Judicial systems are rooted in common legal myths. Two lawyers who have never met can nevertheless combine efforts to defend a complete stranger because they both believe in the existence of laws, justice, human rights – and the money paid out in fees.

New accelerations were produced by market regulations and state control of the economy —with their numerous and transferable authorizations and subauthorizations to various offices, associations and commissions concerned with economic decisions. What is a “pyramid?” I grew up in real estate my entire life. My father built one of the largest real estate brokerage companies on the East Coast in the 1970s, before selling it to Merrill Lynch. When my brother and I graduated from college, we both joined him in building a new real estate company. I went into sales and into opening a few offices, while my older brother went into management of the company. In sales, I was able to create a six-figure income. I worked 60+ hours a week in such pursuit. My brother worked hard too, but not in the same fashion. He focused on opening offices and recruiting others to become agents to sell houses for him. My brother never listed and sold a single house in his career, yet he out-earned me 10-to-1. He made millions because he earned a cut of every commission from all the houses his 1,000+ agents sold. He worked smarter, while I worked harder. I guess he was at the top of the “pyramid.” Is this legal? Should he be allowed to earn more than any of the agents who worked so hard selling homes? I imagine everyone will agree that being a real estate broker is totally legal. Those who are smart, willing to take the financial risk of overhead, and up for the challenge of recruiting good agents, are the ones who get to live a life benefitting from leveraged Income. So how is Network Marketing any different? I submit to you that I found it to be a step better. One day, a friend shared with me how he was earning the same income I was, but that he was doing so from home without the overhead, employees, insurance, stress, and being subject to market conditions. He was doing so in a network marketing business. At first I refuted him by denouncements that he was in a pyramid scheme. He asked me to explain why. I shared that he was earning money off the backs of others he recruited into his downline, not from his own efforts. He replied, “Do you mean like your family earns money off the backs of the real estate agents in your company?” I froze, and anyone who knows me knows how quick-witted I normally am. Then he said, “Who is working smarter, you or your dad and brother?” Now I was mad. Not at him, but at myself. That was my light bulb moment. I had been closed-minded and it was costing me. That was the birth of my enlightenment, and I began to enter and study this network marketing profession. Let me explain why I found it to be a step better. My research led me to learn why this business model made so much sense for a company that wanted a cost-effective way to bring a product to market. Instead of spending millions in traditional media ad buys, which has a declining effectiveness, companies are opting to employ the network marketing model. In doing so, the company only incurs marketing cost if and when a sale is made. They get an army of word-of-mouth salespeople using the most effective way of influencing buying decisions, who only get paid for performance. No salaries, only commissions. But what is also employed is a high sense of motivation, wherein these salespeople can be building a business of their own and not just be salespeople. If they choose to recruit others and teach them how to sell the product or service, they can earn override income just like the broker in a real estate company does. So now they see life through a different lens, as a business owner waking up each day excited about the future they are building for themselves. They are not salespeople; they are business owners.

While amassing one of the most lucrative fortunes in the world, the Kochs had also created an ideological assembly line justifying it. Now they had added a powerful political machine to protect it. They had hired top-level operatives, financed their own voter data bank, commissioned state-of-the-art polling, and created a fund-raising operation that enlisted hundreds of other wealthy Americans to help pay for it. They had also forged a coalition of some seventeen allied conservative groups with niche constituencies who would mask their centralized source of funding and carry their message. To mobilize Latino voters, they formed a group called the Libre Initiative. To reach conservative women, they funded Concerned Women for America. For millennials, they formed Generation Opportunity. To cover up fingerprints on television attack ads, they hid behind the American Future Fund and other front groups. Their network’s money also flowed to gun groups, retirees, veterans, antilabor groups, antitax groups, evangelical Christian groups, and even $4.5 million for something called the Center for Shared Services, which coordinated administrative tasks such as office space rentals and paperwork for the others. Americans for Prosperity, meanwhile, organized chapters all across the country. The Kochs had established what was in effect their own private political party.

