It was upon this massive base of racism that the prejudice toward the nonwhite was readily built, and found rapid growth. This long-standing racist ideology has corrupted and diminished our democratic ideals. They have a poverty of expectation for minority groups, believing them to be homogenous and inherently opposed to human rights values. They are culturally reductive in how they see “Eastern”—and in my case, Islamic—culture, and they are culturally deterministic in attempting to freeze their ideal of it in order to satisfy their orientalist fetish. While they rightly question every aspect of their “own” Western culture in the name of progress, they censure liberal Muslims who attempt to do so within Islam, and they choose to side instead with every regressive reactionary in the name of “cultural authenticity” and anticolonialism. They claim that their reason for refusing to criticize any policy, foreign or domestic—other than those of what they consider “their own” government—is that they are not responsible for other governments’ actions. However, they leap whenever any (not merely their own) liberal democratic government commits a policy error, while generally ignoring almost every fascist, theocratic, or Muslim-led dictatorial regime and group in the world. It is as if their brains cannot hold two thoughts at the same time. Besides, since when has such isolationism been a trait of liberal internationalists? It is a right-wing trait. They hold what they think of as “native” communities—and I use that word deliberately—to lesser standards than the ones they claim apply to all “their” people, who happen to be mainly white, and that’s why I call it reverse racism. In holding “native” communities to lesser—or more culturally “authentic”—standards, they automatically disempower those communities. They stifle their ambitions. They cut them out of the system entirely, because there’s no aspiration left. These communities end up in self-segregated “Muslim areas” where the only thing their members aspire to is being tin-pot community leaders, like ghetto chieftains. The “fellow-travelers” fetishize these “Muslim” ghettos in the name of “cultural authenticity” and identity politics, and the ghetto chieftains are often the leading errand boys for them. Identity politics and the pseudo-liberal search for cultural authenticity result in nothing but a downward spiral of competing medieval religious or cultural assertions, fights over who are the “real” Muslims, ever increasing misogyny, homophobia, sectarianism, and extremism. This is not liberal. Among the left, this is a remnant of the socialist approach that prioritizes group identity over individual autonomy. Among the right, it is ironically a throwback from the British colonial “divide and rule” approach. Classical liberalism focuses on individual autonomy. I refer here to liberalism as it is understood in the philosophical sense, not as it’s understood in the United States to refer to the Democratic Party—that’s a party-political usage. The great liberal betrayal of this generation is that in the name of liberalism, communal rights have been prioritized over individual autonomy within minority groups. And minorities within minorities really do suffer because of this betrayal. The people I really worry about when we have this conversation are feminist Muslims, gay Muslims, ex-Muslims—all the vulnerable and bullied individuals who are not just stigmatized but in many cases violently assaulted or killed merely for being against the norm.

But getting them to spend their time purging their ranks and having candidates distance themselves should help Democrats win in November. Having one’s opponent rebut charges of racism is far better than discussing joblessness.”17

Trump was hardly in office when Democrats and their media allies began tarring him and his top aides as “white nationalists.” There were no facts to support the charge, only innuendo, and tortured interpretations of the word “nationalism” and of presidential rhetoric. One of the worst examples was the Charlottesville, Virginia, historical monument controversy. In that city, leftist protesters demanded the removal of “Confederate” monuments and memorials. The term “Confederate” in their usage extended even to statues of Thomas Jefferson and explorers Lewis and Clark (for being “white colonists”). This sparked a protest by conservatives who objected to the statue removals—not because they were racists, but because they didn’t want to see the removal of these reminders of America’s history. A “Unite the Right” rally was planned for August 11–12, 2017, to protest the removal of a statue of Robert E. Lee. Unfortunately, the rally attracted extremist groups, including neo-Confederates, neo-Nazis, and the KKK. During the rally, a white supremacist drove his car into a crowd of leftist protestors, killing a woman. In response, Trump made a series of statements condemning the Klan, neo-Nazis, white supremacists, and racism in general. In one of those speeches, he added, “You also had some very fine people on both sides.”115 Even though he had just condemned racism in his previous breath, many Democrats and pundits condemned Trump for calling racists “fine people.” This was not only absurd but dishonest. The “fine people on both sides” to whom he referred were those who wanted to remove the statues because they were reminders of slavery and those who wanted to preserve the statues because they were reminders of history. Trump never praised racists as “fine people”—he condemned them in no uncertain terms. But to the

