The case I’ve presented in this book suggests that humans are undergoing what biologists call a major transition. Understanding how this major transition is occurring alters how we think about the origins of our species, about the reasons for our immense ecological success, and about the uniqueness of our place in nature. The insights generated alter our understandings of intelligence, faith, innovation, intergroup competition, cooperation, institutions, rituals, and the psychological differences between populations. Recognizing that we are a cultural species means that, even in the short run (when genes don’t have enough time to change), institutions, technologies, and languages are coevolving with psychological biases, cognitive abilities, emotional responses, and preferences. This waking dream we call the internet also blurs the difference between my serious thoughts and my playful thoughts, or to put it more simply: I no longer can tell when I am working and when I am playing online. For some people the disintegration between these two realms marks all that is wrong with the internet: It is the high-priced waster of time. It breeds trifles and turns superficialities into careers. Jeff Hammerbacher, a former Facebook engineer, famously complained that the “best minds of my generation are thinking about how to make people click ads.” This waking dream is viewed by some as an addictive squandering. On the contrary, I cherish a good wasting of time as a necessary precondition for creativity. More important, I believe the conflation of play and work, of thinking hard and thinking playfully, is one of the greatest things this new invention has done. Isn’t the whole idea that in a highly evolved advanced society work is over?

Hence the real problem in understanding China’s loss of political and technological preeminence to Europe is to understand China’s chronic unity and Europe’s chronic disunity. The answer is again suggested by maps (see page 399). Europe has a highly indented coastline, with five large peninsulas that approach islands in their isolation, and all of which evolved independent languages, ethnic groups, and governments: Greece, Italy, Iberia, Denmark, and Norway / Sweden. China’s coastline is much smoother, and only the nearby Korean Peninsula attained separate importance. Europe has two islands (Britain and Ireland) sufficiently big to assert their political independence and to maintain their own languages and ethnicities, and one of them (Britain) big and close enough to become a major independent European power. But even China’s two largest islands, Taiwan and Hainan, have each less than half the area of Ireland; neither was a major independent power until Taiwan’s emergence in recent decades; and Japan’s geographic isolation kept it until recently much more isolated politically from the Asian mainland than Britain has been from mainland Europe. Europe is carved up into independent linguistic, ethnic, and political units by high mountains (the Alps, Pyrenees, Carpathians, and Norwegian border mountains), while China’s mountains east of the Tibetan plateau are much less formidable barriers. China’s heartland is bound together from east to west by two long navigable river systems in rich alluvial valleys (the Yangtze and Yellow Rivers), and it is joined from north to south by relatively easy connections between these two river systems (eventually linked by canals). As a result, China very early became dominated by two huge geographic core areas of high productivity, themselves only weakly separated from each other and eventually fused into a single core. Europe’s two biggest rivers, the Rhine and Danube, are smaller and connect much less of Europe. Unlike China, Europe has many scattered small core areas, none big enough to dominate the others for long, and each the center of chronically independent states.

It is characterized by a succession of developments and regressions related to astrological and climatic cycles. Barbaric races, still in their infancy, destroy civilizations that had been developed by older, more evolved populations, doing away with the sciences and arts, yet allowing some scraps of knowledge to survive which serve as the basis of the development of new cultures. On all continents we can find traces of outstanding cultures and advanced technologies belonging to bygone ages, followed by periods of barbarism and ignorance.

