The difficulty of this is explored in the superb book The Punisher’s Brain: The Evolution of Judge and Jury (2014) by Morris Hoffman, a practicing judge and legal scholar.31 He reviews the reasons for punishment: As we see from game theory studies, because punishment fosters cooperation. Because it is in the fabric of the evolution of sociality. And most important, because it can feel good to punish, to be part of a righteous and self-righteous crowd at a public hanging, knowing that justice is being served. This is a deep, atavistic pleasure. Put people in brain scanners, give them scenarios of norm violations. Decision making about culpability for the violation correlates with activity in the cognitive dlPFC. But decision making about appropriate punishment activates the emotional vmPFC, along with the amygdala and insula; the more activation, the more punishment.32 The decision to punish, the passionate motivation to do so, is a frothy limbic state. As are the consequences of punishing—when subjects punish someone for making a lousy offer in an economic game, there’s activation of dopaminergic reward systems. Punishment that feels just feels good.

In recent years we have seen reality television become the most popular form of television programming. Every week tens of millions of viewers watched as a group of ordinary people stranded in some isolated place struggled to meet various challenges and endure harsh conditions. The objective was to banish contestants one by one from the deserted island through a group vote, eliminating every other contestant until only a lone individual remained—the “sole survivor.” The end game was the ultimate American fantasy in our Age of Individualism: to be left completely alone, sitting on a mountain of cash!   While Survivor was an overt example of our individualistic orientation, it certainly was not unique in its glorification of rugged individualists on American television. Even commercial breaks provide equally compelling examples, with advertisers such as Burger King, proclaiming, HAVE IT YOUR WAY! The message? America, the land where not only every man and every woman is an individual but also where every hamburger is an individual!   Human beings do not live in a vacuum; we live in a society. Thus it is important to look at the values promoted and celebrated in a given society and measure what effect this conditioning has on our sense of independence or of interdependence

A wealth of research confirms the importance of face-to-face contact. One experiment performed by two researchers at the University of Michigan challenged groups of six students to play a game in which everyone could earn money by cooperating. One set of groups met for ten minutes face-to-face to discuss strategy before playing. Another set of groups had thirty minutes for electronic interaction. The groups that met in person cooperated well and earned more money. The groups that had only connected electronically fell apart, as members put their personal gains ahead of the group’s needs. This finding resonates well with many other experiments, which have shown that face-to-face contact leads to more trust, generosity, and cooperation than any other sort of interaction. The very first experiment in social psychology was conducted by a University of Indiana psychologist who was also an avid bicyclist. He noted that “racing men” believe that “the value of a pace,” or competitor, shaves twenty to thirty seconds off the time of a mile. To rigorously test the value of human proximity, he got forty children to compete at spinning fishing reels to pull a cable. In all cases, the kids were supposed to go as fast as they could, but most of them, especially the slower ones, were much quicker when they were paired with another child. Modern statistical evidence finds that young professionals today work longer hours if they live in a metropolitan area with plenty of competitors in their own occupational niche. Supermarket checkouts provide a particularly striking example of the power of proximity. As anyone who has been to a grocery store knows, checkout clerks differ wildly in their speed and competence. In one major chain, clerks with differing abilities are more or less randomly shuffled across shifts, which enabled two economists to look at the impact of productive peers. It turns out that the productivity of average clerks rises substantially when there is a star clerk working on their shift, and those same average clerks get worse when their shift is filled with below-average clerks. Statistical evidence also suggests that electronic interactions and face-to-face interactions support one another; in the language of economics, they’re complements rather than substitutes. Telephone calls are disproportionately made among people who are geographically close, presumably because face-to-face relationships increase the demand for talking over the phone. And when countries become more urban, they engage in more electronic communications.

Or leave life altogether, not in anger, but matter-of-factly, straightforwardly, without arrogance, in the knowledge that you’ve at least done that much with your life. And as you try to keep these epithets in mind, it will help you a great deal to keep the gods in mind as well. What they want is not flattery, but for rational things to be like them. For figs to do what figs were meant to do—and dogs, and bees … and people.

Although no system is perfect, the rules by which capitalism operated were well regarded and understood. You could expect that if you made a big bet and were wrong, you would be wiped out—but if you were right, your hard work, ingenuity, or risk taking would be rewarded. In game theory, we could call this a dominant cooperative strategy, and it dominated for the better part of the twentieth century. The rise of fiat currencies that could be manipulated domestically and the bailout in 2008 changed that strategy to one where the players whose bad bets caused the crisis, instead of being wiped out, were rewarded handsomely. Capitalism’s long-dominant cooperative strategy was replaced by a non-dominant strategy, crony capitalism, where the cheaters won.