The same voters who were endlessly asked by leftist elites why they bucked their economic interests by voting Republican had in fact voted in their economic interests—and the Left called them racist for it. Taking the Bible seriously should mean taking politics seriously. The major voices in the Bible from beginning to end are passionate advocates of a different kind of world here on earth and here and now. Many American Christians are wary of doing this, for more than one reason. Some are so appalled by the politics of the Christian Right that they have rejected the notion that Christianity has anything to do with politics. Moreover, the word “politics” has negative associations in our time. Many think of narrowly partisan politics, as if politics is merely about party affiliation. Many also dismiss politics as petty bickering, as ego-driven struggles for power, even as basically corrupt. But there is a broader meaning of the word that is essential. This broader meaning is expressed by the linguistic root of the English word. It comes from the Greek word polis, which means “city.” Politics is about the shape and shaping of “the city” and by extension of large-scale human communities: kingdoms, nations, empires, the world. In this sense, politics matters greatly: it is about the structures of a society. Who rules? In whose benefit? What is the economic system like?—fair, or skewed toward the wealthy and powerful? What are the laws and conventions of the society like? Hierarchical? Patriarchal? Racist? Xenophobic? Homophobic? For Christians, especially in a democratic society in which they are a majority, these questions matter. To abandon politics means leaving the structuring of society to those who are most concerned to serve their own interests. It means letting the Pharaohs and monarchs and Caesars and domination systems, ancient and modern, put the world together as they will. In a democracy, politics in the broad sense does include how we vote. But it also includes more: what we support in our conversations, our contributions, monetary and otherwise, our actions. Not every Christian is called to be an activist. But all are called to take seriously God’s dream for a more just and nonviolent world.

They portray enforcement of those laws, in a difficult atmosphere where they are flagrantly violated, as hateful, racist and Nazi-like betrayals of basic human decency. While exposing the holding facilities as overcrowded and understaffed, they work with activists in Central American countries to further overwhelm those facilities, apparently seeking the chaos that makes effective administration of the immigration laws more difficult so that more illegals get through.

In receiving the award, Hillary said of Sanger, “I admire Margaret Sanger enormously, her courage, her tenacity, her vision. I am really in awe of her. There are a lot of lessons we can learn from her life and the cause she launched and fought for and sacrificed so greatly.”2 What was Margaret Sanger’s vision? What was the cause to which she devoted her life? Sanger is known as a champion of birth control, of providing women with the means to avoid unwanted pregnancies. But the real Margaret Sanger was very different from how she’s portrayed in Planned Parenthood brochures. The real Margaret Sanger did not want women in general to limit their pregnancies. She wanted white, wealthy, educated women to have more children, and poor, uneducated, black women to have none. “Unwanted” for Sanger didn’t mean unwanted by the mother—it meant unwanted by Sanger. Sanger’s influence contributed to the infamous Tuskegee experiments in which poor blacks were deliberately injected with syphilis without their knowledge. Today the Tuskegee Project is falsely portrayed as an example of southern backwardness and American bigotry; in fact, it was a progressive scheme carried out with the very eugenic goals that Margaret Sanger herself championed. In 1926, Sanger spoke to a Women’s Chapter of the Ku Klux Klan in New Jersey about her solution for reducing the black birthrate. She also sponsored a Negro Project specifically designed, in her vocabulary, to get rid of “human beings who should never have been born.” In one of her letters Sanger said, “We do not want word to get out that we are trying to exterminate the Negro population.”3 The racists loved it; other KKK speaking invitations followed. Now it may seem odd that a woman with such views would be embraced by Planned Parenthood—even odder that she would be a role model for Hillary Clinton. Why would they celebrate Sanger given her racist philosophy? In