I will give technology three definitions that we will use throughout the book. The first and most basic one is that a technology is a means to fulfill a human purpose. For some technologies-oil refining-the purpose is explicit. For others- the computer-the purpose may be hazy, multiple, and changing. As a means, a technology may be a method or process or device: a particular speech recognition algorithm, or a filtration process in chemical engineering, or a diesel engine. it may be simple: a roller bearing. Or it may be complicated: a wavelength division multiplexer. It may be material: an electrical generator. Or it may be nonmaterial: a digital compression algorithm. Whichever it is, it is always a means to carry out a human purpose. The second definition I will allow is a plural one: technology as an assemblage of practices and components. This covers technologies such as electronics or biotechnology that are collections or toolboxes of individual technologies and practices. Strictly speaking, we should call these bodies of technology. But this plural usage is widespread, so I will allow it here. I will also allow a third meaning. This is technology as the entire collection of devices and engineering practices available to a culture. Here we are back to the Oxford's collection of mechanical arts, or as Webster's puts it, "The totality of the means employed by a people to provide itself with the objects of material culture." We use this collective meaning when we blame "technology" for speeding up our lives, or talk of "technology" as a hope for mankind. Sometimes this meaning shades off into technology as a collective activity, as in "technology is what Silicon Valley is all about." I will allow this too as a variant of technology's collective meaning. The technology thinker Kevin Kelly calls this totality the "technium," and I like this word. But in this book I prefer to simply use "technology" for this because that reflects common use. The reason we need three meanings is that each points to technology in a different sense, a different category, from the others. Each category comes into being differently and evolves differently. A technology-singular-the steam engine-originates as a new concept and develops by modifying its internal parts. A technology-plural-electronics-comes into being by building around certain phenomena and components and develops by changing its parts and practices. And technology-general, the whole collection of all technologies that have ever existed past and present, originates from the use of natural phenomena and builds up organically with new elements forming by combination from old ones.

The art academies had offered a story of art as the conquest, loss, and finally reconquest of nature through the mastery of illusionistic technology, improved by a grasp of ideal beauty. Romanticism replaced this with the story of art as an acquisition and then loss of wisdom, warning us not to mistake naturalism or technical skill for such wisdom. Historicism proposed that each period expresses its view of the world through its own forms; no art form can be preferred for they are all true registrations of the evolving mind. Materialism, finally, a version of historicism, told the story of art as a series of local responses to conditions, materials, tools, and functions. The immediate purpose of Riegl's teleology was to counter the crass reductionism of the materialist version. He did this by insinuating that there was something animating the history of form, a ghost in the machine, a will to form that overrode pragmatic needs. There is a tension in Riegl's art history between the anthropomorphic concept of Kunstwollen, which locates the motor of history in the individual, and the teleological shape of history, the inexorable dematerialization and intellectualization of art, a schema inherited from Hegel and never justified philosophically by Riegl. For Riegl, all art is naturalistic; it is simply that each epoch sees nature differently. What they see is the true object of art. This transforms art history into a history of seeing, and therefore of thinking.

More than anything, we have lost the cultural customs and traditions that bring extended families together, linking adults and children in caring relationships, that give the adult friends of parents a place in their children's lives. It is the role of culture to cultivate connections between the dependent and the dependable and to prevent attachment voids from occurring. Among the many reasons that culture is failing us, two bear mentioning. The first is the jarringly rapid rate of change in twentieth-century industrial societies. It requires time to develop customs and traditions that serve attachment needs, hundreds of years to create a working culture that serves a particular social and geographical environment. Our society has been changing much too rapidly for culture to evolve accordingly. There is now more change in a decade than previously in a century. When circumstances change more quickly than our culture can adapt to, customs and traditions disintegrate. It is not surprising that today's culture is failing its traditional function of supporting adult-child attachments. Part of the rapid change has been the electronic transmission of culture, allowing commercially blended and packaged culture to be broadcast into our homes and into the very minds of our children. Instant culture has replaced what used to be passed down through custom and tradition and from one generation to another. “Almost every day I find myself fighting the bubble-gum culture my children are exposed to,” said a frustrated father interviewed for this book. Not only is the content often alien to the culture of the parents but the process of transmission has taken grandparents out of the loop and made them seem sadly out of touch. Games, too, have become electronic. They have always been an instrument of culture to connect people to people, especially children to adults. Now games have become a solitary activity, watched in parallel on television sports-casts or engaged in in isolation on the computer. The most significant change in recent times has been the technology of communication — first the phone and then the Internet through e-mail and instant messaging. We are enamored of communication technology without being aware that one of its primary functions is to facilitate attachments. We have unwittingly put it into the hands of children who, of course, are using it to connect with their peers. Because of their strong attachment needs, the contact is highly addictive, often becoming a major preoccupation. Our culture has not been able to evolve the customs and traditions to contain this development, and so again we are all left to our own devices. This wonderful new technology would be a powerfully positive instrument if used to facilitate child-adult connections — as it does, for example, when it enables easy communication between students living away from home, and their parents. Left unchecked, it promotes peer orientation.