He horrified her. She chewed her lip, digesting all that he’d told her: not merely a naval officer, but a prince—and a maverick one at that. She wondered what he could have done. “So you see,” he finished, “I’m no more free than you.” He laughed, then, but without humor. “We can be prisoners together. I am en route to a wretched planet called Tarsonis to assume governorship and as you have no other, more pressing engagement, you are coming with me.

At its height, the rebellion can best be described as an insurrection. Large crowds of looters in the early part of July 23 gave way to roving bands of looters and fire bombers, who were much harder to control. Some coordinated their tactics by shortwave radio. Apparently, the rebels saw all government officials as the enemy, and they attacked firemen as well as policemen. By 4:40 P.M. on July 24, rebels had stolen hundreds of guns from gun shops. As police began to shoot at the looters, black snipers started shooting back. Hubert Locke, executive secretary of the establishment Committee for Equal Opportunity, called it a “total state of war.” Police officers and firemen reported being attacked by snipers on both the east and west sides of the city. Snipers made sporadic attacks on the Detroit Street Railways buses and on crews of the Public Lighting Commission and the Detroit Edison Company. Police records indicate that as many as ten people were shot by snipers on July 25 alone. A span of 140 blocks on the west side became a “bloody battlefield,” according to the Detroit News. Government tanks and armored personnel carriers “thundered through the streets and heavy machine guns chattered. . . . It was as though the Viet Cong had infiltrated the riot blackened streets.” The mayor said, “It looks like Berlin in 1945.”55 The black uprisings in Detroit and Newark were the largest of 1967 but by no means the only ones. Urban rebellions rocked cities large and small all across America. According to the Kerner Commission, 164 such rebellions erupted in the first nine months of the year.56

The largest and most rigorous study that is currently available in this area is the third one commissioned by the British Home Office (Kelly, Lovett, & Regan, 2005). The analysis was based on the 2,643 sexual assault cases (where the outcome was known) that were reported to British police over a 15-year period of time. Of these, 8% were classified by the police department as false reports. Yet the researchers noted that some of these classifications were based simply on the personal judgments of the police investigators, based on the victim’s mental illness, inconsistent statements, drinking or drug use. These classifications were thus made in violation of the explicit policies of their own police agencies. There searchers therefore supplemented the information contained in the police files by collecting many different types of additional data, including: reports from forensic examiners, questionnaires completed by police investigators, interviews with victims and victim service providers, and content analyses of the statements made by victims and witnesses. They then proceeded to evaluate each case using the official criteria for establishing a false allegation, which was that there must be either “a clear and credible admission by the complainant” or “strong evidential grounds” (Kelly, Lovett, & Regan,2005). However, it is important not to lose sight of exactly how the neoliberal system works. As David Harvey has demonstrated, by drawing on Karl Polanyi’s masterful work, the free market has never been incompatible with state intervention, and the management of crises is part of the neoliberal project. We therefore need to inquire into how this crisis was presented by recalling, if we take the American example, that President George W. Bush kept forcefully repeating that the foundations of the economy were solid. Then suddenly, in the fateful month of September, as if faced with the sudden surge of a more or less unexpected “economic hurricane,” he asked for $700 billion to avoid a severe economic meltdown. It was necessary to save the banks and businesses that were too big to fail. This complex crisis called for a reaction that was as fast as it was extreme, starting with $350 billion distributed by Treasury Secretary Henry Paulson, the former chairman and chief executive officer of Goldman Sachs. We should note in passing that this sort of crisis discourse recalls all of the exceptional measures put in place or intensified after September 11, 2001: the usa patriot Act, the Military Commissions Act, illegal wiretappings, extraordinary rendition, the network of secret prisons, the redefinition of torture by the Office of Legal Council, and so on. It is not by chance that this crisis was presented as a complex and uncontrollable natural phenomenon, whose severity was largely unforeseen, for it is similar to the historical logic outlined above. By naturalizing the economy and transforming it into an autonomous authority independent of the decisions made by specific agents, this historical order promotes passivity (we can only bow before forces stronger than us), the removal of responsibility (no one can be held accountable for natural phenomena), and historical nearsightedness (the situation is so critical that we must respond quickly, without wasting time by debating over distant causes: time is short!). If we were to step back and assess the overall situation, we would see numerous specters rising up in the cemetery that is neoliberalism, and we would need to begin questioning—following Polanyi—whether the very project of laissez-faire economics has ever been anything other than socialism for the rich or, more precisely, topdown class warfare enforced by state intervention

