With a very few exceptions, all liberal-minded creative forces—poets, novelists, critics, historians, philosophers and so on—had left Lenin’s and Stalin’s Russia. Those who had not were either withering away there or adulterating their gifts by complying with the political demands of the state. What the Tsars had never been able to achieve, namely the complete curbing of minds to the government’s will, was achieved by the Bolsheviks in no time after the main contingent of the intellectuals had escaped abroad or had been destroyed. The lucky group of expatriates could now follow their pursuits with such utter impunity that, in fact, they sometimes asked themselves if the sense of enjoying absolute mental freedom was not due to their working in an absolute void. True, there was among émigrés a sufficient number of good readers to warrant the publication, in Berlin, Paris, and other towns, of Russian books and periodicals on a comparatively large scale; but since none of those writings could circulate within the Soviet Union, the whole thing acquired a certain air of fragile unreality.

In addition to including the voices of those most affected by mass incarceration in the conversation about ending it, we must pay attention to lessons from an earlier era of deinstitutionalization: that of mental hospitals in the second half of the twentieth century. It is crucial that we not repeat the experiences of the dismantling of that system - a system that at peak was of a scale on par with mass incarceration, affecting about 700 per 100,000 adults in the U.S. population. Deinstitutionalization of millions of mental hospital patients took place beginning in the 1950s and lasting through the 1970s, by which time more than 95 percent of all U.S. mental hospital patients had been discharged, and most of the large institutions that warehoused them had been shut down. That earlier process (also called 'decarceration' at the time) was publicly presented as a progressive initiative to get people out of the medieval conditions of many old mental hospitals. At the time, the plan was for mental health services and care to be rendered through community-based programs. Unfortunately, those programs never materialized due to the budgetary demands of the Vietnam War and the death of President John F. Kennedy, who had driven the initiative from the start. The earlier failure of public policy affected many of the same populations we see in prisons today, where about 50 percent of inmates carry major mental health diagnoses. We must certainly insist that prison decarceration not repeat the wholesale abandonment of follow-up care that occurred after the earlier decarceration.

Our critique is not opposed to the *dogmatic procedure* of reason in its pure knowledge as science (for science must always be dogmatic, that is, derive its proof from secure *a priori* principles), but only to *dogmatism*, that is, to the presumption that it is possible to make any progress with pure (philosophical) knowledge from concepts according to principles, such as reason has long been in the habit of using, without first inquiring in what way, and by what right, it has come to posses them. Dogmatism is therefore the dogmatic procedure of pure reason, *without a preceding critique of its own powers*; and our opposition to this is not intended to defend that loquacious shallowness which arrogates to itself the name of popularity, much less that skepticism which makes short work of the whole of metaphysics. On the contrary, our critique is meant to form a necessary preparation in support of metaphysics as a thorough science, which must necessarily be carried out dogmatically and strictly systematically, so as to satisfy all the demands, no so much of the public at large, as of the Schools. This is an indispensable demand for it has undertaken to carry out its work entirely *a priori*, and thus to carry it out to the complete satisfaction of speculative reason. In the execution of this plan, as traced out by the critique, that is, in a future system of metaphysics, we shall have to follow the strict method of the celebrated Wolff, the greatest of all dogmatic philosophers. He was the first to give an example (and by his example initiated, in Germany, that spirit of thoroughness which is not yet extinct) of how the secure course of a science could be attained only through the lawful establishment of principles, the clear determination of concepts, the attempt at strictness of proof and avoidance of taking bold leaps in our inferences. He was therefore most eminently qualified to give metaphysics the dignity of a science, if it had only occurred to him to prepare his field in advance by criticism of the organ, that is, of pure reason itself―an omission due not so much to himself as to the dogmatic mentality of his age, about which the philosophers of his own, as well as of all previous times, have no right to reproach one another. Those who reject both the method of Wolff and the procedure of the critique of pure reason can have no other aim but to shake off the fetters of *science* altogether, and thus to change work into play, certainty into opinion and philosophy into philodoxy." ―from_Critique of Pure Reason_. It is a short and sordid view of life that will do injury to the work in the kind hope of satisfying a public demand; for the seed of corruption introduced into the work will take root in those who receive it, and in due season bring forth its fearful harvest.
Dorothy L. Sayers (The Mind of the Maker)
Public policy formulation has gone a metamorphic change during the last three or four decades due to rapidly globalising world. There are at least four ways in which globalization is affecting the policy formulation in each country. Firstly, thanks to social and electronic media, small issues which a decade or so ago could only find place in the back page of a national newspaper become breaking news in major global channels creating advocacy and sympathy movements in different parts of the world. Secondly, with the rapidly globalizing world, global issues like environmental degradation, climate change, GMO, etc., which were only discussed in the corridors of power are being debated in the drawing rooms of countries and creating strong advocacy movements among the population. Thirdly, centers of actual power and decision making are shifting from local to global level with the outreach of domestic interest groups to their sympathizers in international organizations, multinational corporations and those in the governments of global powers. This outreach enables them to force their own government to accede to their demands because of economic and political clout of the global players. Lastly, whether approached by the domestic interests or not, global state and non-state actors are increasingly penetrating those domains which were henceforth exclusively reserved for the domestic state machinery. They not only interfere in the policy formulation but are now acting direct through their proxies in the form of nongovernmental organizations in domestic policy formulation and implementation.

