Fistfights between the warring factions had extended even into the city’s emergency rooms, requiring hospital security guards to segregate pro- and anti-shah demonstrators awaiting medical treatment. Many of the estimated four thousand Iranian students who had come to Washington to denounce the shah were drawn from their nation’s middle and upper classes, and if this was the outlook of those who had most greatly benefited from his rule, what might it say about those inside Iran who lacked such privilege? And while most of the anti-shah demonstrators identified as leftists, they had been joined by members of several conservative Muslim religious groups, so that interspersed with the placards decrying the monarch as a right-wing fascist and American lackey were others accusing him of betraying Islam. Some of those in this latter category carried placards bearing the likeness of one of the shah’s bitterest critics, an aging cleric virtually unknown outside Iran named Ayatollah Ruhollah Khomeini. When was the last time that Washington, or any nation’s capital, saw secular leftists and religious fundamentalists march together in common cause?

No guns for drunks or the mentally insane, and licenses are required for handgun purchases. 1920: The Firearms Act ushers in the first registration system and gives police the power to deny a license to anyone “unfitted to be trusted with a firearm.” According to historian Clayton Cramer, this is the first true pivot point for the United Kingdom, as “the ownership of firearms ceased to be a right of Englishmen, and instead became a privilege.” 1937: An update to the Firearm Act is passed that raises the minimum age to buy a gun, gives police more power to regulate licenses, and bans most fully automatic weapons. The home secretary also rules that self-defense is no longer a valid reason to be granted a gun certificate. 1967: The Criminal Justice Act expands licensing to shotguns. 1968: Existing gun laws are placed into a single statute. Applicants have to show good reason for carrying ammunition and guns. The Home Office is also given the power to set fees for shotgun licenses. 1988: After the Hungerford Massacre, in which a crazy person uses two semi-automatic rifles to kill fifteen people, an amendment to the Firearms Act is passed. According to the BBC, this amendment “banned semi-automatic and pump-action rifles; weapons which fire explosive ammunition; short shotguns with magazines; and elevated pump-action and self-loading rifles. Registration was also made mandatory for shotguns, which were required to be kept in secure storage.” 1997: After the Dunblane massacre results in the deaths of sixteen children and a teacher (the killer uses two pistols and two revolvers), another Firearms Act amendment is passed, this one essentially banning all handguns. 2006: After a series of gun-related homicides get national attention, the Violent Crime Reduction Act is passed, making it a crime to make or sell imitation guns and further restricting the use of “air weapons.

It seems the primary breeding group for what might, in the widest possible sense of the word, be understood as an opposition in the post-totalitarian system is living within the truth. The confrontation between these opposition forces and the powers that be, of course, will obviously take a form essentially different from that typical of an open society or a classical dictatorship. Initially, this confrontation does not take place on the level of real, institutionalized, quantifiable power which relies on the various instruments of power, but on a different level altogether: the level of human consciousness and conscience, the existential level. The effective range of this special power cannot be measured in terms of disciples, voters, or soldiers, because it lies spread out in the fifth column of social consciousness, in the hidden aims of life, in human beings' repressed longing for dignity and fundamental rights, for the realization of their real social and political interests. Its power, therefore does not reside in the strength of definable political or social groups, but chiefly in the strength of a potential, which is hidden throughout the whole of society, including the official power structures of that society. Therefore this power does not rely on soldiers of its own, but on the soldiers of the enemy as it were—that is to say, on everyone who is living within the lie and who may be struck at any moment (in theory, at least) by the force of truth (or who, out of an instinctive desire to protect their position, may at least adapt to that force). It is a bacteriological weapon, so to speak, utilized when conditions are ripe by a single civilian to disarm an entire division. This power does not participate in any direct struggle for power; rather, it makes its influence felt in the obscure arena of being itself. The hidden movements it gives rise to there, however, can issue forth (when, where, under what circumstances, and to what extent are difficult to predict) in something visible: a real political act or event, a social movement, a sudden explosion of civil unrest, a sharp conflict inside an apparently monolithic power structure, or simply an irrepressible transformation in the social and intellectual climate. And since all genuine problems and matters of critical importance are hidden beneath a think crust of lies, it is never quite clear when the proverbial last straw will fall, or what that straw will be. This, too, is why the regime prosecutes, almost as a reflex action preventatively, even the most modest attempts to live within the truth.

