In each case his position on the issues remain the same; white supremacist/ethno-nationalist endorsement of a race-centered rhetoric and nativist populism. What change were the voters. Democrats rejected Duke politics while Republicans embraced him.

Elected officials ignore long-term problems because they must pander to the short-term interests of voters. People working for insurance companies rely on technicalities to deny desperately ill patients the care they need. CEOs and investment bankers run extraordinary risks—both for their businesses and for the economy as a whole—because they reap the rewards of success without suffering the penalties of failure. District attorneys continue to prosecute people they know to be innocent because their careers depend on winning cases. Our government fights a war on drugs that creates the very problem of black-market profits and violence that it pretends to solve. We need systems that are wiser than we are. We need institutions and cultural norms that make us more honest and ethical than we tend to be. The project of building them is distinct from—and, in my view, even more important than—an individual’s refining his personal ethical code.

Whatever the Koch movement operatives (which now include many Republican politicians) believe in their hearts about race, they are comfortable with deploying strategic racism because popular stereotypes can help move unpopular ideas, including limiting democracy. Take for example the widespread unconscious association between people of color and criminals; anti-voting advocates and politicians exploited this connection to win white support for voter suppression measures. They used images of brown and Black people voting in ads decrying “voter fraud,” which has been proven repeatedly to be virtually nonexistent and nonsensical: it’s hard enough to get a majority of people to overcome the bureaucratic hurdles to vote in every election; do we really think that people are risking jail time to cast an extra ballot? Nonetheless, the combination of the first Black president and inculcation through repetition led to a new common sense, particularly among white Republicans, that brown and Black people could be committing a crime by voting. With this idea firmly implanted, the less popular idea—that politicians should change the rules to make it harder for eligible citizens to vote—becomes more tolerable.

We did this because we believed and hoped that this charismatic black man could bring about the transformational changes we urgently need at this time on the clock of the world, when the U.S. empire is unraveling and the American pursuit of unlimited economic growth has reached its social and ecological limits. We have been stunned by the audacity of the Supreme Court as it reaffirmed the premise that corporations are persons and validated corporate financing of elections in its Citizens United decision.

It had a simple melody about the need to enrich the “investing” classes (said to “create jobs”), and an encoded percussion: “culture wars”; “welfare mothers”; “underclass”; “race-and-IQ”; “black-on-black crime”; “criminal gene”; on and on.40 Halfway through the decade, as the band played on, a huge economic revolution from above had got well under way. The poorest 40 percent of American families were sharing 15.5 percent of household income, while the share of the richest 20 percent of families had risen to a record 43.7 percent, and the trend appeared to be (and has turned out to be) more and more of the same.41 The

In the elaborate con that is American electoral politics, the Republican voter has long been the easiest mark in the game, the biggest dope in the room. Everyone inside the Beltway knows this. The Republican voters themselves are the only ones who never saw it. Elections are about a lot of things, but at the highest level, they’re about money. The people who sponsor election campaigns, who pay the hundreds of millions of dollars to fund the candidates’ charter jets and TV ads and 25-piece marching bands, those people have concrete needs. They want tax breaks, federal contracts, regulatory relief, cheap financing, free security for shipping lanes, antitrust waivers and dozens of other things. They mostly don’t care about abortion or gay marriage or school vouchers or any of the social issues the rest of us spend our time arguing about. It’s about money for them, and as far as that goes, the CEO class has had a brilliantly winning electoral strategy for a generation. They donate heavily to both parties, essentially hiring two different sets of politicians to market their needs to the population. The Republicans give them everything that they want, while the Democrats only give them mostly everything. They get everything from the Republicans because you don’t have to make a single concession to a Republican voter. All you have to do to secure a Republican vote is show lots of pictures of gay people kissing or black kids with their pants pulled down or Mexican babies at an emergency room. Then you push forward some dingbat like Michele Bachmann or Sarah Palin to reassure everyone that the Republican Party knows who the real Americans are. Call it the “Rove 1-2.” That’s literally all it’s taken to secure decades of Republican votes, a few patriotic words and a little over-the-pants rubbing. Policywise, a typical Republican voter never even asks a politician to go to second base. While we always got free trade agreements and wars and bailouts and mass deregulation of industry and lots of other stuff the donors definitely wanted, we didn’t get Roe v. Wade overturned or prayer in schools or balanced budgets or censorship of movies and video games or any of a dozen other things Republican voters said they wanted.