It was clear to me that, if nothing could be achieved by means of voluntary discussion and negotiation in Geneva, we had to leave Geneva. Never in my life have I imposed on anyone. Whoever does not want to speak to me does not have to. I don’t care! We are eighty-five million Germans, and these Germans do not need that; they have a mighty historic past. When they say, “We can never come to an understanding with this world,” then this world is the world of the awakening social conscience, with which they cannot come to an understanding. I can make only one response to these gentlemen on both sides of the ocean: the socialist world will be the victorious one in the end! The social conscience of all people will be roused. They can wage wars for their capitalist interests, but these wars themselves will ultimately pave the way for social upheaval among their people. It is not possible in the long run to gear hundreds of millions of people to the interests of a few individuals. The common interest of mankind will gain the victory over the interests of these small, plutocratic profiteers! Just a short while ago, they conclusively proved to us that our officers and generals are worthless because they are young and infected with National Socialist thinking, that is, they have some contact with the broad masses. Now events have shown where the better generals are, over there or here! If this war lasts any longer, then this will be a great misfortune for England. They will get to see real action. And, one day, perhaps the English will send a commission over here in order to adopt our platform! The Seventh Central Pay Commission was appointed in February 2014 by the Government of India (Ministry of Finance) under the Chairmanship of Justice Ashok Kumar Mathur. The Commission has been given 18 months to make its recommendations. The terms of reference of the Commission are as follows:  1. To examine, review, evolve and recommend changes that are desirable and feasible regarding the principles that should govern the emoluments structure including pay, allowances and other facilities/benefits, in cash or kind, having regard to rationalisation and simplification therein as well as the specialised needs of various departments, agencies and services, in respect of the following categories of employees:-  (i) Central Government employees—industrial and non-industrial; (ii) Personnel belonging to the All India Services; (iii) Personnel of the Union Territories; (iv) Officers and employees of the Indian Audit and Accounts Department; (v) Members of the regulatory bodies (excluding the RBI) set up under the Acts of Parliament; and (vi) Officers and employees of the Supreme Court.   2. To examine, review, evolve and recommend changes that are desirable and feasible regarding the principles that should govern the emoluments structure, concessions and facilities/benefits, in cash or kind, as well as the retirement benefits of the personnel belonging to the Defence Forces, having regard to the historical and traditional parties, with due emphasis on the aspects unique to these personnel.   3. To work out the framework for an emoluments structure linked with the need to attract the most suitable talent to government service, promote efficiency, accountability and responsibility in the work culture, and foster excellence in the public governance system to respond to the complex challenges of modern administration and the rapid political, social, economic and technological changes, with due regard to expectations of stakeholders, and to recommend appropriate training and capacity building through a competency based framework.   4. To examine the existing schemes of payment of bonus, keeping in view, inter-alia, its bearing upon performance and productivity and make recommendations on the general principles, financial parameters and conditions for an appropriate incentive scheme to reward excellence in productivity, performance and integrity.   5. To review the variety of existing allowances presently available to employees in addition to pay and suggest their rationalisation and simplification with a view to ensuring that the pay structure is so designed as to take these into account.   6. To examine the principles which should govern the structure of pension and other retirement benefits, including revision of pension in the case of employees who have retired prior to the date of effect of these recommendations, keeping in view that retirement benefits of all Central Government employees appointed on and after 01.01.2004 are covered by the New Pension Scheme (NPS).   7. To make recommendations on the above, keeping in view:  (i) the economic conditions in the country and the need for fiscal prudence; (ii) the need to ensure that adequate resources are available for developmental expenditures and welfare measures; (iii) the likely impact of the recommendations on the finances of the state governments, which usually adopt the recommendations with some modifications; (iv) the prevailing emolument structure and retirement benefits available to employees of Central Public Sector Undertakings; and (v) the best global practices and their adaptability and relevance in Indian conditions.   8. To recommend the date of effect of its recommendations on all the above.

