Kindness sewn among the meek is harvested in crisis... In Hans Christian Andersen's retelling of the old Nordic tale that begins with a stepmother, "The Wild Swans," the banished sister can only disenchant her eleven brothers -- who are swans all day look but turn human at night -- by gathering stinging nettles barehanded from churchyard graves, making them into flax, spinning them and knitting eleven long-sleeved shirts while remaining silent the whole time. If she speaks, they'll remain birds forever. In her silence, she cannot protest the crimes she accused of and nearly burned as a witch. Hauled off to a pyre as she knits the last of the shirts, she is rescued by the swans, who fly in at the last moment. As they swoop down, she throws the nettle shirts over them so that they turn into men again, all but the youngest brother, whose shirt is missing a sleeve so that he's left with one arm and one wing, eternally a swan-man. Why shirts made of graveyard nettles by bleeding fingers and silence should disenchant men turned into birds by their step-mother is a question the story doesn't need to answer. It just needs to give us compelling images of exile, loneliness, affection, and metamorphosis -- and of a heroine who nearly dies of being unable to tell her own story.

But I will not listen to the opinions of those who are paid to find faults in a war they were never a part of, a war they never experienced themselves. I will not listen to the opinions of those who watched the war on tv or read about it on the internet or were moved by a documentary on Al Jazeera. The war is over. The damage is done. Let Sri Lanka move on. So our children will never have to see what we've seen.

We define women as essential to the development of the home but unnecessary to the development of society. We make them poor and render them powerless and shuttle them from man to man. We sell their bodies and question the value of their souls. We call them unique and say they have special natures, which we then ignore in their specialness. We decide that what is true of men is true of women and then say that women are not as smart as men, as strong as men, or as capable as men. We render half the human race invisible and call it natural. We tolerate war and massacre, mayhem and holocaust to right the wrongs that men say need righting and then tell women to bear up and accept their fate in silence when the crime is against them. What’s worse, we have applauded it all—the militarism, the profiteering, and the sexisms—in the name of patriotism, capitalism, and even religion. Graffiti-art loaned some grace to ugly subways & rigid public monuments--PT-art can also be created for public places: poems scrawled in courthouse lavatories, small fetishes abandoned in parks & restaurants, Xerox-art under windshield-wipers of parked cars, Big Character Slogans pasted on playground walls, anonymous letters mailed to random or chosen recipients (mail fraud), pirate radio transmissions, wet cement... The audience reaction or aesthetic-shock produced by PT ought to be at least as strong as the emotion of terror-- powerful disgust, sexual arousal, superstitious awe, sudden intuitive breakthrough, dada-esque angst--no matter whether the PT is aimed at one person or many, no matter whether it is "signed" or anonymous, if it does not change someone's life (aside from the artist) it fails. It feels political, yes: it’s highly moralistic, it sets up an easy melodrama of good versus bad, it allows you to make all kinds of judgments about people you disagree with, but ultimately it’s a diversion, a way of putting across a policy program while avoiding any sincere discussion of the policies in question. The virtue-quest is an exciting moral crusade that seems to be extremely important but at the conclusion of which you discover you’ve got little to show for it besides NAFTA, bank deregulation, and a prison spree.

During the entire period of discovery and denial, not one Cabinet minister made a statement about the prevalence of sexual abuse or the harm it caused. Finally there are the ‘retractors’. For this movement to take off, it had to have ‘human interest’ victims – the accused – and then a happy ending – the ‘retractors’. We are aware that those ‘retractors’ whose parents trail them to newspapers, television studios and conferences are struggling. Lest we forget, they recanted under palpable pressure.

