Within a couple of millennia, humans in many parts of the world were doing little from dawn to dusk other than taking care of wheat plants. It wasn’t easy. Wheat demanded a lot of them. Wheat didn’t like rocks and pebbles, so Sapiens broke their backs clearing fields. Wheat didn’t like sharing its space, water and nutrients with other plants, so men and women laboured long days weeding under the scorching sun. Wheat got sick, so Sapiens had to keep a watch out for worms and blight. Wheat was attacked by rabbits and locust swarms, so the farmers built fences and stood guard over the fields. Wheat was thirsty, so humans dug irrigation canals or lugged heavy buckets from the well to water it. Sapiens even collected animal faeces to nourish the ground in which wheat grew.

Modern Iraq is part of the ‘fertile crescent’ of Mesopotamia where man first domesticated wheat between 8,000 and 13,000 years ago, and home to several thousand varieties of local wheat. As soon as the US took over Iraq, it became clear its interests were not limited to oil. In 2004, Paul Bremer, the then military head of the Provisional Authority imposed as many as a hundred laws which made short work of Iraq’s sovereignty. The most crippling for the people and the economy of Iraq was Order 81 which deals, among other things, with plant varieties and patents. The goal was brutally clear-cut and sweeping — to wipe out Iraq’s traditional, sustainable agriculture and replace it with oil-chemical-genetically-modified-seed-based industrial agriculture. There was no public or parliamentary debate for the conquered people who never sought war. The conquerors made unilateral changes in Iraq’s 1970 patent law: henceforth, plant forms could be patented — which was never allowed before — while genetically-modified organisms were to be introduced. Farmers were strictly banned from saving their own seeds: this, in a country where, according to the Food and Agriculture Organisation, 97 per cent of Iraqi farmers planted only their own saved seeds. With a single stroke of the pen, Iraq’s agriculture was axed, while Order 81 facilitated the introduction and domination of imported, high-priced corporate seeds, mainly from the US — which neither reproduce, nor give yields without their prescribed chemical fertiliser and pesticide inputs. It meant that the majority of farmers who had never spent money on seed and inputs that came free from nature, would henceforth have to heavily invest in corporate inputs and equipment — or go into debt to obtain them, or accept lowered profits, or give up farming altogether.

To continue a supply of animal milk, a farmer needs to have calves, kids or lambs for suckling, but must prevent them from monopolising the milk. One common method throughout history was to simply slaughter the calves and kids shortly after birth, milk the mother for all she was worth, and then get pregnant again. This is still a very widespread technique. In many modern dairy farms a milk cow usually lives for about five years before being slaughtered. During these five years she si almost constantly pregnant, and is fertilised within 60 to 120 days after giving birth in order to preserve maximum milk production. Her calves are separated from her shortly after birth. The females are reared to become the next generation of dairy cows, whereas the males are handed over to the care of the meat industry.

There are hundreds of examples of highly functioning commons around the world today. Some have been around for centuries, others have risen in response to economic and environmental crises, and still others have been inspired by the distributive bias of digital networks. From the seed-sharing commons of India to the Potato Park of Peru, indigenous populations have been maintaining their lands and managing biodiversity through a highly articulated set of rules about sharing and preservation. From informal rationing of parking spaces in Boston to Richard Stallman’s General Public License (GPL) for software, new commons are serving to reinstate the value of land and labor, as well as the ability of people to manage them better than markets can. In the 1990s, Elinor Ostrom, the American political scientist most responsible for reviving serious thought about commoning, studied what specifically makes a commons successful. She concluded that a commons must have an evolving set of rules about access and usage and that it must have a way of punishing transgressions. It must also respect the particular character of the resource being managed and the people who have worked with that resource the longest. Managing a fixed supply of minerals is different from managing a replenishing supply of timber. Finally, size and place matter. It’s easier for a town to manage its water supply than for the planet to establish water-sharing rules.78 In short, a commons must be bound by people, place, and rules. Contrary to prevailing wisdom, it’s not an anything-goes race to the bottom. It is simply a recognition of boundaries and limits. It’s pooled, multifaceted investment in pursuit of sustainable production. It is also an affront to the limitless expansion sought by pure capital. If anything, the notion of a commons’ becoming “enclosed” by privatization is a misnomer: privatizing a commons breaks the boundaries that protected its land and labor from pure market forces. For instance, the open-source seed-sharing networks of India promote biodiversity and fertilizer-free practices among farmers who can’t afford Western pesticides.79 They have sustained themselves over many generations by developing and adhering to a complex set of rules about how seed species are preserved, as well as how to mix crops on soil to recycle its nutrients over centuries of growing. Today, they are in battle with corporations claiming patents on these heirloom seeds and indigenous plants. So it’s not the seed commons that have been enclosed by the market at all; rather, the many-generations-old boundaries have been penetrated and dissolved by disingenuously argued free-market principles.

