Americans, though apparently impressed by ghastly sentimentality and outrageous hypocrisy, are by nature much more politically cynical than Canadians. In their longer history they have had much more to be cynical about. They demand a vulgar show, enjoy it, guffaw, and forget it the next morning. When a new U.S. President takes office all bets are off and his campaign platform is dismantled and stored away.

As opposition leader, [Stephen Harper] wrote in the Montreal Gazette in the year before he came to power: 'Information is the lifeblood of a democracy. Without adequate access to key information about government policies and programs, citizens and parliamentarians cannot make informed decisions and incompetent or corrupt governments can be hidden under a cloak of secrecy.'
When he became prime minister, his attitude appeared to undergo a shift of considerable proportions. It often took the Conservatives twice as long as previous governments to handle access requests. Sometimes it took six months to a year.

I wonder" he wrote, "if the day will ever come that the loveliest of hymns, Silent Night, will come into the minds of the people throughout the world to express the German heart. I belive it is the expression of the heart of many Germans...[and]of most people throughout the world. That is the appalling tragedy of all that we witness today" Canadian Prime Minister Mackenzie King in his diary during WWII during German occupation of the Netherlands.

Earlier in [2007] the [Prime Minister's Office] had also drawn criticism for trying to muzzle the judiciary. The reproach came from Antonio Lamer, the former chief justice of the Supreme Court....'I must say I was taken aback,' said Lamer, who sat on the Supreme Court for twenty years. 'The prime minister is going the wrong route as regards the independence of the judiciary. He's trying to interfere with the sentencing process.

Attempts to thwart or muzzle the media continued as well. At a conservative caucus meeting in Charlottetown in August 2007, journalists assembled in the lobby of the hotel, as they usually do at such gatherings, to talk to caucus members as they passed by. The [Prime Minister's Office] communications team, however, was not prepared to allow it. Taking their cue, or so it appeared, from a police state, they had the RCMP remove the reporters from the hotel.

Content is not mere facts, drummed into tender little minds under the relentless pounding of rote learning. Content--even the date of the Quebec Act, Confederation, or the Battle of Vimy Ridge, or the name of the first prime minister-- is cultural capital, a basic requirement of life that every Canadian needs to comprehend the daily newspaper, to watch the TV news or a documentary, or to argue about politics and cast a reasonably informed vote. In an increasingly complex and immediate world, cultural capital must also include some knowledge of Europe, Africa, and Asia, too. Without some factual basis, some understanding of why Afghanis, Bosnians, or Congolese act as they do, Canadians will never make sense of what is happening around them. A knowledge of fact and an understanding of trends form the critical elements of our society's public discourse, and if Canadians do not have cultural capital in common, the fragmentation of our society is inevitable.

But maybe the girl from Puberty, and all naked young women in all paintings, are actually sitting there hating. Hating the painter, hating their boring gloomy life, hating the king and the president and the bishop and the prime minister and the authors and society and their own place in it. Maybe it’s not a shadow climbing the wall behind her, but smoke from the spontaneously ignited occult fire of hatred.
I’m struck by the naive notion of taking the girl home, painting clothes on her, black clothes maybe, painting her into a new framework, as the Canadian writer Aritha van Herk does to Anna Karenina in Places Far from Ellesmere. In this book, van Herk wants to save Anna from being another woman character in literary history who’s crushed by a train, and she plucks Anna from Tolstoy’s novel and gives her a new frame, a new text. She demonstrates how literature and art can tamper with their own past, create new bonds. As far as I know, no one has tried this witchcraft on Munch and his Puberty (she doesn’t even have a name), but now I want to paint or rewrite the girl in the painting, save her, save us. Because it’s definitely just as much about me, about saving myself from the position of a contemporary subject passively accepting the narratives offered it by past art, past stories about gender, expression, hierarchy. I want to save myself from nodding in acknowledgement to Munch, to 1890, from the outside, with insight, and accepting that Puberty is the mirror art has installed for me.

The world now realizes the true face of India, which I have been saying for years under the victimization of Indo-Pak intelligence agencies. I salute Canadian Prime Minister Justin Trudeau and the institutions that took fair and proper action against India for minorities.

During that century the two countries nearly went to war again at least three more times. As prime minister in the 1840s, Sir Robert Peel was acutely conscious of the American threat to Canada, and warned Parliament of possible war. This was the age of ‘manifest destiny’, which for many Americans meant their country’s destiny to rule the whole of North America, including Canada. At the 1844 presidential election James Polk and the Democrats campaigned on a bellicose platform, demanding the territory which would become the Canadian province of British Columbia, the Pacific coast from Oregon north to the 54th parallel and the border with Russian America, now Alaska: hence the unwieldy slogan ‘Fifty-four forty or fight!’ When Polk was elected, he backed off and found an easier target to the south, embarking on the Mexican–American War of 1846.

There is an old Arabian saying,” mentioned Khashoggi. “Every sun has to set.” At Holden’s invitation, the Saudi billionaire and his family spent the 1977 New Year’s holiday at the club, which he purchased the next year. After Khashoggi bought the club, he invited Canadian Prime Minister Pierre Trudeau and Hollywood teenage star Brooke Shields to visit him. Clearly, some of Holden’s influence had rubbed off on him.

