I ask the question because so far there is no sign of real reform in any area of governance. And, because some of Narendra Modi’s most ardent supporters are now beginning to get worried. Last week I met a man who dedicated a whole year to helping Modi become Prime Minister and he seemed despondent. When I asked how he thought the government was doing, he said he would answer in the words of the management guru Peter Drucker, “There is nothing quite so useless as doing with great efficiency something that should not be done at all.” We can certainly not fault this government on efficiency. Vodafone has been given temporary relief by the courts but the retroactive tax remains valid. And, although we hear that the government has grandiose plans to improve the decrepit transport systems, power stations and ports it inherited, it continues to refuse to pay those who have to build them. The infrastructure industry is owed more than Rs 1.5 lakh continued... crore in government dues and this has crippled major companies. No amount of efficiency in announcing new projects will make a difference unless old dues are cleared. Reform is needed not just in economic matters but in every area of governance. Does the Prime Minister know how hard it is to get a passport? Does he know that a police check is required even if you just want to get a few pages added to your passport? The screen was top-mounted on a big shiny mahogany box. At that time, there weren’t many TV stations around and it seemed as if those few stations could not broadcast very far. However, they did cover the New York City area. The DuMont Television Network broadcast out of Passaic, New Jersey, which was close to where she lived in Dumont, New Jersey. At the time I didn’t know the difference and wondered if there was any connection between the two -- the television network and the New Jersey town. Since the spelling was different, with the M in DuMont being upper case, it seemed rather doubtful. However, DuMont was one of the big players in early television and launched Jackie Gleason’s career, who went on to become one of television’s shining stars in the 1950’s.

Here is the story, which I have abridged (with acknowledgement to Sergey Parkhomenko, journalist and broadcaster, who reported it): The River Ob makes a turn at Kolpashevo, and every year it eats away a few feet of a sand cliff there. On April 30, 1979, the Ob's waters eroded another six-foot section of bank. Hanging from the newly exposed wall were the arms, legs and heads of people who had been buried there. A cemetery at least several yards wide had been exposed. The bodies had been packed in and layered tightly. Some of the skulls from the uppermost layer rolled out from the sandbank, and little boys picked them up and began playing with them. News of the burial spread quickly and people started gathering at the sandbank. The police and neighbourhood watch volunteers quickly cordoned off the whole thing. Shortly afterwards, they built a thick fence around the crumbling sandbank, warning people away. The next day, the Communist Party called meeting in the town, explaining that those buried were traitors and deserters from the war. But the explanation wasn't entirely convincing. If this were so, why was everyone dressed in civilian clothes? Why had women and children been executed as well? And from where, for that matter, did so many deserters come in a town of just 20,000 people? Meanwhile, the river continued to eat away at the bank and it became clear that the burial site was enormous; thousands were buried there. People could remember that there used to be a prison on these grounds in the late 1930s. It was general knowledge that there were executions there, but nobody could imagine just how many people were shot. The perimeter fence and barbed wire had long ago been dismantled, and the prison itself was closed down. But what the town's people didn't know was that Kolpashevo's prison operated a fully-fledged assembly line of death. There was a special wooden trough, down which a person would descend to the edge of a ditch. There, he'd be killed by rifle fire, the shooter sitting in a special booth. If necessary, he'd be finished off with a second shot from a pistol, before being added to the next layer of bodies, laid head-to-toe with the last corpse. Then they'd sprinkle him lightly with lime. When the pit was full, they filled in the hole with sand and moved the trough over a few feet to the side, and began again. But now the crimes of the past were being revealed as bodies fell into the water and drifted past the town while people watched from the shore. In Tomsk, the authorities decided to get rid of the burial site and remove the bodies. The task, it turned out, wasn't so easy. Using heavy equipment so near a collapsing sandbank wasn't wise and there was no time to dig up all the bodies by hand. The Soviet leadership was in a hurry. Then from Tomsk came new orders: two powerful tugboats were sent up the Ob, right up to the riverbank, where they were tied with ropes to the shore, facing away from the bank. Then they set their engines on full throttle. The wash from the ships' propellers quickly eroded the soft riverbank and bodies started falling into the water, where most of them were cut to pieces by the propellers. The networks claimed that the three programs were regular interview shows, and exempt from the rule. The Federal Communications Commission upheld the networks, and Asher went to the U.S. Court of Appeals. Within hours after the FCC ruling, the court issued an order reversing the commission and ordering ABC and CBS each to provide me with one half-hour of prime air time. The book, billed as “the ultimate argument settler,” was (theoretically) a listing of almost every musical artist of the past fifty years, with each act designated as “rocking,” “rotting,” or “ruling” (with most of the research conducted in a coffeehouse in Lawrence, Kansas). The interview was, of course, a now semi-famous hoax. The book is not real and “Ronald Thomas Clontle” was actually Jon Wurster, the drummer for indie bands like Superchunk and (later) the Mountain Goats. Rock, Rot & Rule is a signature example of what’s now awkwardly classified as “late-nineties alt comedy,” performed at the highest possible level—the tone is understated, the sensibility is committed and absurd, and the unrehearsed chemistry between Wurster and the program’s host (comedian Tom Scharpling) is otherworldly. The sketch would seem like the ideal comedic offering for the insular audience of WFMU, a self-selecting group of sophisticated music obsessives from the New York metropolitan area. Yet when one relistens to the original Rock, Rot & Rule broadcast, the most salient element is not the comedy. It’s the apoplectic phone calls from random WFMU listeners. The callers do not recognize this interview as a hoax, and they’re definitely not “ironic” or “apathetic.” They display none of the savvy characteristics now associated with nineties culture. Their anger is almost innocent.

