Everyone is cheerful, friendly, and unfailingly polite. Most non-Mormons think of Salt Lake City as the geographic heart of Mormonism, but in fact half the population of Salt Lake is Gentile, and many Mormons regard the city as a sinful, iniquitous place that's been corrupted by outsiders. To the Saints themselves, the true Mormon heartland is here in Provo and surrounding Utah County--the site of chaste little towns like Highland, American Fork, Orem, Payson and Salem--where the population is nearly 90 percent LDS. The Sabbath is taken seriously in these parts. Almost all businesses close on Sundays, as do public swimming pools, even on the hottest days of the summer months. This part of the state is demographically notable in other aspects, as well. The LDS Church forbids abortions, frowns on contraception, and teaches that Mormon couples have a sacred duty to give birth to as many children as they can support--which goes a long way toward explaining why Utah County has the highest birth rate in the United States; it is higher, in fact, than the birth rate in Bangladesh. Surges of fevered fanaticism come over us, all sense of proportion is lost, and everything seems of an unbearable moral urgency. Repent, America, repent now! The country is undergoing such an Awakening at this very moment concerning race and gender, which is why the rhetoric being generated sounds evangelical rather than political. That one now hears the word woke everywhere is a giveaway that spiritual conversion, not political agreement, is the demand. Relentless speech surveillance, the protection of virgin ears, the inflation of venial sins into mortal ones, the banning of preachers of unclean ideas—all these campus identity follies have their precedents in American revivalist religion. Mr. Twain might have found it amusing but every opinion poll shows that the vast majority of Americans do not.

By threatening or punishing mainstream (and yes, often socially conservative) opinions on campus, academic authorities are dismissing the views of many Americans and silencing important public discussions. They are also marginalizing higher education itself. In this time of hyperpartisanship, universities could help bridge that political gulf by fostering discussions across political and personal divides. If they continue selectively silencing voices they disagree with, however, they will never be trusted to take on that role. Unless speech codes, campus censorship, and the heavy-handed techniques that stifle debate come to an end, the academy cannot expect to be treated as the honest broker we so desperately need in the arena of political and cultural controversy. In fact, until then, the academy won’t deserve that role.

