The KGB chief’s conviction that the USSR was vulnerable to a surprise nuclear attack probably had more to do with Andropov’s personal experience than rational geopolitical analysis. One such dangerous experiment was conducted by Olson and his Detrick colleague Norman Cournoyer. The two men went to Alaska and oversaw bacteria being sprayed out of airplanes to see how the pathogens would disperse in an environment similar to that of a harsh Russian winter. “We used a spore,” Cournoyer explained, “which is very similar [to} anthrax, so to that extent we did something that was not kosher. Because we picked it up all over [the United States] months after we did the tests.” A third man involved in the covert tests with Cournoyer and Olson was Dr. Harold Batchelor, the bacteriologist who learned airborne spray techniques from Dr. Kurt Blome, whom Batchelor consulted with in Heidelberg. Olson and Batchelor also conducted covert field tests in closed spaces across America, including in subways and in the Pentagon. For these tests, the Special Operations Division used a relatively harmless pathogen that simulated how a deadly pathogen would disperse. A congressional inquiry into these covert tests found them “appalling” in their deception.

Still, Lansky had enough political pull within the Cuban government to prepare for a strong Mafia presence in Havana. In October of 1946, in an attempt to keep his whereabouts a secret, “Lucky” Luciano covertly boarded a freighter taking him from Naples, Italy, to Caracas, Venezuela. Then Luciano flew south to Rio de Janeiro and returned north to Mexico City. On October 29, 1946, he arranged for a private flight from Mexico City to Camagüey, Cuba, where Meyer Lansky met him. Having the right connections, Luciano passed through Cuban customs unimpeded and was whisked by car to the splendid Grand Hotel. Luciano, having just arrived in Cuba, was looking forward to setting up operations. Cuba would actually be a better place than the United States for what he had in mind.

Indeed, so antithetical is the United States to the liberal values of the equality of all peoples and nations, freedom from exploitation and oppression, and the absence of discrimination on the bases of class, race, and sex, that it’s difficult to apprehend in what sense the United States has ever been liberal or has in any way had a legitimate claim to being the repository of the values of the Enlightenment.2

Confronted by the Ottoman minister in Belgrade, the Serbian foreign minister Kaljević denied any involvement by the government and protested that the meetings were in any case not illegal, since they had been convened ‘not for the raising of bands, but merely for collecting funds and expressing sympathy for co-religionists beyond the border’.56 The regicides were deeply involved in this cross-border activity. The conspirator officers and their fellow travellers within the army convened an informal national committee in Belgrade, coordinated the campaign and commanded many of the volunteer units. These were not, strictly speaking, units of the Serbian army proper, but the fact that volunteer officers were immediately granted leave by the army suggested a generous measure of official backing.57 Militia activity steadily expanded in scope, and there were numerous violent skirmishes between Serb četniks (guerrillas) and bands of Bulgarian volunteers. In February 1907, the British government requested that Belgrade put a stop to this activity, which appeared likely to trigger a war between Serbia and Bulgaria. Once again, Belgrade disclaimed responsibility, denying that it was funding četnik activity and declaring that it ‘could not prevent [its people] from defending themselves against foreign bands’. But the plausibility of this posture was undermined by the government’s continuing support for the struggle – in November 1906, the Skupština had already voted 300,000 dinars for aid to Serbs suffering in Old Serbia and Macedonia, and this was followed by a ‘secret credit’ for ‘extraordinary expenses and the defence of national interests’.58 Irredentism of this kind was fraught with risk. It was easy to send guerrilla chiefs into the field, but difficult to control them once they were there. By the winter of 1907, it was clear that a number of the četnik bands were operating in Macedonia independently of any supervision; only with some difficulty did an emissary from Belgrade succeed in re-imposing control. The ‘Macedonian imbroglio’ thus delivered an equivocal lesson, with fateful implications for the events of 1914. On the one hand, the devolution of command functions to activist cells dominated by members of the conspirator network carried the danger that control over Serb national policy might pass from the political centre to irresponsible elements on the periphery. On the other hand, the diplomacy of 1906–7 demonstrated that the fuzzy, informal relationship between the Serbian government and the networks entrusted with delivering irredentist policy could be exploited to deflect political responsibility from Belgrade and maximize the government’s room for manoeuvre. The Belgrade political elite became accustomed to a kind of doublethink founded on the intermittent pretence that the foreign policy of official Serbia and the work of national liberation beyond the frontiers of the state were separate phenomena.

