In that year began the tragic bookending of the Indian debate on secularism with two unspeakable pogroms. From that time onwards the 1984 riots in Delhi that took place on Rajiv Gandhi’s watch and the 2002 Gujarat riots that took place on Narendra Modi’s watch would be used to checkmate one another in what might be called the chessboard of competitive communalism. And secularism, the foundation of the republic, fashioned out of our astonishingly diverse society, would find itself challenged again.

The affirmation that Indian democracy would be founded entirely on a shared citizenship centered on upholding liberal principles and participatory institutions rather than religion, race, or ethnicity ensured that the many particularities that might have otherwise divided India were in one fell swoop deprived of any fundamental political meaning. This did not imply that the particularities themselves ceased to exist or that they ceased to provoke contention. Rather, they simply ceased to be privileged attributes that endowed their possessors with either greater rights or natural claims on power.

Societies in the past that have become too pluralistic, like India, and the old Mediterranean countries like the Roman Empire, didn’t perceive the danger to moral standards that arose from having too many differing moral standards, too many differing religions, too many differing cultures. On the other hand, there are advantages to a country in having some diversity, in that each can be used as an experiment to see in which direction the group as a whole might advantageously go. I think that there’s a happy medium on this matter of diversity, and it has probably been overshot in the U.S. at the present.

Of course, differences in natural abilities also play a role in the formation of social distinctions. But such diversities of aptitudes and character are usually mediated through imagined hierarchies. This happens in two important ways. First and foremost, most abilities have to be nurtured and developed. Even if somebody is born with a particular talent, that talent will usually remain latent if it is not fostered, honed and exercised. Not all people get the same chance to cultivate and refine their abilities. Whether or not they have such an opportunity will usually depend on their place within their society's imagined hierarchy. Harry Potter is a good example. Removed from his distinguished wizard family and brought up by ignorant muggles, he arrives at Hogwarts without any experience in magic. It takes him seven books to gain a firm command of his powers and knowledge of his unique abilities. Second, even if people belonging to different classes develop exactly the same abilities, they are unlikely to enjoy equal success because they will have to play the game by different rules. If, in British-ruled India, an Untouchable, a Brahmin, a Catholic Irishman and a Protestant Englishman had somehow developed exactly the same business acumen, they still would not have had the same chance of becoming rich. The economic game was rigged by legal restrictions and unofficial glass ceilings. (p. 154)

Look at Ireland with its Protestant and Catholic populations, Canada with its French and English populations, Israel with its Jewish and Palestinian populations. Or consider the warring factions in India, Sri Lanka, China, Iraq, Czechoslovakia (until it happily split up), the Balkans, and Chechnya. Also review the festering hotbeds of tribal warfare—I mean the “beautiful mosaic”—in Third World disasters like Afghanistan, Rwanda, and South Central LA. If diversity is their strength, I’d hate to see what their weakness is. The fact that we have to be incessantly told how wonderful diversity is only proves that it’s not. It’s like listening to a waiter try to palm off the fish “special” on you before it goes bad.

Once upon a time the dominant ethic toward domestic animals, rooted in the demands of husbandry and responding to the fundamental problem of life feeding on sentient life, was not don’t eat (of course), but neither was it don’t care. Rather: eat with care. (...) The eat with care ethic lived and evolved for thousands of years. It became many different ethical systems inflected by the diverse cultures in which it appeared: in India it led to prohibitions on eating cows, in Islam and Judaism it led to mandates for quick slaughter, on the Russian tundra it led Yakuts to claim the animals wanted to be killed. But it was not to last. The eat with care ethic didn’t become obsolete over time, but died suddenly. It was killed, actually.

India’s success in building a modern state that defied predictions of its demise derived from its thorough insistence on institutionalizing what was Mahatma Gandhi’s greatest bequest to the freedom movement: the construction of a new Indian nation, not by suppressing its many particularities but by incorporating them into a new composite identity that preserved in “marble-cake” fashion all its constituent diversities across ethnic, religious, and racial lines. These diversities, far from being obliterated, acquired salience depending on context but, being enmeshed and free-flowing, they erased the boundaries between the insular and national identities, congealing the latter even as they preserved the former. The modern Indian polity, therefore, emerged not as a nation-state since, given its myriad diversities, it could not be so—but rather as a nations-state. Under the rubric of “unity in diversity,” its different ethnic, religious, and racial groups combined to create a novel, multilayered political identity. However confusing that reality may be to the outside world, it is authentically and indisputably Indian.

It has been the strange fate of Tibet, once one of the most isolated places on earth, to function as a laboratory for the most ambitious and ruthless human experiments of the modern era: the Great Leap Forward, the Cultural Revolution, and now a state-imposed capitalism. After having suffered totalitarian communism, Tibetans now confront a dissolute capitalism, one that seeks arrogantly, and often violently, to turn all of the world's diverse humanity into middle-class consumers. But it seems wrong to think of Tibetans, as many outsiders do, as helpless victims of large, impersonal forces. And faced with an aggressively secular materialism, they may still prove, almost alone in the world, how religion, usually dismissed, and not just by Mao, as "poison," can be a source of cultural identity and moral values; how it can become a means of political protest without blinding the devout with hatred and prejudice; how it can help not only heal the shocks and pain of history- the pain that has led people elsewhere in the world into nihilistic rage- but also create a rational and ethical national culture, what may make a freer Tibet, whenever it comes about, better prepared for its state of freedom than most societies.