In 1978, [sociologist Albert] Bergesen used Durkheim to illuminate the madness that erupted in Beijing in May 1966, when Mao Zedong began warning about the rising threat of infiltration by pro-capitalist enemies. Zealous college students responded by forming the Red Guards to find and punish enemies of the revolution. Universities across the country were shut down for several years. During those years, the Red Guards rooted out any trace they could find- or imagine- of capitalism, foreign influence, or bourgeois values. In practice, this meant that anyone who was successful or accomplished was suspect, and many professors, intellectuals, and campus administrators were imprisoned or murdered... Over the next few years, tens of millions were persecuted, and hundreds of thousands were murdered. How could such an orgy of self-destruction have happened? Savio had a debilitating stutter when speaking to people in small groups, but when standing before a crowd and condemning his administration's latest injustice he spoke with divine fire. His words had inspired students to stage what was the largest campus protest in American history. Newspapers and magazines depicted him as the archetypal "angry young man," and it was true that he embodied a student movement fueled by anger at injustice, impatience for change, and a burning desire for personal freedom. Hoover ordered his agents to gather intelligence they could use to ruin his reputation or otherwise "neutralize" him, impatiently ordering them to expedite their efforts. Hoover's agents had also compiled a bulging dossier on the man Savio saw as his enemy: Clark Kerr. As campus dissent mounted, Hoover came to blame the university president more than anyone else for not putting an end to it. Kerr had led UC to new academic heights, and he had played a key role in establishing the system that guaranteed all Californians access to higher education, a model adopted nationally and internationally. But in Hoover's eyes, Kerr confused academic freedom with academic license, coddled Communist faculty members, and failed to crack down on "young punks" like Savio. Hoover directed his agents to undermine the esteemed educator in myriad ways. He wanted Kerr removed from his post as university president. As he bluntly put it in a memo to his top aides, Kerr was "no good." Reagan listened intently to Lynum's presentation, but he wanted more--much more. He asked for additional information on Kerr, for reports on liberal members of the Board of Regents who might oppose his policies, and for intelligence reports about any upcoming student protests. Just the week before, he had proposed charging tuition for the first time in the university's history, setting off a new wave of protests up and down the state. He told Lynum he feared subversives and liberals would attempt to misrepresent his efforts to establish fiscal responsibility, and that he hoped the FBI would share information about any upcoming demonstrations against him, whether on campus or at his press conferences. It was Reagan's fear, according to Lynum's subsequent report, "that some of his press conferences could be stacked with 'left wingers' who might make an attempt to embarrass him and the state government." Lynum said he understood his concerns, but following Hoover's instructions he made no promises. Then he and Harter wished the ailing governor a speedy recovery, departed the mansion, slipped into their dark four-door Ford, and drove back to the San Francisco field office, where Lynum sent an urgent report to the director. The bedside meeting was extraordinary, but so was the relationship between Reagan and Hoover. It had begun decades earlier, when the actor became an informer in the FBI's investigation of Hollywood Communists. When Reagan was elected president of the Screen Actors Guild, he secretly continued to help the FBI purge fellow actors from the union's rolls. Reagan's informing proved helpful to the House Un-American Activities Committee as well, since the bureau covertly passed along information that could help HUAC hold the hearings that wracked Hollywood and led to the blacklisting and ruin of many people in the film industry. Reagan took great satisfaction from his work with the FBI, which gave him a sense of security and mission during a period when his marriage to Jane Wyman was failing, his acting career faltering, and his faith in the Democratic Party of his father crumbling. The failure of Communism was consecrated in the fall of the Soviet Union. The remarkable thing is that, as in most cases when prophecy fails, the faith never faltered. Indeed, an alternative version had long been maturing, though cast into the shadows for a time by enthusiasm for the quick fix of revolution. It had, however, been maturing for at least a century and already had a notable repertoire of institutions available. We may call it Olympianism, because it is the project of an intellectual elite that believes that it enjoys superior enlightenment and that its business is to spread this benefit to those living on the lower slopes of human achievement. And just as Communism had been a political project passing itself off as the ultimate in scientific understanding, so Olympianism burrowed like a parasite into the most powerful institution of the emerging knowledge economy--the universities. We may define Olympianism as a vision of human betterment to be achieved on a global scale by forging the peoples of the world into a single community based on the universal enjoyment of appropriate human rights. Olympianism is the cast of mind dedicated to this end, which is believed to correspond to the triumph of reason and community over superstition and hatred. It is a politico-moral package in which the modern distinction between morals and politics disappears into the aspiration for a shared mode of life in which the communal transcends individual life. To be a moral agent is in these terms to affirm a faith in a multicultural humanity whose social and economic conditions will be free from the causes of current misery. Olympianism is thus a complex long-term vision, and contemporary Western Olympians partake of different fragments of it. To be an Olympian is to be entangled in a complex dialectic involving elitism and egalitarianism. The foundational elitism of the Olympian lies in self-ascribed rationality, generally picked up on an academic campus. Egalitarianism involves a formal adherence to democracy as a rejection of all forms of traditional authority, but with no commitment to taking any serious notice of what the people actually think. Olympians instruct mortals, they do not obey them. Ideally, Olympianism spreads by rational persuasion, as prejudice gives way to enlightenment. Equally ideally, democracy is the only tolerable mode of social coordination, but until the majority of people have become enlightened, it must be constrained within a framework of rights, to which Olympian legislation is constantly adding. Without these constraints, progress would be in danger from reactionary populism appealing to prejudice. The overriding passion of the Olympian is thus to educate the ignorant and everything is treated in educational terms. Laws for example are enacted not only to shape the conduct of the people, but also to send messages to them. A belief in the power of role models, public relations campaigns, and above all fierce restrictions on raising sensitive questions devant le peuple are all part of pedagogic Olympianism.

