How do we expect a civilian entity to regulate a gazetted uniformed one ?

The policy herewith being the National Civil Aviation Security Program- NCASP. However, without the political will to enact any meaningful change, a lot of the efforts become rhetoric, since as civilian entities, CAA’s often have no say when it comes to implementing the NCASP, and or regulating service providers such as the Airport Police, who being uniformed makes them an unspoken law unto themselves.