We can embrace our humanness, which means embracing our broken natures and the compassion that remains our best hope for healing. Or we can deny our brokenness, forswear compassion, and, as a result, deny our own humanity. I thought of the guards strapping Jimmy Dill to the gurney that very hour. I thought of the people who would cheer his death and see it as some kind of victory. I realized they were broken people, too, even if they would never admit it. So many of us have become afraid and angry. We've become so fearful and vengeful that we've thrown away children, discarded the disabled, and sanctioned the imprisonment of the sick and the weak - not because they are a threat to public safety or beyond rehabilitation but because we think it makes us seem tough, less broken. I thought of the victims of violent crime and the survivors of murdered loved ones, and how we've pressured them to recycle their pain and anguish and give it back to the offenders we prosecute. I thought of the many ways we've legalized vengeful and cruel punishments, how we've allowed our victimization to justify the victimization of others. We've submitted to the harsh instinct to crush those among us whose brokenness is most visible. But simply punishing the broken - walking away from them or hiding them from sight - only ensures that they remain broken and we do, too. There is no wholeness outside of our reciprocal humanity. I frequently had difficult conversations with clients who were struggling and despairing over their situations - over the things they'd done, or had been done to them, that had led them to painful moments. Whenever things got really bad, and they were questioning the value of their lives, I would remind them that each of us is more than the worst thing we've ever done. I told them that if someone tells a lie, that person is not just a liar. If you take something that doesn't belong to you, you are not just a thief. Even if you kill someone, you're not just a killer. I told myself that evening what I had been telling my clients for years. I am more than broken. In fact, there is a strength, a power even, in understanding brokenness, because embracing our brokenness creates a need and desire for mercy, and perhaps a corresponding need to show mercy. When you experience mercy, you learn things that are hard to learn otherwise. You see things that you can't otherwise see; you hear things you can't otherwise hear. You begin to recognize the humanity that resides in each of us.

If we want to build a house, a construction company builds it and the bank gives us a mortgage, in some cases subsidised or insured by the state. If violence flares up, the police protect us. If we are sick for a few days, our health insurance takes care of us. If we are debilitated for months, social security steps in. If we need around-the-clock assistance, we can go to the market and hire a nurse – usually some stranger from the other side of the world who takes care of us with the kind of devotion that we no longer expect from our own children. If we have the means, we can spend our golden years at a senior citizens’ home. The tax authorities treat us as individuals, and do not expect us to pay the neighbours’ taxes. The courts, too, see us as individuals, and never punish us for the crimes of our cousins. Not only adult men, but also women and children, are recognised as individuals. Throughout most of history, women were often seen as the property of family or community. Modern states, on the other hand, see women as individuals, enjoying economic and legal rights independently of their family and community. They may hold their own bank accounts, decide whom to marry, and even choose to divorce or live on their own. But the liberation of the individual comes at a cost. Many of us now bewail the loss of strong families and communities and feel alienated and threatened by the power the impersonal state and market wield over our lives. States and markets composed of alienated individuals can intervene in the lives of their members much more easily than states and markets composed of strong families and communities. When neighbours in a high-rise apartment building cannot even agree on how much to pay their janitor, how can we expect them to resist the state? The deal between states, markets and individuals is an uneasy one. The state and the market disagree about their mutual rights and obligations, and individuals complain that both demand too much and provide too little. In many cases individuals are exploited by markets, and states employ their armies, police forces and bureaucracies to persecute individuals instead of defending them. Yet it is amazing that this deal works at all – however imperfectly. For it breaches countless generations of human social arrangements. Millions of years of evolution have designed us to live and think as community members. Within a mere two centuries we have become alienated individuals. Nothing testifies better to the awesome power of culture.

The mother, Caroline Dunsmore, had allowed her two daughters to be used in this way from the age of five. Sentencing Dunsmore to twelve years in prison judge, Lord Malcolm, said he would take into account public revulsion at the grievous crimes against the two girls. He told the forty-three-year-old woman: 'It is hard to imagine a more grievous breach of trust on the part of a mother towards her child.' Morris Petch and John O'Flaherty were also jailed for taking part in raping the children. Child abuse nearly always takes place at home and members of the family are usually involved.