Here we introduce the nation's first great communications monopolist, whose reign provides history's first lesson in the power and peril of concentrated control over the flow of information. Western Union's man was one Rutherford B. Hates, an obscure Ohio politician described by a contemporary journalist as "a third rate nonentity." But the firm and its partner newswire, the Associated Press, wanted Hayes in office, for several reasons. Hayes was a close friend of William Henry Smith, a former politician who was now the key political operator at the Associated Press. More generally, since the Civil War, the Republican Party and the telegraph industry had enjoyed a special relationship, in part because much of what were eventually Western Union's lines were built by the Union Army. So making Hayes president was the goal, but how was the telegram in Reid's hand key to achieving it? The media and communications industries are regularly accused of trying to influence politics, but what went on in the 1870s was of a wholly different order from anything we could imagine today. At the time, Western Union was the exclusive owner of the nationwide telegraph network, and the sizable Associated Press was the unique source for "instant" national or European news. (It's later competitor, the United Press, which would be founded on the U.S. Post Office's new telegraph lines, did not yet exist.) The Associated Press took advantage of its economies of scale to produce millions of lines of copy a year and, apart from local news, its product was the mainstay of many American newspapers. With the common law notion of "common carriage" deemed inapplicable, and the latter day concept of "net neutrality" not yet imagined, Western Union carried Associated Press reports exclusively. Working closely with the Republican Party and avowedly Republican papers like The New York Times (the ideal of an unbiased press would not be established for some time, and the minting of the Time's liberal bona fides would take longer still), they did what they could to throw the election to Hayes. It was easy: the AP ran story after story about what an honest man Hayes was, what a good governor he had been, or just whatever he happened to be doing that day. It omitted any scandals related to Hayes, and it declined to run positive stories about his rivals (James Blaine in the primary, Samuel Tilden in the general). But beyond routine favoritism, late that Election Day Western Union offered the Hayes campaign a secret weapon that would come to light only much later. Hayes, far from being the front-runner, had gained the Republican nomination only on the seventh ballot. But as the polls closed his persistence appeared a waste of time, for Tilden, the Democrat, held a clear advantage in the popular vote (by a margin of over 250,000) and seemed headed for victory according to most early returns; by some accounts Hayes privately conceded defeat. But late that night, Reid, the New York Times editor, alerted the Republican Party that the Democrats, despite extensive intimidation of Republican supporters, remained unsure of their victory in the South. The GOP sent some telegrams of its own to the Republican governors in the South with special instructions for manipulating state electoral commissions. As a result the Hayes campaign abruptly claimed victory, resulting in an electoral dispute that would make Bush v. Gore seem a garden party. After a few brutal months, the Democrats relented, allowing Hayes the presidency — in exchange, most historians believe, for the removal of federal troops from the South, effectively ending Reconstruction. Wilson, president of the Seventh-day Adventist Church, appealed to church members worldwide to earnestly read what the Bible says about women’s ordination and to pray that he and other church leaders humbly follow the Holy Spirit’s guidance on the matter. Church members wishing to understand what the Bible teaches on women’s ordination have no reason to worry about where to start, said Artur A. Stele, who oversaw an unprecedented, two-year study on women’s ordination as chair of the church-commissioned Theology of Ordination Study Committee. Stele, who echoed Wilson’s call for church members to read the Bible and pray on the issue, recommended reading the study’s three brief “Way Forward Statements,” which cite Bible texts and Adventist Church co-founder Ellen G. White to support each of the three positions on women’s ordination that emerged during the committee’s research. The results of the study will be discussed in October at the Annual Council, a major business meeting of church leaders. The Annual Council will then decide whether to ask the nearly 2,600 delegates of the world church to make a final call on women’s ordination in a vote at the General Conference Session next July. Wilson, speaking in an interview, urged each of the church’s 18 million members to prayerfully read the study materials, available on the website of the church’s Office of Archives, Statistics, and Research. "Look to see how the papers and presentations were based on an understanding of a clear reading of Scripture,” Wilson said in his office at General Conference headquarters in Silver