Specialisation, accompanied by exchange, is the source of economic prosperity. Here, in my own words, is what a modern version of Smithism claims. First, the spontaneous and voluntary exchange of goods and services leads to a division of labour in which people specialise in what they are good at doing. Second, this in turn leads to gains from trade for each party to a transaction, because everybody is doing what he is most productive at and has the chance to learn, practise and even mechanise his chosen task. Individuals can thus use and improve their own tacit and local knowledge in a way that no expert or ruler could. Third, gains from trade encourage more specialisation, which encourages more trade, in a virtuous circle. The greater the specialisation among producers, the greater is the diversification of consumption: in moving away from self-sufficiency people get to produce fewer things, but to consume more. Fourth, specialisation inevitably incentivises innovation, which is also a collaborative process driven by the exchange and combination of ideas. Indeed, most innovation comes about through the recombination of existing ideas for how to make or organise things. The more people trade and the more they divide labour, the more they are working for each other. The more they work for each other, the higher their living standards. The consequence of the division of labour is an immense web of cooperation among strangers: it turns potential enemies into honorary friends. A woollen coat, worn by a day labourer, was (said Smith) ‘the produce of a great multitude of workmen. The shepherd, the sorter of the wool, the wool-comber or carder, the dyer, the scribbler, the spinner, the weaver, the fuller, the dresser . . .’ In parting with money to buy a coat, the labourer was not reducing his wealth. Gains from trade are mutual; if they were not, people would not voluntarily engage in trade. The more open and free the market, the less opportunity there is for exploitation and predation, because the easier it is for consumers to boycott the predators and for competitors to whittle away their excess profits. In its ideal form, therefore, the free market is a device for creating networks of collaboration among people to raise each other’s living standards, a device for coordinating production and a device for communicating information about needs through the price mechanism. Also a device for encouraging innovation. It is the very opposite of the rampant and selfish individualism that so many churchmen and others seem to think it is. The market is a system of mass cooperation. You compete with rival producers, sure, but you cooperate with your customers, your suppliers and your colleagues. Commerce both needs and breeds trust.

After all, Democrats enjoyed a seventy-seven-seat majority in the House and a seventeen-seat majority in the Senate. But even in the best of circumstances, trying to get the largest emergency spending bill in history through Congress in record time would be a little like getting a python to swallow a cow. I also had to contend with a bit of institutionalized procedural mischief—the Senate filibuster—which in the end would prove to be the most chronic political headache of my presidency. The filibuster isn’t mentioned anywhere in the Constitution. Instead, it came into being by happenstance: In 1805, Vice President Aaron Burr urged the Senate to eliminate the “motion to proceed”—a standard parliamentary provision that allows a simple majority of any legislature to end debate on a piece of business and call for a vote. (Burr, who seems never to have developed the habit of thinking things through, reportedly considered the rule a waste of time.) It didn’t take long for senators to figure out that without a formal way to end debate, any one of them could bring Senate business to a halt—and thereby extract all sorts of concessions from frustrated colleagues—simply by talking endlessly and refusing to surrender the floor. In 1917, the Senate curbed the practice by adopting “cloture,” allowing a vote of two-thirds of senators present to end a filibuster. For the next fifty years the filibuster was used only sparingly—most notably by southern Democrats attempting to block anti-lynching and fair-employment bills or other legislation that threatened to shake up Jim Crow. Gradually, though, the filibuster became more routinized and easier to maintain, making it a more potent weapon, a means for the minority party to get its way. The mere threat of a filibuster was often enough to derail a piece of legislation. By the 1990s, as battle lines between Republicans and Democrats hardened, whichever party was in the minority could—and would—block any bill not to their liking, so long as they remained unified and had at least the 41 votes needed to keep a filibuster from being overridden.

That never happens when a man speaks loudly’.49 Another noted that she is ‘constantly asked – even by male colleagues in my own party – if what I want to say is very important, if I could refrain from taking the floor.’ Some tactics are more brazen. Afghan MP Fawzia Koofi told the Guardian that male colleagues use intimidation to frighten female MPs into silence – and when that fails, ‘The leadership cuts our microphones off’.50 Highlighting the hidden gender angle of having a single person (most often a man) in charge of speaking time in parliament, one MP from a country in sub-Saharan Africa (the report only specified regions so the women could remain anonymous) told the IPU that the Speaker had pressured one of her female colleagues for sex. Following her refusal, ‘he had never again given her the floor in parliament’. It doesn’t necessarily even take a sexual snub for a Speaker to refuse women the floor: ‘During my first term in parliament, parliamentary authorities always referred to statements by men and gave priority to men when giving the floor to speakers,’ explained one MP from a country in Asia. The IPU report concluded that sexism, harassment and violence against female politicians was a ‘phenomenon that knew no boundaries and exists to different degrees in every country’. The report found that 66% of female parliamentarians were regularly subjected to misogynistic remarks from their male colleagues, ranging from the degrading (‘you would be even better in a porn movie’) to the threatening (‘she needs to be raped so that she knows what foreigners do’).