Another preoccupation fed into this dynamic relationship between discovery and denial: does sexual abuse actually matter? Should it, in fact, be allowed? After all, it was only in the 19070s that the Paedophile Information Exchange had argued for adults’ right to have sex with children – or rather by a slippery sleight of word, PIE inverted the imperative by arguing that children should have the right to have sex with adults. This group had been disbanded after the imprisonment of Tom O’Carroll, its leader, with some of its activists bunkered in Holland’s paedophile enclaves, only to re-appear over the parapets in the sex crime controversies of the 1990s. How recent it was, then, that paedophilia was fielded as one of the liberation movements, how many of those on the left and right of the political firmament, were – and still are – persuaded that sex with children is merely another case for individual freedom? Few people in Britain at the turn of the century publicly defend adults’ rights to sex with children. But some do, and they are to be found nesting in the coalition crusading against evidence of sexual suffering. They have learned from the 1970s, masked their intentions and diverted attention on to ‘the system’. Others may not have come out for paedophilia but they are apparently content to enter into political alliances with those who have. We believe that this makes their critique of survivors and their allies unreliable. Others genuinely believe in false memories, but may not be aware of the credentials of some of their advisors.

The militants of Veggie Pride condemn the speciesism” of meat-eaters (who discriminate against animals, privileging the human animal-for them, a particularly disgusting form of “fascism”) and demand that “vegeto-phobia” should be treated as a kind of xenophobia and proclaimed a crime. And we could extend the list to include those fighting for the right of incest marriage, consensual murder, cannibalism . . . The problem here is the obvious arbitrariness of the ever-new rule. Take child sexuality, for example: one could argue that its criminalization is an unwarranted discrimination, but one could also argue that children should be protected from sexual molestation by adults. And we could go on: the same people who advocate the legalization of soft drugs usually support the prohibition of smoking in public places; the same people who protest the patriarchal abuse of small children in our societies worry when someone condemns a member of certain minority cultures for doing exactly this (say, the Roma preventing their children from attending public schools), claiming that this is a case od meddling with other “ways of life”. It is thus for necessary structural reasons that the “fight against discrimination” is an endless process which interminably postpones its final point: namely a society freed from all moral prejudices which, as Michea puts it, “would be on this very account a society condemned to see crimes everywhere.

In order to grasp the meaning of this liberal program we need to imagine a world order in which liberalism is supreme. Either all the states in it are liberal, or enough are so that when united they are able to repulse an attack of militarist aggressors. In this liberal world, or liberal part of the world, there is private property in the means of production. The working of the market is not hampered by government interference. There are no trade barriers; men can live and work where they want. Frontiers are drawn on the maps but they do not hinder the migrations of men and shipping of commodities. Natives do not enjoy rights that are denied to aliens. Governments and their servants restrict their activities to the protection of life, health, and property against fraudulent or violent aggression. They do not discriminate against foreigners. The courts are independent and effectively protect everybody against the encroachments of officialdom. Everyone is permitted to say, to write, and to print what he likes. Education is not subject to government interference. Governments are like night-watchmen whom the citizens have entrusted with the task of handling the police power. The men in office are regarded as mortal men, not as superhuman beings or as paternal authorities who have the right and duty to hold the people in tutelage. Governments do not have the power to dictate to the citizens what language they must use in their daily speech or in what language they must bring up and educate their children. Administrative organs and tribunals are bound to use each man’s language in dealing with him, provided this language is spoken in the district by a reasonable number of residents. In such a world it makes no difference where the frontiers of a country are drawn. Nobody has a special material interest in enlarging the territory of the state in which he lives; nobody suffers loss if a part of this area is separated from the state. It is also immaterial whether all parts of the state’s territory are in direct geographical connection, or whether they are separated by a piece of land belonging to another state. It is of no economic importance whether the country has a frontage on the ocean or not. In such a world the people of every village or district could decide by plebiscite to which state they wanted to belong. There would be no more wars because there would be no incentive for aggression. War would not pay. Armies and navies would be superfluous. Policemen would suffice for the fight against crime. In such a world the state is not a metaphysical entity but simply the producer of security and peace. It is the night-watchman, as Lassalle contemptuously dubbed it. But it fulfills this task in a satisfactory way. The citizen’s sleep is not disturbed, bombs do not destroy his home, and if somebody knocks at his door late at night it is certainly neither the Gestapo nor the O.G.P.U. The reality in which we have to live differs very much from this perfect world of ideal liberalism. But this is due only to the fact that men have rejected liberalism for etatism.

