Everyone believes in his heart that the law can be, ought to be, and, on the whole, will be impartially administered. The totalitarian idea that there is no such thing as law, there is only power, has never taken root. Even the intelligentsia have only accepted it in theory. An illusion can become a half-truth, a mask can alter the expression of a face. The familiar arguments to the effect that democracy is 'just the same as' or 'just as bad as' totalitarianism never take account of this fact. All such arguments boil down to saying that half a loaf is the same as no bread. In England such concepts as justice, liberty and objective truth are still believed in. They may be illusions, but they are powerful illusions. The belief in them influences conduct,national life is different because of them. In proof of which, look about you. Where are the rubber truncheons, where is the caster oil? The sword is still in the scabbard, and while it stays corruption cannot go beyond a certain point. The English electoral system, for instance, is an all but open fraud. In a dozen obvious ways it is gerrymandered in the interest of the moneyed class. But until some deep change has occurred in the public mind, it cannot become completely corrupt. You do not arrive at the polling booth to find men with revolvers telling you which way to vote, nor are the votes miscounted, nor is there any direct bribery. Even hypocrisy is powerful safeguard. The hanging judge, that evil old man in scarlet robe and horse-hair wig,whom nothing short of dynamite will ever teach what century he is living in, but who will at any rate interpret the law according to the books and will in no circumstances take a money bribe,is one of the symbolic figures of England. James, on the other hand, was just the sort of philosopher suited to the American bourgeoisie. His chief mission, expressed from one book to the next, was to protect their piety from the hostile forces of science and skepticism-an eminently laudable and American goal.

No success came to them, they did not even seek it, though it was easily within the reach of their powers. Yet none can call them failures, leaving, as they did, the fragrance of honourable and uncomplaining lives, and such brief records of these as to delight, and console and encourage us all. They bequeath to us the spectacle of a real triumph far beyond the petty gains of money or of applause, the spectacle of lives made happy by literature, unvexed by notoriety, unfretted by envy. The word got around that trained midwives would undercut them by delivering babies for half a guinea! The knives were out.

As a group which believed in civic responsibility and the salutary effect of applied social science, it was natural that the WASP elite would take an interest in housing. In cities like Philadelphia, Chicago, Detroit, and Boston, the panels of experts in the housing field invariably had a definite ethnic cast. They became certified as experts either by going to the already mentioned Ivy League universities or by getting appointed to boards of the various cities’ planning commissions, which were often descendants of local ruling class initiatives that began with the city-beautiful movement or the settlement house movement around the time of World War I. The Philadelphia Housing Association was one such group. It started off as a blueblood organization complaining about backyard privies and piggeries in South Philadelphia and recommending common-sense measures for local improvement of the housing situation, things like liens against absentee landlords to pay for repairs. All of that changed in 1937 with the New Deal housing act of that year, which established local housing authorities across the country with federal money and government authority. The various housing authorities were charged with creating master plans by staffs of “experts” of a certain ethnic (i.c., WASP) cast which was invariably not the ethnic cast of the neighborhoods which were targeted for destruction. Urban renewal as practiced in the case of Berman v. Parker meant that certain people were empowered to come up with a master plan for the cities, one that would now have the power of law, specifically eminent domain, behind it along with enormous amounts of federal money, which was made available to tear down neighborhoods where people from other ethnic groups lived. The experts could do this according to their own purportedly scientific but ultimately ethnocentric criteria of things like blight, hygiene, decay, etc. Taken together the WASP penchant for meddling in housing along with residual WASP anti-Catholicism meant bad news for places like Bridesburg and Poletown, especially when this group was empowered to act on its ethnic prejudices by federal money and a Supreme Court that was willing to abridge property rights in the interest of increased social engineering.

It describes the obligations of merchants, brokers, and agents and their fiduciary duties and limits to their liabilities in case of attack or theft. It places limits on the term of debt indenture (three years). In short, it creates a comprehensive, uniform framework for commerce.

Who else among us is more vulnerable and weaker than our children? Is it any wonder their predatory antics are targeting children? Making formal schooling seem authorized by the Constitution and passing related laws was a big move to reduce parental authority over their kids. But it was just the beginning.

In a series of blogs, he will be speaking about “Keeping your club successful by Giving the Full 360 Degree Experience.” Costs in Maintaining the Primary Amenity, The Golf Course As a multi-sports and golf club consultant, I am often asked, “How much a club should budget to maintain its golf course?”This seems like a never-ending Board of Directors/Owners concern, and that’s understandable. The golf course will consume a significant portion of the cash required to run a club and it is also one of the most visible and member-impacting amenities, so a high level of focus in allowed. Since I began working in the club industry in 1994, I have had the opportunity to interact with leaders of clubs across the country. Typically, the discussions I hear about course maintenance budgets involve benchmarks such as cost per hole or cost per member and a variety of specific characteristics ranging from type of grass to geographic location. To understand the way in which these factors might be used determine how much money a club spends on course maintenance, you can undertake extensive analysis of club industry data. That data reveals that while traditional benchmarks (cost per hole, cost per acre, cost per member, type of grass or geographic location) may represent the actual spending of an individual club, the simple fact that the club up the road is spending more on their course than you are is not enough to justify a decision to beef up the budget. So, how much should you be spending? Contrary to conventional wisdom, industry leaders and myresearch clearly shows that the answer is ultimately not determined by some combination of physical characteristics. The reality is the clubs spend what they can afford. Before you dismiss this idea as random or arbitrary, consider this: The amount a club can afford to spend is eminently quantifiable and can be easily and accurately benchmarked. The proportionality of spending in clubs is highly consistent and represents the foundation of the common club business model. The business model of clubs, defines these proportions as the benchmark. So roughly one-third of a club’s gross profit (don’t think net) is the affordability at the average club. Bottomline: Next time you’re in one of these discussions, remember that your club, like all clubs, is subject to the common industry business model and your budget is driven by your gross profit.

And conversely the sudden accessions, from unknown visceral and muscular sources, of more than ordinary health. No mention, next, of the part played by mere sensations in producing happiness. Hot bath, for example, taste of bacon, feel of fur, smell of freesias. In life, an empty cigarette-case may cause more distress than the absence of a lover; never in books. Almost equally complete omission of the small distractions that fill the greater part of human lives. Reading the papers; looking into shops; exchanging gossip; with all the varieties of day-dreaming, from lying in bed, imagining what one would do if one had the right lover, income, face, social position, to sitting at the picture palace passively accepting ready-made day-dreams from Hollywood Lying by omission turns inevitably into positive lying. The implications of literature are that human beings are controlled, if not by reason, at least by comprehensible, well-organized, avowable sentiments. Whereas the facts are quite different. Sometimes the sentiments come in, sometimes they don’t. All for love, or the world well lost; but love may be the title of nobility given to an inordinate liking for a particular person’s smell or texture, a lunatic desire for the repetition of a sensation produced by some particular dexterity. Or consider those cases (seldom published, but how numerous, as anyone in a position to know can tell!), those cases of the eminent statesmen, churchmen, lawyers, captains of industry—seemingly so sane, demonstrably so intelligent, publicly so high-principled; but, in private, under irresistible compulsion towards brandy, towards young men, towards little girls in trains, towards exhibitionism, towards gambling or hoarding, towards bullying, towards being whipped, towards all the innumerable, crazy perversions of the lust for money and power and position on the one hand, for sexual pleasure on the other. Mere tics and tropisms, lunatic and unavowable cravings—these play as much part in human life as the organized and recognized sentiments. And imaginative literature suppresses the fact. Propagates an enormous lie about the nature of men and women.
