Without nukes, there would have been no Woodstock, no Beatles and no overflowing supermarkets. But in the mid-1970s it seemed that nuclear weapons notwithstanding, the future belonged to socialism.

The Soviet Union disintegrated, but the surviving superpower's instinct to de-escalate intensified: In Kirkuk as in Kandahar, every Lilliputian warlord quickly grasped that you could provoke the infidel Gulliver with relative impunity. In May 1981, Yuri Andropov, chairman of the KGB, gathered his senior officers in a secret conclave to issue a startling announcement: America was planning to launch a nuclear first strike, and obliterate the Soviet Union. For more than twenty years, a nuclear war between East and West had been held at bay by the threat of mutually assured destruction, the promise that both sides would be annihilated in any such conflict, regardless of who started it. But by the end of the 1970s the West had begun to pull ahead in the nuclear arms race, and tense détente was giving way to a different sort of psychological confrontation, in which the Kremlin feared it could be destroyed and defeated by a preemptive nuclear attack. Early in 1981, the KGB carried out an analysis of the geopolitical situation, using a newly developed computer program, and concluded that “the correlation of world forces” was moving in favor of the West. Soviet intervention in Afghanistan was proving costly, Cuba was draining Soviet funds, the CIA was launching aggressive covert action against the USSR, and the US was undergoing a major military buildup: the Soviet Union seemed to be losing the Cold War, and, like a boxer exhausted by long years of sparring, the Kremlin feared that a single, brutal sucker punch could end the contest. The KGB chief’s conviction that the USSR was vulnerable to a surprise nuclear attack probably had more to do with Andropov’s personal experience than rational geopolitical analysis. As Soviet ambassador to Hungary in 1956, he had witnessed how quickly an apparently powerful regime might be toppled. He had played a key role in suppressing the Hungarian Uprising. A dozen years later, Andropov again urged “extreme measures” to put down the Prague Spring. The “Butcher of Budapest” was a firm believer in armed force and KGB repression. The head of the Romanian secret police described him as “the man who substituted the KGB for the Communist Party in governing the USSR.” The confident and bullish stance of the newly installed Reagan administration seemed to underscore the impending threat. And so, like every genuine paranoiac, Andropov set out to find the evidence to confirm his fears. Operation RYAN (an acronym for raketno-yadernoye napadeniye, Russian for “nuclear missile attack”) was the biggest peacetime Soviet intelligence operation ever launched.

The real surprise is the frequency of false positives, the innocent men found guilty. That error rate we do not acknowledge—do not even think about—because it calls so much into question. The fact is, what we call proof is as fallible as the witnesses who produce it, human beings all. Memories fail, eyewitness identifications are notoriously unreliable, even the best-intentioned cops are subject to failures of judgment and recall. The human element in any system is always prone to error. Why should the courts be any different? They are not. Our blind trust in the system is the product of ignorance and magical thinking, and there was no way in hell I was going to trust my son’s fate to it. Not because I believed he was guilty, I assure you, but precisely because he was innocent. I was doing what little I could to ensure the right result, the just result. If you do not believe me, go spend a few hours in the nearest criminal court, then ask yourself if you really believe it is error-free. Ask yourself if you would trust your child to it.

As will that which your God feels you are capable of enduring, while you, in your pitiful anguish, are yet dubious of your own ability to even endure, not alone overcome. I assure you now, you will have joy and beauty, where there was once only ashes. In time. Perhaps even more than before. Our ability to provide a reliable, adequate food supply thanks to yields an order of magnitude higher than in early agricultures has been made possible by large energy subsidies and it has been accompanied by excessive waste. A near-tripling of average life expectancies has been achieved primarily by drastic reductions of infant mortality and by effective control of bacterial infections. Our fastest mass-travel speeds are now 50-150 times higher than walking. Per capita economic product in affluent countries is roughly 100 times larger than in antiquity, and useful energy deployed per capita is up to 200-250 times higher. Gains in destructive power have seen multiples of many (5-11) orders of magnitude. And, for an average human, there has been essentially an infinitely large multiple in access to stored information, while the store of information civilization-wide will soon be a trillion times larger than it was two millenia ago. And this is the most worrisome obverse of these advances: they have been accompanied by a multitude of assaults on the biosphere. Foremost among them has been the scale of the human claim on plants, including a significant reduction of the peak posts-glacial area of natural forests (on the order of 20%), mostly due to deforestation in temperate and tropical regions; a concurrent expansion of cropland to cover about 11% of continental surfaces; and an annual harvest of close to 20% of the biosphere's primary productivity (Smil 2013a). Other major global concerns are the intensification of natural soil erosion rates, the reduction of untouched wilderness areas to shrinking isolated fragments, and a rapid loss of biodiversity in general and within the most species-rich biomes in particular. And then there is the leading global concern: since 1850 we have emitted close to 300 Gt of fossil carbon to the atmosphere (Boden and Andres 2017). This has increased tropospheric CO2 concentrations from 280 ppm to 405 ppm by the end of 2017 and set the biosphere on a course of anthropogenic global warming (NOAA 2017). These realities clearly demonstrate that our preferences have not been to channel our growing capabilities either into protecting the biosphere or into assuring decent prospects for all newborns and reducing life's inequalities to tolerable differences. Judging by the extraordinary results that are significantly out of line with the long-term enhancements of our productive and protective abilities, we have preferred to concentrate disproportionately on multiplying the destructive capacities of our weapons and, even more so, on enlarging our abilities for the mass-scale acquisition and storage of information and for instant telecommunication, and have done so to an extent that has become not merely questionable but clearly counterproductive in many ways.

