There were other important reasons for the growth of American individualism at the expense of community in the second half of the twentieth century besides the nature of capitalism. The first arose as an unintended consequence of a number of liberal reforms of the 1960s and 1970s. Slum clearance uprooted and destroyed many of the social networks that existed in poor neighborhoods, replacing them with an anonymous and increasingly dangerous existence in high-rise public housing units. “Good government” drives eliminated the political machines that at one time governed most large American cities. The old, ethnically based machines were often highly corrupt, but they served as a source of local empowerment and community for their clients. In subsequent years, the most important political action would take place not in the local community but at higher and higher levels of state and federal government. A second factor had to do with the expansion of the welfare state from the New Deal on, which tended to make federal, state, and local governments responsible for many social welfare functions that had previously been under the purview of civil society. The original argument for the expansion of state responsibilities to include social security, welfare, unemployment insurance, training, and the like was that the organic communities of preindustrial society that had previously provided these services were no longer capable of doing so as a result of industrialization, urbanization, decline of extended families, and related phenomena. But it proved to be the case that the growth of the welfare state accelerated the decline of those very communal institutions that it was designed to supplement. Welfare dependency in the United States is only the most prominent example: Aid to Familles with Dependent Children, the depression-era legislation that was designed to help widows and single mothers over the transition as they reestablished their lives and families, became the mechanism that permitted entire inner-city populations to raise children without the benefit of fathers. The rise of the welfare state cannot be more than a partial explanation for the decline of community, however. Many European societies have much more extensive welfare states than the United States; while nuclear families have broken down there as well, there is a much lower level of extreme social pathology. A more serious threat to community has come, it would seem, from the vast expansion in the number and scope of rights to which Americans believe they are entitled, and the “rights culture” this produces. Rights-based individualism is deeply embedded in American political theory and constitutional law. One might argue, in fact, that the fundamental tendency of American institutions is to promote an ever-increasing degree of individualism. We have seen repeatedly that communities tend to be intolerant of outsiders in proportion to their internal cohesiveness, because the very strength of the principles that bind members together exclude those that do not share them. Many of the strong communal structures in the United States at midcentury discriminated in a variety of ways: country clubs that served as networking sites for business executives did not allow Jews, blacks, or women to join; church-run schools that taught strong moral values did not permit children of other denominations to enroll; charitable organizations provided services for only certain groups of people and tried to impose intrusive rules of behavior on their clients. The exclusiveness of these communities conflicted with the principle of equal rights, and the state increasingly took the side of those excluded against these communal organizations.

I like most of my fellow Republicans and conservatives was a victim of the progressive paradigm, embedded in all our institutions of culture, from academia to Hollywood to the media. In this case, the story that we had accepted, like suckers, was the idea that fascism and Nazism are inherently “right wing.” The Left is really good at inventing and disseminating these paradigms. When one of them falls, they simply reach for another. In my previous book and film, Hillary’s America, I challenged another powerful leftist paradigm. This is the paradigm that the progressives and the Democrats are the party of emancipation, equality, and civil rights. I showed instead that they are the party of slavery and Indian removal, of segregation and Jim Crow, of racial terrorism and the Ku Klux Klan, and of opposition to the civil rights movement of the 1960s. My goal was to strip away the race card from the Democrats—a card they had been successfully playing against Republicans for a generation. Incredibly the Democrats had taken full credit for the civil rights movement, even though Republicans are the ones who got it passed, and even though the opposition to it came almost entirely from the Democratic Party. Democrats accused Republicans—the party of emancipation and opposition to segregation, bigotry, and white supremacy—of being the party of bigotry and white supremacy. Talk about transference. This was my introduction to the Left’s political strategy of shifting the blame for racism onto the party that had historically opposed racism in all its forms. So successful were the Democrats in this con that in 2005 a head of the Republican National Committee, Ken Mehlman, went around apologizing to black groups for sins that had actually been committed, not by the Republicans, but by the Democrats. 5 Equally astonishing, the Democrats have never admitted their racist history, never taken responsibility for what they did, never apologized for it, never paid one penny of restitution for their crimes. What intrigued me most was how one can get away with such a big lie. The answer is you have to dominate all the large megaphones of the culture, from academia to the movies to the major media. With this cultural arsenal at their disposal, big liars can spin out falsehoods with the confidence that no one else has a large enough megaphone to challenge them. They can have their lies taught in classrooms, made into movies and TV shows, and reported in the everyday media as the unvarnished truth. This is how big lies come to be widely believed, sometimes even by the people who are being lied about. Hillary’s America was met with outrage on the Left, but no one could rebut a single fact in the book or movie. Even my most incriminating allegations proved invulnerable. I noted that, in 1860, the year before the Civil War, no Republican owned a slave; all the four million slaves at the time were owned by Democrats. Now this generalization could easily be refuted by someone providing a list of Republicans who owned slaves. The Left couldn’t do it. One assiduous researcher finally sought to dispute me with a single counterexample. Ulysses S. Grant, he pointed out, once inherited a slave from his wife’s family. I conceded the point but reminded him that, at the time, Ulysses S. Grant was not a Republican. Fearful that they had no substantive answer to Hillary’s America, the mainstream media went into complete denial. If you watched the major networks or public television, or listened to National Public Radio, you would have no idea that Hillary’s America even existed. The book was Number One on the New York Times bestseller list and the movie was the top-grossing documentary of the year. Both were dense with material directly relevant to the ongoing election debate. Yet they were completely ignored by a press that was squarely in the Hillary camp.