One cannot with impunity require of a man that he be against �the prejudices of his group.� And, we repeat, every colonialist group is racist. �Acculturized� and deculturized at one and the same time, the oppressed continues to come up against racism. He finds this sequel illogical, what be has left behind him inexplicable, without motive, incorrect. His knowledge, the appropriation of precise and complicated techniques, sometimes his intellectual superiority as compared to a great number of racists, lead him to qualify the racist world as passion-charged. He perceives that the racist atmosphere impregnates all the elements of the social life. The sense of an overwhelming injustice is correspondingly very strong. Forgetting racism as a consequence, one concentrates on racism as cause. Campaigns of deintoxication are launched. Appeal is made to the sense of humanity, to love, to respect for the supreme values.

Hitler was a racist in a way that Mussolini wasn’t, with FDR occupying a position somewhere between the two of them. FDR was not an anti-Semite, as Hitler was, but he did share Hitler’s low view of Asians and blacks. During World War II, FDR ordered that many Japanese Americans, under suspicion of disloyalty, be interned in camps. There is, of course, an argument in wartime for holding captive those who pose a security risk. My point, however, is that FDR made no similar arrangements for Italians and Germans in the United States. So there was a clear racial element in FDR’s approach to security. FDR was culpable for doing exactly what progressive Democrats accuse Donald Trump of doing when he threatens to target violent Islamists. Yet Trump doesn’t single out radical Muslims while exonerating other groups who act like them. FDR, by contrast, treated Japanese Americans in a way he didn’t treat German Americans or Italian Americans. That, I’m suggesting, is because FDR, even during World War II, retained a soft spot for German and Italian fascism. Also FDR wasn’t turned off by the fascist idea of a racial hierarchy; indeed, here was FDR implementing one himself. Incidentally Japanese internment is another crime that Democrats blame on “America” when their own hero, FDR, is the one who ordered it. FDR, Mussolini, and Hitler all denounced the free market and blamed the problems of their society on private business. All vowed to use the state to combat the power of business, and offered themselves as the true manifestation of the collective good. If one ended as the enemy of the other two, it shouldn’t blind us to their earlier mutual admiration.

The traditional reluctance in this country to confront the real nature of racism is once again illustrated by the manner in which the majority of American whites interpreted what the Kerner Commission had to say about white racism. It seems that they have taken the Kerner Report as a call merely to examine their individual attitudes. The examination of individual attitudes is, of course, an indispensable requirement if the influence of racism is to be neutralized, but it is neither the only nor the basic requirement. The Kerner Report took great pains to make a distinction between racist attitudes and racist behavior. In doing so, it was trying to point out that the fundamental problem lies in the racist behavior of American institutions toward Negroes, and that the behavior of these institutions is influenced more by overt racist actions of people than by their private attitudes. If so, then the basic requirement is for white Americans, while not ignoring the necessity for a revision of their private beliefs, to concentrate on actions that can lead to the ultimate democratization of American institutions. By focusing upon private attitudes alone, white Americans may come to rely on token individual gestures as a way of absolving themselves personally of racism, while ignoring the work that needs to be done within public institutions to eradicate social and economic problems and redistribute wealth and opportunity. I mean by this that there are many whites sitting around in drawing rooms and board rooms discussing their consciences and even donating a few dollars to honor the memory of Dr. King. But they are not prepared to fight politically for the kind of liberal Congress the country needs to eradicate some of the evils of racism, or for the massive programs needed for the social and economic reconstruction of the black and white poor, or for a revision of the tax structure whereby the real burden will be lifted from the shoulders of those who don't have it and placed on the shoulders of those who can afford it. Our time offers enough evidence to show that racism and intolerance are not unique American phenomena. The relationship between the upper and lower classes in India is in some ways more brutal than the operation of racism in America. And in Nigeria black tribes have recently been killing other black tribes in behalf of social and political privilege. But it is the nature of the society which determines whether such conflicts will last, whether racism and intolerance will remain as proper issues to be socially and politically organized. If the society is a just society, if it is one which places a premium on social justice and human rights, then racism and intolerance cannot survive —will, at least, be reduced to a minimum. While working with the NAACP some years ago to integrate the University of Texas, I was assailed with a battery of arguments as to why Negroes should not be let in. They would be raping white girls as soon as they came in; they were dirty and did not wash; they were dumb and could not learn; they were uncouth and ate with their fingers. These attitudes were not destroyed because the NAACP psychoanalyzed white students or held seminars to teach them about black people. They were destroyed because Thurgood Marshall got the Supreme Court to rule against and destroy the institution of segregated education. At that point, the private views of white students became irrelevant. So while there can be no argument that progress depends both on the revision of private attitudes and a change in institutions, the onus must be placed on institutional change. If the institutions of this society are altered to work for black people, to respond to their needs and legitimate aspirations, then it will ultimately be a matter of supreme indifference to them whether white people like them, or what white people whisper about them in the privacy of their drawing rooms.