His audience is worshipful, shabby, and exclusively black. (One of the more interesting features of the campaign has been Roosevelt’s evident appeal to, and fondness for, the black voter.) He begins by admitting that his campaign planners had not allowed for “this magnificent meeting” of colored citizens. “For the first time, therefore, since the opening of the campaign I have begun to take matters a little in my own hands!” Laughter and applause. “I like to speak to an audience of colored people,” Roosevelt says simply, “for that is only another way of saying that I am speaking to an audience of Republicans.” More applause. He reminds his listeners that he has “always stood up for the colored race,” and tells them about the time he put a black man in the chair of the Chicago Convention. Apologizing for his tight schedule, he winds up rapidly, and dashes out of the hall to a standing ovation.45 A carriage is waiting outside; the driver plies his whip; by 8:30 Roosevelt is at Concordia Hall, on Twenty-eighth Street and Avenue A. Here he shouts at a thousand well-scrubbed immigrants, “Do you want a radical reformer?” “YES WE DO!” comes the reply.46

Obama’s blackness quotient is often a subject of debate. (He himself once joked, while speaking to the National Association of Black Journalists in 2007, “I want to apologize for being a little bit late, but you guys keep on asking whether I’m black enough.”) But despite Obama’s post-election reluctance to talk about race, he has always displayed both an obvious affinity for black culture and a distinct ability to defy black America’s worst self-conceptions.

Anti-voting lawmakers perhaps weren’t intending to make it harder for married white women to vote, but that’s exactly what they did by requiring an exact name match across all forms of identification in many states in recent years. Birth certificates list people’s original surnames, but if they change their names upon marriage, their more recent forms of ID usually show their married names. Sandra Watts is a married white judge in the state of Texas who was forced to use a provisional ballot in 2013 under the state’s voter ID law. She was outraged at the imposition: “Why would I want to vote provisional ballot when I’ve been voting regular ballot for the last forty-nine years?” Like many women, she included her maiden name as her middle name when she took her husband’s last name—and that’s what her driver’s license showed. But on the voter rolls, her middle name was the one her parents gave her at birth, which she no longer used. And like that, she lost her vote—all because of a law intended to suppress people like Judge Watts’s fellow Texan Anthony Settles, a Black septuagenarian and retired engineer. Anthony Settles was in possession of his Social Security card, an expired Texas identification card, and his old University of Houston student ID, but he couldn’t get a new photo ID to vote in 2016 because his mother had changed his name when she remarried in 1964. Several lawyers tried to help him track down the name-change certificate in courthouses, to no avail; his only recourse was to go to court for a new one, at a cost of $250. Elderly, rural, and low-income voters are more likely not to have birth certificates or to have documents containing clerical errors. Hargie Randell, a legally blind Black Texan who couldn’t drive but who had a current voter registration card used before the new Texas law, had to arrange for people to drive him to the Department of Public Safety office three times, and once to the county clerk’s office an hour away, only to end up with a birth certificate that spelled his name wrong by one letter.

The War on Drugs proved popular among key white voters, particularly whites who remained resentful of black progress, civil rights enforcement, and affirmative action. Beginning in the 1970s, researchers found that racial attitudes - not crime rates or likelihood of victimization - are an important determinant of white support for 'get tough on crime' and antiwelfare measures. Among whites, those expressing the highest degree of concern about crime also tend to oppose racial reform, and their punitive attitudes toward crime are largely unrelated to their likelihood of victimization. Whites, on average, are more punitive than blacks, despite the fact that blacks are far more likely to be victims of crime. Rural whites are often the most punitive, even though they are least likely to be crime victims. The War on Drugs, cloaked in race-neutral language, offered whites opposed to racial reform a unique opportunity to express their hostility toward blacks and black progress, without being exposed to the charge of racism.

To great effect, Reagan echoed white frustration in race-neutral terms through implicit racial appeals. His 'color-blind' rhetoric on crime, welfare, taxes, and states' rights was clearly understood by white (and black) voters as having a racial dimension, though claims to that effect were impossible to prove. The absence of explicitly racist rhetoric afforded the racial nature of his coded appeals a certain plausible deniability. For example, when Reagan kicked off his presidential campaign at the annual Neshoba County Fair near Philadelphia, Mississippi - the town where three civil rights activists were murdered in 1964 - he assured the crowd 'I believe in states' rights,' and promised to restore to states and local governments the power that properly belonged to them. His critics promptly alleged that he was signaling a racial message to his audience, suggesting allegiance with those who resisted desegregation, but Reagan firmly denied it, forcing liberals into a position that would soon become familiar - arguing that something is racist but finding it impossible to prove in the absence of explicitly racist language.