Spring, Maryland. “The Spirit of Prophecy tells us that we are to take the Bible just as it reads,” he said. “And I would encourage each church member, and certainly each representative at the Annual Council and those who will be delegates to the General Conference Session, to prayerfully review those presentations and then ask the Holy Spirit to help them know God’s will.” The Spirit of Prophecy refers to the writings of White, who among her statements on how to read the Bible wrote in The Great Controversy (p. 598), “The language of the Bible should be explained according to its obvious meaning, unless a symbol or figure is employed.” “We don’t have the luxury of having the Urim and the Thummim,” Wilson said, in a nod to the stones that the Israelite high priest used in Old Testament times to learn God’s will. “Nor do we have a living prophet with us. So we must rely upon the Holy Spirit’s leading in our own Bible study as we review the plain teachings of Scripture.” He said world church leadership was committed to “a very open, fair, and careful process” on the issue of women’s ordination. I ask the question because so far there is no sign of real reform in any area of governance. And, because some of Narendra Modi’s most ardent supporters are now beginning to get worried. Last week I met a man who dedicated a whole year to helping Modi become Prime Minister and he seemed despondent. When I asked how he thought the government was doing, he said he would answer in the words of the management guru Peter Drucker, “There is nothing quite so useless as doing with great efficiency something that should not be done at all.” We can certainly not fault this government on efficiency. Do we need the government to continue wasting our money on a hopeless airline and badly run hotels? We do not. What we do need is for the government to make policies that will convince investors that India is a safe bet once more. We do not need a new government that simply implements more efficiently bad policies that it inherited from the last government. It was because of those policies that investors fled and the economy stopped growing. Unless this changes through better policies, the jobs that the Prime Minister promises young people at election rallies will not come. So far signals are so mixed that investors continue to shy away. The Finance Minister promises to end tax terrorism but in the next breath orders tax inspectors to go forth in search of black money. Vodafone has been given temporary relief by the courts but the retroactive tax remains valid. And, although we hear that the government has grandiose plans to improve the decrepit transport systems, power stations and ports it inherited, it continues to refuse to pay those who have to build them. The infrastructure industry is owed more than Rs 1.5 lakh continued... crore in government dues and this has crippled major companies. No amount of efficiency in announcing new projects will make a difference unless old dues are cleared. Reform is needed not just in economic matters but in every area of governance. Does the Prime Minister know how hard it is to get a passport? Does he know that a police check is required even if you just want to get a few pages added to your passport? Does he know how hard it is to do routine things like registering property? Does he know that no amount of efficiency will improve healthcare services that are broken? No amount of efficiency will improve educational services that have long been in terminal decline because of bad policies and interfering officials. State-regulated insurance companies, like the Equitable Life Insurance Company and the Prudential Life Insurance Company, also declared that their policy was not to issue mortgages to whites in integrated neighborhoods. State insurance regulators had no objection to this stance. The Bank of America and other leading California banks had similar policies, also with the consent of federal banking regulators. Within six years the population of East Palo Alto was 82 percent black. Conditions deteriorated as African Americans who had been excluded from other neighborhoods doubled up in single-family homes. Their East Palo Alto houses had been priced so much higher than similar properties for whites that the owners had difficulty making payments without additional rental income. Federal and state hosing policy had created a slum in East Palo Alto. With the increased density of the area, the school district could no longer accommodate all Palo Alto students, so in 1958 it proposed to create a second high school to accommodate teh expanding student population. The district decided to construct the new school in the heart of what had become the East Palo Alto ghetto, so black students in Palo Alto's existing integrated building would have to withdraw, creating a segregated African American school in the eastern section and a white one to the west. the board ignored pleas of African American and liberal white activists that it draw an east-west school boundary to establish two integrated secondary schools. In ways like these, federal, state, and local governments purposely created segregation in every metropolitan area of the nation.

