If we look at the way an industrial producer creates new products, we see a long list of trials and errors and eventually improvement in quality at a lower cost. Urban policies and strategies, by contrast, often do not follow this logic; they are often repeated even when it is well known that they failed. For instance, policies like rent control, greenbelts, new light rail transports, among others, are constantly repeated in spite of a near consensus on their failure to achieve their objectives. A quantitative evaluation of the failure of these policies is usually well documented through special reports or academic papers; it is seldom produced internally by cities, however, and the information does not seem to reach urban decision makers. Only a systematic analysis of data through indicators allows urban policies to be improved over time and failing policies to be abandoned. Homes do not disappear immediately when there is rent control, but they deteriorate over time without being replaced by newer and more suitable ones. Currently available medicines do not disappear when price controls are implemented, but new medicines for the treatment of cancer, AIDS, Alzheimer's and others will probably not continue to be developed at the same speed, when the money to pay for their development is no longer there. But everything takes time to be noticed and the memory of most people may be very short-term and they cannot connect the bad consequences they suffer with the popular policies they supported a few years ago.

Evictions were deserved, understood to be the outcome of individual failure. They “helped get rid of the riffraff,” some said. No one thought the poor more undeserving than the poor themselves. In years past, renters opposed landlords and saw themselves as a “class” with shared interests and a unified purpose. During the early twentieth century, tenants organized against evictions and unsanitary conditions. When landlords raised rents too often or too steeply, tenants went so far as to stage rent strikes. Strikers joined together to withhold rent and form picket lines, risking eviction, arrest, and beatings by hired thugs. They were not an especially radical bunch, these strikers. Most were ordinary mothers and fathers who believed landlords were entitled to modest rent increases and fair profits, but not “price gouging.” In New York City, the great rent wars of the Roaring Twenties forced a state legislature to impose rent controls that remain the country’s strongest to this day. Petitions, picket lines, civil disobedience—this kind of political mobilization required a certain shift in vision.

Representative democracy, as in, say, the United States or Great Britain, would be criticized by an anarchist of this school on two grounds. First of all because there is a monopoly of power centralized in the State, and secondly and critically—because representative democracy is limited to the political sphere and in no serious way encroaches on the economic sphere. Anarchists of this tradition have always held that democratic control of one's productive life is at the core of any serious human liberation, or, for that matter, of any significant democratic practice. That is, as long as individuals are compelled to rent themselves on the market to those who are willing to hire them, as long as their role in production is simply that of ancillary tools, then there are striking elements of coercion and oppression that make talk of democracy very limited, if even meaningful.

Women in the sex trade are similar to factory farmed females . . . . Even comparatively privileged women in relatively fortunate marriages can readily be likened to sows and cows. . . . The reproductive abilities of women and other female animals are controlled and exploited by those in power (usually men) and both are devalued as they age and wear out—when they no longer reproduce. Those who are compelled to rent themselves to owners of capital in order to survive are deprived of one of the most fundamental rights: the right to productive, creative and fulfilling work under one's own control, in solidarity with others. And under the ideological constraints of capitalist democracy, the prime necessity is to satisfy the needs of those in a position to make investment decisions; if their demands are not satisfied, there will be no production, no work, no social services, no means for survival. All necessarily subordinate themselves and their interests to the overriding need to serve the interests of the owners and managers of the society, who, furthermore, with their control over resources, are easily able to shape the ideological system (the media, schools, universities and so on) in their interests, to determine the basic conditions within which the political process will function, its parameters and basic agenda, and to call upon the resources of state violence, when need be, to suppress any challenge to entrenched power. The point was formulated succinctly in the early days of the liberal democratic revolutions by John Jay, the President of the Continental Congress and the first Chief Justice of the United States Supreme Court: "The people who own the country ought to govern it." And, of course, they do, whatever political faction may be in power. Matters could hardly be otherwise when economic power is narrowly concentrated and the basic decisions over the nature and character of life, the investment decisions, are in principle removed from democratic control.

Although my vision of the world of the spirit would not be altered a jot if the cedar had been purulent with galls, those galls actually do matter to my understanding of this world. Can I say then that corruption is one of beauty’s deep-blue speckles, that the frayed and nibbled fringe of the world is a tallith, a prayer shawl, the intricate garment of beauty? It is very tempting, but I cannot. But I can, however, affirm that corruption is not beauty’s very heart and I can I think call the vision of the cedar and the knowledge of these wormy quarryings twin fjords cutting into the granite cliffs of mystery and say the new is always present simultaneously with the old, however hidden. The tree with the lights in it does not go out; that light still shines on an old world, now feebly, now bright. I am a frayed and nibbled survivor in a fallen world, and I am getting along. I am aging and eaten and have done my share of eating too. I am not washed and beautiful, in control of a shining world in which everything fits, but instead am wandering awed about on a splintered wreck I’ve come to care for, whose gnawed trees breathe a delicate air, whose bloodied and scarred creatures are my dearest companions, and whose beauty beats and shines not in its imperfections but overwhelmingly in spite of them, under the wind-rent clouds, upstream and down.