Such records as survive seem to suggest that they spent far more of their time with the right wing of the Liberal Party than they did with their Tory colleagues.

If there was any politician in America who reflected the Cold War and what it did to the country, it was Richard Nixon—the man and the era were made for each other. The anger and resentment that were a critical part of his temperament were not unlike the tensions running through the nation as its new anxieties grew. He himself seized on the anti-Communist issue earlier and more tenaciously than any other centrist politician in the country. In fact that was why he had been put on the ticket in the first place. His first congressional race in 1946, against a pleasant liberal incumbent named Jerry Voorhis, was marked by red-baiting so savage that it took Voorhis completely by surprise. Upon getting elected, Nixon wasted no time in asking for membership in the House Un-American Activities Committee. He was the committee member who first spotted the contradictions in Hiss’s seemingly impeccable case; in later years he was inclined to think of the case as one of his greatest victories, in which he had challenged and defeated a man who was not what he seemed, and represented the hated Eastern establishment. His career, though, was riddled with contradictions. Like many of his conservative colleagues, he had few reservations about implying that some fellow Americans, including perhaps the highest officials in the opposition party, were loyal to a hostile foreign power and willing to betray their fellow citizens. Yet by the end of his career, he became the man who opened the door to normalized relations with China (perhaps, thought some critics, he was the only politician in America who could do that without being attacked by Richard Nixon), and he was a pal of both the Soviet and Chinese Communist leadership. If he later surprised many long-standing critics with his trips to Moscow and Peking, he had shown his genuine diplomatic skills much earlier in the way he balanced the demands of the warring factions within his own party. He never asked to be well liked or popular; he asked only to be accepted. There were many Republicans who hated him, particularly in California. Earl Warren feuded with him for years. Even Bill Knowland, the state’s senior senator and an old-fashioned reactionary, despised him. At the 1952 convention, Knowland had remained loyal to Warren despite Nixon’s attempts to help Eisenhower in the California delegation. When Knowland was asked to give a nominating speech for Nixon, he was not pleased: “I have to nominate the dirty son of a bitch,” he told friends. Nixon bridged the gap because his politics were never about ideology: They were the politics of self. Never popular with either wing, he managed to negotiate a delicate position acceptable to both. He did not bring warmth or friendship to the task; when he made attempts at these, he was, more often than not, stilted and artificial. Instead, he offered a stark choice: If you don’t like me, find someone who is closer to your position and who is also likely to win. If he tilted to either side, it was because that side seemed a little stronger at the moment or seemed to present a more formidable candidate with whom he had to deal. A classic example of this came early in 1960, when he told Barry Goldwater, the conservative Republican leader, that he would advocate a right-to-work plank at the convention; a few weeks later in a secret meeting with Nelson Rockefeller, the liberal Republican leader—then a more formidable national figure than Goldwater—Nixon not only reversed himself but agreed to call for its repeal under the Taft-Hartley act. “The man,” Goldwater noted of Nixon in his personal journal at the time, “is a two-fisted four-square liar.

Legal obfuscation and amnesty schemes The UPA government is trying to use every trick of the trade to provide escape routes for black money looters. Take, for example, the complex strategy being adopted to change the colour of money from black to white, with a unique ‘Fair and Lovely’ amnesty recipe. The press reported in 2011 that the Central Board of Direct Taxes (CBDT) was “seriously considering” recommending to the government a scheme on the lines of the Voluntary Disclosure of Income Scheme (VDIS) announced in 1996 to bring back black money stashed in tax havens abroad for productive use in India. It is reported that the source of the money will not have to be disclosed, but criminal action will be taken if the money (or the assets) pertain to proceeds of crime. How the two halves of the sentence can be harmonised defies logic. In a democracy, every citizen is entitled to know the character and integrity of every other citizen, lest one day a crook manipulates a constituency of voters and colleagues in his party and occupies the office of prime minister. Concealing vast amounts of money and depriving a poverty-stricken nation of the revenue it badly needs is a criminal offence by itself. How would we find out whether or not one such criminal is already in office, instead of being in Tihar Jail?

This has all sorts of important consequences for liberalism, but let us here take note of just one before proceeding: professionals do not hold that other Democratic constituency, organized labor, in particularly high regard. One reason for this is because solidarity, the core value of unions, stands in stark contradiction to the doctrine of individual excellence that every profession embodies. The idea that someone should command good pay for doing a job that doesn't require specialized training seems to professionals to be an obvious fallacy.