Almost immediately it was confirmed that Assistant Commissioner Ray McAndrew would review the allegations made by Mrs Farrell and, in particular, her claims in respect of the behaviour of key officers involved in the du Plantier investigation over the previous decade. While there were small differences among the classes, pre–World War II battleships, beginning with Nevada, were “standard-type,” with generally the same top speed (21 knots), turning radius (700 yards), and armor, to facilitate steaming together. In the early 1990s Britain’s MI5 wrote a protection manual for businesspeople visiting China; the advice remains relevant today: ‘Be especially alert for flattery and over-generous hospitality … [Westerners] are more likely to be the subject of long-term, low key cultivation, aimed at making “friends” … The aim of these tactics is to create a debt of obligation on the part of the target, who will eventually find it difficult to refuse inevitable requests for favours in return.

Congress should also prohibit the appointment of relatives in the first and second degrees from positions other than on honorary boards and commissions with minor duties. When John F. Kennedy made his brother Robert attorney general in 1961 he may have made a wise choice, but that decision should not excuse nepotism in a nation with no shortage of talent for high government positions. As Sarah Kendzior and others have shown, nepotism is an early indicator of likely criminality and dictatorial tendencies. Two other reforms would encourage integrity. One would be to strengthen our whistleblower laws. Various journalists, me included, got information from whistleblowers during the Trump years. But not until he was out of office did we learn about the use of secret subpoenas to seize telephone, email and other records of members of Congress who were critical of the president and some journalists under surveillance, which is anathema to a free society. That kind of action is outrageous, but it also shows the reason we need to strengthen whistleblower protections

It tries to please all at the same time: the Arabs, the Jews, the Colonial Office, the Permanent Mandate’s Commission and the questioning members of the British House of Parliament. It is thus one of the most perplexed governments in the world. It has no heart or will of its own…Normally it is supposed to follow the dictates of the Colonial Office, but it easily becomes swayed by questions which are asked in the House of Commons by Jewish members or sympathizers, finally coming up against what the Permanent Mandate’s Commission may approve or disapprove. As I read this I thought of the striking similarities with the present situation in Palestine as regards Britain.

The belief that we can invent 'ideologies' at pleasure, and the consequent treatment of mankind as mere υλη, specimens, preparations, begins to affect our very language. Once we killed bad men: now we liquidate unsocial elements. Virtue has become integration and diligence dynamism, and boys likely to be worthy of a commission are ‘potential officer material'. Most wonderful of all, the virtues of thrift and temperance, and even of ordinary intelligence, are sales-resistance.

According to the Treaty of Versailles, the post World War I German Navy was only permitted to have six light cruisers. One of these was the Emden, with a length of over 508 feet and a draft of 17 feet 5 inches. She was launched on January 7, 1925 and commissioned over nine months later on October 15, 1925. The light cruiser had a standard displacement of 5,400 tons, and was the only ship ever constructed in her class. She was built by the Reichsmarine shipbuilding company in Wilhelmshaven, Germany. As a new ship the Emden became the German Navy’s training ship and conducted several world cruises to train future naval officers. In September of 1934, Kapitan Karl Dönitz, the future commander of the German Navy, the Kriegsmarine, took command of the ship and remained her master until the following year. The Emden visited Cape Town in December of 1934 and was there for the Christmas celebration at the Cape Town German Club, described on page 30 of “Suppressed I Rise.” It was then that Adeline danced with the renowned Captain Dönitz, who would later replace the Fuhrer, Adolf Hitler, as the head of state in Germany. The cruiser Emden was severely damaged by British bombers in February of 1945. On May 3, 1945, the Germans scuttled the ship, to prevent her from being captured by the Allies. Ultimately in 1949, the ship was taken for scrap. Her bow ornament is still on display at the popular Deutsches Museum in Munich.