The typical peasant in traditional China ate rice for breakfast, rice for lunch and rice for dinner. If she was lucky, she could expect to eat the same on the following day. The peasant’s ancient ancestor, the forager, may have eaten berries and mushrooms for breakfast; fruits, snails and turtle for lunch; and rabbit steak with wild onions for dinner. Tomorrow’s menu might have been completely different. This variety ensured that the ancient foragers received all the necessary nutrients. Furthermore, by not being dependent on any single kind of food, they were less liable to suffer when one particular food source failed. Agricultural societies are ravaged by famine when drought, fire or earthquake devastates the annual rice or potato crop. Forager societies were hardly immune to natural disasters, and suffered from periods of want and hunger, but they were usually able to deal with such calamities more easily. If they lost some of their staple foodstuffs, they could gather or hunt other species, or move to a less affected area. Ancient foragers also suffered less from infectious diseases. Most of the infectious diseases that have plagued agricultural and industrial societies (such as smallpox, measles and tuberculosis) originated in domesticated animals and were transferred to humans only after the Agricultural Revolution. Ancient foragers, who had domesticated only dogs, were free of these scourges. Moreover, most people in agricultural and industrial societies lived in dense, unhygienic permanent settlements – ideal hotbeds for disease. Foragers roamed the land in small bands that could not sustain epidemics. The wholesome and varied diet, the relatively short working week, and the rarity of infectious diseases have led many experts to define pre-agricultural forager societies as ‘the original affluent societies’.

Englishmen of Whiggish persuasion were convinced that, after decades and centuries of thought and travail, the British constitution had come to represent the best way to achieve that goal. Drawing heavily from Greek and Roman thinkers who had affirmed the need of mixed government in order to achieve balance and harmony among social classes, the English had achieved such a balance of social power among king, lords, and commons that a political balance of power would be counterpoised among these powerful estates. Social equilibrium in short would produce political equilibrium, which in turn would prevent the kind of immoderate government that might interfere in men’s liberties. This elaborate edifice was based on the theory that men, being naturally selfish, irrational, aggressive, greedy, and lustful, had to be not only protected in their liberty from government but protected from one another by government. The “Interest of Freedom,” Marchamont Nedham had written in the mid-1650s, “is a Virgin that everyone seeks to deflower.” Paine and his fellow radicals rejected this view of human nature and the Whiggish apparatus that went with it. Perhaps the people of the Old World, divided into unequal estates and corrupted by their rulers, were prone to depravity and unreason, they granted, but Americans were different. Farmers and mechanics and all others who wore “leathern aprons,” being more equal and fraternal and less grasping and competitive, were more reasonable and virtuous. In Maya culture, the holy lords had a responsibility to keep the cosmos in order and appease the gods through ceremonies and rituals. The commoners were willing to support this privileged class as long as they kept up their end of the bargain with effective rituals. But after 650, deforestation, erosion, and soil exhaustion began reducing crop yields. The working classes, the farmers and monument builders, may have suffered increasing hunger and disease, even as the rulers hogged an ever-larger share of resources. The society was heading for a crisis. Diamond writes: “We have to wonder why the kings and nobles failed to recognize and solve these seemingly obvious problems undermining their society. Their attention was evidently focused on their short-term concerns of enriching themselves, waging wars, erecting monuments, competing with each other, and extracting enough food from the peasants to support all those activities.” (If this sounds familiar, I would note that archaeology is thick with cautionary tales that speak directly to the twenty-first century.)