American blacks and Latinos and LGBT folks have been feeling the same way for a long time. And I want to be clear about the man himself. Donald Trump is a despicable human being - a full-blown narcissist, a pathological liar, a vulgarian, a groper of women and girls. He's completely unfit to be president of the United States. As regards the working class, however, he did what Dickens did. He held a mirror up to a whole class of people who were too often ignored. Because Dickens was both a good man and a great artist, what people saw in that mirror was their best selves. And because Trump is neither good nor great, his distorted mirror reflects little but his supporters' bigotry and anger. But give the man this much credit. To his supporters he was saying, I see you. I see your value. Which is more than can be said for the elites of either party.

we have much to learn from the struggles in Alabama and Mississippi in the early 1960s. In the spring of 1963 the Southern Christian Leadership Conference led by Dr. King launched a “fill the jails” campaign to desegregate downtown department stores and schools in Birmingham. But few local blacks were coming forward. Black adults were afraid of losing their jobs, local black preachers were reluctant to accept the leadership of an “Outsider,” and city police commissioner Bull Connor had everyone intimidated. Facing a major defeat, King was persuaded by his aide, James Bevel, to allow any child old enough to belong to a church to march. So on D-day, May 2, before the eyes of the whole nation, thousands of schoolchildren, many of them first graders, joined the movement and were beaten, fire-hosed, attacked by police dogs, and herded off to jail in paddy wagons and school buses. The result was what has been called the “Children’s Miracle.” Inspired and shamed into action, thousands of adults rushed to join the movement. All over the country rallies were called to express outrage against Bull Connor’s brutality. Locally, the power structure was forced to desegregate lunch counters and dressing rooms in downtown stores, hire blacks to work downtown, and begin desegregating the schools. Nationally, the Kennedy administration, which had been trying not to alienate white Dixiecrat voters, was forced to begin drafting civil rights legislation as the only way to forestall more Birminghams. The next year as part of Mississippi Freedom Summer, activists created Freedom Schools because the existing school system (like ours today) had been organized to produce subjects, not citizens. People in the community, both children and adults, needed to be empowered to exercise their civil and voting rights. A mental revolution was needed. To bring it about, reading, writing, and speaking skills were taught through discussions of black history, the power structure, and building a movement. Everyone took this revolutionary civics course, then chose from more academic subjects such as algebra and chemistry. All over Mississippi, in church basements and parish halls, on shady lawns and in abandoned buildings, volunteer teachers empowered thousands of children and adults through this community curriculum. The Freedom Schools of 1964 demonstrated that when Education involves young people in making community changes that matter to them, when it gives meaning to their lives in the present instead of preparing them only to make a living in the future, young people begin to believe in themselves and to dream of the future.

The final major area of untapped power for the Negro is in the political arena. Negro population is burgeoning in major cities as tides of migrants flow into them in search of employment and opportunity. These new migrants have substantially higher birth rates than characterize the white population. The two trends, along with the exodus of the white population to the suburbs, are producing fast-gathering Negro majorities in the large cities. The changing composition of the cities must be seen in the light of their political significance. Particularly in the North, the large cities substantially determine the political destiny of the state. These states, in turn, hold the dominating electoral votes in presidential contests. The future of the Democratic Party, which rests so heavily on its coalition of urban minorities, cannot be assessed without taking into account which way the Negro vote turns. The wistful hopes of the Republican Party for large city influence will also be decided not in the boardrooms of great corporations but in the teeming ghettos. Its 1964 disaster with Goldwater, in which fewer than 6 percent of Negroes voted Republican, indicates that the illustrious ghost of Abraham Lincoln is not sufficient for winning Negro confidence, not so long as the party fails to shrink the influence of its ultra-right wing.

It is folly for white politicians to think they will win the loyalty of Hispanic voters by endorsing policies that increase Hispanic power. As Hispanics gain in numbers and influence, they will replace non-Hispanic politicians with Hispanics. Foolish whites will be shoved out just as blacks shoved out Chris Bell, the white Democratic congressman from Texas [...] who was left sputtering that blacks forgot all about his career of “fighting for diversity” once they had a chance to vote for a black. It is already nearly impossible to discuss immigration rationally, or even enforce laws that are on the books. If we are afraid to take measures that might upset 16 percent of the population, what are our chances of defending larger interests if Hispanics are 20, 30, or even 40 percent of the country? We already have tens of millions of citizens whose primary loyalty is not to the United States but to Mexico. If there were a crisis with Mexico is there any doubt which side they would take? The United States already finds it difficult to advance its own interests against Mexican opposition. As the Mexican-American population grows, it could become impossible.