Religions and righteous minds had been coevolving, culturally and genetically, for tens of thousands of years before the Holocene era, and both kinds of evolution sped up when agriculture presented new challenges and opportunities. Only groups whose gods promoted cooperation, and whose individual minds responded to those gods, were ready to rise to these challenges and reap the rewards.

That spectacular leap from the middle to the top had enormous consequences. Other animals at the top of the pyramid, such as lions and sharks, evolved into that position very gradually, over millions of years. This enabled the ecosystem to develop checks and balances that prevent lions and sharks from wreaking too much havoc. As lions became deadlier, so gazelles evolved to run faster, hyenas to cooperate better, and rhinoceroses to be more bad-tempered. In contrast, humankind ascended to the top so quickly that the ecosystem was not given time to adjust. Moreover, humans themselves failed to adjust. Most top predators of the planet are majestic creatures. Millions of years of dominion have filled them with self-confidence. Sapiens by contrast is more like a banana republic dictator. Having so recently been one of the underdogs of the savannah, we are full of fears and anxieties over our position, which makes us doubly cruel and dangerous. Many historical calamities, from deadly wars to ecological catastrophes, have resulted from this over-hasty jump.

Genar-Hofoen found himself wondering again about the trade-off between skill-honing and distraction that took place in the development of any species likely to end up as one of those in play in the great galactic civilisation game. The Culture’s standard assessment held that the Affront spent far too much time hunting and not nearly enough time getting on with the business of being a responsible space-faring species (though of course the Culture was sophisticated enough to know that this was just its, admittedly subjective, way of looking at things; and besides, the more time the Affront spent dallying in their hunting parks and regaling each other with hunting tales in their carousing halls, the less they had for rampaging across their bit of the galaxy being horrible to people). But if the Affront didn’t love hunting as much as they did, would they still be the Affront? Hunting, especially the highly cooperative form of hunting in three dimensions which the Affront had evolved, required and encouraged intelligence, and it was generally - though not exclusively - intelligence that took a species into space. The required mix of common sense, inventiveness, compassion and aggression required was different for each; perhaps if you tried to make the Affront just a little less enraptured by hunting you would only be able to do so by making them much less intelligent and inquisitive. It was like play; it was fun at the time, when you were a child, but it was also training for when you became an adult. Fun was serious.

The conditions for the evolution of cooperation tell what is necessary, but do not, by themselves, tell what strategies will be most successful. For this question, the tournament approach has offered striking evidence in favor of the robust success of the simplest of all discriminating strategies: TIT FOR TAT. By cooperating on the first move, and then doing whatever the other player did on the previous move, TIT FOR TAT managed to do well with a wide variety of more or less sophisticated decision rules. It not only won the first round of the Computer Prisoner’s Dilemma Tournament when facing entries submitted by professional game theorists, but it also won the second round which included over sixty entries designed by people who were able to take the results of the first round into account. It was also the winner in five of the six major variants of the second round (and second in the sixth variant). And most impressive, its success was not based only upon its ability to do well with strategies which scored poorly for themselves. This was shown by an ecological analysis of hypothetical future rounds of the tournament. In this simulation of hundreds of rounds of the tournament, TIT FOR TAT again was the most successful rule, indicating that it can do well with good and bad rules alike. TIT FOR TAT’s robust success is due to being nice, provocable, forgiving, and clear. Its niceness means that it is never the first to defect, and this property prevents it from getting into unnecessary trouble. Its retaliation discourages the other side from persisting whenever defection is tried. Its forgiveness helps restore mutual cooperation. And its clarity makes its behavioral pattern easy to recognize; and once recognized, it is easy to perceive that the best way of dealing with TIT FOR TAT is to cooperate with it.

I excused the members of the Federal Reserve Board because that problem was created by the Congress. In 1913, Congress delegated its Constitutional duty to provide a sound currency to a federally chartered by private central bank. I exclude all of the special interests and lobbyists for a sound reason. They have no legal authority. They have no ability to coerce a senator, a congressman or a president to do one cotton-picking thing. I don’t care if they offer a politician $1 million in cash. The politician has the power to accept or reject it. No matter what the lobbyist promises, it is the legislators’ responsibility to determine how he votes. Don’t you see the con game that is played on the people by the politicians? Those 545 human beings spend much of their energy convincing you that what they did is not their fault. They cooperate in this common con regardless of party. What separates a politician from a normal human being is an excessive amount of gall. No normal human being would have the gall of Tip O’Neill, who stood up and criticized Ronald Reagan for creating deficits. The president can only propose a budget. He cannot force the Congress to accept it. The Constitution, which is the supreme law of the land, gives sole responsibility to the House of Representatives for originating appropriations and taxes. Those 545 people and they alone are responsible. They and they alone should be held accountable by the people who are their bosses — provided they have the gumption to manage their own employees.