Such a bill should be the first step in the imperative reconstruction of all our decaying center cities. Admittedly, the prospects for passage of such a bill in the present Congress are dismal. Congressmen will cry out that the rioters must not be re-warded, thereby further penalizing the very victims of the riots. This, after all, is a Congress capable of defeating a meager $40 million rat extermination program the same week it votes $10 million for an aquarium in the District of Columbia! But the vindictive racial meanness that has descended upon this Congress, already dominated by the revived coalition of Republicans and Dixiecrats, must be challenged—not accommodated. The President must go directly to the people, as Harry Truman did in 1948. He must go to them, not with slogans, but with a timetable for tearing down every slum in the country. There can be no further delay. The daydreamers and utopians are not those of us who have prepared massive Freedom Budgets and similar programs. They are the smugly "practical" and myopic philistines in the Congress, the state legislatures, and the city halls who thought they could sit it out. The very practical choice now before them and the American people is whether we shall have a conscious and authentic democratic social revolution or more tragic and futile riots that tear our nation to shreds.

So, right there you have deceit of White liberals making Negroes think that the Civil War was fought to free them, you have the deceit of White liberals making Negroes think that the Emancipation Proclamation actually freed the Negroes and then when the Negroes got the Civil War and found out they weren’t free, got the Emancipation Proclamation and they found out they still weren’t free, they begin to get dissatisfied and unrest, they come up with the...the same White liberal came up with the 14th Amendment supposedly to solve the problem. This came about, the problem still wasn’t solved, ‘cause to the White liberal it’s only a political trick. Civil War, political trick, Emancipation Proclamation, political trick, 14th Amendment to this raggedy Constitution, a political trick. Then when Negroes begin to develop intellectually again, and realize that their problem still wasn’t solved, and unrest began to increase, the Supreme Court...another so-called political trick...came up with what they call a Supreme Court Desegregation Decision, and they purposely put it in a language...now you know, sir, that these men on the Supreme Court are masters of the King’s English, masters of legal phraseology, and if they wanted a decision that no one could get around, they would have given one but they gave their Supreme Court Desegregation Decision in 1954 purposely in a language, phraseology that enabled all of the crooks in this country to find loopholes in it that would keep them from having to enforce the Supreme Court Desegregation Decision. So that even after the decision was handed down, our problem has still not been solved. And I only cite these things to show you that in America, the history of the White liberal has been nothing but a series of trickery designed to make Negroes think that the White liberals was going to solve our problem and it is only now that the honorable Elijah Muhammad has come on the scene and is beginning to teach the Black man that our problem will never be solved by the White man that the only way our problem will be solved is when the Black man wakes up, cleans himself up, stands on his own feet, stops begging the White man and takes immediate steps to try and do for ourselves the things that we’ve been waiting for the White man to do for us. There exists today a dangerous relationship between the extreme left and the extreme right, and between black rage and white fear. The confrontation tactics of the one evoke a reactionary response from the other. When the would-be revolutionaries of the new left manhandle professors, occupy buildings, and destroy property, the right wins new adherents. When sincere but misdirected young black people engage in violence in the name of justice, they are strengthening those very forces which in the past have inflicted violence and injustice upon the Negro community. Such acts of protest may be cathartic, may appear to be bold and militant; but let us be very clear--their primary effect is to bring about a political reaction. These acts have set loose a wave of panic in this country, and opportunistic right-wing demagogues understand the nature of that panic and are building their political futures upon it. These demagogues do not believe in meeting the black community's urgent needs for income and education. Indeed, social justice, by removing the cause of social unrest, would threaten the very base of fear upon which they stand. Their program is the billy club and their staunchest ally the police arm of the state. They believe in repression. The lessons of these recent developments should be clear. An assault upon our democratic institutions will not reform them but destroy them. Violence will lead to more violence, not to social justice. And the fundamental tragedy is that the absence of justice will provoke more people to engage in violent acts. We must find a way out of this vicious cycle.