Benjamin Franklin wrote little about race, but had a sense of racial loyalty. “[T]he Number of purely white People in the World is proportionably [sic] very small,” he observed. “ . . . I could wish their Numbers were increased.” James Madison, like Jefferson, believed the only solution to the problem of racial friction was to free the slaves and send them away. He proposed that the federal government sell off public lands in order to raise the money to buy the entire slave population and transport it overseas. He favored a Constitutional amendment to establish a colonization society to be run by the President. After two terms in office, Madison served as chief executive of the American Colonization Society, to which he devoted much time and energy. At the inaugural meeting of the society in 1816, Henry Clay described its purpose: to “rid our country of a useless and pernicious, if not dangerous portion of the population.” The following prominent Americans were not merely members but served as officers of the society: Andrew Jackson, Daniel Webster, Stephen Douglas, William Seward, Francis Scott Key, Winfield Scott, and two Chief Justices of the Supreme Court, John Marshall and Roger Taney. All opposed the presence of blacks in the United States and thought expatriation was the only long-term solution. James Monroe was such an ardent champion of colonization that the capital of Liberia is named Monrovia in gratitude for his efforts. As for Roger Taney, as chief justice he wrote in the Dred Scott decision of 1857 what may be the harshest federal government pronouncement on blacks ever written: Negroes were “beings of an inferior order, and altogether unfit to associate with the White race, either in social or political relations; and so far inferior that they have no rights which a White man is bound to respect.” Abraham Lincoln considered blacks to be—in his words—“a troublesome presence” in the United States. During the Lincoln-Douglas debates he expressed himself unambiguously: “I am not nor ever have been in favor of making voters or jurors of negroes, nor of qualifying them to hold office, nor to intermarry with white people; and I will say in addition to this that there is a physical difference between the white and black races which I believe will for ever forbid the two races living together on terms of social and political equality.” His opponent, Stephen Douglas, was even more outspoken, and made his position clear in the very first debate: “For one, I am opposed to negro citizenship in any form. I believe that this government was made on the white basis. I believe it was made by white men for the benefit of white men and their posterity forever, and I am in favor of confining the citizenship to white men—men of European birth and European descent, instead of conferring it upon negroes and Indians, and other inferior races.

In the wake of 1984’s pummeling the Michigan Democratic Party commissioned Stanley Greenberg, then a political scientist and later a preeminent Democratic pollster, to help it understand the mindset of the voters abandoning the party in droves. Greenberg placed race at the epicenter of the tectonic shift. First, Greenberg found that many whites conflated middle-class identity with white identity, and saw blacks as a threat to their middle-class status: “Blacks constitute the explanation for their vulnerability and for almost everything that has gone wrong in their lives; not being black is what constitutes being middle class; not living with blacks is what makes a neighborhood a decent place to live.” Second, picking up on the administration’s campaign against affirmative action as discrimination against whites, Greenberg found that many whites had come to understand themselves as victims of racial mistreatment.

Tea Party fury may not have come from old-style, hate-every-black-person racism, but it nevertheless stemmed from the racial hostilities mobilized by dog whistle politics. To make matters worse, riots erupted in the summer of 1964 in Harlem and Rochester, followed by a series of uprisings that swept the nation following the assassination of Martin Luther King Jr. in 1968. The racial imagery associated with the riots gave fuel to the argument that civil rights for blacks led to rampant crime. On national security, Goldwater and his allies felt Eisenhower had been barely fighting the communists, and that the Soviets were gobbling up territory across the globe. At one point, Goldwater appeared to muse about dropping a low-yield nuclear bomb on the Chinese supply lines in Vietnam, though it may have been more a press misunderstanding than his actual view.175 Conservatives believed that by promoting these ideas, they were not just saving a party, they were rescuing the American experiment. Politically, they saw in Goldwater a chance to break the stranglehold of the Eastern moneyed interests. If a candidate could raise money and build an organization without being beholden to the Eastern power brokers, then such a candidate could finally represent the interests of authentic Americans, the silent majority that made the country an exceptional one. Goldwater looked like the leader of a party that was moving west. His head seemed fashioned from sandstone. An Air Force pilot, his skin was taut, as though he’d always left the window open on his plane. He would not be mistaken for an East Coast banker. The likely nominee disagreed most violently with moderates over the issue of federal protections for the rights of black Americans. In June, a month before the convention, the Senate had voted on the Civil Rights Act. Twenty-seven of thirty-three Republicans voted for the legislation. Goldwater was one of the six who did not, arguing that the law was unconstitutional. “The structure of the federal system, with its fifty separate state units, has long permitted this nation to nourish local differences, even local cultures,” said Goldwater. Though Goldwater had voted for previous civil rights legislation and had founded the Arizona Air National Guard as a racially integrated unit, moderates rejected his reasoning. They said it was a disguise to cover his political appeal to anxious white voters whom he needed to win the primaries. He was courting not just Southern whites but whites in the North and the Midwest who were worried about the speed of change in America and competition from newly empowered blacks.