Frank Fiorini, better known as Frank Sturgis, had an interesting career that started when he quit high school during his senior year to join the United States Marine Corps as an enlisted man. Getting involved in an altercation with his sergeant, he resigned and found employment as the manager of the local Havana-Madrid Tavern, known to have had a clientele consisting primarily of Cuban seamen. In 1947 while still working at the tavern, he joined the U.S. Navy’s Flight Program. A year later, he received an honorable discharge and joined the U.S. Army as an Intelligence Officer. Again, in 1949, he received an honorable discharge, this time from the U.S. Army. Then in 1957, he moved to Miami where he met former Cuban President Carlos Prío, following which he joined a Cuban group opposing the Cuban dictator Batista. After this, Frank Sturgis went to Cuba and set up a training camp in the Sierra Maestra Mountains, teaching guerrilla warfare to Castro’s forces. He was appointed a Captain in Castro’s M 26 7 Brigade, and as such, he made use of some CIA connections that he apparently had cultivated, to supply Castro with weapons and ammunition. After they entered Havana as victors of the revolution, Sturgis was appointed to a high security, intelligence position within the reorganized Cuban air force. Strangely, Frank Sturgis returned to the United States after the Cuban Revolution, and mysteriously turned up as one of the Watergate burglars who were caught installing listening devices in the National Democratic Campaign offices. In 1973 Frank A. Sturgis, E. Howard Hunt, Eugenio R. Martínez, G. Gordon Liddy, Virgilio R. “Villo” González, Bernard L. Barker and James W. McCord, Jr. were convicted of conspiracy. While in prison, Sturgis feared for his life if anything he had done, regarding his associations and contacts, became public knowledge. In 1975, Sturgis admitted to being a spy, stating that he was involved in assassinations and plots to overthrow undisclosed foreign governments. However, at the Rockefeller Commission hearings in 1975, their concluding report stated that he was never a part of the CIA…. Go figure! In 1979, Sturgis surfaced in Angola where he trained and helped the rebels fight the Cuban-supported communists. Following this, he went to Honduras to train the Contras in their fight against the communist-supported Sandinista government. He also met with Yasser Arafat in Tunis, following which he was debriefed by the CIA. Furthermore, it is documented that he met and talked to the Venezuelan terrorist Ilich Ramírez Sánchez, or Carlos the Jackal, who is now serving a life sentence for murdering two French counter intelligence agents. On December 4, 1993, Sturgis suddenly died of lung cancer at the Veterans Hospital in Miami, Florida. He was buried in an unmarked grave south of Miami…. Or was he? In this murky underworld, anything is possible.

In 1933, Batista closely allied himself with the newly created, five-man Presidency of Cuba named “The Pentarchy.” Sergio Carbó y Morera, an influential member of the new Executive Commission of the Pentarchy, became Batista’s inside man. On the morning of September 8th, with the country in a precarious state of instability, and as the self-appointed head of the Provisional Government of Cuba, Carbó y Morera appointed Batista as “Chief of the Army” instantly promoting him from sergeant stenographer, to the rank of Colonel. This promotion was supposedly “for merits of war and exceptional services to the country.” Of course, everyone knew that this appointment was only made because of Batista’s successful sergeants’ rebellion and insistent demands. It also mysteriously happened, without the approval of the other four members of the Pentarchy. Ascending to the rank of Colonel without proper approval, Batista took over “Command and Control” of the Cuban army and unbelievably, summarily discharged the entire cadre of Commissioned Officers.