Before long, big buildings known as 'child depots' sprang up in every neighborhood. Children whose parents were too busy to look after them had to be deposited there and could be collected when convenient. They were strictly forbidden to play in the streets or parks or anywhere else. Any child caught doing so was immediately carted off to the nearest depot, and its parents were heavily fined. None of Momo's friends escaped the new regulation. They were split up according to districts they came from and consigned to various child depots. Once there, they were naturally forbidden to play games of their own devising. All games were selected for them by supervisors and had to have some useful, educational purpose. The children learned these new games but unlearned something else in the process: they forgot how to be happy, how to take pleasure in the little things, and last but not least, how to dream. Weeks passed, and the children began to look like timesavers in miniature. Sullen, bored and resentful, they did as they were told. Even when left to their own devices, they no longer knew what to do with themselves. All they could still do was make a noise, but it was an angry, ill-tempered noise, not the happy hullabaloo of former times. The men in grey made no direct approach to them - there was no need. Dehumanization has fueled innumerable acts of violence, human rights violations, war crimes, and genocides. It makes slavery, torture, and human trafficking possible. Dehumanizing others is the process by which we become accepting of violations against human nature, the human spirit, and, for many of us, violations against the central tenets of our faith. How does this happen? Maiese explains that most of us believe that people’s basic human rights should not be violated—that crimes like murder, rape, and torture are wrong. Successful dehumanizing, however, creates moral exclusion. Groups targeted based on their identity—gender, ideology, skin color, ethnicity, religion, age—are depicted as “less than” or criminal or even evil. The targeted group eventually falls out of the scope of who is naturally protected by our moral code. This is moral exclusion, and dehumanization is at its core. Dehumanizing always starts with language, often followed by images. We see this throughout history. During the Holocaust, Nazis described Jews as Untermenschen—subhuman. They called Jews rats and depicted them as disease-carrying rodents in everything from military pamphlets to children’s books. Hutus involved in the Rwanda genocide called Tutsis cockroaches. Indigenous people are often referred to as savages. Serbs called Bosnians aliens. Slave owners throughout history considered slaves subhuman animals. I know it’s hard to believe that we ourselves could ever get to a place where we would exclude people from equal moral treatment, from our basic moral values, but we’re fighting biology here. We’re hardwired to believe what we see and to attach meaning to the words we hear. We can’t pretend that every citizen who participated in or was a bystander to human atrocities was a violent psychopath. That’s not possible, it’s not true, and it misses the point. The point is that we are all vulnerable to the slow and insidious practice of dehumanizing, therefore we are all responsible for recognizing it and stopping it. THE COURAGE TO EMBRACE OUR HUMANITY Because so many time-worn systems of power have placed certain people outside the realm of what we see as human, much of our work now is more a matter of “rehumanizing.” That starts in the same place dehumanizing starts—with words and images. The soul was the body that fed the tobacco, and the spirit was the blood that watered the cotton, and these created the first fruits of the American garden. And the fruits were secured through the bashing of children with stovewood, through hot iron peeling skin away like husk from corn. It had to be blood. It had to be nails driven through tongue and ears pruned away. “Some disobedience,” wrote a Southern mistress. “Much idleness, sullenness, slovenliness…. Used the rod.” It had to be the thrashing of kitchen hands for the crime of churning butter at a leisurely clip. For the men who needed to believe themselves white, the bodies were the key to a social club, and the right to break the bodies was the mark of civilization. “The two great divisions of society are not the rich and poor, but white and black,” said the great South Carolina senator John C. Calhoun. “And all the former, the poor as well as the rich, belong to the upper class, and are respected and treated as equals.” And there it is—the right to break the black body as the meaning of their sacred equality. So, the whole reason you feel “condemned” all the time could simply be your failure to accept and embrace what is written in the Scriptures. On the other hand, there could be a very different reason for the uncomfortable feelings you are experiencing. It could be that the Spirit is dealing with you because of unconfessed, unforsaken sin in your life, but you are mistaking conviction for condemnation. This confusion can be fatal, since conviction is something we must have if we become insensitive to sin. Conviction is good, not bad, something sent from heaven, not manufactured in hell.               If we can continue in sin without conviction, that is a real danger sign. Either our hearts have become so hard that we no longer sense the prodding and reproving of the Spirit, or, worse than that, the Spirit has simply left us alone–an absolutely dreadful prospect. You should thank God when His conviction breaks your heart, fully yielding to the Spirit, since heeding His rebuke always brings life.               Maybe there’s something wrong in your life and you know it. That’s why there is that gnawing pain deep within. Unfortunately, many believers who confuse conviction with condemnation are driven away from the Lord, always feeling rejected and therefore dejected. Other believers, also mistaking conviction for condemnation, react in the opposite way, saying, “That feeling is not from God. I rebuke you, Satan![64] That’s just legalism at its worst.” And so, rather than repent, they run. And this means that neither group responds correctly to the conviction of the Spirit!               What then is the difference between conviction and condemnation? Conviction is like the work of the prosecuting attorney, proving his case against the defendant and exposing his crime.[65] Condemnation is like the judge’s gavel coming down with a final, irreversible verdict of “Guilty!”[66] Conviction says, “You have sinned. Come back to Me!” Condemnation says, “You are guilty. Get away from Me!”               When God convicts the unsaved, He does it to bring them to conversion. As long as they are being convicted, they are not yet hopelessly condemned. When God convicts the saved, He does it to bring His straying saints back to Himself. Conviction for us means that we are still part of the family, since, “If you are not disciplined (and everyone undergoes discipline), then you are illegitimate children and not true sons” (Heb. 12:9). When we are convicted and even chastised by our Father, that is the time to come to Him and confess our sins, finding mercy through the blood of Jesus and receiving grace to turn from sin. But condemnation is an entirely different story. There is no mercy there! It is a place where judgment rules and damnation reigns. It has nothing to do with us!