By the mid-1840s, Simpson had climbed the ranks to become a professor of midwifery in Edinburgh, relieving the pain of childbirth with ether, like his American colleagues. But Simpson wasn’t satisfied. He wanted a more potent agent, one that was pleasant to inhale, worked quicker, and didn’t cause vomiting upon awakening. He settled on chloroform, a combination of hydrogen, carbon, and chlorine. On November 4, 1847, Simpson invited two of his assistants, James Duncan and George Keith, and some of his friends, including a Ms. Petrie, to a dinner party. When the dinner was over, he asked his guests to sniff a variety of volatile gases, including chloroform. Duncan and Keith immediately lost consciousness, falling under the table. Ms. Petrie also lost consciousness, but not before declaring, “I’m an angel! I’m an angel! Oh, I’m an angel!” The next day, without animal studies, clinical trials, or federal approval, Simpson administered chloroform to a woman during a particularly painful delivery. “I placed her under the influence of chloroform,” recalled Simpson, “by moistening half a teaspoon of the liquid onto a pocket handkerchief [and placing it] over her mouth and nostrils. The child was expelled in about twenty minutes. When she awoke, [the mother] observed to me that she had enjoyed a very comfortable sleep.” The parents were so elated that they named their daughter Anesthesia. Tim Graham Tim Graham has specialized in photographing the Royal Family for more than thirty years and is foremost in his chosen field. Recognition of his work over the years has led to invitations for private sessions with almost all the members of the British Royal Family, including, of course, Diana, Princess of Wales, and her children. Diana had none of the remoteness of some members of royal families. Along with several of my press colleagues, I felt I came to know her quite well. She was a superstar, she was royal, but she was also very approachable. I have had various sessions with members of the Royal Family over the years, but those with her were more informal. I remember photographing Prince William at Kensington Palace when he was a baby. I was lying on the floor of the drawing room in front of the infant prince, trying to get his attention. Not surprisingly, he didn’t show much interest, so, without prompting, Diana lay down on the floor close to me and, using one of those little bottles of bubbles, starting blowing bubbles at him. Perfect. As he gazed in fascination at his mother, I was able to get the picture I wanted. I can’t think of many members of the Royal Family who would abandon protocol and lie on the carpet with you in a photo session! Funnily enough, it wasn’t the only time it happened. She did the same again years when she was about to send her dresses to auction for charity and we were sifting through prints of my photographs that she had asked to use in the catalog. She suggested that we sit on the floor and spread the photographs all around us on the carpet, so, of course, we did. I donated the use of my pictures of her in the various dresses to the charity, and as a thank-you, Diana invited me to be the exclusive photographer at both parties held for the dresses auction--one in London and the other in the United States. The party in New York was held on preview night, and many of the movers and shakers of New York were there, including her good friend Henry Kissinger. It was a big room, but everyone in it gravitated to the end where the Princess was meeting people. She literally couldn’t move and was totally hemmed in. I was pushed so close to her I could hardly take a picture. Seeing the crush, her bodyguard spotted an exit route through the kitchen and managed to get the Princess and me out of the enthusiastic “scrum.” As the kitchen door closed behind the throng, she leaned against the wall, kicked off her stiletto-heeled shoes, and gasped, “Gordon Bennett, that’s a crush!” I would have loved to have taken a picture of her then, but I knew she wouldn’t expect that to be part of the deal. You should have seen the kitchen staff--they were thrilled to have an impromptu sight of her but amazed that someone of her status could be so normal. She took a short breather, said hi to those who had, of course, stopped work to stare at her, and then glided back into the room through another door to take up where she had left off. That’s style!

Everyone must submit to the state which is supreme over the individual . . . ,” he wrote in those heady days of the Rising Sun.8 He spoke Japanese, wore a kimono, and even took a Japanese name. He then sneaked back into Burma, landing secretly at Bassein. He changed into a longyi and then took the train unnoticed to Rangoon. He made contact with his old colleagues. Within weeks, in small batches and with the help of Suzuki’s secret agents in Rangoon, Aung San and his new select team traveled by sea to the Japanese-controlled island of Hainan, in the South China Sea. There were thirty in all—the Thirty Comrades—and they would soon be immortalized in nationalist mythology. Aung San at twenty-five was one of the three oldest. He took Teza meaning “Fire” as his nom de guerre. The other two took the names Setkya (A Magic Weapon) and Ne Win (the Bright Sun). All thirty prefixed their names with the title Bo. “Bo” meant an officer and had come to be the way all Europeans in Burma were referred to, signifying their ruling status. The Burmese were now to have their own “bo” for the first time since 1885. But six months of harsh Japanese military training still lay ahead. It wasn’t easy, and at one point some of the younger men were close to calling it quits. Aung San, Setkya, and Ne Win received special training, as they were intended for senior positions. But all had to pass through the same grueling physical tests, saluting the Japanese flag and learning to sing Japanese songs. They heard tales of combat and listened to Suzuki boasting of how he had killed women and children in Siberia.9 It was a bonding experience that would shape Burmese politics for decades to come.

With the workload I had, and the interruptions I faced, of course this wasn’t always possible, and in those situations I found the best route wasn’t just to tough it out, but rather let the supervising attorney know as early as possible if I couldn’t meet a deadline. I learned this lesson the hard way. My first assignment as a summer associate was to research whether we could squeeze one of our clients into an exception to a well-settled legal doctrine. The senior attorney who gave me the assignment asked me to research the issue and then get back to him by Friday afternoon. I just didn’t feel comfortable with my research when Friday afternoon came around, and decided to buy some additional time by letting him contact me. He didn’t try to reach me Friday afternoon, so I took advantage of that and submitted the assignment on Monday.