Maybe nostalgia is itself the problem. A Democrat I met in Macon during a conversation we had about the local enthusiasm for Trump told me that “people want to go back to Mayberry”, the setting of the beloved old Andy Griffith Show. (As it happens, the actual model for Mayberry, Mount Airy, a bedraggled town in North Carolina, has gone all in on the Trump revolution, as the Washington Post recently reported.) Maybe it’s also true, as my liberal friends believe, that what people in this part of the country secretly long to go back to are the days when the Klan was riding high or when Quantrill was terrorizing the people of neighboring Kansas, or when Dred Scott was losing his famous court case. For sure, there is a streak of that ugly sentiment in the Trump phenomenon. But I want to suggest something different: that the nostalgic urge does not necessarily have to be a reactionary one. There is nothing un-progressive about wanting your town to thrive, about recognizing that it isn’t thriving today, about figuring out that the mid-century, liberal way worked better. For me, at least, that is how nostalgia unfolds. When I drive around this part of the country, I always do so with a WPA guidebook in hand, the better to help me locate the architectural achievements of the Roosevelt years. I used to patronize a list of restaurants supposedly favored by Harry Truman (they are slowly disappearing). And these days, as I pass Trump sign after Trump sign, I wonder what has made so many of Truman’s people cast their lot with this blustering would-be caudillo. Maybe what I’m pining for is a liberal Magic Kingdom, a non-racist midwest where things function again. For a countryside dotted with small towns where the business district has reasonable job-creating businesses in it, taverns too. For a state where the giant chain stores haven’t succeeded in putting everyone out of business. For an economy where workers can form unions and buy new cars every couple of years, where farmers enjoy the protection of the laws, and where corporate management has not been permitted to use every trick available to them to drive down wages and play desperate cities off one against the other. Maybe it’s just an impossible utopia, a shimmering Mayberry dream. But somehow I don’t think so.

Such racist theories, prominent and respectable for many decades, have become anathema among scientists and politicians alike. People continue to conduct a heroic struggle against racism without noticing that the battlefront has shifted, and that the place of racism in imperial ideology has now been replaced by ‘culturism’. There is no such word, but it’s about time we coined it. Among today’s elites, assertions about the contrasting merits of diverse human groups are almost always couched in terms of historical differences between cultures rather than biological differences between races. We no longer say, ‘It’s in their blood.’ We say, ‘It’s in their culture.’ Thus European right-wing parties which oppose Muslim immigration usually take care to avoid racial terminology. Marine le Pen’s speechwriters would have been shown the door on the spot had they suggested that the leader of France’s Front National party go on television to declare that, ‘We don’t want those inferior Semites to dilute our Aryan blood and spoil our Aryan civilisation.’ Instead, the French Front National, the Dutch Party for Freedom, the Alliance for the Future of Austria and their like tend to argue that Western culture, as it has evolved in Europe, is characterised by democratic values, tolerance and gender equality, whereas Muslim culture, which evolved in the Middle East, is characterised by hierarchical politics, fanaticism and misogyny. Since the two cultures are so different, and since many Muslim immigrants are unwilling (and perhaps unable) to adopt Western values, they should not be allowed to enter, lest they foment internal conflicts and corrode European democracy and liberalism. Such culturist arguments are fed by scientific studies in the humanities and social sciences that highlight the so-called clash of civilisations and the fundamental differences between different cultures. Not all historians and anthropologists accept these theories or support their political usages. But whereas biologists today have an easy time disavowing racism, simply explaining that the biological differences between present-day human populations are trivial, it is harder for historians and anthropologists to disavow culturism. After all, if the differences between human cultures are trivial, why should we pay historians and anthropologists to study them?

