural capital, especially the know-how and desire to innovate in productive ways, proved more decisive in capitalism’s history. And it could come from a duke who took the time to figure out how to exploit the coal on his property or a farmer who scaled back his leisure time in order to build fences against invasive animals. What factory work made much more obvious than the tenant farmer-landlord relationship was the fact that the owner of the factory profited from each worker’s labor. The sale of factory goods paid a meager wage to the laborers and handsome returns to the owners. Employers extracted the surplus value of labor, as Marx called it, and accumulated money for further ventures that would skim off more of the wealth that laborers created but didn’t get to keep. These relations of workers and employers to production created the class relations in capitalist society. The carriers of these novel practices, Marx said, were outsiders—men detached from the mores of their traditional societies—propelled forward by their narrow self-interest. With the cohesion of shared political goals, the capitalists challenged the established order and precipitated the class conflict that for Marx operated as the engine of change. Implicit in Marx’s argument is that the market worked to the exclusive advantage of capitalists. In the early twentieth century another astute philosopher, Max Weber, assessed the grand theories of Smith and Marx and found both of them wanting in one crucial feature: They gave attitudes to men and women that they couldn’t possibly have had before capitalist practices arrived. Weber asked how the values, habits, and modes of reasoning that were essential to progressive economic advance ever rooted themselves in the soil of premodern Europe characterized by other life rhythms and a moral vocabulary different in every respect. This inquiry had scarcely troubled English economists or historians before Weber because they operated on the assumption that human nature made men (little was said of women) natural bargainers and restless self-improvers, eager to be productive when productivity

Italy’s climate is well suited to growing a variety of crops. However, in such a mountainous country, flat and fertile land is in short supply. Wheat is the main cereal crop and is grown in the lowlands of central and northern Italy. Sugar beet, potatoes, and maize also are cultivated, and some rice is grown in the Po valley. The majority of Italy’s farms are small, averaging only 17 acres in size. Each farm is usually run by one family. Tractors and other farm machinery have become more common in the past 20 years, and bullock carts are now rarely seen. Since the 1950s the government has paid for ways to improve farmland by irrigating dry areas and draining swampy ones. Despite these problems, Italy is the world’s leading producer of both olive oil and wine. More than half the farms in the country grow at least some grapes, and each region has its own special wine. Fishing ports are dotted all around Italy’s long coastline. There are still some small, family-owned fishing boats. But the fishing industry is becoming more mechanized, with fleets of large boats.

In the midst of the desolation were Zionist village cooperatives where jointly owned farms grew newly bred crop varieties that thrived in the dry heat. The farms were investing their profits to buy advanced well-boring equipment and create small industries—carpentry and printing shops, food-processing facilities, factories for building material. Most important to Lowdermilk were the irrigation and soil-retention programs—“the most remarkable” he had encountered “in twenty-four countries.” If the British increased immigration, rather than restricted it, he said, Palestine would be able to support “at least four million Jewish refugees from Europe.

Israel provided incentives for farmers to switch to drip irrigation, in which pipes with tiny holes provide small, precisely adjusted flows of water. Ideally, drip irrigation provides water at just the rate at which it can be absorbed by plant roots. Invented by the Israeli engineer Simcha Blass, it can use half or less of the water used in ordinary irrigation to nourish the same number of plants. At the same time, drip irrigation is one of those ideas that sounds simple but is hard to accomplish in practice. To exude water in regular amounts from the holes, the water pressure must be exactly the same down the entire length of the pipe, an engineering challenge; if the pipe is underground, which maximizes contact with roots, the holes must not be susceptible to clogging by dirt or being infiltrated by water-seeking roots. The first Israeli drip-irrigation firm was established in 1966; by the 1990s, the method was being used in about half of Israel’s farms.

When it (Self-management in revolutionary Spain) was not sabotaged by its enemies or hindered by the war, agricultural self-management was an unquestionable success. The land was united into one holding and cultivated over great expanses according to a general plan and the directives of agronomists. Small landowners integrated their plots with those of the community. Socialization demonstrated its superiority both over large absentee landholdings, which left a part of the land unplanted, and over smallholdings, cultivated with the use of rudimentary techniques, inadequate seeding, and without fertilizer. Production increased by 30—50 percent. The amount of cultivated land increased, working methods were improved, and human, animal, and mechanical energy used more rationally. Farming was diversified, irrigation developed, the countryside partially reforested, nurseries opened, pigsties constructed, rural technical schools created, Pilot farms set up, livestock selected and increased, and auxiliary industries set in motion, etc.