WFLA inaugurated its broadcasting in the Tampa area on February 14, 1955. When a person is in that state, it is inevitable that they will experience a crisis and realize they have no idea where they are or how they got there. God puts a priority on seeking people like that. After the lost coin and the lost sheep, Jesus turns His attention to people. The parable of the prodigal son (Luke 15:11–32) is a familiar story, and it’s important to keep the focus where it belongs: not on the lost son, but on the father and his great joy at the repentance and return of the son. When the father sees his son far off, he races down the road and embraces him, kills the fatted calf, gives the signet ring to him, and clothes him with a cloak of honor. As he says to the older brother, “It was fitting to celebrate and be glad, for this your brother was dead, and is alive; he was lost, and is found” (v. 32). This parable tells us what God is like. He runs after the lost, and He rejoices when one person is redeemed. That is the mission of the church, and each of us has a responsibility to make sure that the lost are sought and found. Stout would read this, select up to 150 items he found most interesting, and give them to Sue Taylor White (who had given up a job writing soap operas to do war work) for researching. The most entertaining lies, as well as those lending themselves to what Time called Stout’s “lunch-counter sarcasm,” were used on the air. The lies were read rapid-fire by an announcer, often in mock German or Japanese accents, and were just as quickly countered by Stout. When it was claimed that all the best American baseball players were German, Stout’s reply was typical: “They’ve got the facts, no getting away from it. Take the six leading batters in the major leagues—Williams, Gordon, Wright, Reiser, Lombardi, Medwick. Some bunch of Germans. Also the great German prizefighter, Joe Louis.

I’m afraid I will never be lonely enough. There’s a man from Quebec in my head, a friend to the purple martins. Purple martins are the Cadillac of swallows. All purple martins are dying or dead. Brainscans of grown purple martins suggest these creatures feel the same levels of doubt & bliss as an eight-year-old girl in captivity. While driving home from the brewery one night this man from Quebec heard a radio program about purple martins & the next day he set out to build them a house in his own back yard. I’ve never built anything, let alone a house, not to mention a home for somebody else. Never put in aluminum floors to smooth over the waiting. Never piped sugar water through colored tubes to each empty nest lined with newspaper shredded with strong, tired hands. Never dismantled the entire affair & put it back together again. Still no swallows. I never installed the big light that stays on through the night to keep owls away. Never installed lesser lights, never rested on Sunday with a beer on the deck surveying what I had done & what yet remained to be done, listening to Styx while the neighbor kids ran through my sprinklers. I have never collapsed in abandon. Never prayed. But enough about the purple martins. Every line of the work is a first & a last line & this is the spring of its action. Of course, there’s a journey & inside that journey, an implicit voyage through the underworld. There’s a bridge made of boats; a carp stuffed with flowers; a comic dispute among sweetmeat vendors; a digression on shadows; That’s how we finally learn who the hero was all along. Weary & old, he sits on a rock & watches his friends fly by one by one out of the song, then turns back to the journey they all began long ago, keeping the river to his right.

Catawamteak,” meaning “the great landing,” is what the Abenaki Indians called the early settlement that became Rockland, Maine. Thomaston and Rockland can be bypassed by Route 90, an eight-mile shortcut which I frequently used as a midshipman, but our bus stayed on the main road and stopped to let passengers on and off in both places. At one time Rockland was part of Thomaston, called East Thomaston, but the two towns have long since separated, having very little in common. In the beginning, Rockland developed quickly because of shipbuilding and limestone production. It was, and still is, an important fishing port. Lobsters are the main export and the five-day Maine Lobster Festival is celebrated here annually. The red, three-story brick buildings lining the main street of Rockland, give it the image of an old working town. I have always been impressed by the appearance of these small towns, because to me this is what I had expected Maine to look like. When I first went through the center of Rockland on the bus, I was impressed by the obvious ties the community had with the sea. The fishing and lobster industry was evident by the number of commercial fishing and lobster boats. Rockland was, and still is, the commercial hub of the mid-coastal region of the state. The local radio station WRKD was an important source of local news and weather reports. This was also the radio station that opened each day’s broadcasting with Hal Lone Pine’s song, recorded on Toronto's Arc Records label: “There’s a winding lane on the Coast of Maine that is wound around my heart....” The United States Coast Guard still maintains a base in Rockland, which is reassuring to the families of those who go fishing out on the open waters of Penobscot Bay and the Gulf of Maine. Rockland remains the home of the Farnsworth Art Museum, which has an art gallery displaying paintings by Andrew Wyeth, as well as other New England artists. The Bay Point Hotel that was founded in 1889 had a compelling view of the breakwater and Penobscot Bay. The Victorian style hotel, later known as the Samoset Hotel, had seen better days by 1952 and was closed in 1969. On October 13, 1972, the four-story hotel caught fire in the dining area due to an undetermined cause. Fanned by 20-mile-an-hour north winds, the structure burned to the ground within an hour. However, five years later a new Samoset Resort was founded.