But note, crucially, that sacrifice isn’t a zero-sum game; there are big benefits that accrue to the entire community. All these sacrifices work to maintain high levels of commitment and trust among community members, which ultimately reduces the need to monitor everyone’s behavior.38 The net result is the ability to sustain cooperative groups at larger scales and over longer periods of time.39 Today, we facilitate trust between strangers using contracts, credit scores, and letters of reference. But before these institutions had been invented, weekly worship and other costly sacrifices were a vital social technology. In 1000 a.d., church attendance was a pretty good (though imperfect) way to gauge whether someone was trustworthy. You’d be understandably wary of your neighbors who didn’t come to church, for example, because they’re not “paying their dues” to the community. Society can’t trust you unless you put some skin in the game.

A well-regulated vestibular system helps us to integrate sensory messages from both sides of our body. By the age of three or four, a child should be crossing the midline. For the child who avoids crossing the midline, coordinating both body sides may be difficult. When she paints at an easel, she may switch the brush from one hand to the other at the midway point separating her right and left sides. She may appear not to have established a hand preference, sometimes using her left and sometimes her right to eat, draw, write, or throw. It may also be hard to survey a scene or to track a moving object visually without stopping at the midline to blink and refocus. The child with poor bilateral coordination may have trouble using both feet together to jump from a ledge, or both hands together to catch a ball or play clapping games. She may have difficulty coordinating her hands to hold a paper while she cuts, or to stabilize the paper with one hand while she writes with the other. Poor bilateral coordination, a sensory-based motor disorder, is often misinterpreted as a learning disability such as dyslexia. In fact, this difficulty can lead to learning or behavior problems, but it does not ordinarily mean that a child is lacking in intelligence or academic ability.

Anger, however, does make us irrational. There are many studies showing that the extent to which we punish wrongdoers corresponds to the extent of our anger. One set of experiments got people angry by showing them certain films and then asking them to judge appropriate punishments for actions that had nothing to do with what they were watching in the films. Even here, when it made no sense, the angry subjects were more punitive. This does sound pretty bad. Many evolutionary theorists would agree that anger is a valuable adaptation, essential for our existence as a social and cooperative species. Generous and kind behavior cannot evolve unless individuals can make it costly for those predisposed to game the system and prey on others. So we have evolved emotions, including anger, that drive us to lash out at bad actors, and this makes kindness and cooperation successful. It would be a mistake, then, to see anger simply as noise in the machine, something useless and arbitrary. On the contrary, it is one of the foundations of human kindness.

The White Paper coyly discussed the dimensions of black money stashed away abroad by quoting statistics that are more than a decade old, saying that these are being researched upon by three agencies whose report is expected in September 2012. From this it would appear that the government had no knowledge of the quantum of black money lying abroad. One wonders why the government presented the paper at this stage. Interestingly, the Paper officially disclosed a figure regarding Indian accounts held with Swiss banks, at around only US $213 billion (as against $88 billion projected by the International Monetary Fund, and $213.2 billion by GFI), down 60% between 2006 and 2010. A reasonable conclusion that can be drawn is that black money holders, in anticipation of international and national public pressure (not governmental) transferred their money to other safe havens, the safest, it is said, being India. The last two years have seen several enabling statutes and mechanisms to stealthily repatriate the ill-gotten wealth back to India. I am also given to understand that there is evidence of a huge disparity between export figures, particularly of metals quoted by the government, and actual exports through data available from independent sources. The same applies to figures regarding FIIs. The game is clear. Use every government tool and instrument available to repatriate the money to India, without disclosure, culpability or punishment. There must be ways, and ways that we can never fathom or document, but the black money holders control legislation, either through being important politicians, or big businesses, who can buy safe passage, necessary loopholes and escape routes through statute or legislation. The finance minister through his negligence and active cooperation with the criminals allowed the stolen money to be removed from the accounts in which it was held and only a small fraction now remains, which too he is determined to place beyond the reach of the people of India who are its legitimate owners.