That image recalls Nick Dyer-Whiteford's claim that, in light of the structural failures of neoliberal policies, capital could "turn to a 'Plan B', in which limited versions of commons, pollution trading schemes, community development and open-source and file-sharing practices are introduced as subordinate aspects of a capitalist economy, where voluntary cooperation subsidizes profit. One can think here of how Web 2.0 re-appropriates many of the innovations of radical digital activists, and converts them into a source of rent." Indeed, with the rise of the trademarked Digital Commons software platform and with the proliferation of university-based digital and media commons (which are typically limited to fee-paying and/or employed university community members), the very concept of the digital commons appears to be one of these reappropriations. But if, as part of what James Boyle describes as the "Second Closure Movement," this very rhetorical move signals the temporary defeats of the after-globalization and radical hacker movements that claimed the language of the commons, perhaps the advocacy for ownership of digital wares (or at least a form of unalienable, absolute possession, whether individual or communal) would provide a strategic ballast against the proprietary control of large swathes of information by apparently benevolent corporations and institutions. While still dangling in mid-air, the information commodity's consumption might thereby be placed more solidly on common ground.

Add your monthly take-home pay to your partner’s monthly take-home pay. That is your total household income. Now divide your total monthly expenses by your take-home pay and from that you will derive a percentage. That percent is what each of you should contribute to your monthly joint expenses. Here’s an example. Let’s say your after-tax pay is $7,000 a month and your love brings home $3,000 a month. Your total household after-tax income is $10,000. Now add up all the expenses you have each month that keep the household running. Let’s say those expenses for utilities, rent, phone, and so on, come to $3,000 a month. Divide $3,000, your joint expenses, by $10,000, your joint take-home income, and that will give you 30 percent. That means that you each have to put up 30 percent of your take-home pay toward expenses, or $2,100 from you and $900 from your love—equal percentages, not equal amounts. Set up a joint checking account to pay for household bills. Yes, keep your own checking account, but set up one together. This is a great testing ground for your money habits. You know from the first month of The Save Yourself Plan that I want you to sit and pay the bills together. That means that one week before your appointed bill-paying, both of you are to have deposited your share of the monthly expenses into that account.

Mental Accounting Alarm clocks and Christmas clubs are external devices people use to solve their self-control problems. Another way to approach these problems is to adopt internal control systems, otherwise known as mental accounting. Mental accounting is the system (sometimes implicit) that households use to evaluate, regulate, and process their home budget. Almost all of us use mental accounts, even if we’re not aware that we’re doing so. The concept is beautifully illustrated by an exchange between the actors Gene Hackman and Dustin Hoffman in one of those extra features offered on DVDs. Hackman and Hoffman were friends back in their starving artist days, and Hackman tells the story of visiting Hoffman’s apartment and having his host ask him for a loan. Hackman agreed to the loan, but then they went into Hoffman’s kitchen, where several mason jars were lined up on the counter, each containing money. One jar was labeled “rent,” another “utilities,” and so forth. Hackman asked why, if Hoffman had so much money in jars, he could possibly need a loan, whereupon Hoffman pointed to the food jar, which was empty. According to economic theory (and simple logic), money is “fungible,” meaning that it doesn’t come with labels. Twenty dollars in the rent jar can buy just as much food as the same amount in the food jar. But households adopt mental accounting schemes that violate fungibility for the same reasons that organizations do: to control spending. Most organizations have budgets for various activities, and anyone who has ever worked in such an organization has experienced the frustration of not being able to make an important purchase because the relevant account is already depleted. The fact that there is unspent money in another account is considered no more relevant than the money sitting in the rent jar on Dustin Hoffman’s kitchen counter.

The argument in favor of legitimacy is that the contract is freely undertaken—in the sense of Anatole France’s remark that the rich and poor are equally free to sleep under the bridge at night. In the real world, the contract is accepted under duress. You accept it or you starve, conditions exacerbated under increasing monopolization, as Marv discussed in our last session. There are very few options.