In 2005, when Congress still depended on Communist votes for a majority in Parliament, a National Rural Employment Guarantee Act (NREGA) was passed, assuring any household in the countryside a hundred days labour a year at the legal minimum wage on public works, with at least a third of these jobs for women. It is work for pay, rather than a direct cash transfer scheme as in Brazil, to minimize the danger of money going to those who are not actually the poor, and so ensure it reaches only those willing to do the work. Denounced by all right-thinking opinion as debilitating charity behind a façade of make-work, it was greeted by the middle-class like ‘a wet dog at a glamorous party’, in the words of one of its architects, the Belgian-Indian economist Jean Drèze. Unlike the Bolsa Família in Brazil, the application of NREGA was left to state governments rather than the centre, so its impact has been very uneven and incomplete, wages often paid lower than the legal minimum, for days many fewer than a hundred.75 Works performed are not always durable, and as with all other social programmes in India, funds are liable to local malversation. But in scale NREGA now represents the largest entitlement programme in the world, reaching some 40 million rural households, a quarter of the total in the country. Over half of these dalit or adivasi, and 48 per cent of its beneficiaries are women – double their share of casual labour in the private sector. Such is the demand for employment by NREGA in the countryside that it far outruns supply. A National Survey Sample for 2009–2010 has revealed that 45 per cent of all rural households wanted the work it offers, of whom only 56 per cent got it.76 What NREGA has started to do, in the formulation Drèze has taken from Ambedkar, is break the dictatorship of the private employer in the countryside, helping by its example to raise wages even of non-recipients. Since inception, its annual cost has risen from $2.5 to over $8 billion, a token of its popularity. This remains less than 1 per cent of GDP, and the great majority of rural labourers in the private sector are still not paid the minimum wage due them. Conceived outside the party system, and accepted by Congress only when it had little expectation of winning the elections of 2004, the Act eventually had such popular demand behind it that the Lok Sabha adopted it nem con. Three years later, with typical dishonesty, the Manmohan regime renamed it as ‘Gandhian’ to fool the masses that Congress inspired it.

Pathological altruism refers to sincere attempts to help others that instead harms others or oneself and where this harm could have been reasonably anticipated. It is often caused by cognitive and/or emotional biases that blind people to the potentially harmful consequences of their actions. Altruistic intentions must be run through the sieve of rational analysis; all too often, the best long-term action to help others, at both personal and public scales, is not immediately or intuitively obvious, not what temporarily makes us feel good, and not what is being promoted by other individuals, with their own potentially self-serving interests. Indeed, truly altruistic actions may sometimes appear cruel or harmful, the equivalent of saying “no” to the student who demands a higher grade or to the addict who needs another hit. However, the social consequences of appearing cruel in a culture that places high value on kindness, empathy, and altruism can lead us to misplaced “helpful” behavior and result in self-deception regarding the consequences of our actions. In some cases, some people gain some benefit from the altruism, but other people and/or the altruist are harmed in ways that could be reasonably predicted, but are not due to such biases. These altruistic biases may be deliberately exploited by some people in order to gain benefits at the expense of other people. Feelings of self-righteousness and sanctimony have been described as being an intensely pleasurable addiction for some people, which contributes to blind pathological altruism and rejection of logical arguments.