Nature doesn't give a damn about individuals. The only role we play in evolution is surviving long enough to give birth to offspring who are slightly different from us. Some of our offspring will prosper in a changing environment, and some of them will not. As for us individuals, once we've reproduced, nature has no more use for us. We perish along with our ill-adapted young. Death has always been an essential factor in species survival. Now consider the human race. We are a partial exception to the rule. Unlike other species, we have developed culture. Instead of adapting to a changing environment biologically, we can sometimes adapt to it culturally. If an Ice Age comes along, we don't need to grow fur on our bodies if we invent the fur coat. Culture allows us to adapt to almost any environment, including the harshest, like space. In fact, our cultural adaptation is so robust that it all but obviates the need to evolve biologically. We are so good at adapting to changing conditions with our knowledge and technology that we may deceive ourselves into believing that we are above nature. But only a fools believes that. Nature always has the last word. A star in our neighborhood could go supernova and wipe out all life in our solar system, and no amount of culture could save us from that. That, I believe, is the main reason you want to seed humanity throughout the galaxy. So as not to have all our eggs in one basket... The chief difference between biological and cultural adaptation is that while biological evolution doesn't care about individuals, cultural evolution does, often at the expense of the species. Look at how many times we've nearly wiped ourselves out through cultural means: the nuclear bomb, pollution, climate change, the Outrage. We can't seem to help ourselves. Look at what we've done: we've made individuals all but immortal, even when it means we can have no more children. In one stroke, we've eliminated the two key ingredients of evolution: offspring and death. From a biological perspective, we're skating on mighty thin ice. ... ...as long as the individual reigns supreme, there's a finite limit to our survival. ... We need a means for the individual, not just the species, to participate in biological evolution, and that's what my project is all about. We need to be able to let our biological bodies die, to have offspring that are molded by the changing needs of the environments we find ourselves in, and yet to serially inhabit these bodies as the same individual. That means we need to be able to move our minds from one body to the next. ... Mine is a singularity in which the obsolete individual is invited to cross over to the new, not simply to die out. The existing person need not die to make room for the newcomer. Anyone can play.

We have become an extension of our devises when we should be an extension of each other in a real physical world and not the matrix of AI and computer stimuli we have become sadly slaves to. I want to be human and see the true smile of my friends and hear the real voice of their ideas and not typed words of color on a screen. I want to experience the knowledge of seeing my fellow men and woman talking verbally to each other and espousing real IDEAS and not merely replaying sound bytes hey have heard from the latest PROGRAMMING. The rape of a child renders them compliant and receptive to being led without question. This, Bush claims, would cause them to intellectually evolve at a rate rapid enough to “bring them up to speed” to grasp the artificial intelligence emanating from DARPA. He believed that this generation conditioned with photographic memory through abuse was necessary for a future he foresaw controlled by technology. Since sexual abuse enhanced photographic memory while decreasing critical analysis and free thought, there would ultimately be no free will soul expression controlling behavior. In which case, social engineering was underway to create apathy while stifling spiritual evolution. Nevertheless, to short sighted flat thinking individuals such as Bush, spiritual evolution was not a consideration anyway. Instead, controlling behavior in a population diminished by global genocide of ‘undesirables’ would result in Hitler’s ‘superior race’ surviving to claim the earth. Perceptual justifications such as these that were discussed at the Bohemian Grove certainly did not provide me with the complete big picture. It did, however, provide a view beyond the stereotyped child molester in a trench coat that helped in understanding the vast crimes and cover-ups being discussed at this seminar in Houston.