Consequently, the tighter the communications net binding each part of Europe to the rest of the world, the smaller became the likelihood of really devastating disease encounter. Only genetic mutation of a disease-causing organism, or a new transfer of parasites from some other host to human beings offered the possibility of devastating epidemic when world transport and communications had attained a sufficient intimacy to assure frequent circulation of all established human diseases among the civilized populations of the world. Between 1500 and about 1700 this is what seems in fact to have occurred. Devastating epidemics of the sort that had raged so dramatically in Europe's cities between 1346 and the mid-seventeenth century tapered off toward the status of childhood diseases, or else, as in the case of both plague and malaria, notably reduced the geographic range of their incidence. The result of such systematic lightening of the microparasitic drain upon European populations (especially in northwestern Europe where both plague and malaria had about disappeared by the close of the seventeenth century) was, of course, to unleash the possibility of systematic growth. He had offered sweeping solutions to these menaces: violence against enemies, both inside and out; the individual’s total immersion in the community; the purification of blood and culture; the galvanizing enterprises of rearmament and expansionist war. He had assured his people a “privileged relation with history.” Fascist regimes had to produce an impression of driving momentum—“permanent revolution”—in order to fulfill these promises. They could not survive without that headlong, inebriating rush forward. Without an ever-mounting spiral of ever more daring challenges, fascist regimes risked decaying into something resembling a tepid authoritarianism. With it, they drove toward a final paroxysm of self-destruction. Fascist or partly fascist regimes do not inevitably succeed in maintaining momentum. Several regimes sometimes considered fascist deliberately took the opposite tack of damping down excitement. They “normalized” themselves—and thereby became more authoritarian than fascist.

Perhaps theological attempts to explain the destruction of churches or of “Christian nations” are asking the wrong question, if they judge success and failure by the standards of the secular world. When, for instance, a Christian community loses political or cultural hegemony, historians might conventionally think of it as having failed, as if the faith must of necessity be allied to political power, and even military victory. Although such a linkage to worldly success was commonplace in earlier times, it has fewer adherents today. Instead of seeking explanations for the loss of divine favor, Christians should rather stress the deep suspicion about the secular order that runs through the New Testament, where the faithful are repeatedly warned that they will live in a hostile world, and a transient one. Nowhere in that scripture are Christians offered any assurance that they will hold political power, or indeed that salvation is promised to descendants or to later members of a particular community. Perhaps the real mystery of Christianity is not in explaining failure or eclipse at particular times, but rather in accounting for the successes elsewhere.

Face à cette ambivalence qui ne peut être éliminée, parce qu'elle exprime dans ce domaine technique la nécessaire dualité individu-collectivité, la théorie politique classique, libérale ou autoritaire, ne peut proposer que des représentations partielles. Le libéralisme anglo-saxon n'arrivera jamais à masquer complètement l'action de l'État, définisseur et garant des règles, acteur majeur de la gestion monétaire au jour le jour. Il ne peut que tenter d'oublier l'expérience innommable d'un dollar échappant entre 1980 et 1985 à toute pesanteur économique par la grâce de l'État. Il est frappé de cécité devant une évidence majeure : les marchés financiers, lieu d'agitation des libres individus, n'en finissent pas de spéculer sur les obligations d'État, dont la rentabilité est assurée par l'existence de l'impôt, c'est-à-dire la capacité d'un État à extraire de sa société la richesse par un mécanisme non marchand de contrainte. La théorie allemande de la monnaie ne pourra quant à elle jamais imposer la réalité d'une monnaie fixant a priori un ordre social et échappant complètement aux acteurs décentralisés de la vie économique. Les banques créent de la monnaie par le crédit. Reste qu'au-delà de cette ambivalence, indépassable, chacune des deux traditions idéologiques, libérale ou autoritaire, adore l'un des deux visages du Janus monétaire. Au moment même où les États-Unis définissaient une conception pragmatique monétaire, selon laquelle un équilibre des pouvoirs doit assurer l'émergence d'une monnaie accompagnant les évolutions et rythmes naturels de la société, l'Europe occidentale accouchait, par étapes, d'une conception radicalement opposée, dominatrice, castratrice, de plus en plus souvent désignée dans le monde anglo-saxon, par l'expression sado-monétarisme. L'euro doit réformer la société, mieux, créer un nouveau monde européen. Chacune des sociétés réellement existantes, chaque nation, doit s'adapter, transfomer ses structures et ses rythmes naturels en fonction d'impératifs monétaires décidées d'en-haut, a priori. Tel est le sens idéologique des critères rigides de Maastricht et des punitions de Dublin qui fixent des règles monétaires et budgétaires auxquelles les individus devront se soumettre dans l'éternité. Cette monnaie autoritaire est le reflet d'un autre système de culture, fondé par d'autres structures anthropologiques. La conception anglo-saxonne de la monnaie reflète les valeurs libérales de la famille nucléaire absolue ; la conception autoritaire du continent européen les valeurs autoritaires de la famille souche. Face à la monnaie, l'individu est comme face à toute institution, libre ou soumis. L'émergence de conceptions opposées de la monnaie n'est que le dernier avatar d'une opposition pluriséculaire entre libéralisme anglo-saxon et autoritarisme continental. Mais comment la France, lieu de naissance de l'une des deux grandes traditions libérales, décontractée dans sa gestion monétaire jusqu'au début des années 80, a-t-elle bien pu changer de camp, abandonner l'individualisme du monde atlantique pour suivre les disciplines de l'Europe centrale ?