FEAR DOESN’T CHANGE THE STATISTICS Fear about guns seems to be greatest among those who know the least about them. It takes some familiarity to know that young children can’t simply fire a typical semi-automatic pistol. Few are likely to know that the slide needs to be pulled back to put a bullet in the chamber. Those who do are unlikely to have the strength to do so. And, of course, they may not be aware that the safety has to be switched off. Maybe more media attention should be given to the dangers posed by everyday items. In 2014, motor vehicles killed 303 pedestrians under age ten.8 Bicycle and space heater accidents take many times more children’s lives than guns do. Suffocation claimed over 1,100 lives. The most recent yearly data available indicate that five-gallon plastic water buckets claimed the lives of more than thirty children under age five. Again, the problem with gun-phobia is that without guns, victims are much more vulnerable to criminal attack. Guns are used defensively some 2 million times each year.9 Even though the police are extremely important in reducing crime, they simply can’t be there all the time. In fact, they virtually always arrive after the crime has been committed. Having a gun is by far the safest course of action when one is confronted by a criminal.

But now, desperate parents had to find their own ways out, as Bartolome had been forced to do with a handgun when he ran out of options. This was the harsh reality of raising a child with autism, according to Sea. (He neglected to mention that weeks before the shooting, Bartolome—described by his relatives as a loving and devoted father—had been laid off just before retirement, shunting him into a series of temporary jobs and putting his son’s future care at risk.) Unlike animals that need to hibernate during the winter, krampus only feed during the coldest months of the year, before vanishing once spring arrives. Before the tenth century, there were hundreds of the bastards running around, although nearly all of them were killed after it was made illegal to create them. Like most of the truly horrific creations in the world, krampus were made using dark blood magic. At one point, they’d been human, although once the magic had finished with them, any glimmer of humanity had been extinguished. They were considered a crime against magic, and their creation was punishable by death. Apparently, someone was unconcerned about the possibility of such things, if he or she had taken the time and effort to make a krampus and unleash it on the town of Mittenwald.