The media have indeed informed the public about threats to our air, water and food. Ever since 1962, when Rachel Carson published Silent Spring, more and more information has been made available. And the public has responded. About fifteen years ago, public interest in the environment reached its height. In 1988, George Bush Senior promised that, if elected, he would be an environmental president. In the same year, Canadian Prime Minister Brian Mulroney was re-elected, and to indicate his ecological concern he moved the minister of the environment into the inner Cabinet. Newly created environment departments around the world were poised to cut back on fossil-fuel use, monitor the effects of acid rain and other pollutants, clean up toxic wastes, and protect plant and animal species. Information about our troubled environment had reached a large number of people, and that information, as expected, led to civic and political action. In 1992, it all reached its apex as the largest-ever gathering of heads of state in human history met at the Earth Summit in Rio de Janeiro. “Sustainable development” was the rallying cry, and politicians and business leaders promised to take a new path. Henceforth, they said, the environment would be weighed in every political, social and economic decision. Yet only two weeks after all the fine statements of purpose and government commitments were signed in Rio, the Group of Seven industrialized nations met in Munich and not a word was mentioned about the environment. The main topic was the global economy. The environment, it was said, had fallen off the list of public concerns, and environmentalism had been relegated to the status of a transitory fad.

The secret Canadian Central Emergency Government Headquarters, known colloquially as the “Diefenbunker,” after Prime Minister John Diefenbaker, had been built beginning in 1959, buried seventy-five feet underground about thirty-five minutes west of Ottawa. Known as CFS (Canadian Forces Station) Carp, the $22 million facility operated under the cover of an innocuous communications base. Next to a small parking lot in Carp, behind barbed wire fences, a small tin shed and a series of antennas were all that appeared aboveground. One of the only hints of its special function was the unit’s crest, dominated by the three-headed dog Cerberus, who according to legend guarded the entrance to the underworld.

Those who hold power and influence in government either have limited interest in implementation or, in particular in the case of the prime minister and his most senior advisors, cannot find time in their busy agenda to think about implementation. Wieland hosted a “quilt-in” at her New York City loft and invited friends, including Canadian expatriates, to help sew La raison avant la passion as a gift for Trudeau.58 The following year, she hosted a huge party attended by Canadian expatriates, various New York artists and writers, and Trudeau himself. Throughout the late 1960s, Wieland had both an artistic and personal relationship with Trudeau. This was unusual because very few artists, if any, had such a close relationship with the prime minister and because what appears to be Wieland’s fascination with Trudeau was, I would argue, far more complex than simple adoration. It seems clear that Wieland had initially been both fascinated by Trudeau-the-person and supportive of his campaign for Liberal leader. She formed a group in New York City, for example, called Canadians Abroad for Trudeau, and, in a 1986 interview, she told Barbara Stevenson that she had initially supported his leadership campaign.59 After Trudeau became prime minister in 1968, however, Wieland’s opinion shifted as she increasingly expressed skepticism towards him and his governing philosophy to the point that, by 1986, she referred to him as a “psychopath.”60 Wieland

But because of that asymmetricality of power, the Canadian prime minister is subordinate to the U.S. president. And as we have seen time and time and time again, Stephen Harper simply cannot stand being told what to do. All his life he has chafed against authority. People who think they know more than he does annoy him. He cannot defer. And that may well be part of the reason for the dysfunctionality of the relationship between the Langevin Block and the West Wing during the Harper–Obama years.

In their enthusiasm to oppose Mr. Harper and the Conservatives, I think they’ve been getting the big things wrong about this country. For example, Canada’s prosperity depends upon our ability to develop our natural resources and get them to world markets. Every prime minister in our history would agree with that. Today, that means we have to create more environmentally sustainable ways of getting this job done, but it serves nobody to suggest that western Canada’s resource wealth is a “Dutch disease” that weighs down the rest of the economy. My party learned that painful lesson under my father’s leadership. Using western resource wealth to buy eastern votes is a strategy that, ultimately, impoverishes all Canadians.

This world needs the new leaders - why? Well, this is a question of your life and the answer for you is: you want to get rid of the Fear. Hypothetically, if the next Canadian prime minister will be a tyrant, where to that both nations will move?

I think if I were in his shoes, I would want to impart similar words to the ones spoken by the Prime Minister early on about responsibility. But I know that I would make sure that everyone, including me, lived up to my words. I would ask that those around me warn me if I was not following my own advice. These ideals are consistent with how I was taught to understand leadership – leadership as distinct from power and office. [Taken from audiobook; there may be transcription errors]

There have been a few attempts to turn Prime Minister Diefenbaker into the tragic hero of Canada’s lost independence, but that is ludicrous. For one thing, the country’s independence was certainly compromised, but it was not really lost. For another, Diefenbaker is nobody’s hero: he was a bombastic prairie politico who combined a crude but saleable version of English Canadian nationalism with an unwavering commitment to a Cold War view of the world.

Voters do not choose prime ministers; they choose representatives. And the voters’ muscle is expressed through the right of their representatives to give their confidence to governments and to remove it. If the ability of the representatives to give or remove their confidence is interfered with, we are no longer a democracy.

In these early days, a senior PMO official made a statement in front of the Prime Minister, members of the government, and public servants that has always stuck with me. It would come to mind many times during my years as Minister. "The Prime Minister is your brand. You each serve at his pleasure. You each have a duty to country, and will need to, at some point, speak truth to power." I took this to heart. I wrote it in my notebook with quotations around it. What I did not realize at the time is that I was not expected to take the last sentence seriously.
