Those that can will collapse to black holes; eventually everything will fall into stellar-mass black holes, and those black holes will fall into supermassive black holes, and then all of the black holes in the universe will eventually vaporize into Hawking radiation. One of the most striking losses was the Carolina parakeet, a lovely, innocuous bird whose numbers in the wild were possibly exceeded only by the unbelievably numerous passenger pigeon. (When the first pilgrims came to America there were an estimated nine billion passenger pigeons—more than twice the number of all birds found in America today.) Both were hunted out of existence—the passenger pigeon for pig feed and the simple joy of blasting volumes of birds from the sky with blind ease, the Carolina parakeet because it ate farmers’ fruit and had a striking plumage that made a lovely ladies’ hat. In 1914, the last surviving members of each species died within weeks of each other in captivity. A similar unhappy fate awaited the delightful Bachman’s warbler. Always rare, it was said to have one of the loveliest songs of all birds. For years it escaped detection, but in 1939, two birders, operating independently in different places, coincidentally saw a Bachman’s warbler within two days of each other. Both shot the birds (nice work, boys!), and that, it appears, was that for the Bachman’s warbler. But there are almost certainly others that disappeared before anyone much noticed. John James Audubon painted three species of bird—the small-headed flycatcher, the carbonated warbler, and the Blue Mountain warbler—that have not been seen by anyone since. The same is true of Townsend’s bunting, of which there is one stuffed specimen in the Smithsonian Institution in Washington. Between the 1940s and 1980s, the populations of migratory songbirds fell by 50 percent in the eastern United States (in large part because of loss of breeding sites and other vital wintering habitats in Latin America) and by some estimates are continuing to fall by 3 percent or so a year. Seventy percent of all eastern bird species have seen population declines since the 1960s. These days, the woods are a pretty quiet place.

Governments in these countries have money to invest in educational systems that prepare workers, both blue and white collar, for change. Their universities have much greater access to state-of-the-art technologies. Their companies produce the innovations that drive tech change in the first place. This creates a dynamic in which high-wage countries are more likely than low-wage ones to dominate the skill-intensive industries that will generate twenty-first-century growth, leaving behind large numbers of those billion-plus people who only recently emerged from age-old deprivation. The wealth in developed countries helps them maintain much stronger social safety nets than in poorer countries to help citizens who lose their jobs, fall ill, or need to care for sick children or aging parents. In short, wealthier countries are both more adaptable and more resilient than developing ones.

In a very real sense, we are operating as if our population were at least thirty times larger, equivalent to a global population in excess of 200 billion people.

No advanced degree required. In that photo, the inner meaning of four centuries of astronomical research is suddenly available to all of us at a glance. Space is nearly empty. There is virtually no chance that one of the Voyagers will ever enter another solar system—and this is true even if every star in the sky is accompanied by planets. The instructions on the record jackets, written in what we believe to be readily comprehensible scientific hieroglyphics, can be read, and the contents of the records understood, only if alien beings, somewhere in the remote future, find Voyager in the depths of interstellar space. Since both Voyagers will circle the center of the Milky Way Galaxy essentially forever, there is plenty of time for the records to be found—if there's anyone out there to do the finding. We cannot know how much of the records they would understand. Surely the greetings will be incomprehensible, but their intent may not be. (We thought it would be impolite not to say hello.) The hypothetical aliens are bound to be very different from us—independently evolved on another world. Are we really sure they could understand anything at all of our message? Every time I feel these concerns stirring, though, I reassure myself. Whatever the incomprehensibilities of the Voyager record, any alien ship that finds it will have another standard by which to judge us. Each Voyager is itself a message. In their exploratory intent, in the lofty ambition of their objectives, in their utter lack of intent to do harm, and in the brilliance of their design and performance, these robots speak eloquently for us. But being much more advanced scientists and engineers than we—otherwise they would never be able to find and retrieve the small, silent spacecraft in interstellar space—perhaps the aliens would have no difficulty understanding what is encoded on these golden records. Perhaps they would recognize the tentativeness of our society, the mismatch between our technology and our wisdom. Have we destroyed ourselves since launching Voyager, they might wonder, or have we gone on to greater things? Or perhaps the records will never be intercepted. Perhaps no one in five billion years will ever come upon them. Five billion years is a long time. In five billion years, all humans will have become extinct or evolved into other beings, none of our artifacts will have survived on Earth, the continents will have become unrecognizably altered or destroyed, and the evolution of the Sun will have burned the Earth to a crisp or reduced it to a whirl of atoms. Far from home, untouched by these remote events, the Voyagers, bearing the memories of a world that is no more, will fly on.