There is little in common, to outward seeming, between the Pathan of the Northwest and the Tamil in the far South. Their racial stocks are not the same, though there may be common strands running through them; they differ in face and figure, food and clothing, and, of course, language … The Pathan and Tamil are two extreme examples; the others lie somewhere in between. All of them have still more the distinguishing mark of India. It is fascinating to find how the Bengalis, the Marathas, the Gujaratis, the Tamils, the Andhras, the Oriyas, the Assamese, the Canarese, the Malayalis, the Sindhis, the Punjabis, the Pathans, the Kashmiris, the Rajputs, and the great central block comprising the Hindustani-speaking people, have retained their peculiar characteristics for hundreds of years, have still more or less the same virtues and failings of which old tradition or record tells us, and yet have been throughout these ages distinctively Indian, with the same national heritage and the same set of moral and mental qualities.    There was something living and dynamic about this heritage, which showed itself in ways of living and a philosophical attitude to life and its problems. Ancient India, like ancient China, was a world in itself, a culture and a civilization which gave shape to all things. Foreign influences poured in and often influenced that culture and were absorbed. Disruptive tendencies gave rise immediately to an attempt to find a synthesis. Some kind of a dream of unity has occupied the mind of India since the dawn of civilization. That unity was not conceived as something imposed from outside, a standardization of externals or even of beliefs. It was something deeper and, within its fold, the widest tolerance of beliefs and customs was practiced and every variety acknowledged and even encouraged.    In ancient and medieval times, the idea of the modern nation was non-existent, and feudal, religious, racial, and cultural bonds had more importance. Yet I think that at almost any time in recorded history an Indian would have felt more or less at home in any part of India, and would have felt as a stranger and alien in any other country. He would certainly have felt less of a stranger in countries which had partly adopted his culture or religion. Those, such as Christians, Jews, Parsees, or Moslems, who professed a religion of non-Indian origin or, coming to India, settled down there, became distinctively Indian in the course of a few generations. Indian converts to some of these religions never ceased to be Indians on account of a change of their faith. They were looked upon in other countries as Indians and foreigners, even though there might have been a community of faith between them.6

Though outwardly there was diversity and infinite variety among our people, everywhere there was that tremendous impress of oneness, which had held all of us together for ages . . . [India] was a world in itself, a culture and a civilization which gave shape to all things. Foreign influences poured in . . . and were absorbed. Disruptive tendencies gave rise immediately to an attempt to find a synthesis. Some kind of a dream of unity has occupied the mind of India since the dawn of civilization. That unity was not conceived as something imposed from outside, a standardization of externals or even of beliefs. It was something deeper and, within its fold, the widest tolerance of belief and custom was practiced and every variety acknowledged and even encouraged.

Cultural Awareness Capabilities for Social MDM As we have worked with customers around the world, we have encountered numerous situations that have taught us to broaden our understanding, handling, and use of information about people—once again reminding us of the diversity and richness of human nature. Following are some of the things we have learned: • Birth dates can be surprisingly tricky. In some cultures, people have a religious birth date that is different from the birth date tracked by the government. This could be due to differences between religious calendars and secular calendars, or it could be that the religious birth date is selected for other reasons. Depending on how you ask people for their birth date, you may get either their actual or religious birth date. In other situations, the government may assign a birth date. For example, in some rural areas of India, children are assigned a legal birth date based on their first day in elementary school. So you need to exercise caution in using birth date as an attribute in matching individuals, and you also have to consider how information is gathered. • Names can also be challenging. In some cultures, people have official and religious names. So again, it is important to understand how and why an individual might give one or the other and perhaps provide the capability to support both. • In some countries, there are multiple government identification systems for taxation, social services, military service, and other purposes. In some of these schemes, an individual may, for instance, have multiple tax ID numbers: one that represents the individual and another that might represent individuals in their role as head of household or head of clan. • Different languages and cultures represent family relationships in different ways. In some languages, specific terms and honorifics reflect relationships that don’t have equivalents in other languages. Therefore, as you look at understanding relationships and householding, you have to accommodate these nuances. • Address information is country-specific and, in some cases, also region-specific within a country. Not all countries have postal codes. Many countries allow an address to be descriptive, such as “3rd house behind the church.” We have found this in parts Europe as well as other parts of the world.

• Whether it is Godse or Savarkar, what they broadly wanted was unity of the Hindus of India. A unity that ignores the inherent diversity, and silences those who do not consider India their punyabhoomi. Without this unity it is impossible to build a strong nation. Some Muslims in Pakistan also think along these lines. But Bangladesh separated primarily because of language. Blood was shed. • The unity that Gandhi desired was one in which everyone retained their faith, preserved their own unique cultures and accepted ahimsa. Unity comes naturally to those who live in harmony despite their differences. This becomes possible when ahimsa is the basis of their lives. The life force of every community lies in its uniqueness. Whether it is food, games, worship, dress, concept of God, differing methods of prayer, the many climates that nurture mountains, forests, valleys, flora and fauna – they are all part of a chain. This multiplicity is the warp and weft of the ecological system of the living world.

Hero worship is a sure road to degradation and to eventual dictatorship. The concept of nationhood we took so unthinkingly from nineteenth-century Europe is too constricting for our diversity. If you want self respect, Dr. Ambedkar said, change your religion. If you want equality, change your religion. If you want power, change your religion. That religion which forbids humanitarian behavior between men is not a religion but a penalty. That religion which regards the recognition of human dignity as a sin is not a religion but a sickness. That religion which allows one to touch a foul animal but not a man is not a religion but a madness. Everyone knew religion was India's line of no return. Beyond that line lay chaos. To the philosophers of ancient India the forest was the symbol of an idealized cosmos.