In the real world, however, the claim that censorship or enforced orthodoxy protects minorities and the marginalized has been comprehensively disproved, again and again and again. “Censorship has always been on the side of authoritarianism, conformity, ignorance, and the status quo,” write Erwin Chemerinsky and Howard Gillman in their book Free Speech on Campus, “and advocates for free speech have always been on the side of making societies more democratic, more diverse, more tolerant, more educated, and more open to progress.”30 They and former American Civil Liberties Union president Nadine Strossen, in her powerful book Hate: Why We Should Resist It with Free Speech, Not Censorship, list the horrors and oppressions which have befallen minorities in the name of making society safe from dangerous ideas. “Laws censoring ‘hate speech’ have predictably been enforced against those who lack political power,” writes Strossen.31 In America, under the Alien and Sedition Acts, authorities censored and imprisoned sympathizers of the opposition party (including members of Congress) and shut down opposition newspapers; under the Comstock laws, they censored works by Aristophanes, Balzac, Oscar Wilde, and James Joyce (among others); under the World War I anti-sedition laws, they convicted more than a thousand peace activists, including the Socialist presidential candidate Eugene V. Debs, who ran for president in 1920 from a prison cell.32 In more recent times, when the University of Michigan adopted one of the first college speech codes in 1988, the code was seized upon to charge Blacks with racist speech at least twenty times.33 When the United Kingdom passed a hate-speech law, the first person to be convicted was a Black man who cursed a white police officer.34 When Canadian courts agreed with feminists that pornography could be legally restricted, authorities in Toronto promptly charged Canada’s oldest gay bookstore with obscenity and seized copies of the lesbian magazine Bad Attitude.35 All around the world, authorities quite uncoincidentally find that “hateful” and “unsafe” speech is speech which is critical of them—not least in the United States, where, in 1954, the U.S. Postal Service used obscenity laws to censor ONE, a gay magazine whose cover article (“You Can’t Print It!”) just happened to criticize the censorship policies of the U.S. Postal Service.

BUYING OFF THE ENVIRONMENTALISTS Where are the environmentalists? For fifty years, they’ve been carrying on about overpopulation; promoting family planning, birth control, abortion; and saying old people have a “duty to die and get out of the way”—in Colorado’s Democratic Governor Richard Lamm’s words. In 1971, Oregon governor and environmentalist Tom McCall told a CBS interviewer, “Come visit us again. . . . But for heaven’s sake, don’t come here to live.” How about another 30 million people coming here to live? The Sierra Club began sounding the alarm over the country’s expanding population in 1965—the very year Teddy Kennedy’s immigration act passed65—and in 1978, adopted a resolution expressly asking Congress to “conduct a thorough examination of U.S. immigration laws.” For a while, the Club talked about almost nothing else. “It is obvious,” the Club said two years later, “that the numbers of immigrants the United States accepts affects our population size and growth rate,” even more than “the number of children per family.”66 Over the next three decades, America took in tens of millions of legal immigrants and illegal aliens alike. But, suddenly, about ten years ago, the Sierra Club realized to its embarrassment that importing multiple millions of polluting, fire-setting, littering immigrants is actually fantastic for the environment! The advantages of overpopulation dawned on the Sierra Club right after it received a $100 million donation from hedge fund billionaire David Gelbaum with the express stipulation that—as he told the Los Angeles Times—“if they ever came out anti-immigration, they would never get a dollar from me.”67 It would be as if someone offered the Catholic Church $100 million to be pro-abortion. But the Sierra Club said: Sure! Did you bring the check? Obviously, there’s no longer any reason to listen to them on anything. They want us to get all excited about some widening of a road that’s going to disturb a sandfly, but the Sierra Club is totally copasetic with our national parks being turned into garbage dumps. Not only did the Sierra Club never again say another word against immigration, but, in 2004, it went the extra mile, denouncing three actual environmentalists running for the Club’s board, by claiming they were racists who opposed mass immigration. The three “white supremacists” were Dick Lamm, the three-time Democratic governor of Colorado; Frank Morris, former head of the Black Congressional Caucus Foundation; and Cornell professor David Pimentel, who created the first ecology course at the university in 1957 and had no particular interest in immigration.68 But they couldn’t be bought off, so they were called racists.