It was this evidence of old-fashioned racism that made it possible for a new generation of protestors to frame the attempted murder charges against six black teens in a manner that mainstream America would understand as racist.

He was a confirmed reactionary—a rueful monarchist and an unapologetic elitist (“increased life expectancy,” he said, “is largely due to the incubation of basically unfit children”). But to him, Hitler was the plebeian embodiment of “mass man,” “a deeply miscarried human being,” a “poor devil sprung out of a Strindbergian excremental Hell.” Reck shared many of the premises of Hitler, but no one outdid him in his detestation of “that power-drunk schizophrenic,” the “Prince of Darkness himself.” To those conservatives who grudgingly went along, the Nazis may have been a threat to law and order at the time of the putsch but not after. The greater threat, the long-term threat, was Marxism. Even if Hitler was extreme, even if he was vulgar, even if his anti-Semitism was pathologically obsessional, he remained a German nationalist of obvious talent and a useful tool in the battle against Communism. And so he would never lack for sympathizers in high places, like the judges at his treason trial, even if they looked down on him and didn’t take him as seriously as they should have. Hindenburg’s own dislike of Hitler had less to do with ideology than with simple snobbery—here was a revered German general being compelled to deal on a level of equality with an anonymous German corporal. This conservative tolerance for the Nazis (which always had the potential, as conditions worsened, to shade over into extreme nationalism and then into war crimes) finds an echo in Joachim Fest’s observation that down to 1938, Hitler could be considered a great German statesman, as well as in Henry Kissinger’s opinion that Hitler’s intentions were ambiguous—until they weren’t.

In early 2014, the Department of Justice and Education issued guidelines pressuring public school districts to adopt racial quotas when disciplining children. The basis for this guidance was studies showing that black children were over three times more likely to face serious punishment--suspension or expulsion--for misbehaving at school. The government concluded that school districts were engaging in massive illegal discrimination against black students. In fact, however, the government had no basis for its conclusion. The Supreme Court has explicitly stated that racial disparities in punishment do not by themselves prove discrimination, as they may just be consistent with the underlying rates of misbehavior by each group. There are no valid statistics (and the government hasn't cited any) from which one can infer that black students and white students would be expected to engage in serious misbehavior in school at the same rate. Unless there is some reason to expect kids to behave completely differently at school than outside of it, the school discipline figures are in line with what one would expect. African-American minors are arrested outside of school for violent crime at a rate approximately 3.5 times their share of the population. Moreover, as former Department of Education attorney Hans Bader notes, the government's own statistics show that white boys were over two times as likely to be suspended as their peers of Asian descent. By the government's logic, this means, absurdly, that school districts must be discriminating against white students and in favor of Asians. As of this writing, Minneapolis education authorities have announced their intention to end the black/white gap in suspensions and expulsions, a plan that struck many observers as announcing the imposition of quotas on school discipline.

There’s a general sense now that children’s rights, children’s needs, children’s wants and desires have taken on too prominent a place in our family lives. That we’ve over indulged them and now have to tighten the reins. The backlash is, at base, against ourselves — against a form of boomer and postboomer parenting that many agree has gone off the rails. But the targets of that backlash — its victims — are children. 'People as individuals and in societies mistreat children in order to fulfill certain needs through them, to project internal conflicts and self-hatreds outward, or to assert themselves when they feel their authority has been questioned,' Young-Bruehl wrote. We often use children as pillars for our narcissism, she said, and, in particular, tend to use them to provide salve for our narcissistic wounds. The more that we’re wounded — and, I think it’s fair to argue that almost all of us have been wounded in the devastating economic downturn of the past several years — the more angrily we make our demands. The more adults feel 'beleaguered and without power,' she noted, the more rage they vent at their kids for not making them feel valued, respected, even loved. Young-Bruehl noted that the concept of childism can — and should — force us to think differently about the whole range of parent behavior ranging from spanking to child abuse, just like the acknowledgment of sexism in society led us decades ago to think differently about rape. With a heightened understanding of prejudice against women, rape came to be seen less as an outgrowth of unrestrained male libido and more as a perverse manifestation of the abuse of male power: incest too, soon afterward, came to be seen in that light. Her extrapolation from sexism to childism teaches, then, that we can’t simply think of freakish acts of child abuse — like the case of the 9-year-old Alabama girl run to death by her stepmother and grandmother as punishment for eating a candy bar — as entirely isolated crimes. We have to think of them in a context of prejudice against children — and of diffuse adult feelings of impotence and rage — that is widespread enough that it’s all too easy for an unbalanced parent to cross the line between discipline and abuse.