In addition to the Catholic Church’s ban on contraception, a ban which had added force because of the religious cohesion of the ethnic neighborhood, one of the main things which fueled this demographic increase in Philadelphia was the rowhouse. It was cheap enough for a worker to own. It was more spacious than an apartment, and instead of paying rent and being at the mercy of landlords, a man could own his home free and clear in the time it took him to pay off his mortgage. Since it was located in the city near public transportation, the rowhouse did not require the expense of owning a car. Since it was surrounded on both sides by other houses, it was cheap to heat. As a result, it allowed the working-class Catholic family to have a large family, and over a period of time, it allowed him to benefit from the political power which followed demographic increase, which is precisely what was causing Blanshard and the Phillips crowd concern. The attack on the rowhouse which the Better Philadelphia Exhibition orchestrated meant an attack on all of the cultural attributes that went with the rowhouse, a building which symbolized the cultural independence of the ethnic neighborhood based on religious cohesion and the economic independence of immigrant workers who could own their own homes. The attack on the rowhouse in Philadelphia was a covert attack on the Catholics who lived in them, orchestrated by a ruling class that knew, as good Darwinians, that demography was destiny and that they, because of their all but universal adoption of contraception, were on the losing end of the demographic equation. Urban renewal, like the sexual revolution which followed it eighteen years later, was the WASP ruling class’s attempt to keep “the United States from becoming a Catholic country by default.

Faced with the choice of eviction with $5,000 or eviction without $5,000, the tenant takes the money and runs. The landlord then offers the same deal to the tenant in 1B, and so on.

It's very useful to consider what we take for granted as unquestionable common sense, what we consent to without reflection. Not just what we consent to, but what we often go on to regard as the highest goal of life. So, in today's world, one of the highest goals in life is having a job. The best advice that one can give to a young person is to prepare to find employment. That is, to prepare to spend your waking life in servitude to a master. For many, that means subordination to discipline that is far more extreme than in a totalitarian state. The whole system of renting oneself for survival, holding a job, well, that may be hegemonic common sense today, but it certainly has not been in the past. From classical antiquity right through the 19th century, the idea of being dependent on the will and the domination of others was considered an intolerable attack on elementary rights and human dignity. In fact, workers in late 19th-century New York warned that a day might come when wage slaves will so far forget what is due to manhood as to glory in a system forced on them by their necessity and in opposition to their feelings of independence and self-respect. They hoped to be able to block the efforts to instill a new hegemonic common sense in which workers would not only accept but, in fact, glory in a system that turns them into menial and humble servants, wage slaves, under tight control, abandoning their independence for the larger part of their lives.

Well, where does that leave us with regard to social action and practice? The answer is very far away. There still remains an enormous gap between what we have to grasp in order to ground moral action, to choose a course of action on moral grounds. An enormous gap between that and what we, in fact, understand about human nature and the human needs that derive from it, and the human rights that derive from it. Big gap. So, we are left where we were, with the need to make an intuitive leap and to posit some judgment about what real, intrinsic human nature is. In a sense, you're staking your faith in what you think or hope human beings may be. Now, if you take as your faith that of, say, the classical liberal doctrine, you will conclude that there is no justification, there's no moral justification for the commissar, the central committee, or the cultural or corporate manager, or any of the others who control and coerce us on species grounds. The actual classical liberal view, which is very different from what is known with its deep innatist roots, is very subversive and radical because it challenges the existence of any form of authority and requires that it be justified, which can rarely be done. It's not too surprising, I think, that the actual ideas of the Enlightenment have been subjected to such a broad-ranging attack. They are radical and subversive because of the faith that they express in human capacity, and human rights, and human needs, and their richness. And that's a deeply upsetting view from the point of view of any institutional structure which is concerned with control and manipulation, or any of the people who operate within those institutional structures. Well, if one takes this position, the next thing to do is to make the intuitive leap and turn to the concrete substantive questions of acting as a moral agent, choosing a course of action. And here what you do is seek out structures of authority and domination. Often we don't see them, so you have to try to find them even though they're there. Once you notice them, you see them and seek them out. Ask the question as to whether they, in fact, are legitimate for some contingent reason, say, self-defense or whatever argument is put forth. And if they fail that test, as they almost invariably do, to move forward to dismantle them, which means solidarity, organization, and so on. That's a hard task. But there are achievements. There are real achievements. For most of human history, for example, literal human slavery was considered legitimate. In fact, considered quite praiseworthy. It was for the benefit of these depraved creatures who shouldn't be left on their own. It's only a little tiny period of human history where this is considered a total obscenity. And the fact that it is considered a total obscenity is an achievement. In the 18th century, it was pointed out that wage slavery is fundamentally not very different from slavery. If people are compelled to rent themselves in order to survive, it's not very different than selling yourself in order to survive. That's an insight that has yet to be recovered, but it's a valid one. And, in fact, notice that it grows from these same conceptions of human nature. But, at least, literal human slavery would no longer be justified by, I suppose, almost anyone. That's an achievement. It's a moral achievement. It's a moral advance. Just in our own lifetimes, the questions of the legitimacy of sexist oppression have come to the fore. It's not like anybody noticed before, but there's been a sustained and committed effort to bring them to consciousness. And it's not long ago, anybody my age will know, that it's not long ago they just didn't see it, notice it. It was just part of the background. Now, at least you see it. The problems are there, but it's a moral advance that the problems are recognized to be there. There's some effort to come to terms with them.