The interaction and communication networks actually center their function , as can be seen easily enough in the organizational chart possessed by every modern firm. The chart allows superiors to control the entire organization, and it prevents those at the bottom from sharing in this control. It enables those at the top to set in motion machinery for implementing collective goals. Though anyone can refuse to obey, opportunities are probably lacking for establishing alternative machinery for implementing their goals. As Mosca notes, "The power of any minority is irresistible as against any single individual in the majority, who stands alone before the totality of the organized minority." The few at the top can keep the masses compliant, provided their control is institutionalized in the laws and norms of the social group in which they operate. Institutionalization is necessary to achieve routine collective goals; and thus distributive power, that is, social stratification, also becomes an institutionalized feature of social life. There is, thus, a simple answer to why the masses do not revolt-a perennial problem for social stratification- and it does not concern value consensus, or force, or exchange in the usual sense of those convenient sociological explanations. The masses comply because they lack collective organization to do otherwise, because they are embedded within collective and distributive power organizations controlled by others. Don Quixote speaks to humankind’s yearning for the heroic, told through the fragile Alonso Quijano, a character created in the imagination of Miguel de Cervantes, a living, breathing, thinking, sensing, feeling collection of bone, tissue, and cells that, during his lifetime, supported organic processes of energy transformation and waste excretion, which themselves relied on atomic and molecular movements honed by billions of years of evolution on a planet forged from the detritus of supernova explosions scattered throughout a realm of space emerging from the big bang. Yet to read Don Quixote’s travails is to gain an understanding of human nature that would remain opaque if embedded in a description of the movements of the knight-errant’s molecules and atoms or conveyed through an elaboration of the neuronal processes crackling in Cervantes’s mind while writing the novel. Connected though they surely are, different stories, told with different languages and focused on different levels of reality, provide vastly different insights.

In phase space the complete state of knowledge about a dynamical system at a single instant in time collapses to a point. That point is the dynamical system-at that instant. At the next instant, though, the system will have changed, ever so slightly and so the point moves. The history of the system time can be charted by the moving point, tracing its orbit through phase space with the passage of time. How can all the information about a complicated system be stored in a point? If the system has only two variables, the answer is simple. It is straight from the Cartesian geometry taught in high school-one variable on the horizontal axis, the other on the vertical. If the system is a swinging, frictionless pendulum, one variable is position and the other velocity, and they change continuously, making a line of points that traces a loop, repeating itself forever, around and around. The same system with a higher energy level-swinging faster and farther-forms a loop in phase space similar to the first, but larger. A little realism, in the form of friction, changes the picture. We do not need the equations of motion to know the density of a pendulum subject to friction. Every orbit must eventually end up at the same place, the center: position 0, velocity 0. This central fixed point "attracts" the orbits. Instead of looping around forever, they spiral inward. The friction dissipates the system's energy, and in phase space the dissipation shows itself as a pull toward the center, from the outer regions of high energy to the inner regions of low energy. The attractor-the simplest kind possible-is like a pinpoint magnet embedded in a rubber sheet.