Events in the African American town of Hamburg, in the Edgefield District of South Carolina, were typical of many others across the former Confederacy where white paramilitary groups mobilized to regain control of state governments. Their aim was simple: prevent African Americans from voting. In July 1876, a few months before the election that gave the presidency to Hayes, a violent rampage in Hamburg abolished the civil rights of freed slaves. Calling itself the Red Shirts, a collection of white supremacists killed six African American men and then murdered four others whom the gang had captured. Benjamin Tillman led the Red shirts; the massacre propelled him to a twenty-four-year career as the most vitriolic racist in the U.S. Senate. Following the massacre, the terror did not abate. In September, a 'rifle club' of more than 500 whites crossed the Savannah River from Georgia and camped outside Hamburg. A local judge begged the governor to protect the African American population, but to no avail. The rifle club then moved on to the nearby hamlet of Ellenton, killing as many as fifty African Americans. President Ulysses S. Grant then sent in federal troops, who temporarily calmed things down but did not eliminate the ongoing threats. Employers in the Edgefield District told African Americans they would be fired, and landowners threatened black sharecroppers with eviction if they voted to maintain a biracial state government. When the 1876 election took place, fraudulent white ballots were cast; the total vote in Edgefield substantially exceeded the entire voting age population. Results like these across the state gave segregationist Democrats the margin of victory they needed to seize control of South Carolina's government from the black-white coalition that had held office during Reconstruction. Senator Tillman later bragged that 'the leading white men of Edgefield' had decided to 'seize the first opportunity that the Negroes might offer them to provoke a riot and teach the Negroes a lesson.' Although a coroner's jury indicted Tillman and ninety-three other Red Shirts for the murders, they were never prosecuted and continued to menace African Americans. Federal troops never came to offer protection. The campaign in Edgefield was of a pattern followed not only in South Carolina but throughout the South. With African Americans disenfranchised and white supremacists in control, South Carolina instituted a system of segregation and exploitation that persisted for the next century. In 1940, the state legislature erected a statute honoring Tillman on the capitol grounds, and in 1946 Clemson, one of the state's public universities, renamed its main hall in Tillman's honor. It was in this environment that hundreds of thousands of African Americans fled the former Confederacy in the first half of the twentieth century.

Despite this, the debate is concentrated on a narrow range of topics: for example, war crimes and genocide, and whether particular objects in museums were legally acquired. That colonialism in itself was structurally criminal gets lost sight of. For it is indeed the case that not merely were crimes committed under colonialism, as is generally conceded, but rather that colonialism itself is criminal. There is a distinct lack of awareness of this. A favourite method of approaching the issue is to draw up a balance sheet: aspects of colonialism that are considered to have been positive – the ‘civilizatory achievements’ – are set off against the excessively violent episodes. In this way, war crimes are transformed into exceptional events: the genocide committed against the Herero and Nama, for example, is above all laid at the door of the commanding general, Lothar von Trotha. This is alarmingly reminiscent of the strategy with which German colonial offcials sought to justify particularly brutal events in German South West Africa, as is depicted in my book. The blame always lay only with individuals; nobody called the racist colonial system itself into question. Pointing the finger at individuals who bore a particular degree of blame serves to push the structurally racist and structurally criminal nature of colonialism into the background.

