The next stop on the line for the immobile-but-conscious bird will be an automated throat slitter. The liberal notion that more government programs can solve racial problems is simplistic—precisely because it focuses solely on the economic dimension. And the conservative idea that what is needed is a change in the moral behavior of poor black urban dwellers (especially poor black men, who, they say, should stay married, support their children, and stop committing so much crime) highlights immoral actions while ignoring public responsibility for the immoral circumstances that haunt our fellow citizens. The common denominator of these views of race is that each still sees black people as a “problem people,” in the words of Dorothy I. Height, president of the National Council of Negro Women, rather than as fellow American citizens with problems. Her words echo the poignant “unasked question” of W. E. B. Du Bois, who, in The Souls of Black Folk (1903), wrote: They approach me in a half-hesitant sort of way, eye me curiously or compassionately, and then instead of saying directly, How does it feel to be a problem? they say, I know an excellent colored man in my town.… Do not these Southern outrages make your blood boil? At these I smile, or am interested, or reduce the boiling to a simmer, as the occasion may require. To the real question, How does it feel to be a problem? I answer seldom a word. Nearly a century later, we confine discussions about race in America to the “problems” black people pose for whites rather than consider what this way of viewing black people reveals about us as a nation. This paralyzing framework encourages liberals to relieve their guilty consciences by supporting public funds directed at “the problems”; but at the same time, reluctant to exercise principled criticism of black people, liberals deny them the freedom to err. Similarly, conservatives blame the “problems” on black people themselves—and thereby render black social misery invisible or unworthy of public attention. Hence, for liberals, black people are to be “included” and “integrated” into “our” society and culture, while for conservatives they are to be “well behaved” and “worthy of acceptance” by “our” way of life. Both fail to see that the presence and predicaments of black people are neither additions to nor defections from American life, but rather constitutive elements of that life.

ISIS was forced out of all its occupied territory in Syria and Iraq, though thousands of ISIS fighters are still present in both countries. Last April, Assad again used sarin gas, this time in Idlib Province, and Russia again used its veto to protect its client from condemnation and sanction by the U.N. Security Council. President Trump ordered cruise missile strikes on the Syrian airfield where the planes that delivered the sarin were based. It was a minimal attack, but better than nothing. A week before, I had condemned statements by Secretary of State Rex Tillerson and U.N. Ambassador Nikki Haley, who had explicitly declined to maintain what had been the official U.S. position that a settlement of the Syrian civil war had to include Assad’s removal from power. “Once again, U.S. policy in Syria is being presented piecemeal in press statements,” I complained, “without any definition of success, let alone a realistic plan to achieve it.” As this book goes to the publisher, there are reports of a clash between U.S. forces in eastern Syria and Russian “volunteers,” in which hundreds of Russians were said to have been killed. If true, it’s a dangerous turn of events, but one caused entirely by Putin’s reckless conduct in the world, allowed if not encouraged by the repeated failures of the U.S. and the West to act with resolve to prevent his assaults against our interests and values. In President Obama’s last year in office, at his invitation, he and I spent a half hour or so alone, discussing very frankly what I considered his policy failures, and he believed had been sound and necessary decisions. Much of that conversation concerned Syria. No minds were changed in the encounter, but I appreciated his candor as I hoped he appreciated mine, and I respected the sincerity of his convictions. Yet I still believe his approach to world leadership, however thoughtful and well intentioned, was negligent, and encouraged our allies to find ways to live without us, and our adversaries to try to fill the vacuums our negligence created. And those trends continue in reaction to the thoughtless America First ideology of his successor. There are senior officials in government who are trying to mitigate those effects. But I worry that we are at a turning point, a hinge of history, and the decisions made in the last ten years and the decisions made tomorrow might be closing the door on the era of the American-led world order. I hope not, and it certainly isn’t too late to reverse that direction. But my time in that fight has concluded. I have nothing but hope left to invest in the work of others to make the future better than the past. As of today, as the Syrian war continues, more than 400,000 people have been killed, many of them civilians. More than five million have fled the country and more than six million have been displaced internally. A hundred years from now, Syria will likely be remembered as one of the worst humanitarian catastrophes of the twenty-first century, and an example of human savagery at its most extreme. But it will be remembered, too, for the invincibility of human decency and the longing for freedom and justice evident in the courage and selflessness of the White Helmets and the soldiers fighting for their country’s freedom from tyranny and terrorists. In that noblest of human conditions is the eternal promise of the Arab Spring, which was engulfed in flames and drowned in blood, but will, like all springs, come again.

He was sitting completely still on one of the metal benches put there by the city council with his hand outstretched, holding out a piece of cake. There were birds flitting around tearing off crumbs while others waited their turn, lovingly perched on his head, his shoulders, his legs. There were hundreds of birds. I was surprised to see tourists passing by without paying much attention to what I considered a miracle. Unable to contain my curiosity, I approached the old man. As soon as I got within a couple of meters of him, all the sparrows flew away to take refuge in the tree branches. “Excuse me,” I said, “how does this happen?” The gentleman answered me amiably. “I come here every year at this time of the season. The birds know me. They pass on the memory of my person through their generations. I make the cake that I offer. I know what they like and what ingredients to use. The arm and hand must be still and the wrist tilted so that they can clearly see the food. And then, when they come, stop thinking and love them very much. The bad blood that pitted Archer and Ratcliffe against Smith had its beginnings in 1607, in Jamestown’s earliest days, when the three men served together on the colony’s ruling council. In the months when colonists were dying of hunger and illness, Smith discovered that the duo, along with a few others, were planning to steal supplies and a small boat they could use to flee Virginia for the safety of England. While Smith would almost certainly have been happy to see the last of the two men he thought of as cowards and traitors, he knew the colony could not survive without the boat and that the supplies the men were about to steal were sorely needed by the hungry colonists. Smith, in typical John Smith fashion, soon spiked those plans when he ordered several of the settlement’s cannon turned on the boat and ordered those on board to come ashore or be shot out of the water. Neither Archer nor Ratcliffe was the type of man to take such effrontery lying down, especially from a man they would have considered their social inferior. A few weeks later, the two saw an opportunity to even the score. At that time (it was after Smith’s rescue by Pocahontas, when he returned to Jamestown), Archer and Ratcliffe used the Bible as a legal text and charged Smith with murder under Levitical law. Ludicrous as it seems, the two argued that the “eye for an eye” verse made Smith responsible for the deaths of two of his men who had been killed when Smith was captured by the Powhatan people. It is a measure of Smith’s unpopularity with the “better sort” of colonists (not only Ratcliffe and Archer) that he was—within hours of his return to Jamestown—charged, tried, found guilty, and sentenced to die, with the execution scheduled for the next morning. That night (it was in early 1608), Smith was saved from death when Captain Christopher Newport, the man who later served as the Sea Venture’s captain, unexpectedly sailed up to Jamestown with a handful of new colonists and a shipload of food and other supplies. Newport, who recognized Smith’s value to the colony even if some of the other leaders did not and who, no doubt, saw the idiocy of making Smith responsible for the death of the men who had been killed by the Indians, immediately ordered him freed and all charges against him dropped.

The problem is, humans are always changing who and what they fear at any given time period. I have lived to see Christians killing Catholics only to later join together to oppress the Jews. I remember not so long ago, here in North America, when the Europeans feared the Native Americans and slaughtered them as savages, only to later form alliances with some of the southeastern tribes in order to enslave the Africans. Fear is an irrational council.