The distinction, which was immediately felt in those first days, is between the mechanistic and the organic. Due to its nature, public schooling must be mechanistic to be effective. It must cater to the whole and in so doing, it often caters to no one. Home education can be organic. Rather than obeying the arbitrary demands of an external system, we discovered freedom in the personalized demands of our parents, demands that reflected a sensitivity to our individual personhood.
Jordan Almanzar (When The Earth Was Flat: One Boy's Life at the Edge of the Millennium)
Strong in services rendered, the now wealthy heirs of Power’s lawyer-servants claimed henceforward to control its actions, and assuredly there was no other body of men in the country better qualified to hold Power in check. If officers were bought the control over the sales exercised by this body hedged in the appointment of a new magistrate with guarantees which ensured that no senate was ever recruited better. If the members of the Parliament were not elected by the public, they deserved on that account more of the public confidence, as being less it's flatterers by design than its champions by principle. Taken as a whole, they formed a weightier and more capable body of men than those of the British Parliament. Was it right, then, for the monarchy to accept and sanction this counter-Power? Or did its dignity demand that it react against the pretension of Parliament? That was a policy of one party, which called itself Richelieu’s heir and it was in fact, led by d’Aiguillon, a great-nephew of the great Cardinal. But if the need was to smash now this aristocracy of the robe and extend that the royal authority even further, it had to be done as in former days to the plaudits of the common people and by employing a new set of plebeians against the present wearers of periwigs. Mirabeau saw as much, but that d’Aiguillon’s faction were blind to it. That faction consisted of nobles who had been more or less plucked by the monarchial Power and were now getting new feathers by installing themselves into wealth-giving apparatus of state which had been built by the plebeian clerks. Finding that offices were now of greater value than manors. They fell to on the offices. Finding that the bulk of the feudal dues had been diverted into the coffers of the state, they put their hands in them. And, occupying every place and obstructing every avenue leading to Power, they succeeded in weakening it both by their incapacity and by their feeble efforts to prevent it from attracting, as formerly, to its banners and the aspirations of the common people. In this way the men who should have served the state, finding themselves discarded, turned Jacobin. In the cold shades of a parliamentary opposition, which, if it had been accepted, would have transformed the absolute monarchy into a limited one, a plebeian elite champed at the bit; had it been admitted to office, it would have extended even further the centralizing power of the throne. So much was it part of its nature to serve the royal authority that it was to ensure its continuance even when there was no king.
Bertrand de Jouvenel (ON POWER: The Natural History of Its Growth)
One would think he was going to have his throat cut," said the Controller, as the door closed. "Whereas, if he had the smallest sense, he'd understand that his punishment is really a reward. He's being sent to an island. That's to say, he's being sent to a place where he'll meet the most interesting set of men and women to be found anywhere in the world. All the people who, for one reason or another, have got too self-consciously individual to fit into community-life. All the people who aren't satisfied with orthodoxy, who've got independent ideas of their own. Every one, in a word, who's any one. I almost envy you, Mr. Watson." Helmholtz laughed. "Then why aren't you on an island yourself?" "Because, finally, I preferred this," the Controller answered. "I was given the choice: to be sent to an island, where I could have got on with my pure science, or to be taken on to the Controllers' Council with the prospect of succeeding in due course to an actual Controllership. I chose this and let the science go." After a little silence, "Sometimes," he added, "I rather regret the science. Happiness is a hard master–particularly other people's happiness. A much harder master, if one isn't conditioned to accept it unquestioningly, than truth." He sighed, fell silent again, then continued in a brisker tone, "Well, duty's duty. One can't consult one's own preference. I'm interested in truth, I like science. But truth's a menace, science is a public danger. As dangerous as it's been beneficent. It has given us the stablest equilibrium in history. China's was hopelessly insecure by comparison; even the primitive matriarchies weren't steadier than we are. Thanks, l repeat, to science. But we can't allow science to undo its own good work. That's why we so carefully limit the scope of its researches–that's why I almost got sent to an island. We don't allow it to deal with any but the most immediate problems of the moment. All other enquiries are most sedulously discouraged. It's curious," he went on after a little pause, "to read what people in the time of Our Ford used to write about scientific progress. They seemed to have imagined that it could be allowed to go on indefinitely, regardless of everything else. Knowledge was the highest good, truth the supreme value; all the rest was secondary and subordinate. True, ideas were beginning to change even then. Our Ford himself did a great deal to shift the emphasis from truth and beauty to comfort and happiness. Mass production demanded the shift. Universal happiness keeps the wheels steadily turning; truth and beauty can't. And, of course, whenever the masses seized political power, then it was happiness rather than truth and beauty that mattered. Still, in spite of everything, unrestricted scientific research was still permitted. People still went on talking about truth and beauty as though they were the sovereign goods. Right up to the time of the Nine Years' War. That made them change their tune all right. What's the point of truth or beauty or knowledge when the anthrax bombs are popping all around you? That was when science first began to be controlled–after the Nine Years' War. People were ready to have even their appetites controlled then. Anything for a quiet life. We've gone on controlling ever since. It hasn't been very good for truth, of course. But it's been very good for happiness. One can't have something for nothing. Happiness has got to be paid for. You're paying for it, Mr. Watson–paying because you happen to be too much interested in beauty. I was too much interested in truth; I paid too.
Aldous Huxley (Brave New World)
Dorothea Brande tells in her charming book Wake Up and Live how this one idea enabled her to become more productive and successful as a writer, and to draw on talents and abilities she never knew she had. She had been both curious and amazed after witnessing a demonstration in hypnosis. Then she happened to read one sentence written by psychologist F. M. H. Myers, which she says changed her whole life. The sentence by Myers explained that the talents and abilities displayed by hypnotic subjects were due to a “purgation of memory” of past failures while in the hypnotic state. If this were possible under hypnosis, Miss Brande asked herself—if ordinary people carried around within themselves talents, abilities, powers that were held in and not used merely because of memories of past failures—why couldn’t a person in the wakeful state use these same powers by ignoring past failures and “acting as if it were impossible to fail”? She determined to try it. She would act on the assumption that the powers and abilities were there—and that she could use them—if only she would go ahead and “ACT AS IF,” instead of in a tentative halfhearted way. Within a year her production as a writer had increased many times and so had her sales. A rather surprising result was that she discovered a talent for public speaking, became much in demand as a lecturer—and enjoyed it, whereas previously she had not only shown no talent for lecturing, but disliked it intensely.