Rainforest farmers developed clever strategies for enriching soil. In the Amazon, for example, they overcame the poor rainforest soils by mixing them with charcoal and other nutrients to create an artificial soil called terra preta, or “black earth,” built into raised beds for intensive farming. There may be as much as fifty thousand square miles in the Amazon covered in this artificially enriched black soil—a staggering accomplishment that tells us Amazonia was densely settled in pre-Columbian times. (If a lidar survey were done of the Amazon basin, it would be, without doubt, an absolute revelation.) So far, almost no research has been done on how the people of Mosquitia farmed their rainforest environment. At T1, we found probable irrigation canals and a reservoir that would have helped make farming possible during the quasi-dry season from January to April. But beyond that there is much, much more to be learned.

The grid will receive 1,500 BCM of floodwater and act as a water grid so that water can be released to any deficient place and replenished during flood. It would act as a 15,000 kilometres-long national reservoir. It would be able to provide drinking water to 600 million people, irrigation to 150 million acres of land, and generate 60,000 MW of power. Due to ground water recharge, it would also save 4,000 MW of power. Each state can implement this mission with an outlay of approximately 50,000 crores with annual budgetary support, central government assistance, public-private consortia and with support from the World Bank in a BOOT (Build, Operate, Own and Transfer) based PPP model and this can be realized within 2020. Apart from this, an Integrated Water Resource Management system is also required to revive water bodies and tanks and build farm ponds and checkdams across India as well as increase irrigation infrastructure and groundwater potential, thereby enhancing the safe drinking water resources of the nation.

Inextricably linked to the climate emergency is a broader environmental crisis. A third of the Earth’s land is now acutely degraded, with fertile soil being lost at a rate of 24 billion tonnes a year through intensive farming.[19] Generating three centimetres of top soil takes 1,000 years, and, the UN said in 2014, if current rates of degradation continue all of the world's top soil could be gone within 60 years.[20] 95% of our food presently comes from the soil. Unless new approaches are adopted, the global amount of arable and productive land per person in 2050 will be only a quarter of the level in 1960. The equivalent of 30 football pitches of soil are being lost every minute. Heavy tilling, monocropping multiple harvests and abundant use of agrochemicals have increased yields at the expense of long-term sustainability. Agriculture is actually the number one reason for deforestation. In the past 20 years, agricultural production has increased threefold and the amount of irrigated land has doubled, often leading to land abandonment and desertification. Decreasing productivity has been observed, due to diminished fertility, on 20% of the world’s cropland, 16% of forest land, 19% of grassland, and 27% of rangeland. Furthermore, tropical forests have become a source rather than a sink of carbon.[21] Forest areas in South America, Africa and Asia – which have until recently played a crucial role in absorbing GHG – are now releasing 425 teragrams of carbon annually, more than all the traffic in the US. This is due to the thinning of tree density and culling of biodiversity, reducing biomass by up to 75%. Scientists combined 12 years of satellite data with field studies. They found a net carbon loss on every continent. Latin America – home to the world’s biggest forest, the Amazon, which is responsible for 20% of its oxygen – accounted for nearly 60% of the emissions, while 24% came from Africa and 16% from Asia. Every year about 18 million hectares of forest – an area the size of England and Wales – is felled. In just 40 years, possibly one billion hectares, the equivalent of Europe, has been torn down. Half the world’s rainforests have been razed in a century and they will vanish altogether at current rates within another. Earth’s “sixth mass extinction”[22] is well underway: up to 50% of all individual animals have been lost in recent decades and almost half of land mammals have lost 80% of their range in the last century. Vertebrate populations have fallen by an average of 60% since the 1970s, and in some countries there has been an even faster decline of insects – vital, of course, for aerating the soil, pollinating blossoms, and controlling insect and plant pests.