At its extreme we may get the view that only some particular kind of life makes for ‘real freedom’. Real freedom might, for instance, be freedom the bondage of desire, as in Buddhism and Stoicism. Or it might be a kind of self-realization or self-perfection only possible in a community of similarly self-realized individuals, pointing us towards a communitarian, socialist, or even communist ideal. To a laissez-faire capitalist, it is freedom from more than minimal necessary political and legal interference in the pursuit of profit. But the rhetoric of freedom will typically just disguise the merits or demerits of the political order being promoted. The flexibility of the term ‘freedom’ undoubtedly plays a huge role in the rhetoric of political demands, particularly when the language of rights mingles with the language of freedom. ‘We have a right to freedom from…’ is not only a good way, but the best way to start a moral or political demand. Freedom is a dangerous word, just because it is an inspirational one. The modern emphasis on freedom is problematically associated with a particular self-image. This is the 'autonomous' or self-governing and self-driven individual. This individual has the right to make his or her own decisions. Interference or restraint is lack of respect, and everyone has a right to respect. For this individual, the ultimate irrationality would be to alienate his freedom, for instance by joining a monastery that requires unquestioning obedience to a superior, or selling himself into slavery to another. The self-image may be sustained by the thought that each individual has the same share of human reason, and an equal right to deploy this reason in the conduct of his or her own life. Yet the 'autonomous' individual, gloriously independent in his decision-making, can easily seem to be a fantasy. Not only the Grand Unifying Pessimisms, but any moderately sober reflection on human life and human societies, suggest that we are creatures easily swayed, constantly infected by the opinions of others, lacking critical self-understanding, easily gripped by fantastical hopes and ambitions. Our capacity for self-government is spasmodic, and even while we preen ourselves on our critical and independent, free and rational decisions, we are slaves of fashion and opinion and social and cultural forces of which we are ignorant. A little awareness of ethics will make us mistrustful of sound-bite-sized absolutes. Even sacred freedoms meet compromises, and take us into a world of balances. Free speech is sacred. Yet the law does not protect fraudulent speech, libellous speech, speech describing national secrets, speech inciting racial and other hatreds, speech inciting panic in crowded places, and so on. In return, though, we gain freedom from fraud, from misrepresentation of our characters and our doings, from enemy incursions, from civil unrest, from arbitrary risks of panic in crowds. For sure, there will always be difficult cases. There are websites giving people simple recipes on how to make bombs in their kitchens. Do we want a conception of free speech that protects those? What about the freedom of the rest of us to live our lives without a significant risk of being blown up by a crank? It would be nice if there were a utilitarian calculus enabling us to measure the costs and benefits of permission and suppression, but it is hard to find one.

After the restructuring of the Liberian government very few returned to Liberia creating an educational deficit or brain-drain. More recently more are returning to Liberia but not without problems. After January 1, 1959, the Castro Revolution changed the way business was done in Cuba. Abruptly, supplies for Cubana were no longer available, most routes were altered or suspended, and many of the pilots deserted their jobs or were exiled. In May of 1960, the new Castro administration merged all of the existing Cuban airlines and nationalized them under a drastically restructured Cubana management. At the time, many of Cubana’s experienced personnel took advantage of their foreign connections, and left for employment with other airlines. During the Bay of Pigs Invasion in April of 1961, two of the remaining Cubana DC-3’s were destroyed in the selective bombing of Cuba’s airports. Actually the only civil aviation airport that was proven to be bombed was the Antonio Maceo Airport in Santiago de Cuba. During the following years, the number of hijackings increased and some aircraft were abandoned at American airports, as the flight crews sought asylum in the United States. This corporate instability, as well as political unrest, resulted in a drastic reduction of passengers willing to fly with Cubana. Of course, this resulted in a severe reduction in revenue, making the airline less competitive. The Castro régime reacted by blaming the CIA for many of Cubana’s problems. However, slowly, except to the United States, most of the scheduled flights were restored. Not being able to replace their aging fleet with American manufactured aircraft, they turned to the Soviet Union. Currently Cubana’s fleet includes Ukrainian designed and built Antonov An-148’s and An-158’s. The Cubana fleet also has Soviet designed and built Illyushin II-96’s and Tupolev TU-204’s built in Kazan, Russia. Despite daunting difficulties, primarily due to the United States’ imposed embargo and the lack of sufficient assistance from Canada, efforts to expand and improve operations during the 1990’s proved successful. “AeroCaribbean” originally named “Empresa Aero” was established in 1982 to serve as Cuba’s domestic airline. It also supported Cubana’s operations and undertook its maintenance. Today Cubana’s scheduled service includes many Caribbean, European, South and Central American destinations. In North America, the airline flies to Mexico and Canada. With Cuban tourism increasing, Cubana has positioned itself to be relatively competitive. However much depends on Cuba’s future relations with the United States. The embargo imposed in February of 1962 continues and is the longest on record. However, Cubana has continued to expand, helping to make Cuba one of the most important tourist destinations in Latin America. A little known fact is that although Cubana, as expected, is wholly owned by the Cuban government, the other Cuban airlines are technically not. Instead, they are held, operated and maintained by the Cuban military, having been created by Raúl Castro during his tenure as the Minister of the Revolutionary Armed Forces.