Moreover, as Žižek has argued in more recent writings, “the opposition between rightist populism and liberal tolerance is a false one.” In other words, democratic openness is based on exclusion, and right-wing populism and liberal tolerance are two sides of the same coin. This explains why there are forms of racism that involve a rejection of Muslims, for example, with the false claim that all Muslims are racist. This implicit moment of racism in liberal “tolerance” is also manifested in the way that the worldwide triumph of liberal democracy has led to the development of a new ideological formation, the universalization of the fantasy image of the helpless victim: “So the much-advertised liberal-democratic “right to difference” and anti-Eurocentrism appear in their true light: the Third World other is recognized as a victim – that is to say, in so far as he is a victim. The true object of anxiety is the other no longer prepared to play the role of victim – such another is promptly denounced as a “terrorist,” a “fundamentalist,” and so on. The Somalis, for example, undergo a true Kleinian splitting into a “good” and a “bad” object – on the one hand the good object: passive victims, suffering starving children and women; on the other the bad object: fanatical warlords who care more for their power or their ideological goals than for the welfare of their own people. The good other dwells in the anonymous passive universality of a victim – the moment we encounter an actual/active other, there is always something with which to reproach him: being patriarchal, fanatical, intolerant … (Metastases, p. 215) All of this supports Žižek’s initial, provocative claim, which at first seemed so outrageous, that unconscious enjoyment was the cause of the West’s indecision during the Bosnian war. It is the enjoyment provided by ideological formations – such as the fantasy image of the victim – that explains the failure of Western intervention in the Bosnian conflict.

Gun control advocates have it backwards when they claim that gun makers have something to learn about how to reduce accidents from looking at government regulation of cars.

Humans have natural rights in the state of nature but they do not have civil rights. Civil rights are derived from membership in a society. The Republicans who controlled both houses of Congress after the Civil War knew this. They also knew that, before conferring civil rights, they had to once and for all abolish slavery. The Thirteenth Amendment ending slavery was passed by the Senate on April 8, 1864, and by the House on January 31, 1865. Republican support for the amendment: 100 percent. Democratic support: 23 percent. Even after the Civil War, only a tiny percentage of Democrats were willing to sign up to permanently end slavery. Most Democrats wanted it to continue. In the following year, on June 13, 1866, the Republican Congress passed the Fourteenth Amendment overturning the Dred Scott decision and granting full citizenship and equal rights under the law to blacks. This amendment prohibited states from abridging the “privileges and immunities” of all citizens, from depriving them of “due process of law” or denying them “equal protection of the law.” The Fourteenth Amendment passed the House and Senate with exclusive Republican support. Not a single Democrat either in the House or the Senate voted for it. Two years later, in 1868, Congress with the support of newly-elected Republican president Ulysses Grant passed the Fifteenth Amendment granting suffrage to blacks. The right to vote, it said, cannot be “denied or abridged by the United States or any state on account of race, color or previous condition of servitude.” In the Senate, the Fifteenth Amendment passed by a vote of 39 to 13. Every one of the 39 “yes” votes came from Republicans. (Some Republicans like Charles Sumner abstained because they wanted the measure to go even further than it did.) All the 13 “no” votes came from Democrats. In the House, every “yes” vote came from a Republican and every Democrat voted “no.” It is surely a matter of the greatest significance that the constitutional provisions that made possible the Civil Rights Act, the Voting Rights Act, and the Fair Housing Bill only entered the Constitution thanks to the Republican Party. Beyond this, the GOP put forward a series of Civil Rights laws to further reinforce black people’s rights to freedom, equality, and social justice. When Republicans passed the Civil Rights Act of 1866—guaranteeing to blacks the rights to make contracts and to have the criminal laws apply equally to whites and blacks—the Democrats struck back. They didn’t have the votes in Congress, but they had a powerful ally in President Andrew Johnson. Johnson vetoed the legislation. Now this may seem like an odd act for Lincoln’s vice president, but it actually wasn’t. Many people don’t realize that Johnson wasn’t a Republican; he was a Democrat. Historian Kenneth Stampp calls him “the last Jacksonian.”8 Lincoln put him on the ticket because he was a pro-union Democrat and Lincoln was looking for ways to win the votes of Democrats opposed to secession. Johnson, however, was both a southern partisan and a Democratic partisan. Once the Civil War ended, he attempted to lead weak-kneed Republicans into a new Democratic coalition based on racism and white privilege. Johnson championed the Democratic mantra of white supremacy, declaring, “This is a country for white men and, by God, as long as I am president, it shall be a government of white men.” In his 1867 annual message to Congress, Johnson declared that blacks possess “less capacity for government than any other race of people. No independent government of any form has ever been successful in their hands. On the contrary, wherever they have been left to their own devices they have shown a consistent tendency to relapse into barbarism.”9 These are perhaps the most racist words uttered by an American president, and no surprise, they were uttered by a Democrat.

