During the Pequot War, Connecticut and Massachusetts colonial officials had offered bounties initially for the heads of murdered Indigenous people and later for only their scalps, which were more portable in large numbers. But scalp hunting became routine only in the mid-1670s, following an incident on the northern frontier of the Massachusetts colony. The practice began in earnest in 1697 when settler Hannah Dustin, having murdered ten of her Abenaki captors in a nighttime escape, presented their ten scalps to the Massachusetts General Assembly and was rewarded with bounties for two men, two women, and six children.24 Dustin soon became a folk hero among New England settlers. Scalp hunting became a lucrative commercial practice. The settler authorities had hit upon a way to encourage settlers to take off on their own or with a few others to gather scalps, at random, for the reward money. “In the process,” John Grenier points out, “they established the large-scale privatization of war within American frontier communities.”25 Although the colonial government in time raised the bounty for adult male scalps, lowered that for adult females, and eliminated that for Indigenous children under ten, the age and gender of victims were not easily distinguished by their scalps nor checked carefully. What is more, the scalp hunter could take the children captive and sell them into slavery. These practices erased any remaining distinction between Indigenous combatants and noncombatants and introduced a market for Indigenous slaves. Bounties for Indigenous scalps were honored even in absence of war. Scalps and Indigenous children became means of exchange, currency, and this development may even have created a black market. Scalp hunting was not only a profitable privatized enterprise but also a means to eradicate or subjugate the Indigenous population of the Anglo-American Atlantic seaboard.26 The settlers gave a name to the mutilated and bloody corpses they left in the wake of scalp-hunts: redskins.

The myth of “artificial boundaries” drawn by ignorant Europeans is one that dies hard. In fact, as the French scholar Camille Lefebvre has shown, colonial administrators went to great lengths to figure out where boundaries should be drawn. In doing so, they made use of extensive local knowledge. Later demands by critics to redraw borders along ethnic lines, she argued, “had the paradoxical effect of erasing the history of African political structures and the role of the local populations in defining colonial boundaries.” This reflected a racist idea “that the essence of Africans is to be found in their ethnicity.” What is true is that these political boundaries did not always coincide with ethnic boundaries. Many ethnic groups ended up on different sides of borders because carving up “ethnic homelands” would have been both impractical as well as, in Lefebvre’s view, racist. If there is a “high-handed” assumption at play, it is the assumption of later critics that Africans are essentially tribal and need to be organized on tribal lines. Thus borders should be redrawn not based on political, social, and economic logic but on ethnic essentialism. When the apartheid state of South Africa created such ethnic “homelands,” they were roundly derided because they created ethnic ghettos cut off from modern lines of economic and political life. Yet the “artificial boundaries” critique of the borders resulting from the Berlin conference is an appeal for just such apartheid-style “homelands.

Eventually you grow accustomed to excess and you can't go back, because all you remember are the aches of starvation, which you took so long to learn. How to give yourself only as much as you need to continue, that's a lesson. For some people its lifelong. For others, it's developmental if they're lucky and then eventually it fades. But still, you never forget it, how to starve, how to watch others with envy, how to silence the ache in your soul. Starvation is dormancy, isn't it? The mind still hungers, even when the body adjusts. There's tension, always. Survival only requires so much, but existence? Completion? That becomes insatiable. The longer you starve, the more haunting the ghost of starvation. After you've learned to starve when someone finally gives you something, you become a hoarder, you hoard., and technically that's the same as having, but it isn't, not really. Starvation continues, you still want, and wanting is the hard part. You can learn to starve but you can't learn how to have... the excess is a poison. Everything has the capacity to turn toxic.

Moreover, even if locals use items like those displayed, their daily lives are never as romantic and as smooth as the feeling you get in these shops. In a sense, then, souvenir shops are places where people and their cultures are objectified and romanticized par excellence. Their human joys are amplified. Their grand sorrows are downplayed or buried altogether. Their real histories are either erased or diluted at best. Nevertheless, I confess to you, I always end up buying honey. Perhaps because bees represent life to me. Perhaps because I find that healthy bees and wildlife speak volumes about the overall health of a place and its people?

History is unrestrained bliss when it sings Walt Whitman’s body electric or touts the lyrical vision of the Transcendentalists. History that swings at the plate with Babe Ruth or slides into home with Joe DiMaggio is the American pastime at its best. History hovers low in solemn regard for the men who gave up the ghost at Appomattox and speaks with quiet reverence for the Confederate flags that gleefully waved to secession. Of course all of you don’t sing from the same hymnal. But American history, the collective force of white identity that picks up velocity across the centuries, mouths every note.