The instructions on the record jackets, written in what we believe to be readily comprehensible scientific hieroglyphics, can be read, and the contents of the records understood, only if alien beings, somewhere in the remote future, find Voyager in the depths of interstellar space. Since both Voyagers will circle the center of the Milky Way Galaxy essentially forever, there is plenty of time for the records to be found—if there's anyone out there to do the finding. We cannot know how much of the records they would understand. Surely the greetings will be incomprehensible, but their intent may not be. (We thought it would be impolite not to say hello.) The hypothetical aliens are bound to be very different from us—independently evolved on another world. Are we really sure they could understand anything at all of our message? Every time I feel these concerns stirring, though, I reassure myself. Whatever the incomprehensibilities of the Voyager record, any alien ship that finds it will have another standard by which to judge us. Each Voyager is itself a message. In their exploratory intent, in the lofty ambition of their objectives, in their utter lack of intent to do harm, and in the brilliance of their design and performance, these robots speak eloquently for us. But being much more advanced scientists and engineers than we—otherwise they would never be able to find and retrieve the small, silent spacecraft in interstellar space—perhaps the aliens would have no difficulty understanding what is encoded on these golden records. Perhaps they would recognize the tentativeness of our society, the mismatch between our technology and our wisdom. Have we destroyed ourselves since launching Voyager, they might wonder, or have we gone on to greater things? Or perhaps the records will never be intercepted. Perhaps no one in five billion years will ever come upon them. Five billion years is a long time. In five billion years, all humans will have become extinct or evolved into other beings, none of our artifacts will have survived on Earth, the continents will have become unrecognizably altered or destroyed, and the evolution of the Sun will have burned the Earth to a crisp or reduced it to a whirl of atoms. Far from home, untouched by these remote events, the Voyagers, bearing the memories of a world that is no more, will fly on.

I do not believe that we have finished evolving. And by that, I do not mean that we will continue to make ever more sophisticated machines and intelligent computers, even as we unlock our genetic code and use our biotechnologies to reshape the human form as we once bred new strains of cattle and sheep. We have placed much too great a faith in our technology. Although we will always reach out to new technologies, as our hands naturally do toward pebbles and shells by the seashore, the idea that the technologies of our civilized life have put an end to our biological evolution—that “Man” is a finished product—is almost certainly wrong. It seems to be just the opposite. In the 10,000 years since our ancestors settled down to farm the land, in the few thousand years in which they built great civilizations, the pressures of this new way of life have caused human evolution to actually accelerate. The rate at which genes are being positively selected to engender in us new features and forms has increased as much as a hundredfold. Two genes linked to brain size are rapidly evolving. Perhaps others will change the way our brain interconnects with itself, thus changing the way we think, act, and feel. What other natural forces work transformations deep inside us? Humanity keeps discovering whole new worlds. Without, in only five centuries, we have gone from thinking that the earth formed the center of the universe to gazing through our telescopes and identifying countless new galaxies in an unimaginably vast cosmos of which we are only the tiniest speck. Within, the first scientists to peer through microscopes felt shocked to behold bacteria swarming through our blood and other tissues. They later saw viruses infecting those bacteria in entire ecologies of life living inside life. We do not know all there is to know about life. We have not yet marveled deeply enough at life’s essential miracle. How, we should ask ourselves, do the seemingly soulless elements of carbon, hydrogen, oxygen, zinc, iron, and all the others organize themselves into a fully conscious human being? How does matter manage to move itself? Could it be that an indwelling consciousness makes up the stuff of all things? Could this consciousness somehow animate the whole grand ecology of evolution, from the forming of the first stars to the creation of human beings who look out at the universe’s glittering constellations in wonder? Could consciousness somehow embrace itself, folding back on itself, in a new and natural technology of the soul? If it could, this would give new meaning to Nietzsche’s insight that: “The highest art is self–creation.” Could we, really, shape our own evolution with the full force of our consciousness, even as we might exert our will to reach out and mold a lump of clay into a graceful sculpture? What is consciousness, really? What does it mean to be human?