The other had to do with comparative cyclology, a field of systematic speculation he could not review for me just then, but whose present relevance lay in the correspondency he held to obtain between the life-history of individuals and the history of studentdom in general. As the embryologists maintained that ontogeny repeats phylogeny, so, Max claimed, the race itself--and on a smaller scale, West-Campus culture--followed demonstrably--in capital letters, as it were, or slow motion--the life-pattern of its least new freshman. This was the basis of Spielman's Law--ontogeny repeats cosmogeny--and there was much more to it and to the science of cyclology whereof it was first principle. The important thing for now was that, by his calculations, West-Campus as a whole was in mid-adolescence... 'Look how we been acting,' he invited me, referring to intercollegiate political squabbles; 'the colleges are spoilt kids, and the whole University a mindless baby, ja? Okay: so weren't we all once, Enos Enoch too? And we got to admit that the University's a precocious kid. If the history of life on campus hadn't been so childish, we couldn't hope it'll reach maturity.' Studentdom had passed already, he asserted, from a disorganized, pre-literate infancy (of which Croaker was a modern representative, nothing ever being entirely lost) through a rather brilliant early childhood ('...ancient Lykeion, Remus, T'ang...') which formed its basic and somewhat contradictory character; it had undergone a period of naive general faith in parental authority (by which he meant early Founderism) and survived critical spells of disillusionment, skepticism, rationalism, willfulness, self-criticism, violence, disorientation, despair, and the like--all characteristic of pre-adolescence and adolescence, at least in their West-Campus form. I even recognized some of those stages in my own recent past; indeed, Max's description of the present state of West-Campus studentdom reminded me uncomfortably of my behavior in the Lady-Creamhair period: capricious, at odds with itself, perverse, hard to live with. Its schisms, as manifested in the Quiet Riot, had been aggravated and rendered dangerous by the access of unwonted power--as when, in the space of a few semesters, a boy finds himself suddenly muscular, deep-voiced, aware of his failings, proud of his strengths, capable of truly potent love and hatred--and on his own. What hope there was that such an adolescent would reach maturity (not to say Commencement) without destroying himself was precisely the hope of the University.

Predictable but Contingent: The First ‘Political’ Killing at Karachi University On 25 February 1981, a group of left-wing students from the NSF and PSF was gathered at the Arts Faculty lobby of KU for a demonstration in downtown Karachi when they heard that a military jeep was parked in front of the Administration building. An army major had come to help his daughter get admitted to the university and though he was there for personal reasons, the students were enraged—this was Zia’s Pakistan, a country under military rule, where the left was living its twilight but remained a force to be reckoned with on the campuses, particularly in Karachi. As the organiser of the demonstration, Akram Qaim Khani, recalls, ‘it was a surprise. It was a challenge to us. I was a student leader and the army was in my university…’. At Khani’s instigation, the fifty-odd crowd set off for the Administration building, collected petrol from parked cars, filled a Coca-Cola bottle with it and tried to set fire to the jeep. Khani claims that he saved the driver (‘he ran away, anyway…’), so no one was hurt in the incident, but while the students—unsuccessfully—tried to set the jeep on fire, a group of Thunder Squad militants arrived on the scene and assaulted the agitators. Khani (who contracted polio in his childhood and thus suffered from limited mobility) had been spared from physical assault in the past (‘even the big badmash thought “we cannot touch Akram, otherwise his friends will kill us’”), but this time he was roughed up by Thunder Squad badmashs Farooq and Zarar Khan, and he was eventually captured, detained, and delivered to the army, which arrested him.

In the real world, however, the claim that censorship or enforced orthodoxy protects minorities and the marginalized has been comprehensively disproved, again and again and again. “Censorship has always been on the side of authoritarianism, conformity, ignorance, and the status quo,” write Erwin Chemerinsky and Howard Gillman in their book Free Speech on Campus, “and advocates for free speech have always been on the side of making societies more democratic, more diverse, more tolerant, more educated, and more open to progress.”30 They and former American Civil Liberties Union president Nadine Strossen, in her powerful book Hate: Why We Should Resist It with Free Speech, Not Censorship, list the horrors and oppressions which have befallen minorities in the name of making society safe from dangerous ideas. “Laws censoring ‘hate speech’ have predictably been enforced against those who lack political power,” writes Strossen.31 In America, under the Alien and Sedition Acts, authorities censored and imprisoned sympathizers of the opposition party (including members of Congress) and shut down opposition newspapers; under the Comstock laws, they censored works by Aristophanes, Balzac, Oscar Wilde, and James Joyce (among others); under the World War I anti-sedition laws, they convicted more than a thousand peace activists, including the Socialist presidential candidate Eugene V. Debs, who ran for president in 1920 from a prison cell.32 In more recent times, when the University of Michigan adopted one of the first college speech codes in 1988, the code was seized upon to charge Blacks with racist speech at least twenty times.33 When the United Kingdom passed a hate-speech law, the first person to be convicted was a Black man who cursed a white police officer.34 When Canadian courts agreed with feminists that pornography could be legally restricted, authorities in Toronto promptly charged Canada’s oldest gay bookstore with obscenity and seized copies of the lesbian magazine Bad Attitude.35 All around the world, authorities quite uncoincidentally find that “hateful” and “unsafe” speech is speech which is critical of them—not least in the United States, where, in 1954, the U.S. Postal Service used obscenity laws to censor ONE, a gay magazine whose cover article (“You Can’t Print It!”) just happened to criticize the censorship policies of the U.S. Postal Service.