One intriguing piece of evidence suggests that Jesus may in fact have worked on the family farm as well as practising carpentry. Hegesippus, a 2nd-century writer, preserves the information that two grandsons of Jesus’ brother Judas were peasant farmers sharing a farm whose precise size was remembered. This must have been the family smallholding in Nazareth. The fact that they owned it jointly indicates that this family still followed the rather old-fashioned practice of not dividing the farm but keeping it as the common property of the extended family. Since Joseph had to provide for at least seven children (Jesus, his four brothers, and two or more sisters), he may well have taken up carpentry only to supplement the inadequate produce of the family farm. For this purpose, there would have been enough work within Nazareth.

Yet this act—which in the short term destroyed an independent kingdom, created huge political uncertainties both north and south, and sent Scotland’s economy into a tailspin—turned out, in the long term, to be the making of modern Scotland Nor did Scots have to wait that long. Already by the 1720s, as the smoke and tumult of the Fifteen was clearing, there were signs of momentous changes in the economy. Grain exports more than doubled, as Scottish agriculture recovered from the horrors of the Lean Years and learned to become more commercial in its outlook. Lowland farmers would be faced now not with starvation, but with falling prices due to grain surpluses. Glasgow merchants entered the Atlantic trade with English colonies in America, which had always been closed to them before. By 1725 they were taking more than 15 percent of the tobacco trade. Inside of two decades, they would be running it. A wide range of goods, not just tobacco but also molasses, sugar, cotton, and tea, flooded into Scotland. Finished goods, particularly linen textiles and cotton products, began to flood out, despite the excise tax. William Mackintosh of Borlum saw even in 1729 that Scotland’s landed gentry were living better than they ever had, “more handsomely now in dress, table, and house furniture.” Glasgow, the first hub of Scotland’s transatlantic trade, would soon be joined by Ayr, Greenock, Paisley, Aberdeen, and Edinburgh. By the 1730s the Scottish economy had turned the corner. By 1755 the value of Scottish exports had more than doubled. And it was due almost entirely to the effect of overseas trade, “the golden ball” as Andrew Fletcher had contemptuously called it, which the Union of 1707 had opened.

Farmer Flaky On the other hand, Farmer Flaky plants a lot of seeds but he's distracted. He goofs off in the middle of the season. He spends a lot of time on Facebook. He plays video games. He watches all kinds of telenovelas—Filipino, Korean, Mexican, and Martian. He goes off to Hong Kong to eat xiao long bao. In short, he neglects the farm. Many of the crops don't grow. Farmer Fancy This guy farms in the wrong way. He chooses the wrong seed, tills the soil in the wrong way, and harvests them in the wrong way, too. When other farmers give him suggestions on how to improve, he doesn't listen. He's simply too proud. And that's why his harvest is very small. In effect, they ended any real chance of Arab–Jewish peace in Palestine. Britain struggled to deal with the fallout. The Shaw commission, sent out to report on the 1929 disturbances, criticized Hajj Amin al-Husayni’s lack of restraint but acquitted him of incitement. More significantly, the commission warned against continued Jewish immigration and land purchase, arguing that the further dispossession of Arab farmers could only lead to more disturbances. In October 1930 the British issued the Passfield White Paper, stressing the need to deal more forthrightly with Arab concerns. It called for restrictions on Jewish immigration and land purchase and drew attention to the conspicuous absence of a representative legislative council. Zionist leaders were furious. In London, they voiced strong criticism of the White Paper and succeeded the following year in persuading the prime minister, Ramsay MacDonald, to write a personal letter to Weizmann in which key elements of the 1930 White Paper were revoked.

She wrote about the apartheid wall, which, in a nonbinding decision, the International Court of Justice had declared illegal in 2004. We all knew firsthand that the wall cut right through Palestinian towns and villages, dividing communities and separating many farmers from their land. Israel contends that the wall is needed for security, to prevent attacks, but it didn’t construct the wall along the pre-1967 Green Line, which is recognized as the boundary between Israel and the West Bank. Rather, the wall was built deep within the West Bank, enabling Israel to annex even more Palestinian land. The same classmate also wrote about how Israel’s many permanent and temporary checkpoints prevent Palestinians from moving around freely and add painful delays to what should be short, direct journeys. She interviewed some of us about our own experiences with checkpoints. I told her about the spontaneous checkpoints the military regularly erect at the entrance to our village and how we’d sometimes sit in the car for hours trying to go to school or work or whatever appointment we had. Another aspect of her research project looked at the identification cards we are forced to carry at all times and present at the checkpoints. She interviewed some of our classmates from the West Bank about how they aren’t allowed to go to Jerusalem or any city inside ’48 without a permit from Israel, which isn’t easy to obtain.