We are in a time of rapid change and it is overdue. I am talking historical trends here.. In the 1940's we had the greatest generation save the world from a tyranny.... Literally. That actually happened and thank you so much!! 1960's we had the Civil Rights Bill passage. Public Television. Kids taking to the street to get the right to vote at 18. Led to a new amendment to the Constitution. Not an easy thing to do. Historically rapid change has happened every couple of decades. We are over due if you look at historical trends. This is nothing to be afraid of. We are in the tech revolution. Jobs will be lost but remember Lyft didn't exist 10 years ago. We don't know what jobs will be created that just don't exist now. Black Lives Matter, The Me Too Movement, The kids demanding the end of school shootings... That is WE THE PEOPLE asking for a better world. So I know change can be scary. BUT we are living in history right now. Pay attention. Be part of it.

As mandatory reporting laws and community awareness drove an increase its child protection investigations throughout the 1980s, some children began to disclose premeditated, sadistic and organised abuse by their parents, relatives and other caregivers such as priests and teachers (Hechler 1988). Adults in psychotherapy described similar experiences. The dichotomies that had previously associated organised abuse with the dangerous, external ‘Other’ had been breached, and the incendiary debate that followed is an illustration of the depth of the collective desire to see them restored. Campbell (1988) noted the paradox that, whilst journalists and politicians often demand that the authorities respond more decisively in response to a ‘crisis’ of sexual abuse, the action that is taken is then subsequently construed as a ‘crisis’. There has been a particularly pronounced tendency of the public reception to allegations of organised abuse. The removal of children from their parents due to disclosures of organised abuse, the provision of mental health care to survivors of organised abuse, police investigations of allegations of organised abuse and the prosecution of alleged perpetrators of organised abuse have all generated their own controversies. These were disagreements that were cloaked in the vocabulary of science and objectivity but nonetheless were played out in sensationalised fashion on primetime television, glossy news magazines and populist books, drawing textual analysis. The role of therapy and social work in the construction of testimony of abuse and trauma. in particular, has come under sustained postmodern attack. Frosh (2002) has suggested that therapeutic spaces provide children and adults with the rare opportunity to articulate experiences that are otherwise excluded from the dominant symbolic order. However, since the 1990s, post-modern and post-structural theory has often been deployed in ways that attempt to ‘manage’ from; afar the perturbing disclosures of abuse and trauma that arise in therapeutic spaces (Frosh 2002). Nowhere is this clearer than in relation to organised abuse, where the testimony of girls and women has been deconstructed as symptoms of cultural hysteria (Showalter 1997) and the colonisation of women’s minds by therapeutic discourse (Hacking 1995). However, behind words and discourse, ‘a real world and real lives do exist, howsoever we interpret, construct and recycle accounts of these by a variety of symbolic means’ (Stanley 1993: 214). Summit (1994: 5) once described organised abuse as a ‘subject of smoke and mirrors’, observing the ways in which it has persistently defied conceptualisation or explanation.