Humiliated, furious, powerless, the man leaves. He returns with fuel. Outside the town office he douses himself, lights a match, and burns. Only the conclusion of this story is unusual. There are countless poor street vendors in Tunisia and across the Arab world. Police corruption is rife, and humiliations like those inflicted on this man are a daily occurrence. They matter to no one aside from the police and their victims. But this particular humiliation, on December 17, 2010, caused Mohamed Bouazizi, aged twenty-six, to set himself on fire, and Bouazizi’s self-immolation sparked protests. The police responded with typical brutality. The protests spread. Hoping to assuage the public, the dictator of Tunisia, President Zine el-Abidine Ben Ali, visited Bouazizi in the hospital. Bouazizi died on January 4, 2011. The unrest grew. On January 14, Ben Ali fled to a cushy exile in Saudi Arabia, ending his twenty-three-year kleptocracy. The Arab world watched, stunned. Then protests erupted in Egypt, Libya, Syria, Jordan, Kuwait, and Bahrain. After three decades in power, the Egyptian dictator Hosni Mubarak was driven from office. Elsewhere, protests swelled into rebellions, rebellions into civil wars. This was the Arab Spring—and it started with one poor man, no different from countless others, being harassed by police, as so many have been, before and since, with no apparent ripple effects. It is one thing to look backward and sketch a narrative arc, as I did here, connecting Mohamed Bouazizi to all the events that flowed out of his lonely protest. Tom Friedman, like many elite pundits, is skilled at that sort of reconstruction, particularly in the Middle East, which he knows so well, having made his name in journalism as a New York Times correspondent in Lebanon. But could even Tom Friedman, if he had been present that fatal morning, have peered into the future and foreseen the self-immolation, the unrest, the toppling of the Tunisian dictator, and all that followed? Of course not. No one could. Maybe, given how much Friedman knew about the region, he would have mused that poverty and unemployment were high, the number of desperate young people was growing, corruption was rampant, repression was relentless, and therefore Tunisia and other Arab countries were powder kegs waiting to blow. But an observer could have drawn exactly the same conclusion the year before. And the year before that. Indeed, you could have said that about Tunisia, Egypt, and several other countries for decades. They may have been powder kegs but they never blew—until December 17, 2010, when the police pushed that one poor man too far.

These soldiers captured and held Castine by digging a canal, which cut the town off from the mainland, making it an island. They also built an earthen fortification on the heights of what was the Bagaduce Peninsula, which they named Fort George after the English King. Since that time, unrest has continued, as the sons of Maine have fought valiantly in the Civil War, the Spanish-American War, the First World War, the Second World War, the Korean War, the Vietnamese War, and the Middle Eastern Wars.

Because most of these people are merchants they primarily lived in Monrovia. During the civil wars and the ensuing unrest, most American Liberians fled to the United States and other countries. After the restructuring of the Liberian government very few returned to Liberia creating an educational deficit or brain-drain. More recently some are returning to Liberia but not without problems. The primary fear is that they will bring back money earned overseas and will be in a position to recapture economic power and eventually the government.

It took the revolt of the Kronstadt sailors in March 1921 and other ominous signs of popular unrest to galvanize the regime into its decision—made at the Tenth Party Congress that very month—to abandon War Communism for the NEP. Meanwhile, however, Trotsky had offered a plan prescribing the militarization of the labor force as a way out of the crisis, and this precipitated the party conflict.[365]