These attacks are presumed to be retaliation for the vaccinator ruse in the capture of bin Laden. In January 2013, several deans of US schools of public health signed a letter to President Barack Obama stating their belief that public health programs should not be used as cover for covert operations and urging the president to assure the public that this type of practice would not be repeated (2). The president did not respond.

During World War II the top secret “Norden XV” or “Blue Ox” otherwise known the Army Airforce’s “Norden M Series Bombsights,” were used up to and including the Vietnam War by all American military aircraft with bomb carrying capabilities. This bombsight was considered a “Canonical Tachometric Design” meaning that it had the ability to measure the aircraft's direction and ground speed. In time the Norden improved its original design by using a computer that constantly calculated the aircraft’s flight characteristic and external wind forces to determine the bomb's impact point. When the B-17 Flying Fortress was designed, it came equipped with a Sperry A-3 Autopilot that only corrected angular deviations in the aircraft’s straight and level course. In time most bombsights were replaced by video displays on the instrument panel. Dumb or gravity bombs were mostly replaced with in-flight guidance bombs, such as laser-guided bombs or those using a GPS system. The last combat use of the Norden bombsight was by the US Navy during the covert “Operation Igloo White” mission when OP-2E Neptune aircraft dropped electronic sensors to detect enemy activity along the Ho Chi Minh Trail. Gibraltar Steamship Corporation never did any trading, and never owned or operated any ships, however it did operate a 50,000-watt, pirate radio station. Its president was Thomas Dudley Cabot, who in reality was the U.S. Department of State’s Director of the Office of International Security Affairs. In actual fact, the radio station, called Radio Swan, was a Central Intelligence Agency covert, black operation, known in intelligence circles as “Black Ops.” The station was in operation from 1960 to 1968. Pretending to be a normal radio station, it had commercial accounts including R. J. Reynolds, Philip Morris Tobacco, and Kleenex. It broadcast religiously-oriented programs, such as “The Radio Bible Class,” “The World Tomorrow” and a Christian program from the Dominican Republic, as well as others. Their news broadcasts were sponsored by the Cuban Freedom Committee, a part of Christianform, an anti-communist foundation. In May of 1960, the pirate radio station started transmitting Spanish language broadcasts to Cuba from Swan Island, or Islas del Cisne, in the western Caribbean Sea, near the coastline of Honduras. In 1961, Radio Swan became Radio America, with its headquarters in Miami.

An example of the extent of the FSB and GRU covert cyber collection and exploitation was the exposure of what was most likely a Russian State Security & Navy Intelligence covert operation to monitor, exploit and hack targets within the central United States from Russian merchant ships equipped with advanced hacking hardware and tools. The US Coast guard boarded the merchant ship SS Chem Hydra and in it they found wireless intercept equipment associated with Russian hacking teams. We also know now that in December 2016, Trump’s son-in-law and senior advisor, Jared Kushner, met with Sergey Gorkov, the head of a Kremlin-controlled bank that is under U.S. sanctions and tied closely to Russian intelligence. The Washington Post caused a sensation with its report that Russian officials were discussing a proposal by Kushner to use Russian diplomatic facilities in America to communicate secretly with Moscow. The New York Times reported that Russian intelligence attempted to recruit Carter Page, the Trump foreign policy advisor, as a spy back in 2013 (according to the report, the FBI believed Page did not know that the man who approached him was a spy). And according to Yahoo News, U.S. officials received intelligence reports that Carter Page met with a top Putin aide involved with intelligence. Some Trump advisors failed to disclose or lied about their contacts with the Russians, including on applications for security clearances, which could be a federal crime. Attorney General Jeff Sessions lied to Congress about his contacts and later recused himself from the investigation. Michael Flynn lied about being in contact with Kislyak and then changed his story about whether they discussed dropping U.S. sanctions. Reporting since the election has made clear that Trump and his top advisors have little or no interest in learning about the Russian covert operation against American democracy.
