Let us make recommendations to ensure that NASA officials deal in a world of reality, understanding technological weaknesses and imperfections well enough to be actively trying to eliminate them. The policy debate about sanctions has been repeated almost every decade since the [League of Nations] was created in the wake of World War I. At its core has been the perennial question: do economic sanctions work? While the success rate differs depending on the objective, the historical record is relatively clear: most economic sanctions have not worked. In the twentieth century, only one in three uses of sanctions was “at least partially successful.” More modest goals have better chances of success. But from the available data it is clear that the history of sanctions is largely a history of disappointment. What is striking is that this limited utility has not affected frequency of use. To the contrary: sanctions use doubled in the 1990s and 2000s compared to the period from 1950 to 1985; by the 2010s it had doubled again. Yet while in the 1985–1995 period, at a moment of great relative Western power, the chances of sanctions success were still around 35–40 percent, by 2016 this had fallen below 20 percent. In other words, while the use of sanctions has surged, their odds of success have plummeted.

Modern electrical power distribution technology is largely the fruit of the labors of two men—Thomas Edison and Nikola Tesla. Compared with Edison, Tesla is relatively unknown, yet he invented the alternating electric current generation and distribution system that supplanted Edison's direct current technology and that is the system currently in use today. Tesla also had a vision of delivering electricity to the world that was revolutionary and unique. If his research had come to fruition, the technological landscape would be entirely different than it is today. Power lines and the insulated towers that carry them over thousands of country and city miles would not distract our view. Tesla believed that by using the electrical potential of the Earth, it would be possible to transmit electricity through the Earth and the atmosphere without using wires. With suitable receiving devices, the electricity could be used in remote parts of the planet. Along with the transmission of electricity, Tesla proposed a system of global communication, following an inspired realization that, to electricity, the Earth was nothing more than a small, round metal ball. [...] With $150,000 in financial support from J. Pierpont Morgan and other backers, Tesla built a radio transmission tower at Wardenclyffe, Long Island, that promised—along with other less widely popular benefits—to provide communication to people in the far corners of the world who needed no more than a handheld receiver to utilize it. In 1900, Italian scientist Guglielmo Marconi successfully transmitted the letter "S" from Cornwall, England, to Newfoundland and precluded Tesla's dream of commercial success for transatlantic communication. Because Marconi's equipment was less costly than Tesla's Wardenclyffe tower facility, J. P. Morgan withdrew his support. Moreover, Morgan was not impressed with Tesla's pleas for continuing the research on the wireless transmission of electrical power. Perhaps he and other investors withdrew their support because they were already reaping financial returns from those power systems both in place and under development. After all, it would not have been possible to put a meter on Tesla's technology—so any investor could not charge for the electricity!

Then, decades later, in the 1970s, a hard-assed U.S. swim coach named James Counsilman rediscovered it. Counsilman was notorious for his “hurt, pain, and agony”–based training techniques, and hypoventilation fit right in. Competitive swimmers usually take two or three strokes before they flip their heads to the side and inhale. Counsilman trained his team to hold their breath for as many as nine strokes. He believed that, over time, the swimmers would utilize oxygen more efficiently and swim faster. In a sense, it was Buteyko’s Voluntary Elimination of Deep Breathing and Zátopek hypoventilation—underwater. Counsilman used it to train the U.S. Men’s Swimming team for the Montreal Olympics. They won 13 gold medals, 14 silver, and 7 bronze, and they set world records in 11 events. It was the greatest performance by a U.S. Olympic swim team in history. Hypoventilation training fell back into obscurity after several studies in the 1980s and 1990s argued that it had little to no impact on performance and endurance. Whatever these athletes were gaining, the researchers reported, must have been based on a strong placebo effect. In the early 2000s, Dr. Xavier Woorons, a French physiologist at Paris 13 University, found a flaw in these studies. The scientists critical of the technique had measured it all wrong. They’d been looking at athletes holding their breath with full lungs, and all that extra air in the lungs made it difficult for the athletes to enter into a deep state of hypoventilation. Woorons repeated the tests, but this time subjects practiced the half-full technique, which is how Buteyko trained his patients, and likely how Counsilman trained his swimmers. Breathing less offered huge benefits. If athletes kept at it for several weeks, their muscles adapted to tolerate more lactate accumulation, which allowed their bodies to pull more energy during states of heavy anaerobic stress, and, as a result, train harder and longer. Other reports showed hypoventilation training provided a boost in red blood cells, allowing athletes to carry more oxygen and produce more energy with each breath. Breathing way less delivered the benefits of high-altitude training at 6,500 feet, but it could be used at sea level, or anywhere. Over the years, this style of breath restriction has been given many names—hypoventilation, hypoxic training, Buteyko technique, and the pointlessly technical “normobaric hypoxia training.” The outcomes were the same: a profound boost in performance.* Not just for elite athletes, but for everyone. Just a few weeks of the training significantly increased endurance, reduced more “trunk fat,” improved cardiovascular function, and boosted muscle mass compared to normal-breathing exercise. This list goes on. The takeaway is that hypoventilation works. It helps train the body to do more with less. But that doesn’t mean it’s pleasant.

Performance measure. Throughout this book, the term performance measure refers to an indicator used by management to measure, report, and improve performance. They are often considered to be slow, ponderous, and, quite frankly, a nuisance by the new management. Often they are retired early or made redundant only to be rehired as contractors at twice their previous salary when management realizes they have lost too much institutional knowledge. Their considered pace is often a reflection that they can see that an exercise is futile because it has failed twice before. The young guns are fearless and precocious leaders of the future who are not afraid to go where angels fear to tread. These staff members have not yet achieved management positions. The mixing of the oracles and young guns during a KPI project benefits both parties and the organization. The young guns learn much and the oracles rediscover their energy being around these live wires. Empowerment. For the purposes of this book, empowerment is an outcome of a process that matches competencies, skills, and motivations with the required level of autonomy and responsibility in the workplace. Senior management team (SMT). The team comprised of the CEO and all direct reports. Better practice. The efficient and effective way management and staff undertake business activities in all key processes: leadership, planning, customers, suppliers, community relations, production and supply of products and services, employee wellbeing, and so forth. Best practice. A commonly misused term, especially because what is best practice for one organization may not be best practice for another, albeit they are in the same sector. Best practice is where better practices, when effectively linked together, lead to sustainable world-class outcomes in quality, customer service, flexibility, timeliness, innovation, cost, and competitiveness. Best-practice organizations commonly use the latest time-saving technologies, always focus on the 80/20, are members of quality management and continuous improvement professional bodies, and utilize benchmarking. In the past half century, however, an impressive body of formal theory has been erected by mathematical statisticians and economists to help us reason about these matters-without introducing a new kind of logic. For this there are two reasons. First, the existing translations were never very exact renderings of the original Spanish text even in the form which held the field when they were first published. Their great merit was extreme readableness: many a disciple of the Spanish mystics, who is unacquainted with the language in which they wrote, owes to these translations the comparative ease with which he has mastered the main lines of St. John of the Cross's teaching.