Institutionalization and ‘special housing' At the time of the passage of the ADA, states still had laws on the books requiring people with mental disabilities to be institutionalized. Not even slaves had been so restricted. "Spurred by the eugenics movement," write legal historians Morton Horwitz, Martha Field and Martha Minow, "every state in the country passed laws that singled out people with mental or physical disabilities for institutionalization." The laws made it clear that the state's purpose was not to benefit disabled people but to segregate them from "normal" society. Thus, statutes noted that the disabled were segregated and institutionalized for being a "menace to society" [and] so that "society [might be] relieved from the heavy economic and moral losses arising from the existence at large of these unfortunate persons." "The state of Washington made it a crime for a parent to refuse state-ordered institutionalization," they wrote; "once children were institutionalized, many state laws required parents to waive all custody rights." Justice Thurgood Marshall wrote in the 1985 Cleburne Supreme Court decision (the decision saying that people with mental retardation did not constitute a "discrete and insular" minority) that this "regime of state-mandated segregation and degradation [had] in its virulence and bigotry rivaled, and indeed paralleled, the worst excesses of Jim Crow. Massive custodial institutions were built to warehouse the retarded for life." Yet they continue today. In 1999, the Supreme Court in its Olmstead decision acknowledged that the ADA did in fact require states to provide services to people with disabilities in the "most integrated setting"; but institutionalization continued, because federal funds  -- Medicaid, mostly  -- had a built-in "institutional bias," the result of savvy lobbying over the years by owners of institutions like nursing homes: In no state could one be denied a "bed" in a nursing home, but in only a few states could one use those same Medicaid dollars to get services in one's home that were usually much less expensive. Ongoing battles were waged to close down the institutions, to allow the people in them to live on their own or in small group settings. But parents often fought to keep them open. When they did close, other special facilities cropped up.

Do you memorize the Lord’s Prayer or other Scriptures in English?” After getting from the children’s own lips the information he needed to convict their parents, he warned them. “Your parents are heretics!” he bellowed. “They have led you away from the teachings of the church. You are never to meddle again with the Lord’s Prayer or the Ten Commandments or any other Scriptures in English. And if you do—rest assured you will burn at the stake for it!” The next day, the six fathers and Mrs. Smith stood before a panel of judges that included the bishop and Friar Stafford. After presenting the evidence against them—and because the men had been warned before by the bishop not to persist in their Lollard ways—the men were condemned to death by burning. But since this was Mrs. Smith’s first offense, the court dismissed her with a warning not to teach her children the Scriptures in English anymore under pain of death. It was late in the evening when the court dismissed, so the bishop’s assistant decided to see Mrs. Smith home in the dark. As they walked out into the night, he took her arm to lead her across the street. Hearing the rattling of papers within her sleeve, he stopped and said, “Well, what do you have here?” He grabbed her arm, reached into the sleeve and pulled out a little scroll. Under the light of a lantern, he read it and found that it contained handwritten in English the Lord’s Prayer, the Ten Commandments and the Apostle’s Creed. “Well, well,” he said with a sneer. “Come now, this is as good a time as any!” He dragged her back again to the bishop. The panel quickly sentenced her to be burned with the six condemned men and sent her off to prison to await her fate. A few days later, guards led Mrs. Smith and the Lollard men to an open space in the center of Coventry known as Little Park. They tied them to a stake and burned them to death for the crime of teaching their children the Word of God in English.