learning—we have learned how to increase productivity, the outputs that can be produced with any inputs. There are two aspects of learning that we can distinguish: an improvement in best practices, reflected in increases in productivity of firms that marshal all available knowledge and technology, and improvements in the productivity of firms as they catch up to best practices. In fact, the distinction may be somewhat artificial; there may be no firm that has employed best practices in every aspect of its activities. One firm may be catching up with another in some dimension, but the second firm may be catching up with the first in others. In developing countries, almost all firms may be catching up with global best practices; but the real difference between developing and developed countries is the larger fraction of firms that are significantly below global best practices and the larger gap between their productivity and that of the best-performing firms. While we are concerned in this book with both aspects of learning, it is especially the learning associated with catching up that we believe has been given short shrift in the economics literature, and which is central to improvements in standards of living, especially in developing countries. But as we noted in chapter 1, the two are closely related; because of the improvements in best practices by the most innovative firms, most other firms are always engaged in a process of catching up. While the evidence of Solow and the work that followed demonstrated (what to many seems obvious) the importance of learning for increases in standards of living, to further explicate the role of learning, the first three sections of this chapter marshal other macro- and microeconomic evidence. In particular, we stress the pervasive gap between best practices and the productivity of most firms. We argue that this gap is far more important than the traditional allocative inefficiencies upon which most of economics has focused and is related to learning—or more accurately, the lack of learning. The final section provides a theoretical context within which to think about the sources of sustained increases in standards of living, employing the familiar distinction of movements of the production possibilities curve and movements toward the production possibilities curve. Using this framework, we explain why it is that we ascribe such importance to learning. Macroeconomic Perspectives There are several empirical arguments that can be brought to bear to support our conclusion concerning the importance of learning. The first is a simple argument: In theory, leading-edge technology is globally available. Thus, with sufficient capital and trained labor (or sufficient mobility for capital and trained labor), all countries should enjoy comparable standards of living. The only difference would be the rents associated with ownership of intellectual property rights and factor supplies. Yet there is an enormous divergence in economic performance and standards of living across national economies, far greater than can be explained by differences in factor supplies.1 And this includes many low-performing economies with high levels of capital intensity (especially among formerly socialist economies) and highly trained labor forces. Table 2.1 presents a comparison of formerly socialist countries with similar nonsocialist economies in the immediate aftermath of the collapse of the state-controlled model of economic activity. I started on the bunny hill with the kids and on the second day got a little too over confident.  I also misinterpreted the symbols on the trail marks for the degree of difficulty and managed to find myself at the top of the mountain and the beginning of a double Black Diamond run.   I had no idea until I discovered the only way down was to ski, and that the double Black Diamond meant “For Experts Only.”      Marguerite had gotten off at a rest area, found a nice table outside, got a cup of hot tea and rented a telescope so she could watch me ski down the mountain.       She got a ski show all right; about 200 yards down the slope I lost complete control.  I saw the sky and ground so many times as I tumbled I lost count and when I did come to rest it was at the bottom of the run and I was minus a ski.  A nice Swiss couple had retrieved it for me and it wasn’t until they gave it back that I realized just how lethal a runaway downhill ski could be, I was damned lucky it didn’t go through somebody down the mountain.      I realized I was over matched and stuck with the bunny hill for the rest of the day.