The Democrats did play a role in Reconstruction—they worked to block it. The party struck out against Reconstruction in two ways. The first was to form a network of terrorist organizations with names like the Constitutional Guards, the White Brotherhood, the Society of Pale Faces, and the Knights of the White Camelia. The second was to institute state-sponsored segregation throughout the South. Let us consider these two approaches one by one. The Democrats started numerous terror groups, but the most notorious of these was the Ku Klux Klan. Founded in 1866, the Klan was initially led by a former Confederate army officer, Nathan Bedford Forrest, who served two years later as a Democratic delegate to the party’s 1868 national convention. Forrest’s role in the Klan is controversial; he later disputed that he was ever involved, insisting he was active in attempting to disband the organization. Initially the Klan’s main targets weren’t blacks but rather white people who were believed to be in cahoots with blacks. The Klan unleashed its violence against northern Republicans who were accused of being “carpetbaggers” and unwarrantedly interfering in southern life, as well as southern “scalawags” and “white niggers” who the Klan considered to be in league with the northern Republicans. The Klan’s goal was to repress blacks by getting rid of these perceived allies of the black cause. Once again Republicans moved into action, passing a series of measures collectively termed the Ku Klux Klan Acts of 1871. These acts came to be known as the Force Bill, signed into law by a Republican President, Ulysses Grant. They restricted northern Democratic inflows of money and weapons to the Klan, and also empowered federal officials to crack down on the Klan’s organized violence. The Force Bill was implemented by military governors appointed by Grant. These anti-Klan measures seem modest in attempting to arrest what Grant described as an “invisible empire throughout the South.” But historian Eric Foner says the Force Bill did markedly reduce lawless violence by the Democrats. The measures taken by Republicans actually helped shut down the Ku Klux Klan. By 1873, the Klan was defunct, until it was revived a quarter-century later by a new group of racist Democrats.

As they became more prosperous, these whites came to see the GOP reflect their beliefs in economic opportunity and upward mobility. Lincoln never defended rich people. His Republican Party was not the party of the 1 percent. Rather, Lincoln defended upward mobility—the right to try one’s chances at moving up the ladder, at getting rich. Lincoln’s Republican Party sought to remove government obstacles to that process. In his time the main such obstacle was slavery. Slavery, Lincoln knew, hurt the value of people’s work because it placed them in competition with slaves who worked for nothing. Today’s Republicans make a similar point about illegal immigrant labor. Illegal immigrants don’t have to pay taxes. For this and other reasons, they can price their labor markedly below that of citizens. Consequently, illegal immigration harms the upward mobility of American workers. Today’s Democrats howl that such rhetoric is racist, but since there is no implication of racial inferiority, the charge is baseless. Democrats make it only because they derive political benefits from illegal immigration. In reality, the GOP is right that illegal immigration has held back the standard of living of many American workers, making it difficult for them to achieve the upward mobility that Lincoln knew epitomized the American dream.