Permanent Revolution THE INDUSTRIAL REVOLUTION OPENED up new ways to convert energy and to produce goods, largely liberating humankind from its dependence on the surrounding ecosystem. Humans cut down forests, drained swamps, dammed rivers, flooded plains, laid down hundreds of thousands of miles of railroad tracks, and built skyscraping metropolises. As the world was moulded to fit the needs of Homo sapiens, habitats were destroyed and species went extinct. Our once green and blue planet is becoming a concrete and plastic shopping centre. Today, the earth’s continents are home to billions of Sapiens. If you took all these people and put them on a large set of scales, their combined mass would be about 300 million tons. If you then took all our domesticated farmyard animals – cows, pigs, sheep and chickens – and placed them on an even larger set of scales, their mass would amount to about 700 million tons. In contrast, the combined mass of all surviving large wild animals – from porcupines and penguins to elephants and whales – is less than 100 million tons. Our children’s books, our iconography and our TV screens are still full of giraffes, wolves and chimpanzees, but the real world has very few of them left. There are about 80,000 giraffes in the world, compared to 1.5 billion cattle; only 200,000 wolves, compared to 400 million domesticated dogs; only 250,000 chimpanzees – in contrast to billions of humans. Humankind really has taken over the world.1 Ecological degradation is not the same as resource scarcity. As we saw in the previous chapter, the resources available to humankind are constantly increasing, and are likely to continue to do so. That’s why doomsday prophesies of resource scarcity are probably misplaced. In contrast, the fear of ecological degradation is only too well founded. The future may see Sapiens gaining control of a cornucopia of new materials and energy sources, while simultaneously destroying what remains of the natural habitat and driving most other species to extinction. In fact, ecological turmoil might endanger the survival of Homo sapiens itself. Global warming, rising oceans and widespread pollution could make the earth less hospitable to our kind, and the future might consequently see a spiralling race between human power and human-induced natural disasters. As humans use their power to counter the forces of nature and subjugate the ecosystem to their needs and whims, they might cause more and more unanticipated and dangerous side effects. These are likely to be controllable only by even more drastic manipulations of the ecosystem, which would result in even worse chaos. Many call this process ‘the destruction of nature’. But it’s not really destruction, it’s change. Nature cannot be destroyed. Sixty-five million years ago, an asteroid wiped out the dinosaurs, but in so doing opened the way forward for mammals. Today, humankind is driving many species into extinction and might even annihilate itself. But other organisms are doing quite well. Rats and cockroaches, for example, are in their heyday. These tenacious creatures would probably creep out from beneath the smoking rubble of a nuclear Armageddon, ready and able to spread their DNA. Perhaps 65 million years from now, intelligent rats will look back gratefully on the decimation wrought by humankind, just as we today can thank that dinosaur-busting asteroid. Still, the rumours of our own extinction are premature. Since the Industrial Revolution, the world’s human population has burgeoned as never before. In 1700 the world was home to some 700 million humans. In 1800 there were 950 million of us. By 1900 we almost doubled our numbers to 1.6 billion. And by 2000 that quadrupled to 6 billion. Today there are just shy of 7 billion Sapiens.