Subletting may create a different problem for the tenant who sublets. Under some [rent control] ordinances, a tenant who sublets for a fixed term (e.g., a 3-month vacation) may not be able to evict the subtenant at the end of the subletting. This situation would arise if only persons with a specified record interest in the property have a right to evict for owner occupancy. The tenant (the seblessor) would not be able to evict the subtenant to reoccupy the premises, because the seblessor is defined as a "landlord" in the ordinance but not as an "owner." (If there is no other cause to evict, the owner-landlord could not evict the subtenant unless he or she planned to occupy the unit.) Counsel representing a subtenant should review the local ordinance to ascertain whether it defines a tenant as the "landlord" of the subtenant or if the definition of "tenant" includes any "subtenant." If so, the subtenant would have all the rights of a tenant under the ordinance. At least one ordinance specifically addresses this problem by providing that any landlord (not just an owner) may evict to recover possession for his or her own occupancy "as a principal residence" if the landlord previously occupied the unit and reserved the right to recover possession under the rental agreement. See Berkeley Mun[icipal] C[ode] §§13.76.040, 13.76.130. See also SF Rent Bd Rules & Regs §6.15C(1), discussed in §17.5. (In San Francisco, a well-informed tenant who is subletting will expressly reserve continued exclusive "possession" of some limited space so that the tenant can immediately enter on returning to the premises. Then, if necessary, and with proper compliance with the regulations, the tenant can evict the subtenant without cause.) It is unclear whether the Berkeley ordinance prohibits a landlord from evicting an unapproved subtenant and recovering possession, especially in light of the Costa-Hawkins Act (see §§17.1A–17.1G). If the landlord may not, then apparently the tenant who sublets may not object to further subletting by the subtenant. Such further subletting might, however, bar the tenant's right to recover possession. Berkeley Mun C §13.76.130 specifies that the right to recover occupancy must be in "an existing rental agreement with the current tenants." (Emphasis added.) A tenant who takes in a roommate by subletting must be distinguished from one who takes in a roommate with the landlord's consent, i.e., a cotenant. The roommate becomes a tenant of the landlord rather than a subtenant of the original tenant. In this situation, the original tenant has no right to evict the roommate. Only the landlord may evict and must have just cause [as defined by the ordinance] to do so if the roommate is found to be a tenant under the local eviction control ordinance.

The lack of affordable housing regulation allows rents to rise with little restriction, and Oregon law prohibits local governments from enacting almost all rent-control policies outside of special subsidized units. But regulation, like Portland’s famous urban growth boundary, has also enhanced the number of multi-unit buildings being constructed inside a limited zone to avoid suburban-like sprawl. Although Portland’s rental rates are not skyrocketing at the speed of San Francisco or even Seattle, the U.S. Census ranks Portland as having one of the tightest markets in the nation. Despite tax-abatement programs for luxury neighbors like the Pearl District and the South Waterfront supposedly tied to affordable-housing units, the city Housing Bureau says they won’t even meet 2003 goals, much less expand and continue programs. Meanwhile, the average condo price rose 41 percent last year and the average apartment rental has climbed at a steady pace of six percent in 2012 and again in 2013.

In fact, in my opinion, corporations are themselves illegitimate. I take a very conservative position on this. As you may know, the modern corporation was created about a century ago by state intervention, mostly judicial intervention. There wasn't any legislation about it. But when corporate law, in the current sense, was established in the early 20th century by the courts, there were people who bitterly opposed it, namely conservatives. There used to be conservatives in those days; now the term's around, but not the concept. Conservatives bitterly condemned that as a return to feudalism, which in a way it was, and a form of Communism. That was the reaction to the radical revision of corporate law in the United States and elsewhere to grant corporations—collectivist legal entities—the rights of people of flesh and blood. It was a major attack against classical liberal principles, and conservatives, meaning classical liberals, were bitterly offended by that. And I think they had a good point. Corporations are private tyrannies. A corporation, if you look at its structure, is about as close to the totalitarian model as anything human beings have created. The control is completely from top to bottom. You can be inserted in the middle somewhere, like a junior manager, take orders from the top, and hand them down below. At the very bottom, people are allowed to rent themselves to it; it's called getting a job.

PUTTING IT ALL TOGETHER I’ve explained a lot of concepts in this chapter, so I want to recap it all into something a little more tangible. Step #1: The first step is to figure out what type of show you want to have. If you’re a writer, then you should start a blog. If you like video, then you should start a vlog on one of the video platforms. Lastly, if you like audio, then you should start a podcast. Step #2: Your show will be you documenting the process of achieving the same goal that your audience will be striving for. As you’re documenting your process, you’ll be testing your material and paying attention to the things that people respond to. If you commit to publishing your show every day for a year, you’ll have the ability to test your material and find your voice, and your dream customers will be able to find you. Step #3: You’ll leverage your Dream 100 by interviewing them on your show. This will give you the ability to build relationships with them, give them a platform, give you the ability to promote their episode on your show to their audience, and get access to their friends and followers. Step #4: Even though this is your own show, you’re renting time on someone else’s network. It’s important that you don’t forget it and that you focus on converting it into traffic that you own.