The tendency to want what has been banned and therefore to presume that it is more worthwhile is not limited to such commodities as laundry soap. In fact, the tendency is not limited to commodities at all but extends to restrictions on information. In an age when the ability to acquire, store, and manage information is becoming increasingly the determinant of wealth and power, it is important to understand how we typically react to attempts to censor or otherwise constrain our access to information. Although much data exist on our reactions to various kinds of potentially censorable material—media violence, pornography, radical political rhetoric—there is surprisingly little evidence as to our reactions to the act of censoring them. Fortunately, the results of the few studies that have been done on the topic are highly consistent. Almost invariably, our response to the banning of information is a greater desire to receive that information and a more favorable attitude toward it than before the ban.112 The intriguing thing about the effects of censoring information is not that audience members want to have the information more than they did before; that seems natural. Rather, it is that they come to believe in the information more, even though they haven’t received it. For example, when University of North Carolina students learned that a speech opposing coed dorms on campus would be banned, they became more opposed to the idea of coed dorms. Thus, without ever hearing the speech, they became more sympathetic to its argument. This raises the worrisome possibility that especially clever individuals holding a weak or unpopular position can get us to agree with that position by arranging to have their message restricted. The irony is that for such people—members of fringe political groups, for example—the most effective strategy may not be to publicize their unpopular views, but to get those views officially censored and then to publicize the censorship. Perhaps the authors of this country’s Constitution were acting as much as sophisticated social psychologists as staunch civil libertarians when they wrote the remarkably permissive free-speech provision of the First Amendment. By refusing to restrain freedom of speech, they may have been attempting to minimize the chance that new political notions would win support via the irrational course of psychological reactance.

They’d ended when I told him it was my room, and if he didn’t stop bugging me about it, I would put kitchen utensils in the wrong drawers, maybe even hide some (cue horror movie music). No spoons for you! Second, he was easily startled, and very pissed off afterward. “Damn it, Lori!” he hollered. “It’s great to see you too, loving father. The use of humor is a cultural trick. It provides a cultural permission slip to be nasty because, or so the assumption goes, the enemies of "the people" are so unattractive that they deserve whatever Stewart or Colbert throws at them. When Stewart compares Senator Ted Cruz to the Harry Potter character Voldemort, he knows we will then think of Cruz as the book's author describes Voldemort, "a raging psychopath, devoid of the normal human responses to other people's suffering". It may seem futile to complain about the crudeness of American mass culture. It has been around for decades, and it is not about to change anytime soon. The thin line that exists these days between politics and entertainment (witness the rise of Donald Trump) is undoubtedly coarsening our politics. It is becoming more culturally acceptable to split the world into us-versus-them schemata and to indulge in all sorts of antisocial and illiberal fantasies about crushing one's enemies. Only a few decades ago most liberals had a different idea of tolerance. Most would explain it with some variation of Evelyn Beatrice Hall's line about Voltaire's philosophy of free speech: "I disapprove of what you say, but I will defend to the death your right to say it". That is no longer the case. It is now deemed necessary, indeed even noble, to be intolerant in the cause of tolerance. Any remark or viewpoint that liberals believe is critical of minorities is by definition intolerant. A liberal critique of conservatives or religious people, on the other hand, is, again by definition, incapable of being intolerant. It is a willful double standard. For liberals, intolerance is a one-way street leading straight to conservatism.