In this view, the disaster of inner cities isn’t primarily about race at all. It’s about the consequences of 50 years of progressive misrule—which on race has proved an equal-opportunity failure. Baltimore is but the latest liberal-blue city where government has failed to do the one thing it ought—i.e., put the cops on the side of the vulnerable and law-abiding—while pursuing “solutions” that in practice enfeeble families and social institutions and local economies. These supposed solutions do this by substituting federal transfers for fathers and families. They do it by favoring community organizing and government projects over private investment. And they do it by propping up failing public-school systems that operate as jobs programs for the teachers unions instead of centers of learning. If our inner-city African-American communities suffer disproportionately from crippling social pathologies that make upward mobility difficult—and they do—it is in large part because they have disproportionately been on the receiving end of this five-decade-long progressive experiment in government beneficence. How do we know? Because when we look at a slice of white America that was showered with the same Great Society good intentions—Appalachia—we find the same dysfunctions: greater dependency, more single-parent families and the absence of the good, private-sector jobs that only a growing economy can create. Remember, in the mid-1960s when President Johnson put a face on America’s “war on poverty,” he didn’t do it from an urban ghetto. He did it from the front porch of a shack in eastern Kentucky’s Martin County, where a white family of 10 eked out a subsistence living on an income of $400 a year. In many ways, rural Martin County and urban Baltimore could not be more different. Martin County is 92% white while Baltimore is two-thirds black. Each has seen important sources of good-paying jobs dry up—Martin County in coal mining, Baltimore in manufacturing. In the last presidential election, Martin Country voted 6 to 1 for Mitt Romney while Baltimore went 9 to 1 for Barack Obama. Yet the Great Society’s legacy has been depressingly similar. In a remarkable dispatch two years ago, the Lexington Herald-Leader’s John Cheves noted that the war on poverty sent $2.1 billion to Martin County alone (pop. 12,537) through programs including “welfare, food stamps, jobless benefits, disability compensation, school subsidies, affordable housing, worker training, economic development incentives, Head Start for poor children and expanded Social Security, Medicare and Medicaid.” The result? “The problem facing Appalachia today isn’t Third World poverty,” writes Mr. Cheves. “It’s dependence on government assistance.” Just one example: When Congress imposed work requirements and lifetime caps for welfare during the Clinton administration, claims of disability jumped. Look for the atmosphere, and you’ll notice you can’t see it, not really. It’s as though Earth doesn’t even have a layer of gas surrounding it. Conservative elites first turned to populism as a political strategy thanks to Richard Nixon. His festering resentment of the Establishment’s clubby exclusivity prepared him emotionally to reach out to the “silent majority,” with whom he shared that hostility. Nixon excoriated “our leadership class, the ministers, the college professors, and other teachers… the business leadership class… they have all really let down and become soft.” He looked forward to a new party of independent conservatism resting on a defense of traditional cultural and social norms governing race and religion and the family. It would include elements of blue-collar America estranged from their customary home in the Democratic Party. Proceeding in fits and starts, this strategic experiment proved its viability during the Reagan era, just when the businessman as populist hero was first flexing his spiritual muscles. Claiming common ground with the folkways of the “good ole boy” working class fell within the comfort zone of a rising milieu of movers and shakers and their political enablers. It was a “politics of recognition”—a rediscovery of the “forgotten man”—or what might be termed identity politics from above. Soon enough, Bill Clinton perfected the art of the faux Bubba. By that time we were living in the age of the Bubba wannabe—Ross Perot as the “simple country billionaire.” The most improbable members of the “new tycoonery” by then had mastered the art of pandering to populist sentiment. Citibank’s chairman Walter Wriston, who did yeoman work to eviscerate public oversight of the financial sector, proclaimed, “Markets are voting machines; they function by taking referenda” and gave “power to the people.” His bank plastered New York City with clever broadsides linking finance to every material craving, while simultaneously implying that such seductions were unworthy of the people and that the bank knew it. Its $1 billion “Live Richly” ad campaign included folksy homilies: what was then the world’s largest bank invited us to “open a craving account” and pointed out that “money can’t buy you happiness. But it can buy you marshmallows, which are kinda the same thing.” Cuter still and brimming with down-home family values, Citibank’s ads also reminded everybody, “He who dies with the most toys is still dead,” and that “the best table in the city is still the one with your family around it.” Yale preppie George W. Bush, in real life a man with distinctly subpar instincts for the life of the daredevil businessman, was “eating pork rinds and playing horseshoes.” His friends, maverick capitalists all, drove Range Rovers and pickup trucks, donning bib overalls as a kind of political camouflage.

When something in society goes so wrong, that something is often a product of one very large agreement instead of the various small disagreements that consume the political sphere. Looming over the fights about which administration is to blame for housing becoming so unstable and what percentage increase this or that program is entitled to sits the inconsistency of America spending about $70 billion a year subsidizing homeownership through tax breaks like deferred taxes on capital gains and the mortgage interest deduction (MID), which allows homeowners to deduct the interest on their home loan from their federal income taxes. Together these tax breaks amount to a vast upper-middle-class welfare program that encourages people to buy bigger and more expensive houses, but because their biggest beneficiaries are residents of high-cost cities in deep blue redoubts like New York and California, even otherwise liberal politicians fight any attempt to reduce them. These programs are also entitlements that live on budgetary autopilot, meaning people get the tax breaks no matter how much they cost the government. Contrast that with programs like Section 8 rental vouchers, which cost about $20 billion a year, have been shown to be highly effective at reducing homelessness, and cost far less than the morally repugnant alternative of letting people live in tents and rot on sidewalks, consuming police resources and using the emergency room as a public hospital. That program has to be continually re-upped by Congress, and unlike middle-class homeowner programs, when the money runs out, it’s gone. This is why many big cities either have decades-long lines for rental vouchers or have closed those lines indefinitely on account of excess demand. The message of this dichotomy, which has persisted for decades regardless of which party is in charge and despite the mountains of evidence showing just how well these vouchers work, is that America is willing to subsidize as much debt as homeowners can gorge themselves on but that poor renters, the majority of whom live in market-rate apartments, are a penny-ante side issue unworthy of being prioritized.

Tirza lives in the illegal West Bank settlement of Kfar Adumim and is one of the key architects of the Israeli separation wall that creeps through the West Bank. He supports facial recognition technology at Israeli checkpoints because it reduces “friction” between the IDF and Palestinians.47 The IDF uses extensive facial recognition with a growing network of cameras and mobile phones to document every Palestinian in the West Bank. Starting in 2019, Israeli soldiers used the Blue Wolf app to capture Palestinian faces, which were then compared to a massive database of images dubbed the “Facebook for Palestinians.” Soldiers were told to compete by taking the most photos of Palestinians and the most prolific would win prizes.