But, then, acquisition of scientific notions and methods is not really ‘imitation’: and certainly not in the case of a people whose faith commands them to search for knowledge wherever it is to be found. Science is neither Western nor Eastern, for all scientific discoveries are only links in an unending chain of intellectual endeavour which embraces mankind as a whole. Every scientist builds on the foundations supplied by his predecessors, be they of his own nation or of another; and this process of building, correcting and improving goes on and on, from man to man, from age to age, from civilisation to civilisation: so that the scientific achievements of a particular age or civilisation can never be said to ‘belong’ to that age or civilisation. At various times one nation, more vigorous than others, is able to contribute more to the general fund of knowledge; but in the long run the process is shared, and legitimately so, by all. There was a time when the civilisation of the Muslims was more vigorous than the civilisation of Europe. It transmitted to Europe many technological inventions of a revolutionary nature, and more than that: the very principles of that ‘scientific method’ on which modern science and civilisation are built. Nevertheless, Jabir ibn Hayyan’s fundamental discoveries in chemistry did not make chemistry an ‘Arabian’ science; nor can algebra and trigonometry be described as ‘Muslim’ sciences, although the one was evolved by Al-Khwarizmi and the other by Al-Battani, both of whom were Muslims: just as one cannot speak of an ‘English’ Theory of Gravity, although the man who formulated it was an Englishman. All such achievements are the common property of the human race. If, therefore, the Muslims adopt, as adopt they must, modern methods in science and technology, they will do not more than follow the evolutionary instinct which causes men to avail themselves of other men’s experiences. But if they adopt - as there is no need for them to do - Western forms of life, Western manners and customs and social concepts, they will not gain thereby: for what the West can give them in this respect will not be superior to what their own culture has given them and to what their own faith points the way. If the Muslims keep their heads cool and accept process as a means and not an end in itself, they may not only retain their own inner freedom but also, perhaps, pass on to Western man the lost secret of life’s sweetness...

The Commission has been given 18 months to make its recommendations. The terms of reference of the Commission are as follows:  1. To examine, review, evolve and recommend changes that are desirable and feasible regarding the principles that should govern the emoluments structure including pay, allowances and other facilities/benefits, in cash or kind, having regard to rationalisation and simplification therein as well as the specialised needs of various departments, agencies and services, in respect of the following categories of employees:-  (i) Central Government employees—industrial and non-industrial; (ii) Personnel belonging to the All India Services; (iii) Personnel of the Union Territories; (iv) Officers and employees of the Indian Audit and Accounts Department; (v) Members of the regulatory bodies (excluding the RBI) set up under the Acts of Parliament; and (vi) Officers and employees of the Supreme Court.   2. To examine, review, evolve and recommend changes that are desirable and feasible regarding the principles that should govern the emoluments structure, concessions and facilities/benefits, in cash or kind, as well as the retirement benefits of the personnel belonging to the Defence Forces, having regard to the historical and traditional parties, with due emphasis on the aspects unique to these personnel.   3. To work out the framework for an emoluments structure linked with the need to attract the most suitable talent to government service, promote efficiency, accountability and responsibility in the work culture, and foster excellence in the public governance system to respond to the complex challenges of modern administration and the rapid political, social, economic and technological changes, with due regard to expectations of stakeholders, and to recommend appropriate training and capacity building through a competency based framework.   4. To examine the existing schemes of payment of bonus, keeping in view, inter-alia, its bearing upon performance and productivity and make recommendations on the general principles, financial parameters and conditions for an appropriate incentive scheme to reward excellence in productivity, performance and integrity.   5. To review the variety of existing allowances presently available to employees in addition to pay and suggest their rationalisation and simplification with a view to ensuring that the pay structure is so designed as to take these into account.   6. To examine the principles which should govern the structure of pension and other retirement benefits, including revision of pension in the case of employees who have retired prior to the date of effect of these recommendations, keeping in view that retirement benefits of all Central Government employees appointed on and after 01.01.2004 are covered by the New Pension Scheme (NPS).   7. To make recommendations on the above, keeping in view:  (i) the economic conditions in the country and the need for fiscal prudence; (ii) the need to ensure that adequate resources are available for developmental expenditures and welfare measures; (iii) the likely impact of the recommendations on the finances of the state governments, which usually adopt the recommendations with some modifications; (iv) the prevailing emolument structure and retirement benefits available to employees of Central Public Sector Undertakings; and (v) the best global practices and their adaptability and relevance in Indian conditions.   8. To recommend the date of effect of its recommendations on all the above.