Promotions and appointments are controlled by a rite of passage in the civil service called empanelment, which decides whether civil servants, predominantly officers of the IAS, can serve in Government of India as joint secretaries, additional secretaries and secretaries. Though officially the selection is done by a committee chaired by the cabinet secretary and comprising the home secretary, secretary personnel, and principal secretary to prime minister, and then approved by the Appointments Committee of the Cabinet, no one really knows how it is actually done. The rules are changed whenever required to assist a political favourite as files apparently fly between South Block and 10 Janpath. Pencil entries are made deleting and adding candidates as per the dictates of the powerful, and the minutes of the original selection committee are signed only after agreements between the political masters, business houses and captive or powerful bureaucrats are reached. These proceedings are then smoothly approved by the Appointments Committee of the Cabinet comprising the home minister and prime minister. The same controlling clique proceeds to appoint the convenient bureaucrat to high profile, lucrative ministries such as defence, home, finance, civil aviation, telecommunication, petroleum, urban development, steel etc. while officers without clout are consigned to residual ministries, normally the social sector ones. Potential for commissions and kickbacks determine which ministries must have captive bureaucrats, and these are the ministries that the DMK has traditionally claimed. The UPA added another dimension that cemented the politician-bureaucrat nexus by decreeing informally and formally that ministers have the right of choice of their secretaries. This meant that the empanelled secretary had to do the rounds of ministries where vacancies were imminent, and solicit his case for selection, unless some higher politician or business house had already spoken for him. And it would be naive to think that such an appointment would be pro bono publico. An honest bureaucrat has nowhere to turn for redressal as the relevant fora were also clearly controlled by the same mafia. With a sense of resignation all they could do is attempt a joke, ‘the Nair you are, the higher you are’!

These important national institutions continue to suffer from the bane of feudal and imperial curses. Moreover, the so-called institutions of the iron frame, the entire length of the spinal cord of Indian administration, from Panchayat (rural self-government) to national level, has been mutilated and subjugated in the name of suborning them to the ‘rule of the people, for the people and by the people’. Several institutions of the country, including the judiciary, have been distorted and subverted to suit the political class. It is not my intention to write another sterile thesis on the state of Indian administration and judiciary. Captain Joseph Frye One of the nicest parks in present day downtown Tampa, Florida, is the Cotanchobee Fort Brooke Park. The 5-acre park, which lies between the Tampa Bay Times Forum (Amalie Arena) and the mouth of the Hillsborough River at the Garrison Channel, is used for many weddings and special events such as the dragon boat races and the duck race. Few people give thought to the historic significance of the location, or to Captain Joseph Frye, considered Tampa’s first native son, who was born there on June 14, 1826. Going to sea was a tradition in the Frye family, starting with his paternal great-grandfather Samuel Frye from East Greenwich, Rhode Island, who was the master of the sloop Humbird. As a young man, Joseph attended the United States Naval Academy and graduated with the second class in 1847. Starting as an Ensign, he served as a commissioned officer in the U.S. Navy until the Civil War, at which time he resigned and took a commission as a Lieutenant in the Confederate Navy. The Ten Years’ War, also known as “the Great War,” which started in 1868 became the first of three wars of Cuban Independence. In October 1873, following the defeat of the Confederacy and five years into the Cuban revolution, Frye became Captain of a side-wheeler, the S/S Virginius. His mission was to take guns and ammunition, as well as approximately 300 Cuban rebels to Cuba, with the intent of fighting the Spanish army for Cuban Independence. Unfortunately, the mission failed when the ship was intercepted by the Spanish warship Tornado. Captain Frye and his crew were taken to Santiago de Cuba and given a hasty trial and before a British warship Commander, hearing of the incident, could intervene, they were sentenced to death. After thanking the members of his crew for their service, Captain Frye and fifty-three members of his crew were put to death by firing squad, and were then decapitated and trampled upon by the Spanish soldiers. However, the British Commander Sir Lambton Lorraine of HMS Niobe did manage to save the lives of a few of the remaining crewmembers and rebels.

Batista was a rebellious non-commissioned officer in the 1933 Cuban Army and became the indisputable leader of the revolutionary faction within the military. Fulgencio Batista took over power during the bloody “Sergeants’ Revolt” and forced a military coup with the help of students and labor leaders, thus taking control of the government. Carlos Mendieta followed and stayed in power for 11 months, after which Batista set himself up as the strong man behind a continuing succession of puppet presidents. Although calling himself a “Progressive Socialist,” Batista was supported by the “Communist Party” which had been legalized in 1938. In time much of this changed!