Let us return, yet again, to Morgan's problem: the creation of a multicellular organism from a one-celled embryo. Seconds after fertilization, a quickening begins in the embryo. Proteins reach into the nucleus of the cell and start flicking genetic switches on and off. A dormant spaceship comes to life. Genes are activated and repressed, and these genes, in turn, encode yet other proteins that activate and repress other genes. A single cell divides to form two, then four, and eight cells. An entire layer of cells forms, then hollows out into the outer skin of a ball. Genes that coordinate metabolism, motility, cell fate, and identity fire "on." The boiler room warms us. The lights flicker on in the corridors. The intercom crackles alive. Now a second code stirs to life to ensure that gene expression is locked into place in each cell, enabling each cell to acquire and fix an identity. Chemical marks are selectively added to certain genes and erased from others, modulating the expression of the genes in that cell alone. As I see it, the War on Drugs—more than any other government program or political initiative—gave rise to mass incarceration as defined above. Although the political dynamics that gave birth to the system date back to slavery, the drug war marked an important turning point in American history, one that cannot be measured simply by counting heads in prisons and jails. The declaration and escalation of the War on Drugs marked a moment in our past when a group of people defined by race and class was viewed and treated as the “enemy.” A literal war was declared on a highly vulnerable population, leading to a wave of punitiveness that permeated every aspect of our criminal justice system and redefined the scope of fundamental constitutional rights. The war mentality resulted in the militarization of local police departments and billions invested in drug law enforcement at the state and local levels. It also contributed to astronomical expenditures for prison building for people convicted of all crimes and the slashing of billions from education, public housing and welfare programs, as well as a slew of legislation authorizing legal discrimination against millions of people accused of drug offenses, denying them access to housing, food stamps, credit, basic public benefits, and financial aid for schooling. This war did not merely increase the number of people in prisons and jails. Their lives and families were destroyed for drug crimes that were largely ignored on the other side of town. Perhaps there was an error in the word or in the articulation of the Sacred Name; in spite of the highest esoteric arts this apprentice of man did not learn to speak. Before the twentieth century, ideology - as opposed to religion - did not kill people by the millions and tens of millions. The stakes were not thought to be worth it. Such enthusiasm for mass murder awaited the combination of aristocratic militarism, really-existing socialism, and fascism. Thus it was only in the twentieth century that utopian aspirations about how the economy should be organized led nations and global movements to build dystopias to try to bring the utopian future closer. And then they turned around and justified the dystopia: compromises must be made, and this is as good as it is going to get. My view is that too much mental and historical energy has been spent parsing differences between movements that are justly classified as dystopian, and even totalitarian, in aspiration. Time spent on such a task is time wasted, given their commonalities - if not in formal doctrine, then at least in modes of operation. The guards of Auschwitz, Majdanek, Treblinka, Dachau, and the rest were very like the guards of the Gulag Archipelago. Rather, mental and historical energy should be focused on where these movements got their energy. Why was the world unable to offer people a society in which they could live good lives? Why was a total reconfiguration necessary? Karl Polanyi saw fascism and socialism as reactions against the market society's inability or unwillingness to satisfy people's Polanyian rights. It could not guarantee them a comfortable community in which to live because the use to which land was put had to pass a profitability test. It could not offer them an income commensurate with what they deserved because the wage paid to their occupation had to pass a profitability test. And it could not offer them stable employment because the financing to support whatever value chain they were embedded in also had to pass a profitability test. These failures all gave energy to the thought that there needed to be a fundamental reconfiguration of economy and society that would respect people's Polanyian rights. And the hope of millions was that fascism and really-existing socialism would do so. Instead, both turned out to erase, in brutal and absolute ways, people's rights, and people's lives, by the millions. So why were people so gullible? The German socialist Rosa Luxemburg in 1919 could see the path Lenin was embarked upon and called it 'a brutalization of public life: attempted assassinations, shooting of hostages, etc.' The German liberal Max Weber, writing in 1918, could also foresee what would become of Lenin's sociological experiment, saying it would end 'in a laboratory with heaps of human corpses.' Similarly, the British diplomat Eric Phipps wrote in 1935 that if Britain were to take Hitler's Mein Kampf seriously and literally, 'we should logically be bound to adopt the policy of a "preventive" war.' The dangers of a fascist turn were clear. The unlikelihood of success at even slouching toward a good society of those who took that turn ought to have been obvious. Utopian faith is a helluva drug.