Bone beds turn up sporadically elsewhere, with spectacular examples in the Dinosaur National Monument in the USA and in Mongolia’s Gobi desert. In eastern England there are several within the early Cretaceous strata, which include, as well as bones, structures termed coprolites, some of which represent the petrified faeces of dinosaurs or marine reptiles. In the middle of the 19th century, when England’s population was booming and the farmers were struggling to feed everybody, it was discovered that these fragments (which, being bone, are phosphate-rich) made a superb fertilizer when crushed and acid-treated. A thriving and highly profitable industry formed to quarry away these ‘coprolite beds’. Some considerable figures were involved in this industry. John Henslow, Charles Darwin’s beloved mentor of his time at Cambridge, seems to have first encouraged the farmers of eastern England to use such fossil manure. William Buckland also became involved. An extraordinary combination of early savant of geology at Oxford and Dean of Westminster, he was the first to scientifically describe a dinosaur ( Megalosaurus); carried out his fieldwork in academic gown; reputedly ate his way through the entire animal kingdom; and coined the term ‘coprolite’, using these petrified droppings to help reconstruct the ecology of ancient animals. Later, he energetically collaborated with the celebrated German chemist Justus Liebig (who had worked out how to chemically treat these fossil phosphates to make fertilizer) to show how they could be used by agriculturalists, once demonstrating their efficacy by exhibiting, in Oxford’s Ashmolean Museum, a turnip, a yard in circumference, that he had grown with such prehistoric assistance. It is related strata (geologically rare phosphate-rich deposits, usually biologically formed) that are still a mainstay—if a rapidly depleting one—of modern agriculture. In a very real sense, these particular rocks are keeping us all alive.

Each farmer, being rational, wishes to keep as many sheep as possible on the commons in order to make more money – the sheep being a mechanism for converting common property (grass) into individual wealth. However, if the grass is consumed faster than the rate at which it grows (because the number of sheep is unsustainable) the farmers are collectively disadvantaged. The dilemma is that a farmer who adds extra sheep to the commons receives all of the profit, while the cost of doing so is distributed to the group. Each farmer, therefore, has an individual incentive to increase their use of the land even though doing so reduces the productivity of the land, and affects them all adversely. The selfish, though rational, short-term individual preferences of the farmers undermine their longer-term individual interests. Furthermore, the agential behaviour of the farmers creates structural barriers to collective reform because once one farmer overuses the common resource without being punished the action becomes legitimised. The rational behaviour of individuals can thus create collective irrationality. Solving this collective-action problem is typically understood to require either the conversion of the common resource into privately owned property (the exploitation of which is, therefore, regulated by the private owners because they have incentives to maintain its productivity), or through the creation of a public authority that is capable of regulating the amount of the common resource available to an individual.[52] But there is also another option: that the farmers lobby wealthy landowners from the neighbouring village to give them more land and more grass and thus prevent an outbreak of violence between the famers that may affect those beyond the borders of the commons.

All of which were invented at precisely the same time we were perfecting mass production and interchangeable parts and then mass marketing. The common school (now called a public school) was a brand new concept, created shortly after the Civil War. “Common” because it was for everyone, for the kids of the farmer, the kids of the potter, and the kids of the local shopkeeper. Horace Mann is generally regarded as the father of the institution, but he didn’t have to fight nearly as hard as you would imagine— because industrialists were on his side. The two biggest challenges of a newly industrial economy were finding enough compliant workers and finding enough eager customers. The common school solved both problems. The normal school (now called a teacher’s college) was developed to indoctrinate teachers into the system of the common school, ensuring that there would be a coherent approach to the processing of students. If this sounds parallel to the notion of factories producing items in bulk, of interchangeable parts, of the notion of measurement and quality, it’s not an accident. The world has changed, of course. It has changed into a culture fueled by a market that knows how to mass-customize, to find the edges and the weird, and to cater to what the individual demands instead of insisting on conformity. Mass customization of school isn’t easy. Do we have any choice, though? If mass production and mass markets are falling apart, we really don’t have the right to insist that the schools we designed for a different era will function well now.
